RULES The event will be governed by (a) the rules as defined in the RRS, including Appendix C. (b) the rules for Handling Boats (SI appendix C), which also apply to any practice sailing. Class rules will not apply. (c) any prescriptions of the national authority that will apply shall be posted on the official notice board. Add to RRS 41: (e) help to recover from the water and return on board a crew member, provided the return on board is at the approximate location of the recovery. Delete RRS C6.3 and replace with: A boat intending to request redress because of circumstances that arise while she is racing or in the finishing area, shall clearly display a red flag as soon as possible after she becomes aware of those circumstances, but no later than two minutes after finishing or retiring. ENTRIES AND ELIGIBILITY Entry is open to all student sailors who are full-time students. Only skippers registered by the Organizing Authority will be eligible to enter this event. All competitors must show proof that they are full-time students. All competitors shall obtain an ISAF Sailor ID by registering online at www.sailing.org/isafsailor. Skippers shall inform the OA of the ISAF Sailor ID at registration. The registered skipper shall helm the boat at all times while racing, except in an emergency. When a registered skipper is unable to continue in the event, the Organising Authority may authorise an original crew member to substitute. When a registered crew member is unable to continue in the event, the Organising Authority may authorise a substitute, a temporary substitute or other adjustment. To remain eligible, a skipper shall confirm acceptance of invitation by completing and returning the entry form (fax or e-mail is acceptable) and to be received by the date specified on the letter of invitation. All competitors shall meet the eligibility requirements of ISAF regulation 19.2. The total entry fee is SGD$450.00 per team. An initial damage deposit of SGD$500.00 shall be paid at registration, unless extended by the OA. In the event that a deduction from the damage deposit is decided by the OA, It may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event. Any remaining deposit after the event will be refunded within 10 days after the event.

COMMUNICATIONS WITH COMPETITORS Notices to competitors will be posted on the official notice board located at the Pontoon beside Customs House, 70 Collyer Quay, Singapore 049323 All signals to be made will be displayed on the Race Committee signal boat. Skippers shall attend the first briefing, which will be at 1900hrs on 17th Sep 2013 at the SMU Function room unless excused by the OA.

At least one representative of each team shall attend the morning meeting at 0900hrs at the Pontoon, unless otherwise excused by the OA. AMENDMENTS TO SAILING INSTRUCTIONS Amendments to the SI made ashore will be posted at least 1 hour before the start of any race affected and will be signed by the OA representative and the Chief Umpire. Flag L over the numeral pennant of the most recent amendment will be displayed on the Race Committee signal boat each day until the boats have departed for the race course. Amendments made afloat will be signalled by the display of flag 3rd substitute with three sound signals. An umpire may communicate these either verbally or in writing. BOATS AND SAILS (a) (b) The event will be sailed in SB20. The sails to be used will be allocated by the RC and will include 1 mainsail, 1 jib and 1 spinnaker.

Other restrictions or instructions may be given to the boats verbally by an umpire. Flag 3rd substitute is not required. The RC may permit a substitute boat when it is satisfied that the original boat is damaged and that repairs in the time available are not practical. IDENTIFICATION and ASSIGNMENT OF BOATS Eight boats will be provided and will be identified by the numbers 1 to 8 on the bow. The Organising Authority will pre-allocate the boats using a random draw for each stage. CREW MEMBERS, NUMBER and WEIGHT The total number of crew, including the skipper, shall be 3 or 4, excluding persons placed on board by the RC. All registered crew shall sail all races. The maximum total weight of crew including the skipper, dressed in at least shorts and shirts shall be 270kg determined at the time of registration or such time as required by the RC. EVENT FORMAT AND STARTING SCHEDULES The event format and match pairing lists are detailed in SI Appendices A and B. In a knock-out series between two skippers: (a) The highest ranked competitor from the Round Robin stage shall have the starboard entry in the first match. Thereafter they will alternate assigned ends for each match. This changes RRS C4.1. (b) crews will exchange boats after odd matches of the series. (c) when the series has been decided, further matches between these two will not be sailed. The racing days are scheduled as 18th, 19th, 20th and 21st September 2013. The last warning signal on the last day of racing will be 1600hrs. The number of matches to be sailed each day will be determined by the RC. The RC may terminate any stage or the event when, in its opinion, it is impractical to attempt to hold the remainder of matches under the existing conditions or in the remaining time scheduled. Early stages may be terminated in favour of later stages. The intended time of the first attention signal is 1000hrs for all race days. Each subsequent match will be started as soon as practicable after the previous match.

