When the summer sun finally
sets in a few weeks, parents and
students mindset and focus will
be on the beginning of the school
year Tuesday, Sept. 3.
Superintendent of schools
Maureen Reusche is excited for
the new school year.
Every year is filled with excit-
ing opportunities for students,
staff and families opportunities
to learn, engage and get in-
volved, Reusche said.
Our teachers, administrators
and staff are looking forward to
the return of students and to an-
other year of working with par-
ents toward our common goal:
helping our children succeed in
our schools, our community and
beyond.
Improvements
According to Reusche, repairs
at various schools were complet-
ed over the summer.
We wrapped up some facilities
projects that began during the
previous school year, including
the wall replacement project at
Rosa International Middle
School, Reusche said.
We are currently wrapping up
electrical and fire alarm projects
at several schools; repairs at the
High School West Jones Gym en-

Proposed municipal budget
includes no tax increase

Cherry Hill Township Council
introduced its $64.7 million budg-
et with no tax levy increase at last
weeks meeting.
According to Mayor Chuck
Cahn, this is the second consecu-
tive year without an increase to
taxpayers.
Highlights of my proposed
plan include a decreased debt
service and the continued use of
grant funding to help fund exist-
ing programs and services,
Cahn said. My administration is
also making strong investments
in our future, including an $8.3
million capital improvement plan
that will fund critical improve-
ments to township roads, sewer
infrastructure and public parks
and recreational facilities.
According to Cahn, the town-
ship is on solid financial
ground. The township has a
strong credit rating of Aa2 from
Moodys stemming from a strong
tax-collection rate.
My goal is to continue to keep
taxes stable, make smart invest-
ments in our future and provide
Cherry Hill residents with the
best possible programs and serv-
ices as we move forward, Cahn
said.
Together with the mayor,
council is committed to giving
Cherry Hill residents a responsi-
ble and efficient government that
keeps taxes stable while provid-
ing a high level of municipal
service, Council President David
Fleisher said in a township re-
lease. I look forward to working
with the administration over the
next several weeks to finalize the
kind of fiscally responsible budg-
et our residents deserve.
According to Cahn, the full
budget document will be avail-
able to view on the township web-
site and in the municipal clerks
office or at the Cherry Hill Li-
brary after Sept. 19.
A public hearing is scheduled
for 7:30 p.m. Thursday, Sept. 26, in
the N. John Amato Council
Chambers at Town Hall.

OBreza retired from his posi-
tion in July after working as prin-
cipal for the high school for the
last 11 years.
According to the proclamation,
since 1968, OBreza has con-
tributed to the education of Cher-
ry Hill students, first as an Eng-
lish teacher at Cherry Hill High
School West and Cherry Hill East,
and later as assistant principal of
West and East; and the faculty
and staff of Cherry Hills schools
dedicate their time and talent to
the formation of knowledgeable,
caring, responsible students with
a lifelong passion for learning.
In his 45 years with the Cher-
ry Hill School District, Dr.
OBreza has served as a positive
role model for thousands of Cher-
ry Hill students and has helped to
provide our youth with a quality
education, Cahn said.
The township proclaimed its
support for the Drive Sober or Get
Pulled Over statewide crack-
down.
According to the proclamation,
the Cherry Hill Township Police
Department will participate in
this project, which began on Aug.
16 and will end on Sept. 2.
The department will increase
impaired driving enforcement
during this period with the hope
of saving lives on Cherry Hill
roadways.

On Monday, Aug. 19, I introduced to
township council my proposed budget for
fiscal year 2014, and for the second year in
a row, the proposed spending plan includes
no increase in municipal taxes for the resi-
dents of Cherry Hill.
The proposed budget amount, $64.7 mil-
lion, is approximately $542,000 less than the
budget adopted for the fiscal year 2013.
This budget is the result of efficient and
effective management and smart fiscal
policies, and I was proud to present it to
council last week.
I look forward to working with them
over the course of the next few weeks to fi-
nalize our budget and prepare it for final
adoption in September.
My goal as mayor has always been, and
will continue to be, keeping taxes stable for
the residents of Cherry Hill, from our
young professionals, to our families, to the
seniors who have
called this town-
ship home for
decades.
At the same
time, we must
make smart in-
vestments in the
future, and contin-
ue to deliver resi-
dents value for
their tax dollars,
in the form of the
best possible pro-
grams and servic-
es we can offer.
Highlights of this years budget include:
A decrease in debt service; the contin-
ued use of grant funding to offset taxpayer
dollars in funding existing programs and
services; and an increased investment in
our local infrastructure to avoid emer-
gency repairs that could prove to be even
more costly in the long run.
These investments in our future come in
the form of the townships capital budget,
which totals $8.3 million for the fiscal year
2014.
Planned improvements include $3.45
million for the maintenance of 260 miles of
township roads, $2 million for sewer up-
grades, and more than $570,000 for up-
grades to township parks and recreational
facilities.
The budget is supported by a strong tax-
collection rate, and a positive credit rating
(Aa2) from Moodys, which recently cited
Cherry Hills healthy financial position
in reaffirming our rating.

