Alcohol and Drug Awareness Program (ADAP)

DearFriends, The Alcohol and Drug Awareness Program is one of several important measures passed by the General Assembly to address the tragic problems caused by the use of alcohol and other drugs on our roads and highways. Anyone under the age of 18 must complete and pass the alcohol and drug course before obtaining a license to drive.

Each year, about onethird of the traffic deaths on Georgia roads involve a driver under the influence of alcohol or drugs or a combination of both. The Department of Driver Services and the Department of Education developed this manual to make you more aware of the problems and the consequences of driving under the influence and of riding with other drivers who are under the influence. It will also assist you in becoming a more responsible driver. As your Governor and someone who wants the best for each of you, I encourage you to make a promise to yourself and Georgia by obeying the states highway safety laws; your lives, your families lives, and other drivers lives depend on it. Yourrefusaltosubmittotherequiredtestingmaybeofferedas evidenceagainstyouinacourtoflaw.

Trafficlawscannotregulateeverytypeofdrivingsituation thatmayoccur.Safetytipsmighthelpyouavoidacrash, seriousinjury,orevendeath. Itisuptoyoutoevaluatethesituationandmakea determinationastothebestcourseofaction.

SafetyBelts Eachoccupantofthefrontseatofa passengervehiclemustberestrainedbya seatsafetybeltapprovedunderFederal MotorVehicleSafetyStandard208.

InGeorgia,thetermpassengervehiclemeansevery motorvehicle,including,butnotlimitedto,pickuptrucks, vans,andsportutilityvehiclesdesignedtocarry10 passengersorfewerandusedforthe transportationofpersons.

Safetybeltshaveproventobethemosteffectiveoccupant protectioninalltypesofvehiclecrashes.Moreover,whenused correctly,safetybeltsareeffectiveathelpingreducetheriskof deathorseriousinjury:

Helps you keep control of the vehicle.

Helps keep your head from striking the dash or windshield. Helps keep people in the vehicle from hitting each other. Helps spread the crash force across the stronger parts of the body. Helps keep you from being ejected from the vehicle.

SafetyRestraintsforChildren Everydrivertransportingachildwhois8yearsofageoryounger,withthe exceptionofataxicaborpublictransitvehicle,mustproperlyrestrainthe childinachildpassengerrestrainingsystemappropriateforthechilds heightandweight. EffectiveJuly1,2011,childrenunder8yearsofagemustbeproperly securedinanapprovedcarseatorboosterseatwhileridinginpassenger automobiles,vans,andpickuptrucks.Thecarseatorboosterseatmustbe intherearseatandbeappropriateforthechildsweightandheight.

Steering Goodposturewhiledrivingisimportantbecauseitallowsa betterviewofhazardsandmorecontrolofthevehicle. Whengrippingthesteeringwheel,placeyourlefthandat the9oclockpositionandyourrighthandatthe3oclock positiononthewheel. Alwayskeepbothhandsonthewheelunlessyouaresafely performinganotherdrivingrelatedtask,suchasactivating yourturnsignal.

Drivingaftersunset Besuretolookattheouterfringesofheadlightbeamstoget thebestpictureofpossibledangersaheadandtothesides ofthevehicle. Avoidusingalightinsidethecar,asthis,too,willgreatly reduceyournightvision. And,alwaysrememberthatyoucanreducethepotentialof accidentsbyslowingdownandincreasingfollowing distance.

Distracteddriving Accordingtoa2009reportbytheNationalHighwayTraffic SafetyAdministration(NHTSA),5,474peoplewerekilledon U.S.roadwaysandanestimated448,000peoplewereinjured inmotorvehiclecrashesbecauseofdistracteddriving.

Commondistractionsincludetalkingonacellphone,texting,or adjustingthestereosystem.

Speed Speedingisoneofthemostprevalentfactorscontributingto trafficcrashes. Speedingreducesadriversabilitytosteersafelyaroundcurves orobjectsintheroadway,extendsthedistancenecessaryto stopavehicle,andincreasesthedistanceavehicletravels whileadriverreactstoadangeroussituation.

Bemindfulthathazardssuchasbadweatherordangerous roadconditionsmayrequireareductioninspeed.

SpaceManagement Rearendcollisionsareoftencausedbyfollowinganother vehicletooclosely.Whenfollowinganothervehicle,there mustbeenoughdistanceforyoutosafelystopifthevehiclein frontofyousuddenlyslowsdownorstops.

SpaceManagement Rememberthatwhiledrivingatnight,duringinclement weather,orwhenhazardousroadconditionsarepresent,the distancebetweenyourvehicleandthevehicleinfrontofyou shouldbeevengreater. Whenstoppingbehindanothervehicle,stopinapositionthat allowsyoutoseethebacktiresofthecarinfrontyou.

Alcohol Amongyouth,theuseofalcoholandotherdrugshasbeen linkedtounintentionalinjuries,physicalfights,academicand occupationalproblems,andillegalbehavior.Longtermalcohol misuseisassociatedwithliverdisease,cancer,cardiovascular disease,andneurologicaldamage,aswellaspsychiatric problemssuchasdepression,anxiety,andantisocial personalitydisorder. Excessivealcoholconsumptionisassociatedwith approximately75,000deathsperyearandisacontributing factorinapproximately41%ofalldeathsfrom motorvehiclecrashes.

