he minute a tourist arrives in Brussels, everything seems at its disposal in order to help him discover the city in a pleasant way. To a tourist with impaired mobility, quite obviously, the city doesnt reveal itself the same way. Indeed, many gaps are still there to ensure a proper accessibility to the various tourist spots for these persons. However, it is undoubtedly legitimate for them to have access to a plethora of restaurants, hotels, cultural and other leisure activities offered by the city of Brussels. Thats the reason why I keenly wish that the conditions are created in collaboration with tourism sector and VISITBRUSSELS to offer a greater accessibility to people with disabilities. It is therefore essential to increase awareness of all politicians, but also all regional and municipal officials, and promoters to a better use of all spaces and buildings for people with impaired mobility (PIM). It is important to develop tourism for all and allow the related sector to respond with common sense, enthusiasm and professionalism. Therefore we consider it important that the places which meet the PIM criterias should be identified, recorded and their services widely spread. The edition of Brussels for all 2012 in three languages makes it possible to better inform people with impaired mobility about the various places and tourist attractions, and heighten public awareness. This guide is also an effective tool for agencies and tour operators, service providers in transportation or lodging. Moreover, it is also essential to encourage all initiatives and improve methods so that the expertise should go well beyond a simple act of indicating accessible places. Therefore, I particularly support the initiatives of the association AMT-CONCEPT (Accs et Mobilit pour Tous) which has been working for several years to make tourism and recreation in Brussels accessible to all by offering an accessibility diagnosis of hotels, restaurants and museums in Brussels. In the medium and long term, the touristic places must be designed to allow one and all to have access to all facets of life in Brussels.

oor accessibility of public spaces, a lack of appropriate information, a limited choice of places to live, work, learn and engage in leisure pursuits All of these factors play a part in confining people with disabilities in what amounts to a ghetto!

With this new guide Brussels for All, I am aiming to make the concept of accessibility effective. The guide is a step towards enabling the disabled and those with mobility difficulties to maximise their role in the life of society. In fact, it will help provide a solution for one third of the Belgian population, even more if one includes the entourage of persons with mobility difficulties, as the activities included in this guide can be undertaken as a family.

In the wider sense, the various initiatives aimed at encouraging accessibility should allow disabled persons to play an independent part in social, economic, political and cultural life, to the same extent as the non-disabled. In this way, their inclusion in our society will be optimised, which is my principal aim. For many years now, I have been making financial resources available to various associations that support actions including the accessibility of various festivals like the Couleur Caf, the creation of the Brussels For All guide and also the accessibility ruling which has enabled the approval of four services specialising in disability issues. I have also supported the raising of public awareness, for instance, via the creation by AMT Concept of a special obstacle course that allows the able-bodied to experience what its like to be a person of reduced mobility. Provided free of charge by the Phare service, it is negotiated either sitting in a wheelchair or with a bandage over your eyes and a white stick in hand. Let me tell you from personal experience: the difficulties that disabled persons have in getting about from day to day are soon indelibly imprinted on your mind! Furthermore, as Brussels Minister for the Environment, I also support Brussels Environment in all its initiatives for improving the accessibility of all the numerous green spaces in our region. BE has been implementing a raft of measures to aid accessibility for disabled persons, including lowering kerbs, creating tailored parking, adapting relaxation areas, installing linear guides for the partially sighted and blind, adapting paths, installing special ramps as an alternative to stairs, and even installing adapted playground equipment. The legitimate demand for tourism suited to persons of reduced mobility is undergoing strong growth and I am hoping that this new publication will help to improve accessibility and information, thus allowing disabled people to truly flourish.

