SASEPOL

is a EU-funded 3.4 million project which has been introduced with the aim to facilitate international maritime transport of passengers and goods and to support maritime safety, security and environmental protection in Azerbaijan, Georgia, Kazakhstan, Turkmenistan and Ukraine, with associated beneficiaries Bulgaria, Romania and Turkey.
The project duration is 2 years: August 2009 July 2011. The project's main stakeholders are the Maritime Departments of the Ministries of Transport, and Ministries of Environment (or their equivalent), the Maritime Administrations and relevant ports of the beneficiary countries. The project Contractor is a Mott MacDonald (UK)-led consortium with Ramboll Danmark A/S (Denmark), Tethys Environmental Consulting (UK) and Milieu Limited (Belgium), awarded this contract by the EuropeAid Cooperation Office of the European Commission.

This project represents an opportunity for the beneficiary countries to capitalise on the international experience available from the international experts provided by the EU and, together with their national experiences develop and realise relevant maritime transport strategies and programmes, and implement common policy packages at regional and national levels in the areas of maritime safety, security management and ship pollution. The TRACECA related programmes is a basic reference for the project because it establishes transport links, including for the maritime sector, between the Black Sea and Caspian Sea countries, and in particular for those included in the project.

SASEPOL Supports, Consults and Trains


Main results of the project: Result 1: Support compliance with provisions of international conventions and European legislation regarding maritime safety, security and environmental protection Result 2: Support implementation of the relevant maritime legislative framework and international conventions, as well as the use of Vessel Traffic Service (VTS) systems in maritime administrations and port authorities Result 3: Prepare and implement training modules on relevant maritime issues such as Port State Control (PSC), Port Waste Management (PWM), International Ship and Port Security Code (ISPS) and management of VTS systems

Result 4: Identification of model ports and best practices, awareness raising and training in PSC, MARPOL implementation (reception facilities), ISPS code implementation Result 5: Support regional cooperation with maritime safety and security Result 6: Support to identification and preparation of maritime projects and financing schemes involving the private sector eg. through BOO arrangements and public private partnerships (PPP) Result 7: Communication and awareness raising activities on maritime safety, security and environmental protection are developed
