Name: Consideration of a Resolution authorizing the purchase of radios for the Public Services Department and the Emergency Operations Center as part of the NGEN project.

Description: The purchase of Kenwood portable radios and mobile radios completes the city's inventory of radios necessary for communications for both Public Services and the Emergency Operations Center (EOC). The Federal Communications Commission (FCC) is requiring all emergency service agencies nationwide to switch the radio bandwidth usage from broadband service to narrowband. The original date for the narrowband requirement had been January Is\ 2013. However an extension of six-months was granted to Monterey County from January 1, 2013 until July Is\ 2013. At the present time, the old radio equipment will not function with the switch to a narrowband frequency. While Police, Fire and Ambulance Services have already purchased new radios as a part of the FCC requirements, the EOC and Public Services still need to catch up in order to meet the FCC technical requirements. Peninsula Communications has provided radio service for the Emergency Services Departments and is the sole provider in this area for this type of service. Overall Cost: $29,420.54 City Funds: $32,000.00 (This amount was allocated as part of the $104,000 outlined in the adopted budget (#POL1314-05). Please note that the funding for the purchase of the radios was outlined in a Capital Improvement Plan and in the FY2013-2014 budget. This project was approved as part ofthe adopted fiscal year 2013-2014 budget and operating plan. Staff Recommendation: Adopt the Resolution approving the purchase of the radios for Public Services and the EOC through Peninsula Communications. Important Considerations: None: Decision Record: The City Council approved by way ofResolution No. 2006-51, dated September 12,2006 and attached here for reference (Exhibit "A"), an agreement for the Carmel Public Safety Department to jointly participate in a countywide radio system.

A RESOLUTION OF THE CITY COUNCIL OF TilE CITY OF CARMEL-BY-THE-SEA APPROVING AN AGREEMENT FOR THE CARMEL PUBLIC SAFETY DEPARTMENT TO JOINTLY PARTICIPATE IN A COUNTYWIDE RADIO SYSTEM WHEREAS, the Federal Communications Commission has mandated the aheration of public safety and local goverrunent radio systems to comply with narrow banding requirements by January 2013; and WHEREAS, it is in the best interests that all Agencies continue to work together to provide inter-operable and emergency dispatch radio communications in the county, cities and districts, and persons served; and WHEREAS, the County and Agencies recognize that such services are best managed as a consolidated consortium via the Emergency Communications Users Advisory Council; and WHEREAS, the County and the agencies desire to contract in a cost sharing plan to engineer the necessary communications infrastructure for an inter-operable and emergency dispatch radio voice communication system. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES: 1. Approve the Carmel Public Safety Department's participation in a countywide radio engineering study to be performed by the County of Monterey. 2. Approve Proposition 172 Public Safety Augmentation funds in the amount of $5,678 to be transferred from account #21-24021-0476 to the fire department budget for payment of expenses relating to this project. WHEREAS, the FCC requires all emergency agencies change radio frequencies from broadband to narrowband by July 15\ 2013; and WHEREAS, the City Council approved Resolution No. 2006-51 for the city of Carmel to participate in the NGEN countywide project; and WHEREAS, the radios for Public Services and the Emergency Operations Center will complete the necessary radio purchases for the city to comply with the new frequency changes; and WHEREAS, the Carmel Police Department, Ambulance and Fire Services have already completed the change-over to narrowband with the acquisition of new radios; and WHEREAS, the purchase of radios was adopted as part ofthe budget for FY 2013/2014 in a capital Improvement Plan. NOW, THEREFORE, BE IT RESOLVED, THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES: 1. Approve the purchase of new radios to be used in Public Services and the Emergency Operations Center (EOC).