he Brussels-Capital Region runs an active policy aimed at raising the integration of and ensuring greater autonomy for people with reduced mobility whether they are Brussels residents or visitors to the city in discovering the capital. In addition to the welfare benefits assigned to disabled people, the Region is working to improve access to public transport, services, leisure facilities, housing and education on a day to day basis. It goes without saying that Brussels, the capital to 500 million Europeans, should set the example in this respect, more so than any other major city. For a number of years, VISITBRUSSELS, the communication and tourist agency of the Brussels-Capital Region, is making every effort to devise a tourist offering that is adapted to the needs and requirements of the people with reduced mobility. In fact, a purposedevised section that lists the places and hotspots that are accessible to people with reduced mobility has been included as part of the VISITBRUSSELS website at www.visitbrussels.be/prm. With the aim of providing people with reduced mobility with a better accessibility audit, a collaborative effort has been set up between AMT Concept and VISITBRUSSELS by putting in place a link between the 2 websites: www.brusselsforall.be and www.visitbrussels.be. As from today, the PRM-profile of the VISITBRUSSELS website is a lot more accurate in the information it provides thanks to the information flow that has been established between the two sites, enabling users to find out exactly which accessibility facilities each tourist attraction has to offer, as included in the database: housing infrastructure, hotels, restaurants, museums, shopping precincts, sports and leisure facilities. In addition to its website, in most of the brochures VISITBRUSSELS also provides information of the venues that are accessible to people with reduced mobility. Which is why, for the sake of consistency and so as to complete this information, we have supported the hard copy edition of the Brussels for All guide. Accessibility to the main tourist attractions and being able to prepare ones excursions around the city is paramount for a successful stay. Many tourist infrastructures are aware of the fact that accessibility must be made an integral part of the way in which the tourist hot spots are promoted. VISITBRUSSELS is committed to promoting and encouraging the schemes that have been and are yet to be put in place and to beef up any such schemes as part of Brussels position as a sustainable destination.

ourism for everyone, this is what AMT CONCEPT is aiming for with their printed guide and website Brussels for All . They offer a diagnose of accessibility for the persons with reduced mobility. The paper edition is a resource guide that is complemented by the website. It offers simple and concise information regarding accessibility. More useful details and photos are available on the site with specific comments about each place visited by the team of AMT Concept. This guide is also a tool for agencies and tour operators, service providers, transportation or lodging. AMT Concept propose since 10 years some leads to reduce behavioural barriers as well as architectural ones which inhibit disabled tourists to travel in full safety. Today, the lack of information, of adapted equipment and understanding from the tourism industry, forms an obstacle to the development of a discrimination-free tourism. Let us remark that, for any kind of travel, people need exhaustive information on the state of the infrastructure. A step, a badly calculated door width, an ill-placed plant can be sources of dependence and weariness for disabled travellers or their travelling assistants. Significant improvements have been carried out the last few years in Brussels. However, accessibility in tourist places is far from established, notably for what concerns public transportation, public buildings, stores, restaurants, leisure spaces, etc. We have noticed during our latest visits that some hotels and restaurants had carried out transformations in order to host disabled tourists. Several new hotels offer an optimal accessibility for travellers with reduced mobility. Let us not forget the various Communes in Brussels as well as the Region, which have launched projects (streets and transportation) to improve the present situation. We noticed during our last visits that several hotels and restaurants improved accessibility for persons with reduced mobility. We must not forget either all the projects of the Brussels Region in order to change the actual situation. Finally, this guide does not pretend to be self-sufficient, it only represents a complement of other traditional tourist guide books that remain indispensable to appreciate the abundance of cultural and leisure activities in Brussels.

Assistance dogs

public place, including bars and restaurants. Assistance dog is a generic term for all specially trained dogs to assist people with disabilities and thus increase the autonomy of these persons. There are several types of assistance dogs : dogs (guide dogs) for the blind and visually impaired; dogs trained to recognize certain sounds and for deaf and hearing impaired; trained dogs to assist people with mobility impairments, and dogs for people with epilepsy, diabetes or Alzheimers disease.

The law of 10 May 2007 to fight against discrimination, considers the assistance dog as an indispensable aid for the blind. So an exception is made for assistance dogs, they must be accepted in any

