Post Office Box 80447 Conyers, Georgia 30013 Commissioner Mikell, Pursuant to the Georgia Open Records Act (ORA), O.C.G.A. 50-18-70 et. seq., I hereby request the opportunity to inspect and copy the records listed below, whether they be in electronic or hard copy format. As you may know, the ORA requires your response to this request within three business days of its receipt. I look forward to receiving your response no later than Thursday, October 10, 2013. This is a public record request for the following: 1. All records in possession of the Georgia Department of Driver Services related to the passage or implementation of House Bill 386 of the 2011 and 2012 sessions of the General Assembly. This request is inclusive of records in the possession of all persons employed by the Georgia Department of Driver Services, whether still employed by the agency or not. 2. All records in possession of the Georgia Department of Driver Services related to the passage or implementation of House Bill 266 of the 2013 session of the General Assembly. This request is inclusive of records in the possession of all persons employed by the Georgia Department of Driver Services, whether still employed by the agency or not. 3. All records in the possession of Georgia Department of Driver Services related to proposed or actual changes to the Georgia Public Revenue Code since January 1, 2011. 4. All records in the possession of Georgia Department of Driver Services related to proposed or actual changes to Title 40 of the Official Georgia Code Annotated.

5. A screen capture of all email received by for Rob Mikell, Gregory Dozier, Thomas McMurry, Alan Watson, Jennifer Greene Ammons and Crystal Ann Senterfitt for all records related to the previously referenced HB 386; HB 266; Gainesville Salvage and Disposal; Recovery Services, Inc.; Copart, Inc.; C&D Investments, Inc.; C&D Auto Transport, Inc.; all companies or entities doing business as Gainesville Salvage; the Georgia auto salvage industry; and any changes to or clarifications of regulations to salvage vehicle tags, titles and fees between January 1, 2011 and the time of response to this request. The screen capture of the inbox should include the senders name and/or email address, subject line, and date and time received.
6. A screen capture of all email sent by Rob Mikell, Gregory Dozier, Thomas

McMurry, Alan Watson, Jennifer Greene Ammons and Crystal Ann Senterfitt for all records related to the previously referenced HB 386; HB 266; Gainesville Salvage and Disposal; Recovery Services, Inc.; Copart, Inc.; C&D Investments, Inc.; C&D Auto Transport, Inc.; all companies or entities doing business as Gainesville Salvage; the Georgia auto salvage industry; and any changes to or clarifications of regulations to salvage vehicle tags, titles and fees between January 1, 2011 and the time of response to this request. Any record retention and destruction policies maintained by the Georgia Department of Driver Services. Per the requirements of the ORA, please advise me of any costs associated with compliance with this request before those costs are incurred. Should this request be denied in whole or in part, you are required by O.C.G.A. 50-18-72(h) to cite specifically the statutory exemption to the ORA upon which you are relying to deny access to a record. If a portion of a record is exempt from disclosure but other portions are not, you are required to redact the exempt portion of the record and provide access to those portions of the record, which are not exempt from disclosure. As you may know, intentionally denying access to a record that is not specifically exempt from disclosure is a crime, as is the intentional wrongful destruction of a government record.
