INTRODUCTION

GLE Associates, Inc. (GLE) was requested by Cobb County School District (CCSD) to conduct a Preliminary Mold Investigation and monitor carbon dioxide (CO2) and carbon monoxide (CO) levels at Mountain View Elementary School (study site), located at 3448 Sandy Plains Road in Marietta, Georgia. The purpose of this investigation was to attempt to identify the possible causes of reported adverse health affects reported by the school staff. Mr. Scott Drinko and Ms. Rachel Andrews with GLE Associates, Inc. (GLE) mobilized to the site on September 10, 11, and 17, 2013, to perform the preliminary mold investigation, CO2, and CO monitoring at the study site. 2.0 PROCEDURES AND METHODOLOGIES

The following sections describe the general procedures and methodologies conducted during this assessment. 2.1 Visual Assessment

Upon initial mobilization to the site, GLE conducted a visual assessment of accessible portions of the study site for visual evidence of air quality issues that may be contributing to the ill health affects reported. GLE investigated for visual indications of water intrusion, mold growth, sewer, natural gas and exhaust odors. 2.2 Moisture Assessment

Moisture measurements were obtained with a Protimeter Moisture Meter from various building materials. Elevated moisture measurements (greater than 20% Wood Moisture Equivalent (WME)) are used to help define remediation recommendations. The results are included in Table 3.2-1 Moisture Assessment. 2.3 Temperature and Relative Humidity Measurements

Temperature and relative humidity measurements were obtained with the use of a portable/hand-held VelociCalc/Q-Trak 7575 meter capable of providing real-time results. The results are listed in Table 3.3-1 Temperature and Relative Humidity Measurements. 2.4 Viable and Non-viable Airborne Microbial Sampling

On September 10, 11, and 17, 2013, forty-eight (48) viable and non-viable air samples were collected consisting of seven (7) baseline exterior samples and forty-one (41) representative indoor ambient air samples to assess the presence of airborne fungi. The air samples were collected using Zefon Air-O-Cell cassettes and an electric-powered vacuum sampling pump. The results of the air sampling are summarized in Table 3.4-1 Summary of Total (Viable and Non-Viable) Fungal Spore Trap Air Sampling. A 1

complete list of the analytical results and chain of custody can be found in Appendix A Analytical Results and Chain of Custody. 2.5 Carbon Dioxide/Carbon Monoxide Measurements

CO2 and CO measurements were obtained with the use of a potable/hand-held VelociCalc/Q-Trak 7575 meter capable of providing real-time results. The results are listed in Table 3.5-1 Carbon Dioxide/Carbon Monoxide Measurements. 3.0 FINDINGS 3.1 Visual Assessment

GLE performed a walkthrough visual assessment of accessible areas within the study site. The objective of the visual assessment was to identify obvious air quality issues that may be contributing to the adverse health affects reported. GLE did not observe any building materials exhibiting water and/or mold impacts at the time of the site visits, with the exception of water-stained concrete floors observed within Walkway H and Walkway J. 3.2 Moisture Assessment

GLE obtained moisture measurements from accessible, representative building materials within the study site. The room identification, building materials, and moisture measurements are presented in Table 3.2-1 Moisture Assessment. Temperature and Relative Humidity Measurements

During the survey, a total of twenty-nine (29) sets of temperature and relative humidity measurements were obtained from throughout the interior of the facility. The average of these measurements is presented in Table 3.3-1 Temperature and Relative Humidity Measurements. OSHA recommends temperature control in the range of 68-76 F and humidity control in the range of 20%-60%. Additionally, the Environmental Protection Agency (EPA) and 3

the American Conference of Governmental Industrial Hygienists (ACGIH) have published guidelines referencing maintaining relative humidity at levels below 60% as a mold preventative measure. While factors exist that may contribute to mold growth in areas with relative humidity below 60%, it is generally accepted as the upper end of the range of desired levels. 3.4 Viable and Non-viable Airborne Microbial Sampling

Seven (7) baseline exterior and forty-one (41) representative interior ambient air samples were collected on September 10, 11, and 17, 2013, to assess the presence of airborne fungi. The outdoor (baseline) samples were collected to identify the regional occurrence and concentration of mold spores in the ambient outdoor air at the time of the sampling. Factors affecting the interpretation of bio-aerosol air samples include the time of sampling, present indoor and outdoor environmental conditions, difficulties in quantification, and individual laboratory procedures. In general, if significantly greater spore levels are detected inside, either in total or by individual species, then bioamplification has occurred. However, since molds do not always produce spores, the lack of indoor spore levels does not, in itself, indicate the lack of indoor mold growth. All samples were delivered, under strict chain-of-custody, to EMSL Analytical, Inc., in Atlanta, Georgia, for non-viable and viable mold spore analysis. Analytical results are presented in Appendix A Analytical Results and Chains of Custody. The interior air sample analytical results indicate a total interior mold spore concentration that was less than the average total exterior (outdoor) concentration. Carbon Dioxide/Carbon Monoxide Measurements

