Titk, extent and commencement ( I ) M e bye-laws may be called the Haryana Municipal BuiIdmg Bye-laws, 1982. (2) They shall apply to all the municipalities.

2. Definitions. - In these bye-laws, unless the context otherwise requires-Act' shall mean the Haryana Municipal Act, 1973 ; (ii) 'Abut' A building is said to abut on a skeet when the outer face of any of its external ' walls is on the street boundary ; (iii) 'Applicant' shall mean a penon who gives notice to the municipality of his intention to erect or re-erect a building and shall include his legal representatives : (iv) 'Architect' shall mean a person holding any of the qualifications laid down in Schedule I amended to these bve-laws and dulv reetstered with a committee whether m l o v, e d for of plans o; for supervision of const~ction or for both ; (v) 'Area Plan' shall mean the plan of a space or piece of ground : a portion of surface ; (vi) 'Architectural Control Sheets' shall mean sheets of drawing with directions signed by the Executive Oflicer or the Secretary, as the case may be,] and kept in his office showing the measure of Architecrural Control and prepared under bye-law 15 ; (vii) 'Balconf shall'mean a cantilevered horizontal projection from the wall of a building withwt any vertical support and having balustrade or railing not exceeding one metre in helght to serve as a passage or a sitting out place; (vlii) 'Barsati' shall mean a habitable space on the roof of the building with toilet facilities; (ix) 'Base' applied to a wall or a column. shall mean the underside or that part of the wall or of the column u,hich immedtately rests upon the footing or foundanon or won anv bressummer or other structure by whichsuch wail or column i;carried ; (x) 'Basement' or 'Celler' shall mean the lower storey of a'baildingbelow orpartly below ground level : (xi) 'Bressummer' shall mean a wooden beam or re-mnfoeed concrete or a stone slab or a metallic glrder whlch cornlces a wall ; (xii) 'Building' shall mean any itructure.forwhatsoever purpose and of whatswver materials constructed and everv part thereof whether used as human habitation or not and includes ~foundation. plinth, wall; floors,roofs, chime$, plumbing and building services. fixed platfnrms, verandah. balcony. comlce or pmJectt&, pan of b d d m g or an);thtngaffixed thfrero or any wall cnclostng or mended to enclose anv ktnd ofspace and stem and outdoor dts-~lav s t r u c k , tents andshamianas as tarpaulin shklters shali not be considered as building'; . ( I x u i v ) 'Words and expressions' not defmed in rhc bye-laws shall have the same meaning as are assigned to them in the Haryana Municipal Act, 1973.