Alcohol Asof1988,allstates,includingGeorgia,prohibitthepurchase ofalcoholbyyouthunder21yearsofage.Consequently, underagedrinkingisdefinedasconsumingalcoholpriortothe minimumlegaldrinkingageof21years. Zerotolerancelawsinallstatesmakeitillegalforyouthunder 21yearsofagetodrivewithaBACof.02orgreater.

Marijuana AccordingtotheCDC,althoughmarijuanause amonghighschoolstudentsdecreasedfrom27% in1999to21%in2009,marijuanacontinuesto bethemostcommonlyusedillicitdrugofthis agegroup. Itsphysiologicaleffectsaresimilartothoseassociatedwith alcohol. Marijuanasmokedepositsfourtimesmoretarinthelungsand containsupto70%morecancercausingsubstancesthandoes tobaccosmoke.

Cocaine Amonghighschoolstudents,cocaineuse increasedfrom2%in1991to4%in2001and thendecreasedfrom2001(4%)to2009(3%).

Cocaineisahighlyaddictivesubstancethatcauseshallucinations, paranoia,aggression,insomnia,depression,andinsome instancesseizures,heartattack,respiratoryfailure,andeven death.

Ecstasy Ecstasycaninterferewiththebody'sabilitytoregulateits temperature,whichcancausedangerousoverheating (hyperthermia). This,inturn,canleadtoseriousheart,kidney,orliver problems,andevendeath.

Hallucinogens Hallucinogenschangethewaythebrain interpretstime,reality,andits environment.

Thismayresultintheuserhearingvoices,seeingimages,and feelingthingsthatdonotexist.Theuseofhallucinogensleads toincreasedheartrateandbloodpressureandcanalsocause heartandlungfailure.

Heroin Heroinentersthebrainveryquickly, makingithighlyaddictive.Itslowsthe thoughtprocess,reactiontime,and memory,therebyaffectingthewaythe useractsandmakesdecisions.

Chronicusersmaydevelopcollapsedveins,infectionofthe heartliningandvalves,abscesses,andliverorkidneydisease. Pulmonarycomplications,includingvarioustypesof pneumonia,mayresultfromthepoorhealthoftheuseraswell asfromheroinsdepressingeffectsonrespiration.

Inhalants Inhalantsaresubstancesorfumesfromproductssuchasglueorpaint thinnerthataresniffed,orhuffed,tocauseanimmediatehigh. Inhalantsstarvethebodyofoxygenandforcethehearttobeatirregularly andmorerapidly.Usersofinhalantscanexperiencenauseaand nosebleeds;developliver,lung,andkidneyproblems;andlosetheirsense ofhearingorsmell.Chronicuserscanexperiencemusclewastingand reducedmuscletoneandstrength.

Becauseitaffectsthebrainwithmuchgreaterspeedandforcethanmany othersubstances,inhalantscancauseirreversiblephysicalandmental damagebeforetheuserknowswhathashappened.

Amphetamines Amphetaminesincreasethebodys regulatoryfunctions,includingheartrate, breathing,andbloodpressure.

Usersexperiencedrymouth,increasedsweating,dilated pupils,headaches,disorientation,severedepression,paranoia, fatigue,and,insomecases,hallucinations.

Prescriptionandoverthecounter(OTC)drugs Whileillicitdrugusehasdeclinedamonghighschoolstudents,ratesof nonmedicaluseofprescriptionandoverthecounter(OTC)drugsremain high. Prescriptionmedicationsmostcommonlyabusedbyyouthincludepain relievers,tranquilizers,stimulants,anddepressants,suchasOxycontin, Percocet,Vicodin,Adderall,Ritalin,orXanaxwithoutadoctor's Prescription.

MisuseofprescriptionandOTCmedicationscancauseserioushealth effects,addiction,anddeath.

DesignerandSyntheticDrugs Withinthepastcoupleofyears,theStateofGeorgiahas enactedstrictnewlawstargetingthesaleandpossessionof designerandsyntheticdrugswhichhavethesame physiologicaleffectsonthebodyasothercontrolled substances. HouseBill1309enactedin2010, outlawedthesaleandpossessionofK2, alsoknownassyntheticmarijuana. HouseBill199enactedin2011, bannedthesaleandpossessionchemicals marketedasbathsalts.

In Georgia, the driver's license of any person convicted of violating the Georgia Controlled Substances Act shall be suspended by operation of law.

FirstSuspension

Yourdriverslicenseordrivingprivileges willbesuspendedforaminimumperiodof 6months.Youwillnotbeeligibleforany typeoflimiteddrivingpermit. Yourdriverslicenseordrivingprivilegeswill besuspendedforaminimumperiodof1 year.Youwillnotbeeligibleforanytypeof limiteddrivingpermit.

Specialemphasiswillbeontrafficcrashesandimpaireddriving.Trafficcrashesaretheleading singlecauseofdeathinthe15to24yearoldagegroup,andimpaireddrivingisacontributing factorinalmost500trafficdeathseachyearinGeorgia.
