GENERAL
2.2.
Two main groups of QoS indicators have been identified to meet the above objectives: Global BSS network surveillance indicators: These are used to indicate the quality of service provided to subscribers and identify failures and their causes for the entire network and for each BSS. These counters should be managed at the NSS or BSS level, we will discuss here about BSS level only ; Detailed BSS surveillance indicators: they are used to identify the causes of individual failures for each BSS and each cell. This can be used to isolate local problems in a subsystem (for corrective maintenance purposes), generic failures due to a specific software version, or appreciate subsystem loads.

2.3. OVERVIEW OF QOS INDICATORS DIFFERENCES BETWEEN B9MR4 AND B10 MR2
2.3.1.
This feature aims at increasing GSM signaling capacity in Dense Urban Areas (paging, SMS...) by allowing operator configure more than one CCCH timeslot. It is required to support the increasing signaling load on the common channels, due to either big CS cells with high peak throughput or to PS traffic when no master PDCH is configured. The introduction of this feature, as B10 optional feature, leads to introduction of nine new counters. The new counters were introduced in MC925 family: MC925a (type 110): NB_AGCH_USEFUL_BLOCKS_SENT that indicates the number of useful blocks sent on AGCH channel (The dummy blocks are not counted). MC925b (type 110): NB_PCH_USEFUL_BLOCKS_SENT that indicates the Number of useful blocks sent on PCH channel (The dummy blocks are not counted). MC925c (type 110): NB_BUSY_RACH_SLOTS that indicates the number of busy RACH slots. MC925d (type 110): NB_CHANNEL_RQ_RADIO that indicates number of channel request messages received on the radio interface or number of access bursts successfully decoded. MC925e (type 110): NB_ASSIGN_CMD_RECEIVED_ABIS that indicates the number of 48.058 IMMEDIATE ASSIGN COMMAND messages received by the BTS on Abis and had to be sent for CS and PS traffic to the MS. MC925f (type 110): NB_ASSIGN_CMD_DISCARDED that indicates the number of 48.058 IMMEDIATE ASSIGN COMMAND messages received by the BTS on Abis and discarded due to congestion. MC925g (type 110): NB_PAGING_CMD_RECEIVED_ABIS that indicates the number of PAGING COMMAND received by the BTS on Abis and had to be sent for CS and PS traffic to the MS. MC925h (type 110): NB_PAGING_CMD_DISCARDED that indicates the number of PAGING COMMAND received by the BTS on Abis and discarded due to congestion. MC930 (type 110): NB_ABIS_PAGING_MESSAGE_RECEIVED that indicates the number of PAGING COMMAND / MULTIPLE PAGING COMMAND message received by the BTS on Abis.
2.3.2.
This feature is split into the following sub features: 1000 TRX MX BSC capacity - In B10 the capacity of a CCP board is kept unchanged (i.e. it supports up to 200 TRX); the capacity of the MX BSC is extended to 1000 TRX by adding 2 CCP boards in the ATCA shelf. The TP GSM board shall support the traffic of 1000 TRXs. Removal of HR impact on BSC connectivity - The maximum number of TREs mapped to a CCP shall be independent on whether the TREs are FR or DR. It shall be always possible to map up to four TREs (FR and/or DR) per VTCU, i.e. up to 200 TREs per CCP. VTCU can handle up to 4 RSL whatever the speech rate is (FR and/or HR) and so NbTRXeq = NbTRX Up to 500 cells per MX BSC: The MC BSC capacity is extended from 264 cells to 500 cells. The introduction of this feature leads to introduction of one new counter: MC926 (type 110): TCH_BLOCKING_OCCURENCES_BSC that indicates the number of TCH channel allocation rejected for cause: Maximum TCH processing capacity of CCP reached.

The dual transfer mode feature has been introduced in 3GPP standard in order to simplify the internal architecture of the MSs and offer services that demand the simultaneous existence of a CS connection and a PS session. The introduction of this feature, as B10 optional feature, leads to introduction of six new counters. The new counters were introduced in MC927 family: MC927a (type 110): NB_DTM_UL_TCH_ASS_ATPT that indicates the number of UL TBF establishment attempts in DTM with reallocation of the TCH (sending of DTM Assignment Command with UL TBF). MC927b (type 110): NB_DTM_DL_TCH_ASS_ATPT that indicates the number of DL TBF establishment attempts in DTM with reallocation of the TCH (sending of DTM Assignment Command with DL TBF). MC927c (type 110): NB_DTM_UL_PACKET_ASS_ATPT that indicates the number of UL TBF establishment attempts in DTM without reallocation of the TCH (sending of Packet Assignment Command with UL TBF). MC927d (type 110): NB_DTM_UL_PACKET_ASS_ATPT that indicates the number of DL TBF establishment attempts in DTM without reallocation of the TCH (sending of Packet Assignment Command with DL TBF). MC927e (type 110): NB_DTM_UL_TCH_ASS_EXEC_FAIL_RADIO that indicates the number of UL TBF establishment in DTM with reallocation of the TCH - execution failures due to MS access problem. MC927f (type 110): NB_DTM_DL_TCH_ASS_EXEC_FAIL_RADIO that indicates the number of DL TBF establishment in DTM with reallocation of the TCH - execution failures due to MS access problem.
2.3.4.
In B10 were introduced a new set of counters related with counters/indicators proposed by NE: 1. End to End Call Setup Success Rate
The goal is to provide a new metric, giving a view of the call setup success rate from the end user point-of-view. This means that the event call established would be compared to the event call requested, instead of combining metrics related to the protocol mechanisms like it is done until B9 (SDCCH drops, TCH allocation and assignation, etc.) The introduction of this metric leads to introduction of one new counter: 2. MC191 (type 110): NB_SMS_PP_CON_MT_SDCCH that indicates the number of Mobile Terminating SMS connections on SDCCH. Call Drop with specific radio causes
This feature consists in associating a specific radio cause (too low level, too bad quality, etc.) to each call drop radio or call drop handover. The introduction of this feature leads to introduction of nine new counters. The new counters were introduced in MC928 family: MC928a (type 110): NB_TCH_DROP_CAUSE_TOO_LOW_QUALITY_UL that indicates the Number of TCH drops due to Cause 2 (Too low quality in UL). MC928b (type 110): NB_TCH_DROP_CAUSE_TOO_LOW_LEVEL_UL that indicates the number of TCH drops due to Cause 3 (Too low level in UL). MC928c (type 110): NB_TCH_DROP_CAUSE_TOO_LOW_QUALITY_DL that indicates the number of TCH drops due to Cause 4 (Too low quality on the downlink). MC928d (type 110): NB_TCH_DROP_CAUSE_TOO_LOW_LEVEL_DL that indicates the Number of TCH drops due to Cause 5 (Too low level in DL).