When a match cannot start at its intended time, the signals and starts of the following matches will remain as originally scheduled, leaving a blank start for the pair not starting. No starting sequence flags will be displayed for a blank start. Description of Marks The RC boat will be identified by an orange flag. The starting/finishing line mark will be Pink round mark. Marks W and L will be inflatable Orange conical marks. Mark W Port will be inflatable Blue Conical mark. Mark W Stbd will be inflatable Yellow Conical mark.

Starting/Finishing Line (a) The starting/finishing line will be a straight line between the course side of a starting/finishing mark and a staff displaying an orange flag on the RC boat. (b) A buoy may be attached to the RC boat and/or the starting/finishing mark boat anchor line just below keel depth. Boats shall not pass between this buoy and the RC boat at any time. This buoy is part of the RC boat ground tackle. Course Limits (a) Five yellow round buoys are laid demarcating the sailing zone in the Marina Bay (See 9. Racing Area). While racing, no part of a boat shall cross the imaginary straight line between any two adjacent buoys on the same side of the course. (b) These lines rank as obstructions and are the limit of safe pilotage for the purposes of Part 2 of the RRS. (c) There is no penalty for touching these buoys or objects defining these areas. (d) A breach of this sailing instruction is not open to protest by boats but is subject to action by umpires in accordance with RRS C8.2. This changes RRS C6.2 and C8.2. Abandonment and Shortening (a) RRS 32 is deleted and replaced with: After the starting signal the RC may abandon or shorten any match for any reason, after consulting with the match umpires when practical.

Abandonment of a match that has started will be signalled by an official boat displaying flag N, approaching the two boats concerned and hailing or by the race umpires notifying the boats concerned (Amends Race Signals). The course may be shortened after the start whilst boats are in the general vicinity of Mark W. A shortened course will be signalled by an official boat approaching the two boats concerned, displaying flag S and making a repetitive sound signal. Boats shall proceed directly to the finish at the start/finish line; rounding Mark W if they have not already done so (alters Race Signals). A shortened course may affect one, or more than one of the matches in progress. Within a flight, when a visual signal is displayed over a numeral pennant, the signal applies to that match.

BREAKDOWN and TIME FOR REPAIRS Before the attention signal of a flight or within two minutes of finishing or within five minutes of changing into a new boat, whichever is later, a boat may display a White flag to signal breakdown or damage to the boat, her sails or injury to her crew and request a delay to the next start. She shall proceed as soon as possible to close to leeward of the RC boat and remain there, unless otherwise directed. The time allowed for repairs shall be at the discretion of the RC. After the attention signal of a flight, a match will not be postponed or abandoned due to breakdown unless the breakdown signal was displayed as required by SI 11.1. Except when RRS 62.1(b) applies, failure to effect repairs in the time allowed, or breakdowns after the attention signal shall not be grounds for redress. This changes RRS 62. STARTING PROCEDURE

12.1 The starting procedure will be as in RRS Appendix C except that the Attention signal Foxtrot will be displayed with one sound signal at start minus 7 minutes and removed at minus 6 minutes with no sound signal. This changes RRS C3.1. 12.2 The next flight number will be displayed on the RC boat starboard stern.

CHANGE OF POSITION OF THE WINDWARD MARK Change of Course Signals (amends RRS 33 and Race Signals) (a) Flag C and a coloured flag or board means: The windward mark has been moved. Sail to a mark the same colour as the flag or board. (b) When a change of course after starting only affects some matches, these will be designated by the appropriate numeral pennant Signalling vessel (a) When a change of course is made for the first leg, the signal shall be displayed from the RC boat with the preparatory signal for each match affected. The preparatory signal shall be followed by a series of repetitive sound signals. (b) When a change of course is signalled after the first leg it shall be displayed from a boat in the vicinity of mark L. TIME LIMIT A boat that does not finish within 5 minutes after her opponent has completed the course and finished will be scored DNF. This changes RRS 35 and A5.

