REQUEST FOR PROPOSALS (RFP)

Research Department is one of the core departments of State Bank of Pakistan that provides indepth theoretical and quantitative economic analysis of Pakistan. SBP is planning to establish a Centre for Survey Research at its premises on turnkey basis; the facility will be utilized for carrying out telephone, mobile-phone, web-based and e-mail surveys all over Pakistan. In its outlook, infrastructure of this facility will be that of a call centre with some additional feature like sampling and population frame management, customized output reports, database to capture all information regarding sampling, questionnaire and results. This complete infrastructure (including hardware, software, connectivity & other utilities) and related facilities will be established in SBPs premises. SBP BSC (Bank) therefore invites sealed proposals from the reputable bidders for establishing a Centre for Survey Research on turnkey basis. Bidding will be conducted under National Competitive Bidding pursuant to Rule 36 (b) of,PPR-2004 Single stage two envelope procedure and is open to all eligible Bidders as defined in the PPR 2004 that meet the following minimum qualification criteria: Qualification Criteria Bidders must be a firm having minimum (5) years of experience of relevant supplies and services. Bidder should be in possession of a consistently valid Authorization Certificate from OEM for over three (3) years and must comply with TIA-942 with documented proof. Bidders should have a documented track of completing at least three (3) similar assignments preferably in Pakistan involving Turnkey projects of similar functional, technical and financial characteristics. Bidder should offer a Total/Turnkey solution and will provide after sales technical support through maintenance and service level agreement/contract. They should have adequate current assets not less than Rs.20 million.. Bidders should have sale volume of at least Rs 10 million in any of last 5 years. The interested bidder should have verifiable presence/support office in Karachi manned by experts with internationally recognized certification. Bidder must be registered with Income Tax and Sales Tax Departments. Firms working under a joint venture or a consortium of reputable firms fulfilling the eligibility criteria can also apply.

Technical brochure containing detailed specifications must be provided with the bid. The bidder must mention brand name, model and country of origin of the offered products. Documentary evidences showing genuineness of brand names, model and country of origin of the product offered must be provided. If the product is assembled in a country; other than the country of origin, in that case the Bidder shall provide certification from the parent company to the satisfaction of the Purchaser that the product is being assembled under license of the principal manufacturer and that the manufacturer stands guarantee to the quality of material, workmanship and performance. The Bidders will be required to certify in their proposals that (i) all software is either covered by a valid license or was produced by the Bidder and (ii) that violations will be considered as fraud, which is, among other remedies, punishable by potential blacklisting from participation in future State Bank of Pakistan financed procurements. The Bidders are requested to give their best and final prices, inclusive of all applicable taxes, The rates quoted must remain valid for a period of one hundred and twenty (120) days after opening of Technical Proposals.. All bids must be accompanied by a bid security of Rs.100,000/-.in favor of SBP BSC (Bank) in the form of pay order / demand draft. Conditional or incomplete bids or bids without bid security or those received after the expiry of the due date and time will not be entertained. A pre-proposal conference will be held on March 25, 2013 at 1130 hours at the General Services Department, 4th Floor-Subsidiary House, State Bank of Pakistan SBP Banking Services Corporation.

The Request For Proposal Document may be obtained on submission of a written application on companies letter head to the address below from 9 am to 5.30 pm afte r publication of RFP till one day before closing thereof and upon payment of Rs.1000/- (non-refundable) in form of bank draft / pay order in favor of SBP BSC, Karachi. If the RFP documents are requested by post courier then non-refundable fee of Pak Rs. 1200 will be charged. Sealed proposals must be delivered to the below mentioned address on or before April 02, 2013 till 1100 hours. The technical proposals will be opened on the same day at 1130 hours in the presence of bidders representatives (who choose to attend) in the meeting room of General Services Department, 4th Floor, Subsidiary House, SBP Banking Services Corporation, I.I. Chundrigar Road, Karachi. RFP is also uploaded for display on the websites http://www.ppra.org.pk and http://www.sbp.org.pk