Once arrived in Brussels, by train or by plane, a tourist will use the public transportation means and taxis put at his disposal in order to visit Brussels. Tourists with reduced mobility can unfortunately not rely on public transports. Indeed, the majority of infrastructures have been designed at a time when the disabled persons mobility was not a political item and influent politicians and urban designer have only taken an active interest in this matter since short. For example, the recent PMR plan of the STIB plans a progressive improvement of the access to all public transports. Barring unexpected circumstances, these progressive fitting works for access to the various transport means could be finished by 2022. In the meantime, some innovations will also be available. The company Taxis Verts has put into circulation in 2002 4 taxis adapted thanks to subsidies from the Brussels Capital-Region. Ninety- four new adapted taxis have been added to the existing fleet in 2004-2008. Several subwaystations have been equiped with elevators, automatic vocal announcements for every stop, information in braille. Inaugurated in March 2005, the bus line 71 is the first bus line with lowered floor and drawbridge-like rotating ramp. An experimental measure which has already allowed the fitting of 90% bus stops, surrounding pavement, accesses and surroundings. The integrated PMR strategie of the STIB plans the accessibility of the buslines B12, B21, B48 and B84. The new tramways of type T3000 and T4000, all fitted with retractable ramps, will be put into circulation progressively as from February 2006. Several tramlines will be in circulation (3, 4 and 94) soon.

Plane
Whatever your handicap, never forget to mention it when booking a travel in your travel agency, and also specify your needs. You will as such benefit from the special attention you need all along your trip: ground assistance, boarding, landing, change of plane. Aviation companies standardize more and more the formalities for persons with reduced mobility. However, they can vary from one company to another, particularly concerning charters. Companies like S.N. Brussels Airlines offer the service needed but request filling in the following formalities: - Fill in a questionnaire specifying your medical assistance needs (signed by your doctor if your

handicap is recent: less than one year) - Answer some technical questions concerning the kind of chair you use: manual or electrical (moist batteries have to be packed in hermetical boxes you can buy at the airport), foldable frame or not, dimensions, etc. Your file will be assigned a code which will allow care agents to identify the assistance you need. On the day of departure, you should arrive well on time at the boarding desk of the company you are travelling with (at least 2h before departure). They will contact the assistance services which will take care of you up to the boarding in the plane. Maybe you will have to go to a specific boarding

gate specially adapted to persons in a wheelchair, be the first to enter the plane, not be able to leave your seat during stops, etc. For travellers starting from Zaventem, the HAC (Home Advanced Check-in) proposes to take your luggage at home and hands over the boarding cards the day before your departure. It is an arrangement with S.N. Brussels Airlines which allows travellers to go straight to the boarding gate without queuing at the boarding desk for luggage. However this service allows you to go to the airport no longer than 45 minutes before take off, we recommend to arrive at least one hour and a half early to have enough time to fill in the necessary formalities in the assistance office. Since 2009 there is a new measure for PRM with a auditive, visual and mental disability and the wheelchair-users for whom a personal assistance is sufficient. They are required to go by

themselves from the boarding gate to the plane (bridge or bus going from the airportbuilding to the plane). Once registred, the PRM should go with the assistant to the PRM - provider in the departure hall. Travelling in Belgium SNCB Mobility provides a free service to assist people with limited mobility travelling by train, all the way from their departure station to their arrival station. This service is available from the first train of the day to the last, 7 days a week, in 131 stations in Belgium; 114 stations are accessible to disabled people with or without wheelchairs, and 17 stations cooperate with taxi firms to take people in wheelchairs from unassisted stations to stations where assistance will be provided. Bus - metro - tram


Anyone with a wheelchair will have lots of difficulties travelling with public transports in Brussels. To this day, only the metro stations Alma, Stockel, Maelbeek, Gare Centrale, De Brouckre, Erasme, Eddy Merckx, Ceria, La Roue and Heysel are accessible. All metro stations (metro - RER), should be fitted by 2010-2012. However, the gap between the quay in the station and the carriage still forms a major obstacle; to solve this problem, the STIB has made the experiment of putting an assistance agent with a movable ramp to allow the persons in a wheelchair to access the metro carriage. Only drawback, we will have to be patient to see the continuous care for the passenger during the whole travel and, above all, not take the metro at peak hours. In the meantime, officials at the STIB are actively looking for a solution with PMR associations in order to find a technical solution for a flat and direct access to the carriage. Metro stations are progressively fitted with elevators, floor marks, alert lines along the quays, Embossed signalling panels. Visual/vocal announcement of stops and terminus are installed in 80 % of metro carriages. Bus lines are progressively being fitted with

