(Auburn Park apartments, community room)

CONGRESSWOMAN DAVIS

Members of neighboring communities and the public are invited and welcome to this meeting!
Are the wages you earn in a 40-hour workweek enough to support you and your family? How many hours a week you and/or your wife have to work to just pay rent? Are the wages you are earning commensurate to your work and how does this really affects you?

Attend the meeting and learn the answers to the above questions

The Living Wage

The presentation is on CPIs analysis and work regarding this issue. This is a key issue they have worked on in the past and CPIs mission is about ensuring the quality of working families lives in San Diego.

Fox Canyon residents and their friends will get together, listen and actively participate during this meeting.
This is an initiative called SAFE San Diego and it is open to youth ages 5-17. Once they click on the link, they will fill out a five question quiz testing their knowledge about earthquakes and will automatically be entered for a chance to win tickets to Sea World or an iPad.

Hello Jose,

http://www.kusi.com/story/18943627/safe-sandiego-earthquake-safety-quiz

Pictured above, we see (r-l) Ms. Magdalena Aguirre, Congresswoman Susan Davis, Luis Aguirre and Jose Lopez. Luis followed a formal path to deliver his deep gratitude and devoted THANKS to those who acquired a keen interest to see him succeed in this endeavor to be a West Point cadet. With three solid and strong letters of recommendation, one from the Neighborhood Association, The District Attorneys Office, Mr. Jesse Navarro and one from Councilmember Marti Emerald, CD-9; Congresswoman Susan Davis issued her nomination to the Annapolis Academy of West Point in favor of Luis Aguirre. Luis was successfully admitted to the Academy. Congresswoman Davis assures the Association that any youth with the profile of Luis Aguirre will find her support and nomination. She added that her Office works very closely with MidCity area High Schools to help all the aspiring cadets realize their dreams. That the important factor that made Luis rise above the rest was his history of community involvement, attending his neighborhoods meetings and his volunteer work with the Neighborhood Association.

Acting upon a concern from Mr. Console, TRAFFIC Request # 329487 (Wightman & Auburn) was filed by the Council Office, and following, the response: Good Morning Abigail: A field investigation was done on 5/28/13. Upon a field evaluation at this location it has been established that Auburn Drive is a one way street heading east bound traffic while Wightman Street is also a one way street heading west bound traffic. In order to eliminate confusion with the existing street name signs specifically with the Wightman St sign new work orders have been issued to modify this sign to read Access to Wightman St with an arrow pointing east bound will be installed via new work orders for this location. I can be reached, if you have any questions or concerns thank you. Steve Lopez, Traffic Engineering

LAST MEETING NOTES

(July 09, 2013) At this meeting, a review of previous neighborhood issues and concerns was done. New issues included two email submissions and those dealt with at the meeting: (1) PARKS (ask the Council Office for a status report on the Wightman Street Park and the CIP submissions of the park parcels). (2) ONTARIO AVENUE (Do a project proposal to connect it to Winona and lower Auburn). (3) Ex-LEOs (smell of fresh paint coming over the residential area again, Castle Avenue, possibly from 3629 Euclid). Status of the garages: community was told those to be set apart for the future planned residential construction). (4) 4906 Lantana (contact property owner Sal Hernandez- fire danger from the mess alongside the fence) (5) Fire Danger (report to the Fire Department properties those property owners have not abated brush on the canyon-side of their properties and ask for an inspection of those in the list). (6) Burnt House, Wightman Street (When is it going to be demolished according to Code?) (7) JUNK CARS (lots of junk cars, all over the neighborhood, occupying valuable parking space while operational cars parked on lawns and congesting residential streets. 2 addresses were submitted for a Code visit; 5005 & 5075 Sterling). (8) PANCHITAS (advocate and support to have this parcel turned into a Recreation Center), on Euclid between Dwight/Isla Vista, west-side. (9) THE ONE-WAY LOOP [Auburn/Wightman] (Loop neighbors support and want the removal of all concrete and to resurface the Loop with asphalt. To date, 8 head-of-household are willing to sign a petition in support to see this happen) (10) Speeding vehicles, illegal mufflers, Earth shaking auto radios, etc. (via email).

