1 Overview
Huawei has been awarded C5 migration project from Omantel, most of the jobs are between Omantel and Huawei. Now Huawei is kindly looking forward to cooperation with your company. This document out cables the requirement of C5 migration project, including new subscriber cable termination, MDF port test, old subscriber cable dismantlement, document update, daily activity during migration and other related job for this project. The subcontractor shall comply strictly with all the technical, design specifications, guide cables and procedures from Omantel and Huawei. The scope of work and responsibilities of the subcontractor are as follows, but not limited to.

2 General Requirements
2.1 All the work and materials shall be in accordance with approved generic drawings provided by Huawei, and to the satisfaction and approval from Omantel. The subcontractor shall fully cooperate with Huawei representative and follows given instructions related to work being implemented. The contract will be as a Back to Back contract, i.e., whatever change in order or directive comes from Omantel and is devoted to Huaweis scope of work, it will automatically be applied to the contract and will be obligated to subcontractor. Meantime, it will not affect the previously decided lump sum price by both parties. The subcontractor shall provide enough teams to keep good progress that always meets or exceeds the requirements from Omantel and Huawei. The subcontractor shall be solely responsible to the damage or loss of materials taking place by his own mistake or careless operation during the project. The subcontractor shall be solely responsible for all the Safety and Quality at site in accordance with the standards of Omantel and Huawei. The subcontractor shall submit regularly concerned management report to Huawei, and attend the project management meeting of Huawei or attend Omantel meeting on behalf of Huawei. After completion of work at the site, the subcontractor must clean up the site, and remove all debris resulting from his work; i.e. keep up the site status to its

original one. Meanwhile, all unused materials have to be prepared a list and returned back to Huawei warehouse in Muscat. 2.8 The subcontractor shall be solely responsible to provide all transportation vehicles and installation tools, such as laptop, multimeter, wire stripper, wiring knife, etc. The subcontractor shall be solely responsible to provide relevant documentation to Huawei, such as check list, supplier certificate, quality selfinspection form, self-test results, including both hardcopy and softcopy etc., as per the standards from Omantel and Huawei.

2.10 The subcontractor shall be solely responsible to pass PAC successfully and correct all the mistakes, if any. 2.11 The price of the agreement is a lump sum price. The subcontractor shall be solely responsible to all the expenses, such as salary, accommodation, transportation, telecommunication and insurance for his employees, etc. 2.12 It is unacceptable to Huawei that the subcontractor re-subcontracts the project to other subcontractor. The detailed descriptions of different part as follows are as a guide and procedure, but the subcontractor can not just limit on them. The subcontractor should hand over the complete job to Huawei and Omantel.

3 Scope of work for each part


3.1 Vertical MDF Duplexing Scenario
If vertical MDF support duplexing and new horizontal MDF blocks space is available (or there are enough spare horizontal MDF blocks), this could be the best migration solution. Under this scenario, the broadband service and voice service will be migrated to the new MSAN together. The new jumbering cable need be routing and terminated between old vertical MDF and new horizontal MDF, the old jumpering cable between vertical MDF and old horizontal MDF will be cut down. Note: the spare or new horizontal MDF blocks should be in the same rack with the old horizontal blocks. As following example, the new build horizontal MDF should be in the same rack (or existing rack extended).

Under this scenario, the broadband service and voice service will be migrated to the new MSAN together. The new jumbering cable need be routing and terminated between old vertical MDF and new horizontal MDF, the old jumpering cable between vertical MDF and old horizontal MDF will be cut down.

3.1.1 MDF port test


Definition: The MDF port test is divided into three stages. For each site the subcontractor should follow the procedure, provide the test report, update the MDF allocation list and correct the mistakes. before vertical MDF duplexing

There are two scenarios of the test result. Scenario 1: No dial tone The reason could be: this port is for ISDN BRA; duplexing is not well; duplexing to a not working port. First of all, measure the voltage by the multimeter, if around -48V means that is a POTS port, if else means that is an ISDN port. If that is the POTS port, please try to duplex again or find out the correct port and make the duplexing. If that is the ISDN port, test with the NT1 and ISDN telephone again, if there is no dial tone yet, please try to duplex again or find out the correct port and make the duplexing. Scenario 2: Wrong number It means the new jumpering cable is connected to the wrong port (other working port). Please correct the new jumpering cable connection according to the latest MDF allocation list.

3.1.2 New subscriber cables routing and termination


Definition: The subcontractor should finish the new subscriber cables routing and termination in new MDF blocks of exchange side according to port mapping table.

3.1.3 Jumpering cable routing and termination


Definition: New jumpering cable between vertical MDF and new horizontal MDF should be routed and terminate on vertical MDF and horizontal MDF.

It had been tested and proven that when the bridge tap is less than 30 meters, the degradation of speed is small and within acceptable range. In the MDF rack, the new jumpering cable usually is no more than 30 meter, but considering the subscriber cable from MSAN to new horizontal MDF, the bridge tap will exceed 30 meter, so the isolators will be used at the new horizontal MDF.

3.1.4 Migration and rollback


Definition: On the migration night, subcontractor should finish the migration as following procedure. If need, also finish the rollback procedure. Migration

equipment or just plug out the service board, but it is suggested to require Omantel to finish this job, since we do not know other vendors equipment. And they also should make a marker on the cable themselves before they disconnect the cable. After migration, the isolator also need be plugged into the ADSL_out port to avoid the ADSL speed reduction caused by bridge tap

3.1.5 Old subscriber cables dismantlement


Definition: This part describes the dismantlement of old subscriber cables after migration, including exchange cables and DSLAM cables.

3.1.6 Old jumpering cables dismantlement


Definition: This part describes the dismantlement of old jumpering cables after migrations, including the jumpering cables between vertical MDF and old horizontal MDF and between old exchange and old DSLAM.

3.1.7 Daily maintenance

Horizontal MDF duplexing+ jumpering cables migration gradually scenario

If there is not space available for new horizontal MDF blocks or vertical MDF can support jumpering cable duplexing, but horizontal MDF can support the duplexing, then horizontal MDF duplexing solution can be used. Under this scenario, the broadband service and voice service will be migrated to the new MSAN separately. First, the new subscriber cables from new MSAN will be routed and duplex on the existing horizontal MDF port.

Second, new jumbering cables need be routed and terminated between vertical MDF and horizontal MDF, but these new jumpering cables should be migrated one by one on migration night.

If the horizontal MDF blocks support jumpering cable duplexing, the jumpering cables can be terminated on the migration point of horizontal MDF blocks before migration, but considering the bridge tap issue which will cause the reduction of speed, the jumpering cables termination on the migration point of vertical MDF blocks will be done during migration night.

Definition: The MDF port test is divided into three stages under this scenario. For each site the subcontractor should follow the procedure, provide the test report, update the MDF allocation list and correct the mistakes. Before migration

This part describes the DDF migration scenario of PRA subscriber. If the PBX is connected to old device through E1 cable, then the migration should be finished on DDF. If the PBX is connected to old device through twisted pairs, the migration follow the normal PSTN migration procedure. The PRA service test after migration should be done by Huawei and Omantel.