L
ittle by little, the effects of
health-care reform, or Oba-
macare as its commonly
known, are starting to come to light.
Change in price and type of health in-
surance, and the availability of public
health insurance, will take shape in
the coming months.
In July, the Obama administration
made a change to one aspect of health-
care reform that they said would help
make them a friend to American busi-
ness: They delayed the employer
mandate provision by one year, to
2015.
The provision has been controver-
sial since it was announced, because it
requires businesses with 50 or more
full-time employees to provide health
insurance.
The Obama administration pro-
claimed that the delay would give busi-
nesses relief they needed as they are
still attempting to get back up to full
speed.
But will it work? We doubt it will.
Take a look at Middletown, N.J., a
Monmouth-County township of ap-
proximately 66,552 residents as of the
2010 Census. Just last week, the town-
ship cut hours for part-time employees
to avoid having to offer them health in-
surance. The move saves the township
an estimated $775,000 per year.
Its a great move for the township,
but not so great for the employees,
who now get fewer hours and no
health insurance through their em-
ployer and possibly also the resi-
dents, who now may have to face a cut
in services.
Middletown made the move now,
even though the employer mandate
was pushed back to 2015.
Similar cost-saving tactics could be
used in our town, and the question
would be: How would that affect our
services, and possibly our neighbors
own wallets?
That is unknown as of yet, but its a
reality we may have to face not only on
the public employment level, but also
on the private employment level, as
businesses make similar cost-cutting
measures.
It just makes no sense to us.

events has planned
a calendar full of
runs, walks and festivals into the
fall.
The Freeholder Boards 5th
Annual Camden Backyard BBQ
at Wiggins Waterfront Park will
be held on Sunday, September 1
from 1:00 to 10:00 p.m. This highly
anticipated yearly event pro-
motes health and wellness in our
region and provides residents ac-
cess to health care professionals
for consultation and direction.
The free event also serves to high-
light the services available to res-
idents from the Camden County
Department of Health and other
local health agencies.
The Backyard BBQ will feature
a free concert by jamband super-
stars Lettuce featuring Adam
Deitch, Adam Shmeeans
Smirnoff, Ryan Zoidis, Erick
Jesus Coomes, Neal Evans,
Eric Krasno, Eric Bloom, James
Casey and Nigel Hall. The Nigel
Hall Band, The Stooges Brass
Band from New Orleans, the
Mighty Manatees, 61 North and
the Conrad Oberg Band will also
be performing.
Bring the entire family to Wig-
gins Park, located where Martin
Luther King Boulevard meets the
Delaware River in Camden City,
to enjoy a myriad of BBQ, Cajun
and Latin food. Children will be
treated to free face painting and
balloon art.

The following are on file with
the Cherry Hill Police Depart-
ment:
On Aug. 16 at approximately 1
p.m., the Cherry Hill Police re-
sponded to the Cherry Hill Mall
to the report of unattended chil-
dren in a locked vehicle.
Upon arrival, police found four
juveniles ages 9, 8, 3 and 1 sitting
inside a locked auto with the win-
dows down.
With an ambient temperature
in the mid 70s, the children were
found in good health.
The children accompanied
their aunt, who drove to the mall
and parked the car, leaving the
children inside while she went
shopping.
Within 15 minutes, mall securi-
ty located the aunt and escorted
her to the vehicle. At this point,
she was taken into custody by the
Cherry Hill Police and was trans-
ported to the police administra-
tion building, where she was
charged with neglect.
She was released on a com-
plaint summons.
On Aug. 17 at 10:17 p.m., Cherry
Hill Police responded to the
Kingston Pool for the report of a
possible drowning.
Prior to police arrival, life-
guards had removed the victim
from the water and begun CPR ef-
forts. Police, paramedics and the
fire department arrived to find
the victim unconscious and unre-
sponsive.
The victim was transported
immediately to JFK hospital
where emergency room doctors
continued lifesaving efforts for
approximately an hour and were
able to revive and stabilize the
victim.
Preliminary investigation re-
vealed that the victim was a guest
at the swim club attending a large
birthday party.
As of the writing of this re-
lease, the victim is currently in
the intensive care unit at JFK
hospital.
The Cherry Hill Police recently
concluded an investigation in
which five men were arrested in
connection with fraudulent activ-
ity committed against Winner
Ford, located at 250 Berlin Road in
Cherry Hill.
The investigation involved the
fraudulent billing for gasoline,
where certain Winner Ford em-
ployees conspired with employees
of the Sunoco gas station located
at 200 Berlin Road in Cherry Hill
to overcharge for fuel that was
never purchased.
The conspiracy lasted several
years with a total loss to Winner
Ford in excess of $40,000.
Winner Ford had used this gas
station to fuel its vehicles, until
an audit produced evidence of ex-
cessive billing for motor fuel by
the Sunoco gas station.