Depending on your handicap, you will be able to use normal taxis or not. If you are in a wheelchair, think of warning the driver so he can help you getting in the car, and be sure the cars trunk is big enough to contain your wheelchair. If not, then you can call on to the companies listed below which propose an adapted service. Unless otherwise provided, these taxis also drive at night, in weekends and holidays. To reserve a cab from one of these companies, we recommend you to call them 24 or 48 hours in advance. If you prefer daytime leisure, we have selected some accessible swimming-pools and parks which will always provide you enjoyable leisure spaces. Several parks were made accessible for PRMs : park Pede in Anderlecht ; Royal Park in Jette ; Hallepoortpark in Brussels ; Abbey of La Cambre in Ixelles ; Scheutbosch park in Molenbeek-SaintJean, Elisabethpark in Koekelberg. Nearby the Atomium youll find an accessible park, Osseghem park where all PRMs can improve their physical. All these parks are accessible for everyone.

Brussels proposes a lot of movie theatres. Very few are accessible in a wheelchair. Most of them are arranged in tiers and the entrance is located at the level of the screen.Without assistance, you would be forced to follow the movie with the nose on the canvas. As accessible theatres, we only mention theatres at floor-level and the ones where the distance between the entrance and the screen seems reasonable. We do not mention in our list the theatres complying with none of these criteria, nor the ones where you should climb several strairs before entering the theatre. It is a shame that we found no cinema in Brussels indicating in its programs the number of the theatre corresponding to the movie showed, as the manager could be forced to change the programmation of the theatres in last minute. Parks
Since 2008, 7 parks have been adapted to PRM ; Park Pede - Anderlecht, Parc Roi- Jette, Parc Porte de Hal - Brussels, Abbaye de la Cambre - Ixelles ; Parc Scheutbos - Molenbeek Saint Jean, Parc Elisabeth - Koekelberg. Several paths have been broadened, stabilized and gradients have been softened. The guards took special courses to help PRM, several equiments such as toilets have been adjusted to the needs of the PRM. To enhance interaction with the ambiant environnement, specific communication intruments have been installed. In Parc Baudouin and Pede the visually disabled are guided through tactile paving to the informationmaps in Braille. Even the playgrounds have been transformed in order to enable children with reduced mobility to enjoy with the other kids.

To establish the list hereafter, we have based ourselves on the list Brussels Booking Desk at our disposal thanks to VisitBrussels. The majority of hotels have been visited by the end of 2011, begin 2012 and the accessibility of common spaces and rooms has been checked. We have discovered some novelties and interesting links between hotels and restaurants which allow you to access adapted toilets. Please note it is not always obvious to find adapted toilets due to a lack of appropriate signalisation. So you will have to ask at the reception desk or in the restaurant of the hotel (for example: Novotel Brussels Centre Tour). We also would like to draw your attention on the fact that the tourist information desk for Belgium (March aux Grains 62) has been made accessible through a floor-level access and automatic doors. What is more, Toerisme VIaanderen has opened (March aux Grains 61 - 02 504 03 00) the Infopunt Toegankelijlk Reizen which is an information desk for tourists with reduced mobility providing information on the accessibility of tourist infrastructure in Belgium and abroad. To guide you in your choice, on our website we have added comments to the usual logos about the characteristics of the places. Our description mentions the width of the smallest door to pass when this is under 83 cm. In general, we may add that we found no beds at a correct height. You need to ask the reception to raise the bed. Most of the bathrooms are fitted with bathtubs, but we also mentioned when this bathtub was replaced by a shower. On the other hand, very few hotels propose an adapted environment for the hard of hearing (fax in the rooms, bells and visual alarms) and visually impaired persons. Almost all hotels accept the presence of guide dogs, and some will therefore request a fee varying from 10 to 15 , while others welcome them for free. And finally, a few words on the price of rooms. Brussels hotel offer is quite luxurious and expensive. However, the tarrifs vary significantly according to the season. Generaly, they are less expensive in week-ends. The accessibilituy of bank agencies is very variable. As for the opening hours, they vary from one agency to another. In general, banks open at about 9 a.m. and close at about 4h30 p.m. Some agencies also open on Saturday mornings. Automatic cash dispensers are present everywhere in the centre. They are placed either outside the bank agencies or inside a lock. Cash dispensers installed in a lock are only accessible for customers of the bank in question. Cash dispensers are often placed in height (buttons at 140cm from the floor, Screen even higher) and not easily accessible to a person in a wheelchair. No specific system is available for the partially sighted or blind persons. The foreign exchange offices are mainly to be found at the airport, in railway stations and in the ciuty centre, nearby the Grand-Place. Finally, your credit card is accepted in the most shops and stores, restaurants, hotels and railway stations. Presentation of the Association AMT Concept


