The KVGC relay provides regulation of the supply voltage within finite limits by controlling transformer tap changing. As part of the K Range of relays, the KVGC 202 can be integrated into an overall protection and control system by utilising its integral serial communications control, thereby providing information for day to day management of power systems.

Application
The KVGC 202 relay can be used to maintain a regulated voltage supply to electrically powered equipment within finite limits of a designed rated voltage. Failure to maintain a regulated voltage supply within these limits may cause extensive damage. This is achieved by the operation of voltage regulating transformers of various types, the most common being the on load tap changing transformer which maintains a stable secondary voltage by selecting appropriate tappings on the secondary windings. The tap changer operation is controlled automatically by the voltage regulating relay, which continuously monitors the system voltage and initiates the tap changer mechanism to raise or lower the voltage to be within set limits of a desired value. Typical application diagrams are shown in Figures 5, 6, 7 and 8

The regulated voltage, Vs, and the deadband, dVs, settings are user selectable. When the regulated voltage moves outside the deadband setting, the relay actuates the tap changer mechanism to raise or lower the voltage to be within the set deadband limits. The relay has an initial time delay before initiating the first tap change to minimise unnecessary changes due to transient voltage fluctuations this initial time delay is selectable for either definite or a time delay which is inversely proportional to the degree of voltage variations from the Vs setting. Subsequent tap changes are initiated after an inter-tap delay.
Initial timer

The initial delay timer resets at a rate equal to the rate at which it times out. This ensures that a tap change sequence can only be initiated where the mean system voltage remains outside the deadband for the initial delay. For voltage swings through the deadband setting from one side to the other, the initial delay timer is reset instantaneously and a new timing cycle is commenced.

The relay monitors if the tap changer operates in the absence of initiation signal, or if it operates in a direction which causes the voltage to move further away from the desired voltage Vs and operates an output contact if set to give an alarm indication. Any further tap changes are blocked if the appropriate link is set.

Undervoltage, overvoltage detection


The undervoltage and overvoltage detectors constantly measure the line voltage, if the measured voltage is outside the set limit an output contact is operated if set. A malfunction of the tap changer control system could drive the transformer to upper or lower limits: to prevent this, detectors are provided to ensure that only tap changes which would restore normal voltage are permitted.

Inter tap delay

If more than one tap change is required to bring the voltage within deadband, the inter tap delay determines the minimum permitted time between sequential tap changes. This delay is user selectable for 0 to 120 seconds and is set higher than the operating time of the tap changer mechanism. A setting of zero gives a constant output.
Line drop compensation

Circulating current compensation

Where the relay is used to control two or more transformers in parallel, either circulating current compensation, Vc, or reverse reactance compounding can be used to maintain a minimum circulating current between transformers.
Load shedding/boosting

Overcurrent detection
Separate overcurrent detectors are provided for excessive load current and excessive circulating current between transformers in parallel. Indication of both fault conditions are given by the selected output contacts, if set. Excessive load current detector, IL, and the excessive circulating current detector, Ic, may operate internal blocking relays preventing tap change initiation, if the associated logic links are selected. In the case of excessive circulating current the tap change initiation is prevented after a selected time delay.

The KVGC relay incorporates user selectable line drop compensation to simulate the resistive and reactive voltage drop across the power line. Compounding the simulated line drop voltage into the voltage regulating circuits allows a constant supply voltage to be maintained at the user end of the line irrespective of the line load current.

The effective regulated voltage level, Vs, can be lowered or raised by means of user selectable load shedding/boosting level in the range 0 to 10 % of Vs. Three programmable levels are available which can be selected either remotely via K-Bus or by using external contacts to select one of the three opto input channels. The state of the load shedding/boosting is remembered when the auxiliary supply to the relay is interrupted.

Undervoltage blocking
Where the system voltage falls below the user selected value, the undervoltage detector operates and instantaneously prevents tap change initiation.

Tap position indication


The relay provides indication of the actual tap position between 1 and 40. If the external TPI voltage supply is selected then the maximum tap position is reduced to 30. When the tap position exceeds or falls below the user selected thresholds, an alarm condition is indicated on associated output contacts, if set.

Inputs and outputs


The KVGC has 8 programmable opticallyisolated inputs, which may be re-assigned by the user to any available functions from the setting menu. There are 8 programmable outputs, each comprising a relay with 1 normally open contact, which may be re-assigned by the user. A dedicated watchdog contact with 1 normally open and 1 normally closed contact is also available. Typical applications diagrams (Figures 5 and 6) show the default settings of functions as assigned in the factory.

Default Displays
The KVGC relay provides various user selectable default screens to provide a simple way of accessing any particular functions. In the event of a tap change initiation, the display automatically changes screen to display the raise volts/lower volts/alarm status and time remaining before the next tap change is due.