Direct read carbon dioxide and carbon monoxide measurements were obtained during the assessment. In general, measurements were taken throughout the building. As the carbon dioxide concentrations increase above the normal ambient levels (approximately 300-450ppm for unpolluted locations), there is evidence of reduced outside air intake relative to the occupant population of the building. A build up of CO2 can lead to complaints of headaches and lethargy from occupants of the building. General discomfort, malaise, and increased perception of bodily odors have been observed when concentrations exceed 1,000ppm for extended periods. The level of carbon dioxide within an occupied space has been recognized by The American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) as an indicator of air quality and air exchange rates within a space. When using the air quality approach, ASHRAE 62-2007 stipulates that in an effort to ensure adequate ventilation, indoor carbon dioxide levels should not exceed 1,000ppm. This concentration may periodically fluctuate, and attention should focus on responsible factors such as improperly functioning control equipment, periods of increased occupation, and environmental conditions. The established Occupational Safety and Health Administration (OSHA) Permissible Exposure Limit (PEL) for carbon dioxide is 5,000 ppm. Outdoor make-up air is essential for effective dilution of indoor air contaminants. Carbon dioxide levels may be used as an indicator of sufficient outside air intake, treatment and distribution. Carbon dioxide is a common inert gas that is ubiquitous in our environment. Concentrations of carbon dioxide in the outside environment generally fluctuate between 300 and 450ppm. Inside concentrations of carbon dioxide may typically range between 500 and 1,000ppm depending on the rate of exchange for indoor air, the occupant loading, and the demand within a space. Carbon monoxide is an odorless and colorless toxic gas, and is commonly the result of incomplete combustion of organic materials. The effects of carbon monoxide exposure are flu like and can include: headaches, dizziness, nausea and fatigue. The OSHA 8hour Permissible Exposure Limit (PEL) is 50 ppm. The American Congress of Governmental Industrial Hygienists (ACGIH) has recommended a Threshold Limit Value (TLV) for CO of 25 ppm. A PEL is defined as that 8-hour TWA concentration which should not be exceeded during any 8-hour work shift of a 40-hour work week. 4.0 CONCLUSIONS 1. Based on the air sample analytical results, elevated mold spore concentrations were detected within classrooms A-9, E-5, D-5 and I-5. However, GLE did not observe any visible mold growth during the investigation. Elevated moisture readings were observed along the interior perimeter of classroom I-1 and along the lower level perimeter interior walls surrounding the Main Building, including the interior perimeter wall of classroom E-5, in which elevated mold spore concentrations were detected. The perimeter walls were constructed of non-porous concrete block and no visible mold growth was observed. Temperature and relative humidity readings were within the recommended levels in twenty-one (21) of the twenty-nine (29) areas assessed. Elevated temperature readings 7

were above the recommended levels in the Hall A Foyer, Hall Adjacent to A-9, Intersection of Hall A and Hall L, Room A-5, Hall I Adjacent to Girls Restroom, Hall K Adjacent to K-10A, and hall K Adjacent to Room K-13. Elevated humidity levels were found in Room B-11. 2. Based on the air sample results, elevated mold spore concentrations were detected within Walkway H and Walkway J. GLE did not observe any visible mold growth and no elevated moisture readings were observed in the walkways during the investigation. Walkway H and Walkway J were formerly exterior walkways, which were recently enclosed with glass and concrete. The walkways do not receive HVAC supply. Water staining was observed on the concrete floors of the walkways. Relative humidity readings within the walkways were within recommended levels; however, temperatures were above the OSHA recommended range of 68 76 F. 3. Concentrations of carbon dioxide were above the recommended ASHRAE guideline upper limit for indoor levels of 1,000 ppm, but below the OSHA PEL of 5,000 ppm in various areas throughout the Main Building, Building I, and Building K. 5.0 RECOMENDATIONS Based on the conclusions of our investigation, GLE recommends that the HVAC system be properly evaluated by an HVAC engineer to address elevated carbon dioxide levels within the office building, which may include design modifications and/or introduction of additional fresh air. Additionally, GLE recommends that HVAC supply be provided to Walkways H and J to introduce additional fresh air. A Cause and Origin assessment should be performed to address the unknown source of elevated moisture levels measured along the lower level interior perimeter walls of the Main Building and the I Building adjacent to room I-1. GLE recommends that the rooms and walkways containing elevated mold spore concentrations with no visible mold growth, and the interior perimeter walls experiencing elevated moisture readings, should be thoroughly cleaned/scrubbed using wet-wipe cleaning utilizing a two-towel system with a microbial biocide agent and vacuums utilizing HEPA filters. Moisture-impacted walls should be should be thoroughly dried. Additionally, GLE recommends that post remediation confirmatory sampling be performed to assess the effectiveness of the remediation activities. GLE recommends that these evaluation activities be performed by someone familiar with the subject site, familiar with the remediation recommendations, and possessing appropriate credentials and experience. The following post remediation recommendations should be performed: 1. Visual Evaluation GLE will assess the work area for the presence of microbial growth, moisture staining, and significant particulate 8

accumulation. GLE will verify that recommended cleaning was conducted and moisture levels in the affected areas are within an acceptable range (<20 % MC/WME). 2. Sampling The sampling should include the collection of indoor and outdoor baseline air samples to determine the presence of residual indoor air mold contamination in the affected areas of the structure. 6.0 LIMITATIONS

Reasonable effort has been made by GLE personnel to locate visible water-damaged building materials within accessible areas. GLE assumes no liability for existing conditions or damage within the building or for any consequential effects that may result from our services and collection of field samples and measurements. Microbial growth or moisture damage may exist in areas that were not accessible or not explored as part of the requested evaluation, including, but not limited to, wall cavities, chases, voids, enclosed areas, and/or building materials covered by cabinetry. This report is not intended to be used as a document to render health related opinions. The information contained in this report was prepared based upon specific parameters requested by the Client. If additional information is available or becomes available, it should be forwarded for our review to determine if changes to our conclusions and recommendations are necessary. The data and evaluation in the Report reflects conditions identified at the time of our site visit, and should not be construed as being representative of the site at a later date. GLE assumes no liability for any perceived or documented health effects of tenants, visitors, contractors, or any other individual that has or may come in contact with the building that may be attributable to the microbial conditions present within the building. The information herein is only for the specific use of the Client and GLE. GLE accepts no responsibility for the use, interpretation, or reliance by other parties on the information contained herein, unless written authorization has been obtained from GLE.