Sooner and/or later, we are all going to deal with lots of dirt, dust and soot; odors, noise and traffic congestion due to this project. Patience and lots of planning ahead is required to keep our cool and see to our appointments and to work on time. During trenching, parking is difficult, very competitive, and it will be a reality that one needs to park at a distance and walk back home when all our neighbors are doing the same. Dont take your frustration and lack of planning out on the workers, be amiable and courteous, it is not their fault. They are only doing their work and improving our neighborhood. To avoid accidents, be careful while walking and slow down! Slow down while driving, workers (humans), machinery and open trenches will be spread all over the street all moving at different rates and directions, and you will have to drive over metal plates. Its estimated that trenching will take an additional five months. Still to do is the rest of lower Lantana, Dwight and Castle, on the west-side and 49th St., Winona, Wightman, Sterling and the north part of Altadena from Sterling to Wightman on the east of Fox Canyon. Be prepared, the work is very intrusive and at times you will not be able to move your cars in/out of the driveway Nicely ask the workers what the next 24 hours will bring and plan, plan, plan ahead. You will witness the investment of millions of dollars improving the physical and aesthetic look, feel and functionality of our neighborhood, the least we all can do is to match the improvement by keeping the front of our own homes, CLEAN, tidy and freshly painted.

BROKEN CHAIN II
Among our canyon-side neighbors, there seems to be a lot of confusion about the 100 feet brush fire defensible space and what to do with it. Many think this means that for each 100 feet of linear land distance from the walls of your home there is to be nothing other than dirt. And they have gotten into the easy habit to slash down everything on sight. Now that canyon clean-ups are too happen, let us keep in mind the following directives from the Fire Department: SAN DIEGOS UNIQUE ENVIRONMENT San Diegos semi-arid natural environment contains drought tolerant brush called coastal sage scrub or chaparral, which is home to many rare and endangered plants and animals. In fact, San Diego has more sensitive species than anywhere in the continental United States. Dangerous wildfires can occur in this environment. Fire becomes a potential problem where there are homes located next to dense stands of native or naturalized vegetation. But, you can create a defensible space around your home that can slow the fire down, giving firefighters crucial time and space to protect your home. Brush Management Zone 1 typically extends 35 feet out from the structure towards the flammable vegetation on the level portion of your property. ZONE 1: Generally must be permanently irrigated to maintain succulent growth. Shall consist primarily of low-growing plant material, less than 4 feet in height with the exception of trees. Plants shall be low-fuel and fireresistive. All portions of trees, other than the trunk, which extend within ten feet of a structure or the outlet of any chimney, shall be cut back. Trees adjacent to or overhanging any building must be free of dead wood. Roof and rain gutters of any structure must be free of leaves, needles, or other dead vegetative growth. Buildings or conditions legally in existence at the time of the adoption of the Brush Management Regulations as amended in 2005 (including habitable structures, accessory buildings, and other structures such as fences, gazebos, and decks) are allowed to have their use or occupancy continued. However, such use or occupancy must not constitute a distinct danger to life or property. New construction of uninhabitable structures such as fences, gazebos, and decks must be noncombustible and/or have a minimum 1-hour fire resistance rating. Irrigation from Zone 1 must not run onto Zone 2 as it encourages growth of flammable vegetation. Zone 2 is the remaining 65 feet that extends beyond Zone 1 and is usually comprised of native and/or naturalized vegetation. ZONE 2: Can have NO permanent irrigation. Must be thinned and pruned on a seasonal basis to reduce the fuelload of vegetation greater than 24 inches in height without harming native plants, soil or habitats. Step 1: Remove. as much dead wood/vegetation along with invasive species as you can within the Brush Management Zone areas. Step 2: Thin. the entire Zone 2 area. Start by cutting down 50% of the plants over 2 feet in height to a height of 6 inches. Dont go any lower than 6 inches so the roots remain to control soil erosion. The goal is to create a mosaic or more natural look, as shown below, so do your cutting in a staggered pattern. Leave uncut brush in groupings up to 400

