Dear Chainnan Obey and Ranking Member Lewis,

r am req uesting funding for the Fiscal Year 2010 Commerce, Justice, and Science
Appropriations bill , Office of lustice Programs - Byrne Discretionary Grants Account, for
SEMO NASV. The entity to receive funding fo r this project is the Southeast Missouri Network
Against Sexual Violence, located at 69 Doctors Park, Suite C, Cape Girardeau, Missouri 63703.
Tt is my understanding that the fund ing wou ld be used to provide services to child and adult
victims of sexual and physical abuse. I certify that this project does not have a direct and
foreseeable effect on the pecuniary interests of me or my spouse.

I hereby certify that this request will be made publ icly availabl e on my offic ial website as
required by Chairman Obey's new Committee policy that onl y posted requests wi ll be
considered.

Consistent with the Republican Leadership's policy on earmarks, 1 hereby certify that to
the best of my knowledge thi s request ( 1) is not directed to an entity o r program that will be
named aft er a sitting Member of Congress; (2) is not intended to be used by an entity to secure
funds for other entities unless the use of fund ing is consistent with the specified purpose of the