This feature brings improved voice quality in terms of increased voice naturalness for the audio bandwidth extended to 7 kHz. The introduction of this feature leads to introduction of thirteen new counters. Six new counters were introduced in RMS family and seven counters were introduced in MC93x familiy (where x = 1.7) : RMS41a (type 31): AMR_WB_GMSK_FR_UL_BAD that indicates the Table of 3 results. Each cell (i) of the table contains: number of FR AMR WB GMSK UL bad speech frames. RMS41b (type 31): MAX_AMR_WB_GMSK_FR_UL_BAD that indicates the Greatest values of the Vi in RM41a. RMS42a (type 31): AMR_WB_GMSK _FR_UL_RXLEV_UL that indicates the Table of 3x10 results. Each cell (i,k) of the table contains: number of correct UL speech frames using FR AMR WB GMSK codec k for which UL RXLEV is reported in level band i. RMS42b (type 31): MAX_AMR_WB_GMSK_FR_UL_RXLEV_UL that indicates the Table of 10 maximum results. Each cell Ci of the table indicates the greatest value of the Vik for a i given in RMS42a. RMS43a (type 31): AMR_WB_GMSK_FR_DL_RXLEV_DL that indicates the Table of 3x10 results. MC933 (type 110): NB_TCH_NOR_ASS_PREP_FAIL_PMIS that indicates the number of TCH (in HR or FR usage) normal assignment preparation failures due to A interface mismatch between the BSC and the MSC. MC934 (type 110): NB_INC_EXT_TCH_HO_PREP_FAIL_PMIS that indicates the number of incoming external TCH (in HR or FR usage) handover -preparation failures due to A interface mismatch between the BSC and the MSC. MC935 (type 110): NB_CALL_TFO_AMR_WB that indicates the number of TCH assigned using AMR-WB for which TFO has been successfully established. MC936 (type 110): NB_HO_INTER_TFO_AMR_WB that indicates the number of TCH assigned using AMR-WB for which TFO has been successfully established after an inter cell handover MC937 (type 110): NB_HO_EXT_TFO_AMR_WB that indicates the Number of TCH assigned using AMR-WB for which TFO has been successfully established after an external handover.

INDICATORS
3.1. INTRODUCTION
3.1.1. OMC-R COUNTERS RETRIEVAL
3.1.1.1.
OMC-R indicators are established from performance counters provided by the BSS. Performance Management is a BSS facility, which provides measurements and statistics on various traffic events and resource usage in the BSS. The BSS has 30 types of counters organised into three classes: Cumulative counters (C1): All events are counted when specific events occur. They are reset when a new collection period is started. They indicate only the number of events that occurred during the period covered by the last report. Statistical counters (C2): Status inspection is executed every 20 seconds. Statistical data is collected relating to the status of a specific resource. The counters can be rounded to closest integer or truncated to lower integer, please refer to document ref. [2] for details. Event observation (C3): An observation supplies detailed information on a system event. For example, the channel seizure time for an SDCCH is an observation counter. It gives the time and date when the SDCCH is seized.

HO statistics
In a multilayer / multiband network, it is very interesting to get handover statistics from a given cell to all cells of a given cell type (or layer) or per couple of cell types. This will be done using counters Type 180 for incoming handovers or/and using A-Interface traces, with the COMPASS tool using the menu AGLAE statistics giving for example handover results per couple of cells or per cell types. The following layers are interesting for multiband : 1800, 900 for microcellular : umbrella, micro, single. These cell types can be extracted from OMC-R configuration. Moreover, in multiband/multilayer environment combinations of multiband and multilayer cell types shall be used for example: micro 1800, umbrella 900, umbrella 1800 Besides, thanks to the feature "Multiband cell" introduced in B6.2, it is possible to have two layers in the same cell.

This part in comparison with the last one is dedicated to multiband network and multiband cells only. N.B: All statistics related to dual band must be correlated to dual band mobiles penetration rate: SDCCH TRAFFIC DUAL BAND MS (see 3.2.1.3 part). Indeed, OMC-R counters do not allow making a split of statistics between single and dual band mobiles. For example, a low occupation of 1800 layer does not mean that it is not efficiently used, if dual band MS penetration rate is insignificant.
3.8.4.1.
General QoS
With such multiband/multilayer network, it is interesting to collect QoS statistics (especially congestion, call drop) that are described in section 3.3, on a per layer basis, and therefore to consolidate results accordingly. As it was already noted in the last part, the following layers are interesting for multiband: 1800, 900. These cell types can be extracted from OMC-R configuration.
