Rep. Ong urges youth to focus on their studies

TACLOBAN CITYNorthern Samar Rep. Emil Ong said that youths should focus on their studies rather than try their young hands in politics. Thus, he was one of the lawmakers that endorsed for the postponement of the Sangguniang Kabataan polls this October to 2016, a prelude for its eventual abolition, Ong said. I am incline on the idea that they should study first rather than engage themselves to politics, Ong, a member of the committee on suffrage and electoral reform at the House of Representatives, said in an interview. Ong also said that with the cancellation of the SK elections next month, all the incumbent youth officials would end their terms effective October 28 this year. There will be no hold-over officials of the SK. That was agreed during our committee hearing, Ong said. TACLOBAN CITY The National Nutrition Council (NNC) is bracing for the full promotion of the 2012 Nutritional Guidelines for Filipinos (NGF). NNC regional nutrition program coordinator Segundina Devota Dilao said there is ongoing consultation with different stakeholders on drafting the final communication plans. We will have to consult various sectors on how to carry out the promotion of new guidelines. We recognize their contribution on how to better promote NGF, Dilao said. The Department of Interior and Local Government is also drafting guidelines for promotion of NGF in the local government level. Local nutrition official were told to incorporate the promotion of NGF in existing nutrition education activities such as nutrition

school-on-the-air, mothers classes and family development sessions. Similar to the NGF formulated in 2000, the guideline has 10 messages but it now includes the nutritional and health rationale for each message, according to Dilao. These 10 messages are: eat a variety of foods everyday to get the nutrients needed by the body; breastfeed infants exclusively from birth up to 6 months then give appropriate complementary foods while continuing breastfeeding for 2 years and beyond for optimum growth and development; eat more vegetables and fruits everyday to get the essential vitamins, minerals and fiber for regulation of body processes; consume fish, lean meat, poultry, egg, dried beans or nuts daily for growth and repair of body

CAMP KANGLEON, Palo, Leyte- The Barangay Peacekeeping Action Teams (BPATs) have a key role to play in crime prevention, according to the top official of the Philippine National Police in Eastern Visayas. Police Regional Office 8 (PRO8) Director PCSupt. Elmer R. Soria said that the PNP, with its myriad and diverse tasks and functions that are so huge have been slow to respond due to its sheer weight and enormousness as compared to crime and criminality that have become so dynamic, inadvertive and fast. Time calls for the creative dismemberment of such PNP tasks and functions, the empowerment of the community to formulate and implement its

DBM introduces yet new scheme on public funds spending


TACLOBAN CITY The Department of Budget and Management (DBM) is now raising the awareness of government officials on the performance-informed budgeting, a new system where each peso is now presented alongside the results that the government wants to achieve. In various meetings, the DBM have been informing government officials about the new system that will be implemented in the 2014 national budget. With the performance informed budgeting, there is kwento in every kwenta. We organized the budget to reflect non-financial performance information alongside the budgetary allocations, DBM Regional Director Imelda Laceras. Performance-information typically include the purpose for the funds required, outputs that would be produced or the services that would be rendered, outcomes that would be achieved by the outputs and services and cost of the programs and activities proposed to achieve the objective. Laceras explained that performance-informed budgeting differs from the traditional line item-based budgeting as it focuses more on outputs and outcomes and places less emphasis on the inputs. It links funding to results, and provides a framework for more informed resource allocation and management. The new face of the national budget will no longer contain an excessively detailed line item document, but a budget that presents performance information aligned to planned resources that promises to be understandable and accessible to the people. Through the new system, ordinary citizen would have to understand what government agencies are doing, thus enhancing citizen engagement in financial management, Laceras added. Tacloban council commended heroism of Melanie Joy Diaz


TACLOBAN CITYMembers of the Sangguniang Panlungsod, this city, unanimously approved a resolution commending the heroism displayed by Melanie Joy Diaz, a crewmember of the ill-fated MV Thomas Aquinas. The resolution, authored by Councilor Raissa Villasin, commended the heroism of Diaz who helped several passengers of the said passenger vessels to safety before the vessel sank off the waters of Talisay in Cebu. The councilors also expressed their deep sympathies to the bereaved family members of the 29-year old crew of the MV Thomas Aquinas, which is operated by 2GO Travel. Diaz, who was a resident of Barangay 96, Calanipawan of this city, personally distributed life jackets to the passengers, to include women and children. Vice Mayor Jerry Sambo Yaokasin, speaking before council members, said that he visited the family of Diaz and learned from her mother that stories from survivors showed that she was already in a safe place during the accident. However, she chose to help the passengers by giving them life jackets instead of thinking of her personal survival. TACLOBAN CITY The city government of Baybay is set to spend P8 million for the construction of a grandstand in time for its hosting of the Eastern Visayas Regional Athletics Association (EVRAA) Meet next year. Baybay City Mayor Carmen Cari said the city is more than ready to host the biggest sporting event in the region with almost all of their sports facilities and venues already in place. We only need to have the grandstand for a better sports venue, Mayor Cari said.