As a result of Det. Jason Sny-
ders thorough and protracted in-
vestigation, the employees of
Winner Ford and the Sunoco gas
station were charged with con-
spiracy to commit theft.
All offenders were charged
with conspiracy to commit theft,
a crime of the third degree.
They were released on com-
plaint summonses pending an
initial hearing in the Camden
County Superior Court.
On Aug. 20 at 11:42 p.m., two
men robbed the Gulf Service Sta-
tion located at 1508 North Kings
Highway.
Both suspects, ages 16-18, wear-
ing dark colored pants, black col-
ored hooded sweatshirts and
black colored ski masks, entered
the station and assaulted the at-
tendant.
One suspect threatened the at-
tendant with a handgun and re-
moved $100 cash from the victims
person and $100 from the cash
register.
Both suspects fled on foot in a
northwest direction from the gas
station.
Anyone with information re-
garding this case is asked to call
the Cherry Hill Police Depart-

Library board schedules

Board of Trustees has a sched-
uled meeting on Wednesday, Aug.
28 at 5:30 p.m. to be held in the Ex-
ecutive Conference Room at Cher-
ry Hill Public Library.

Security
Safety was a priority for the
district, keeping in mind the
tragedy at Sandy Hook Elemen-
tary School in December.
Following the events in New-
town, Conn., the district under-
took a comprehensive security as-
sessment at all of our schools,
Reusche said. Representatives of
the Cherry Hill Police Depart-
ment assisted us in that effort and
guided us in the development of
action items.
According to Reusche, a num-
ber of procedural changes have
been made to maintain safety.
When students return in Sep-
tember, all Cherry Hill Public
Schools will be secured by en-
trance monitoring systems
throughout the school day. All vis-
itors are asked to report to the
main office upon entry to the
school.
According to Reusche, all
schools in New Jersey must prac-
tice monthly security drills in ad-

The law specifies the types of
drills we must conduct. Two
times each year, we are required
to practice our procedures for
four events: an active shooter, an
evacuation other than fire, a
bomb threat and a lock-down.
Our staff discusses these drills
with students in an age-appropri-
ate context, she said. These im-
portant tests of our district's
emergency procedures, while cru-
cial in terms of preparedness, are
conducted in a non-threatening
manner and are not intended to
heighten alarm on the part of ei-
ther students or staff.
Additionally, the Cherry Hill
Police Department and other
emergency management officials
have worked closely with the
school district to plan and pre-
pare for emergencies.
The CHPD has conducted ac-
tive-shooter drills and tabletop ex-
ercises with the building admin-
istrators. The district director of
security assists principals in de-
veloping scenarios for the month-
ly drills and provides support on
security issues, Reusche said.
In the wake of Newtown, the
Cherry Hill Police Department
has increased its presence at our
facilities, visiting our schools
during routine patrols, she said.
In addition to the security
changes, schedule changes have
been implemented at the middle
and high school levels.
Schedule
The high school day will be
from 7:30 a.m. to 2:30 p.m.; the
middle school day will be from 8
a.m. to 3 p.m. this year.
The elementary school stu-
dent day will not change; students
will be in school from 9 a.m to 3:30
p.m. However, the workday for
teachers at the elementary
schools and the Barclay Early
Childhood Center will increase
by 30 minutes, Reusche said.
The additional time will provide
increased opportunities for stu-
dent learning to ultimately im-
pact student achievement.
We believe strongly that addi-
tional instructional time is al-
ways beneficial for students, and
that is why we are making this
change.
Technology
The district will be taking ad-
vantage of Bring Your Own De-
vice, better known to the staff as
BYOD.
The program is open for staff,
students and guests of the dis-
trict.
The initiative is intended, in
part, to enhance teaching and
learning by increasing access to
digital instructional resources.
Parents and students will be hear-
ing much more about this initia-
tive, including BYOD guidelines
for each instructional level,
Reusche said. We will also be
launching a mobile app that will
enable students, parents and staff
to access information from the
smartphones and tablets.
Reusche did not expand on the
timeline for the mobile app or its
full capabilities.
Events
Our calendar is packed with
events, from athletic events, con-
certs and plays to PTA-sponsored
events and fundraisers, Reusche
said.
Of course, for parents, back to
school night is a highlight of the
first months of the new school
year.
We encourage students and

tivities calendar, school and dis-
trict websites, and CHPS TV bul-
letin board for dates and times of
events.