Competitors shall comply with any reasonable request from any official, including attendance at official functions, co-operation with event sponsors and shall not behave so as to bring the event into disrepute. Competitors shall handle the boats and equipment with proper care and seamanship and in accordance with SI Appendices C and D. The penalty for breaking this SI is at the discretion of the PC and may include exclusion from further participation in the event or the withholding of deposits.

APPENDIX B - EVENT FORMAT 1 First Stage - Round Robin (a) (b) 2 All skippers will sail a single round robin - each skipper sails each other skipper once. The 8 highest scoring skippers shall qualify for the next stage.

Quarter-Finals (a) The skipper finishing first in the First Stage Round Robin shall race against the eighth placed skipper. The skipper finishing second shall race against the seventh placed skipper. The skipper finishing third shall race against the sixth placed skipper. The skipper finishing fourth shall race the skipper finishing fifth. The first skipper to score at least 3 points shall proceed to the next stage.

Semi-finals (a) (b) The highst ranked skipper from the round robin will race the lowest ranked skipper. The other 2 team will race each other. The first skipper to score at least 3 points shall proceed to the next stage.

APPENDIX C - HANDLING BOATS 1 GENERAL While all reasonable steps are taken to equalise the boats variations will not be grounds for redress. This changes RRS 62. PROHIBITED ITEMS and ACTIONS Except in an emergency or in order to prevent damage or injury, or when directed by an umpire otherwise, the following are prohibited. Any additions, omissions or alterations to the equipment supplied. The use of any equipment for a purpose other than that intended or specifically permitted. The replacement of any equipment without the sanction of the RC. Sailing the boat in a manner that it is reasonable to predict that significant further damage would result. Moving equipment from its normal stowage position except when being used. Boarding a boat without prior permission. Taking a boat from its berth or mooring without having paid the required damage deposit or having permission from the RC, or, on race days, while AP is displayed ashore. Hauling out a boat or cleaning surfaces below the waterline without the sanction of the RC. Using a flattener as a reef. Attaching lines to the fabric of spinnakers. Perforating sails, even to attach tell tales. Radio transmission (including mobile telephones), except to report damage or in response to a request from the RC. Adjusting or altering the tension of standing rigging, excluding the backstay. The use of electronic instruments other than compass and watches. Using the spinnaker pole to wing out the foresail. Marking directly on the hull or deck with permanent ink. After the starting signal and while sailing close hauled for more than a few seconds, the main boom position shall be controlled only by using the mainsheet as it exits the block on the cockpit floor, and the vang. The use of the shrouds (including any inner shrouds) above the lower bottle screw (turnbuckle) to facilitate tacking or gybing, or to aid the projection of a crew member outboard is prohibited. A breach of SI C 2.17 or 2.18 is not open to protest by boats but is subject to action by Umpires in accordance with RRS C8.2. This changes RRS C6.2 and C8.2. PERMITTED ITEMS and ACTIONS The following are permitted. Taking on board and making appropriate use of the following equipment: (a) basic hand tools (b) adhesive tape (c) line (elastic or otherwise of 4 mm diameter or less) (d) marking pens (e) tell tale material (f) watch, timers and hand held compass (g) shackles and clevis pins (h) velcro tape (i) spare flags Changing the number of mainsheet purchases. MANDATORY ITEMS and ACTIONS The following are mandatory. Making a verbal damage report before leaving a boat to the boat manager even if no damage or loss is noted. Reports shall include any evidence of matters that could cause damage or disadvantage to the boat in future matches. At the end of each sailing day: (a) folding, bagging and placement of the sails as directed (b) leaving the boat in the same state of cleanliness as when first boarded that day (c) releasing backstay tension At the end of the final day for a particular boat, cleaning the boat (cabin and decks), removing all trash and removing all tape and marks.

Any request to alter, in any way, the equipment on a boat shall be in writing and worded to permit a yes/no answer. Complying with any regulations, including speed restrictions and navigation marks, while leaving or returning to the berth or mooring. A breach of items 4.2 and 4.3 will be considered as damage and the cost of rectification will be deducted from the damage deposit.