square feet thats a 20x20-foot area, or an area that can be en-circled by an 80-foot rope separated by groupings of plants cut down to 6 inches. Thinning should be prioritized as follows: 1) invasive non-native species, 2) non-native species, 3) flammable native species, 4) native species, and 5) regionally sensitive species. Remaining plants, 4-ft or more in height, should then be cut and shaped into umbrellas. This means pruning one half of the lower branches to create umbrella-shaped canopies. This allows you to see and deal with what is growing underneath. Upper branches may then be shortened to reduce fuel load as long as the canopy is left intact. This keeps the plant healthy, and the shade from the plant canopy reduces weed and plant growth underneath. Non-woody vegetation that is less than 4 feet in height, like coastal sage scrub, should be cut back to within 12 inches of the root crown. Step 4: Dispose. of the cuttings and dead wood by either hauling it to a landfill; or, by chipping/mulching it on-site and spreading it out in the Zone 2 area to a depth of not more than 6 inches. Step 5: Thin & Prune annually. because plants will grow back.

VOLUNTEERS WANTED
Hi everyone -Wendy Miller & I are co-captaining for the San Diego Coastal Cleanup on September 21st from 9-12. We are targeting the canyon right off Euclid between Fox Canyon and Islenair (Dwight & Isla Vista). There is a lot of dead plants and debris there that really needs to be cleared up for fire hazard reasons as well as beautifying the canyon. We are working with San Diego Canyonlands on this project. The clinic at Dwight & Euclid is generously letting us use their parking lot for dumpster placement. This is a wonderful opportunity for us to make some progress on cleaning up this canyon. At the same time, Community Housing Works is also working with volunteers on the north end of the canyon (Ontario & Winona) by their Bandar Salaam apartments. We need as many people to volunteer as possible to make this successful. Please help us out for our neighborhood. The details of how to sign up & information are below: Here is the website for people to sign up: www.cleanupday.org Register for Coastal Cleanup Day 2013, Sept. 21st from 9am - 12noon. for very cool pictures. The chatter of K-9s was highly noticeable as they asked their friends (neighborhoods dogs) where the drugs and the suspected dealers were. The end result: two vehicles towed away, a black SUV and the other, cant tell privacy rights. CLEANING up the neighborhood also means helping to get rid of the criminal element that still dwells among us. VOLUNTEER to participate in the canyon clean-ups by lending your physical work to the canyons, and your eyes and ears to the police (531-2000). SNITCHING is super cool, especially when you are helping to improve our environment, communal safety & security, and promoting a healthier way of life.

OVERSIZE VEHICLE ORDINANCE

Although it will take some time to implement citywide (it needs Coastal Commission approval), the Oversize Vehicle Ordinance (OVO) will prohibit the illegal parking of motorhomes and oversize trailers on residential streets. Fox canyon suffers from chronic & intrusive parking of oversized hauler trailers on narrow streets. Two-way traffic is all but impossible when the trailers tires stick-out about two feet into the line of travel inviting accidents. The OVO, coupled with the Code Enforcement of cars parked illegally on lawns will ease driving and parking congestion in the area. NEIGHBORS Please, start planning where on your property you may safely and according to Code, store you vehicles and trailers removing from your property all inoperative junk vehicles. If you have a Home Operated Business Permit (HOBP) for your hauling business, parking requires your trailers to be stored ON site and away from view. Dont be surprised if Code comes around and asks to see your HOBP soon. If you notice cars parked on lawns, please contact CES at either (619) 236-5500 or by using the online form (http://www.sandiego.gov/nccd/report/investigation.shtml). Provide address and (vehicle) description. There are five CES officers, so the turnaround time is approximately two weeks. CES enforces this by issuing administrative citation warnings. If the car is not removed, the property owner receives a $250 cite starting out w/the fines increasing after that.

Enough is enough. Mayor Bob Filner must resign immediately! Disturbing new evidence about the mayors conduct makes it crystal clear he can no longer remain the Chief Executive of the city of San Diego. More than a dozen women have already risked public shame and anguish by telling stories of the Mayors abuse. Now, additional women in his, own, office are telling investigators about harassment and abuse they suffered on a daily basis. Based upon the ongoing disclosure of evidence Mayor Filner's conduct is reprehensible and cannot be excused. We were among Mr. Filner's most ardent supporters during his years in Congress, his campaign for Mayor, and during his brief months in office. We are shocked by his conduct and his lack of respect for women, his employees, and the office he holds. Mr. Filner, without further delay we insist you resign and allow the healing of our city to begin, Councilwomen Emerald and Cole stated.