AMT Concept (Access and Mobility for All) celebrates this year its 10th anniversary and aims to put at the disposal of the municipalities and administration in the Brussels-Capital and Wallonia technical consultation and expertise to strengthen and boost the search for reasonable solutions in the field of accessibility of public and private places for disabled people. To achieve its development objectives, the association published in 2003, the first tourist guide for travellers with reduced mobility : Brussels for all In 2005, when publishing the second edition of the guide, an online version complementary to the printed publication was born. The trilingual website quickly gained an unexpected international success. Tourist offices or disabled tourists from all continents make contact and regularly consult the website. The notion persons with reduced mobility in other words, the person who is, for different reasons, temporary or permanently confronted with a limitation of his mobility, is the most interesting element for us because it takes into account different parameters that are connected to different types of possible present deficiencies (visual, hearing, the limbs) or other limitations (baby carriage, pregnancy, age...). This vision of mobility and transportations applies to a larger population and this enlarges the debate. The disability of a few gets the more dynamic notion of disability due to a situation. Through certain actions on the actual structures it is possible to limit the effects of segregation and discrimination towards those people. Persons with reduced mobility represent 30 to 35 % of the population.

2002 : Creation of AMT Concept (Access and Mobility for All) by a group of friends with many years of experience on the field of accessibility. 2003 : Editing the first tourist guide for the travellers with reduced mobility : Brussels for All. 2005 : Trilingual website for the tourist with reduced mobility: www.brusselsforall.be. And second edition of the paper guide. 2008 : Synergy with Le Petit Fut Brussels and the portal site www.petitfute.be. Meeting with the organization Voir & Dire Bruxelles to start Guided Tours for All. Creation of the accessibility trail for COCOF. 2010 : Continuation of the collaboration with Le Petit Fut and the third edition of the printed version of the guide Brussels for All. 2011 : All technical aspects of the website are entirely redesigned to make the navigation easier for the visitors. AMT also promotes the Guided Tours with Voir & Dire. Creation of the Project Libercity targeting schools and students between 18 and 25. The inclusion of an Internet portal of the WBT and VisitBrussels that return to our site is both a recognition of the action of AMT and the beginning of a unique partnership to promote tourism for all. 2012 : Continuation of the collaboration between AMT and WBT, VisitBrussels, promoting Guided Tours with Voir & Dire, organization of the second day of awareness Libercity and publication of the fourth printed version of Brussels for All (trilingual). By wanting to meet the challenge of making Brussels-Capital Region accessible AMT Concept has developed a true expertise in assessing the accessibility of infrastructure and public spaces in Brussels. ACCESSIBLE TOURIST ITINERARIES IN BRUSSELS The visits are a part of a test project that aims the creation of circuits in which different categories of PRM are integrated into the more classical groups. (The offer will subsequently be completed by visits for the visually or intellectually impaired). The itineraries enable persons with reduced mobility (PRM) to get access to the guided visits for all . The current offer in visits concentrates on the hearing impaired and/or the physically impaired. THE Partners Voir & Dire Bruxellesis a round table that gathers different cultural and thematic tourism associations : ARAU, Arkadia.be, Le Bus Bavard, Itinraires and Pro Vlo. Every association has his own identity which enhances the round table. Together, the five associations offer numerous qualitative guided thematic visits on reserved dates to the individuals from March to December and upon request, to groups during the entire year. AMT has developed the project of guided tours for all in Brussels collaboration with Voir et Dire Bruxelles and with the support of the Minister-President of the Brussels Frenchspeaking Government (Cocof), in charge of Tourism.
