This project is considered a lead transformative project to regenerate the depressed part of Port of Spain and rehabilitate the collapsing, crime ridden lower income communities around it.

This project proposes to restore Fort Picton to its former glory to showcase its heritage character. An optional component of the plan includes a transportation link from Port of Spain to Fort Picton via a cable car that could take advantage of the panoramic views from Laventille. SYNOPSIS
The main objective of this Port of Spain City Corporation project is to develop a high density residential area for 4,000 families along three sides of the Gulf of Paria, the city centre, the market, and Citygate. This area is to be developed with appropriate facilities, restaurants and bars. The goal is to improve living conditions for residents and maximize the recreational and tourism potential of the area. In addition, the project involves the relocation of current commercial activity to the present Beetham landfill site. More specifically, the plan includes the development of a green reserve along the banks of the St Ann River, a fish market and restaurants near the Waterfront, and a marina and jetty for fishing boats. The project includes construction of a landmark high rise apartment building and four storey apartment buildings with ground level enterprises and restaurants along St Ann River. Finally, the plan is to transform the coastal area between Sea Lots, Ferry Dock, and Waterfront buildings into a promenade and to build a tunnel connecting Sea Lots with the planned St Anns Parkway.

This Port of Spain City Corporation project aims to provide sufficient and accessible utilities infrastructure, as well as implement measures to store rain water and drain surpluses safely and efficiently in Gonzales. More specifically, the plan is to implement several strategies of the East Port of Spain (EPOS) Development Plan and the technical recommendations from the Gonzales Community Development Plan 2006. This project was developed in response to the fact that Gonzales demonstrates characteristics typical of communities that were established prior to any formal planning processes in Trinidad and Tobago. The organic nature of development in Gonzales along with social and economic factors has led to deteriorating physical conditions in the area.

SYNOPSIS
This project proposes to increase the density of the Belmont neighbourhood by developing 750 houses (currently 250 houses) to address population growth. In addition to the increased residential dwelling units (du), 250 commercial du along Jerningham Avenue are expected with the upgraded traffic and parking facilities. Culturally, Belmont is the birthplace of many Carnival designers and bandleaders. With four large secondary schools in Belmont, most students live outside of the neighbourhood causing massive traffic congestion. In this plan, government will acquire, refurbish, and refit many older heritage buildings. Traffic concerns (narrow streets, parking, and small lot sizes) and heritage preservation are issues that may be enforced with planning standards. The objective is to reassign narrow lanes to onelane roads (with 40 metre lay-bys for emergency vehicles). This will be possible if parking can be reassigned from the lanes to parking facilities near the block homes. Consolidation of lots may also be a possibility with a pilot plan to upgrade the neighbourhood in phases. This plan identifies Norfolk Street as an appropriate area for high density residential and commercial development as a transportation corridor. In addition, future consideration for 400 du may be possible near Belmont Circular Road and Jerningham Avenue.

SYNOPSIS
The Central Market project proposes an open, well-used, multifunctional area in the centre of the city. Reorganizing the market buildings and roads provides space for 500 du and can be designed to connect the St Anns Parkway (with the Beetham Highway) without compromising the Priority Bus Road (PBR) circulation. Located close the Central Business District and Citygate, Central Market is an important transportation hub. As the area has been neglected and lacks aesthetic appeal, an improved traffic system is crucial to East Port of Spain. Under the current proposed plans for Beetham Highway and Easter Main Road, there is limited accessibility for private vehicles due to the PBR. Improving the fly-over connection between Beetham Highway and Independence Square and limiting access to Beetham Highway between the fly-over and Wrightson Road intersections is needed. Removing all existing level crossings between the PBR and Beetham Highway is required. This includes the relocation of the current Old St Joseph Road and the fly-over to north of the PBR. Extending Piccadilly Street as an arterial road to the east (one north, one south of the PBR) is also desired. A bus and taxi stand with facilities is required in the middle triangle between St Anns Parkway, Beetham Highway, and the extended Piccadilly Street. A bicycle path running east to west (without crossing the collector road) should follow South Quay west to Charlotte Street.