EVRAA is an annual competition of the best athletes in the elementary and high school levels and serves as a qualifying game to the Palarong Pambansa. This 2013, Leyte hosted the event at the Leyte Sports Development Center.

TESDA-8 conducts competency assessment and certification activities


TACLOBAN CITY- In its effort to upgrade the qualifications of workers, trainers, and assessors to a higher level to ensure better delivery of training services, the Technical Education and Skills Development Authority (TESDA) will be holding a series of competency assessment and certification activity nationwide. TESDA-8 Regional Director Cleta Omega said that the National TVET Competency Assessment and Certification (NATCAC) Program organizers are targeting trainers of public and private technical vocational institutions, public utility drivers, workers and other industry practitioners who want to undergo competency assessment. Returning overseas Filipino workers and expatriates with relevant technical vocational education and training experience and industry practitioners can also join the competency assessment program, Omega said. For this particular series, which started last August and is to end on December, it was bared that NATCAC will not be offered to graduating students or trainees of various TESDA registered programs. It was learned that the assessment would cover all qualifications in national certificate II, III, and IV levels, which will include those that are covered by specific government regulations such as driving, and automotive servicing. The TESDA regional office will determine the qualifications to be covered during the schedules of assessment based on the market demand of the region. On the other hand, in the case of the provincial office, they will prepare the final list of applicants per qualification, the assessment center, which may also be determined by the regional office, the schedule, and the assigned competency assessor. Government authorities sought to look into the price increases of rice in Tacloban
TACLOBAN CITY- A councilor of this city has called on government authorities to look on the sudden price increases of rice sold in the market. Councilor Neil Glova, who chairs the committee on urban poor, urged the Department of Agriculture, Department of Trade and Industry, the National Food Authority and the city price monitoring council to take legal actions who could be responsible for the increases particularly on so-called commercial rice. He said that he went around to personally monitor the price of rice being sold in the market and was shocked to know that one can buy a kilogram of rice at P50, a price that is beyond the means of an ordinary and poor Taclobanon. Glova suspected that there are rice traders who took advantage of the situation by hoarding their stocks and sold them later at a much higher price. The councilor chided both the DA and the NFA for announcing that the price of rice would soon stabilized. Both agencies said that the sudden increase on the price of rice sold in the market would be short-lived with the expected harvest in the next few months which would result to a more abundant supply of rice. TACLOBAN CITY Students from the Sagkahan National High School, this city, won the first and second places in a poster-making contest sponsored by the regional office of the National Statistics Office recently. The poster-making contest was in line to the month-long anniversary celebration of the NSO 8. Sixteen high school students from various schools in the city participated in the visual interpretation of this years theme Handog ng NSO: 73 Taong Taos-Pusong Serbisyo sa Mundo. Students from the Sagkahan National High School bagged the first and second prizes, Neptune Pilapil and Anthony Dacutanan, respectively. Alyka Sumapig of Sacred heart School landed third place. Welcoming the new police chief


e knocked at the door with courtesy and respect, bringing good tidings to the people inside with his simple, Maupay . . . He was let in, equally with courtesy and admiration. This is the art of public relations best epitomized by a person entering a house. One does not barge in. Uninvited people especially start knocking on the door until it is opened and the guest is led inside. Once inside, the guest sees to it that he pays his respects on the people he meets. He does not show high-handedness but certain decorum that makes the people inside at ease with him. It is good for the people that the new police chief paid courtesy call on the father of the city. With him, he brought the news that he will ensure the peoples safety and

security against bad elements and especially promised to curb criminality in the streets. On the other hand, just like the father in the great Book, he returned back the privileges the son lost when he left the fathers fold. The gesture on both sides augurs better relations between the city government of Tacloban and the PNP. It is good for everyone involved, most especially the public. With friendship renewed, certain privileges will return. It will be recalled that PNP-Tacloban had a good working relationship with the city government. The city government provided the police with a building and water system, motorcycles, patrol cars, various weapons and ammunitions, handheld radios, SWAT

Making workers more productive


It is known that the government is the biggest employment agency not just in the country but anywhere in the world. The local government units are not spared from this role. Chief executives have the tendency to accommodate their constituents out of generosity or kindness and also out of political accommodations or considerations, whatever it is, workers are expected to be productive. In the city of Tacloban, there are close to 2,000 job order workers that eat up a big portion of the citys annual budget. The big number has not escaped he critical eyes of the public. With the austerity measures being undertaken by the government, officials are left with no other option but to curb hiringhers that have been employed for years are forced to bebe utilized or employed in the enforcement of laws, ordinances and other regulatory actions of the city government. Working closely with the various departments and offices with regulatory functions, the composite teams are deployed in the streets and barangays of the city. The enforcement teams are dreams come true for every peace-loving Taclobanon. Streets and thoroughfares will be cleared or cleansed from scalawags. Tacloban does not lack in ordinances to make its city streets orderly and peaceful but it lacks enforcers due to lack of people to do them. Now, they will comb the streets from jaywalkers, motorists who beat the red light, driving without license, drunken driving or parking in pedestrian lanes

