I talked to Susan Sweatt this morning and she informed me that there
were NSA
document requests in the works that were not coming thru Dr. Cambone.
Her
understanding was that all DoD requests, to include NSA, NIMA and NRO
would
come thru big DoD, without exception. She bases that understanding on
Phil's
conversation with Cambone and Haver. She had no specificity so I am
passing
the DoD concern along to you.
FYI, the Joint Inquiry treated NSA separate from DoD and dealt with the

directly. That was Brit Snider's call before I got on board. I would
have
done it differently. We also dealt directly with NIMA and DIA, but to a
lesser
degree.
When I got on board I realized Brit had not engaged big DoD, so we
ginned up a
letter to the chiefs of LL for both big DoD and JCS to attempt to mend
that ;
fence. That worked indifferently even with a push from Eleano'r until we
had a
couple of serious sit down meetings with DoD OGC and ASD C3I (this was
before
USD(I) existed)
In retrospect, Brit may have had it right, for his purposes. We got a
lot done
before big DoD woke up to the facts of what we were doing. We
interviewed Rich
Haver, twice, with no minders present, for example. Also got to ASD
SOLIC for
a key interview, unattended.
Regardless, the legacy you have is that big DoD is not about to let the
intel
agencies have the degree of latitude they had with the Joint Inquiry.