Event records
Fifty events are stored in a buffer. Software is available to enable the events to be downloaded to a PC. An event record is logged following a change of state of a control input or output relay, local setting change, or operation of a control function. Records are time tagged to a resolution of 1ms. Alarms are also stored as events.

Tap changer maintenance


Tap change operations counter The relay counts each tap changer operation. If the number of tap change operations exceeds a preset value the relay can be configured to initiate an alarm contact and/or block tap change operation Frequent operations monitor The relay can be configured to initiate an alarm contact and/or block tap change operation if the number of tap change operations exceed a certain threshold over a preset time period.

Ancillary Functions
Measurements
The measurement values provided by the relay can be accessed by an integral backlit liquid crystal display or via the serial port eliminating the need for additional instrumentation to be mounted on the panel. The measurements can be displayed in either primary or secondary values as selected by the user. The quantities of measured voltage, load current and circulating current are available in real time. The rolling average calculations is applied to the last eight measured or calculated values to provide stable readings.

Test features
A number of features are provided to enable the relay to be thoroughly tested during commissioning, routine maintenance and fault finding operations: Power-on diagnostics Continuous self monitoring The verification of input quantities by the measurement functions The on/off states of the digital inputs and relay outputs can be displayed

Tap changer failure mechanism


In the event of tap changer mechanism failure, where the regulating voltage continuously remains outside the deadband for the period of pre-set time delay, a relay output contact operates to give an alarm indication. The function resets instantaneously when the voltage is restored to within the deadband limits. Any further operations, and self resetting, are blocked if the appropriate link is set.

Logic
The configuration of the relay, to meet the required applications, is accomplished in software. Setting logic function links, together with the assignment of inputs and outputs, defines the way that the relay will operate. This allows: Selection of features Implementation of user defined logic Control of the event recorder These may be defined by the user via the relay front panel function keys, or remotely by a PC via the communications system.

Hardware Description
The KVGC 202 relay is housed in Midos size 6 case, suitable for either rack or panel mounting as shown in Figure 6. The relay has 6 analogue inputs and 8 programmable optically-isolated inputs. The analogue inputs consist of 2 CTs and 2 VTs. The CTs and VTs are used to isolate and condition the analogue inputs from the main transformers connected to the system. Their output signals are then converted into digital data for further processing. Eight programmable output relays, together with one dedicated watchdog contact are also available. The front panel contains a 2 x 16 character alphanumeric back-lit liquid crystal display (LCD). The back-light is activated when the keypad is touched and will automatically switch off, conserving power, after 2 minutes of keypad inactivity. Four push-buttons provide local access to the relays menu. There are also 3 light emitting diodes (LED) for visual indication of the relays status, ie. relay healthy, control and alarm. Standard Midos terminal blocks are located at the rear of the relay providing connections for all input and output circuits.

User Interface
Front panel user interface
The features of the relay can be accessed through a menu driven system. The menu is arranged in the form of a table, into each column of which, related items (menu cells) are grouped. The front panel LCD displays one menu cell at a time. The complete menu system can be traversed with the relays front cover in place by using the F key. Easier access can be made with the cover off by using the + and keys, which are also used to change the relay settings.

Serial communication
The relays are interconnected via a shielded, twisted wire pair known as K-Bus. Up to 32 relays may be connected in parallel across the bus. The K-Bus is connected through a protocol converter known as KITZ, either directly or via a modem, to the RS232 port of the PC. The KITZ provides signals over the bus which are RS485 based and are transmitted at 64kbits/s. The K-Bus connection is shown in Figure 4. This system allows up to 32 relays to be accessed through one RS232 communications port. A pictorial representation of this is shown in Figure 3. Software is available with each KITZ to provide access to the relay to read and change settings. Additional software entitled Protection Access Software & Toolkit is available. This provides access to the event recorder and other additional functions. Each relay is directly addressable over the bus to allow communication with any selected relay. Global commands may also be given to all relays on the network.

Remote access user interface


The menu table can also be accessed via the remote communications facility. This allows all of the menu cells in a column to be displayed simultaneously on the screen of a PC. Changes to the menu cell can be made from the PC keyboard.

Communications protocol
The communications protocol used with K Range relays is designated Courier. The Courier language has been developed specifically for the purpose of developing generic PC programs that will, without modification, communicate with any device using the Courier language. In the Courier system, all information resides within the relay. Each time communication is established with the relay, the requested information is loaded to the PC. The protocol includes extensive error checking routines to ensure the system remains reliable and secure.

Password protection
Password protection is provided on settings which alter the configuration of the relay, any accidental change to which could seriously affect the ability of the relay to perform its intended function, ie. enable/disable settings, control function characteristic selection, scheme logic settings and system VT and CT ratios.