If you are like me, an average Filipina and confused and alarmed about the PDAF and worried about how my hard-earned taxes gets into the pockets of the honorable senators and congressmen, you have all the right to be concerned. A part of me wonders, whether President Noy is serious about his authority to use his legal powers to abolish PDAF including his own billions. This authority, if put to use, makes sense. I was in the capital city for ten days and paid full attention to the news. From sign in to sign off of the television news edition the PDAF news dominated , not even the news about Claudine Barreto and estranged hubby. Now, will Napolis really cooperate and turn over the precious information to government control. Let us have no illusion. Look at GMA. Maybe, there is a possibility that the PDAF plunderers and their prosecutors are just stalling and will fib and cheat in the end. Throughout the world the cross stands as the instantly recognizable symbol of Christianity. It stands on cathedral spires and above high altars. It is attached to prayer beads and even ladies necklaces. The crucifixion of Jesus was the defining moment in the life of Jesus as well as in the life of the world, since he redeemed the world through his cross. When I am lifted up, said Jesus, I will draw all people to myself. But, in order to draw all people to himself, Jesus had to go down to the very depths of suffering, even crying to his Father, My God, my God, why have you deserted me? But the Father did not abandon him forever; having accepted his sacrifice for the sake of all humanity, he raised his Son from the dead after three days. We believe that the risen Jesus is with us offering his new life. Yet the sign that leads the way to new life is the cross. Making the sign of the cross is an act of profession, a prayer, a dedication, a benediction, for it brings life, not death, light, not darkness, Paradise, not its loss. It is the wood on which the Lord was wounded in his hands and feet and side, and thereby healed our wounds. A tree destroyed us; a tree now brought us life. There is more than one way to describe the brutality of Nur Misuari and his Moro National Liberation Front when they, out of nowhere, decided to up and sow terror in the said city. And polish isnt one of them. Really, that is a feat least to be expected from a group headed by one who is distinguished as a certified UN Peace Prize Awardee and who was once a Nobel Peace Prize Laureate Nominee. Talk about utter contradiction, talk about sheer paradox. This is saying it with prejudice and betrayal to the rule on hearsay but there probably was once a time in the long forgotten past when a family need not lock their doors with chains and bolts for them to have a long and peaceful snooze. There was once a time then when a door was nothing more than a mere and simple symbol of protection rather than an actual implement to keep away those outside. A door existed then as a mere idea, not a concrete promise, of fortification. A door was there then to make those inside feel they were safe, not to make them feel they are actually protected. The seeming naivet of the past is however a grave contrast to the now. Leave your doors and windows unlocked before retiring

Leyte Gov. Petilla vows to continue support on anti-poverty program of the national government
TACLOBAN CITY - The provincial government of Leyte assures support to Department of Social Welfare and Development (DSWD)s Kapit-Bisig Laban SA Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), the national governments community-driven development (CDD) strategy to reduce poverty. Governor Leopoldo Dominico Petilla said the provincial government continues to be in full accord with KALAHI-CIDSS tried and tested strategy to combat poverty, as well as the counterparting scheme it employs which help a lot in empowering the people in the villages. Gov. Petilla was in Mahaplag town recently for the inauguration of Kalahi-CIDSS project which include a day care center in Brgy. Liberascion, river flood control in Brgy. Bunga, farm to market road in Brgy. Union, water system rehabilitation in Brgy. San Isidro and concrete path walk in Brgy. Mabuhay. I would like to reiterate the importance of working together with various agencies such as the DSWD and the DILG to push for development. The beauty of the project of the Kalahi-CIDSS and the convergence strategy is the presence of participation aspect of partners in coming up priority projects which they believe can provide the needs of the communities. CATUBIG, Northern Samar- The youth sector is one of the key players essential in the accomplishment of the IPSP BAYANIHAN. In order to strengthen the values and ideals of the youth in our area, the 63rd Infantry (innovator) Battalion recently hosted a youth leadership summit last 31 Aug 2013 held at Las Navas National High School, Las Navas, Northern Samar. The activity aims to provide the participants a venue to exercise their skills, discover their potentials, meet new acquaintances and enlighten them on the hazards and perils of joining the communist movement. The 46 participants coming from different schools attended the activity. Various activities were programmed for the duration of the summit such as lectures, sharing of thoughts and team building. The youth participants were broken down into smaller groups and we are given the chance to act as group leaders unit as they perform tasks and exercises assigned to them. The members of the group learned the value of cooperation, communication and teamwork. They also developed a healthy competition between them. It is important for us to give due emphasis in developing our youth, as our theme youth of today, leaders of tomorrow implies, we have the responsibility of molding our future thru our youth. We believe that shaping future leaders and responsible citizens are one of the greatest contributions to make our country a safer and livable in the future. (LTC
