Ordered to Quarters by Deputy Chief Robert Mosier Division 8
Received signal relocate to Bn 32 by radio while on the air. Arrived in 15 minutes
then ordered lo transport the 32 Battalion to WTC.

WORK PERFORMED
Battalion 21 was originally assigned to relocate to the 32 Battalion. Upon arrival at
the 32 Battalion unit was instructed by the Brooklyn Dispatcher to bring the Chief
and Aide of the 32 Battalion to the WTC.
Upon arrival at the WTC went to command post that was being set up at the corner
of West and Liberty to inquire if the services of the 21 Battalion were required.
After determining that service were required returned to Battalion Car when the
South Tower Collapsed.
After proceeding South on West St. to avoid collapse Chief Vallebuona and FF
Zasa assisted civilians in area to points of refuge.
When dust cloud cleared to where it was possible to return to car both members
returned. At that time we tried to organize an operation by determining our
resources and options. Shortly thereafter the second collapse occurred. Again we
proceeded south on West and again assisted civilians and members in the street
where we could.
After conditions again stabilized returned to West and Liberty to try and setup
some sort of operation at that location.
Informed Chief Blaiche that we would try to organize units to control fires in street
and at 90 West St.
There were several members available at that time at West and Liberty probably
not more than 10. 90 West Street had several floors involved in fire along with a
cellar fire and the roof was also starting to burn. 90 West St. also had been
completely covered in scaffolding that had been damaged and whose stability was
in doubt. There were several cars and apparatus starting to burn in the street. There
was also debris and human remains along with several large sections of buildings
strewed along the street.
Instructed some members to do a surface search of the area to determine if there
were any victims that we could assist with negative results. At same time had some
members start to operate handlines on fires in street and to attempt an interior
operation at 90 West St. The lines we operated had been previously stretched
before the collapses. Due to poor water pressure probably caused by burst mains
along with inadequate equipment and manpower decided to order members out of
90 West St. to setup for exterior operations.
Members at this time were arriving for the recall, instructed some members go to
River to see if they could find a FireBoat. Members with the assistance of New
Jersey Firefighters found Marine 1 and stretched lines to West St. Instructed
members to bring multiversal to roof of Mariot Hotel across the street from 90
West and to operate hand lines from rooms in Hotel across street into 90 West. A
tower Ladder was also placed into operation. Several lines were stretched from
Marine 1 and an adequate water supply was established to contain fire at 90 West.
Around that time Chief Robert Mosier Division 8 came upon the scene and took
Command.
Kindly note that I have tried to recall the ID of firefighters and units that I worked
with that day and the only unit that I can recall is Ladder 108 the events of that day
were extremely stressful and have interfered with my ability to recall all that
occurred.
Injuries:
Chief Vallebuona went to the first aid station in the evening to have eyes cleaned
out due to partial loss of vision. Removed to Beekman Hospital eye ward for eye
irrigation and returned to scene. Also torn muscle to right leg and sprain to right
shoulder, which was not treated.
FF Zasa removed by EMS to Beth Israel for loss of vision, exhaustion and back
injury.
Damage and loss of property:
Battalion 21 car was damaged and left at scene. All department equipment and
personal gear in car was lost. Car was later returned to Battalion and some gear has
been returned.

WORK PERFORMED

Upon arrival found PETER GANCI CHIEF OF DEPT. in command


I was directed by PETER GANCI CHIEF OF DEPT. to:
This report is being filled out by B.C. Rozas covering Bn.40 UFO after consultation with BC. Edward Henry who is still
om medical leave from multiple trauma wounds from collapse of both buildings.

Bn. 40 was assigned to box after first plane crashed into 1 WTC. They reported to Chief of Dept. Ganci at the command
post in front of World Financial Center. Chief Ganci ordered him into Command Post of the Vista Hotel where BC. Henry
and his Aide, FF. John Piccarello reported to DC. Galvin. DC. Galvin ordered them to conduct operations on the 70th
Floor.

As they left the command post to carry out there orders, the south tower collapsed trpping them in hotel. They managed
to escape to the northeast section of hotel . They assisted other firefighters and civilians who were also trapped and
disorientated, At this point BC. Henry and FF. Piccarello were seperated.

Moments later the second tower collapsed, trapping BC. Henry for the second timepinning him under rubble. He was removed
by stokes then ambulance to Columbian Presbyterian Hospital, Allen Provilian. He suffered injuries to head, back, and
whole right side including shoulder.neck, right leg, and knee. The hospital wanted to admit him, but he received word
that his son who was also working in L.21 that day was missing. His brother Capt. Henry from L.149 picked him up and
drove him home to await word on his son.

FF. Picarello proceeded north on West St, when second building collapsed. He was caught in dust and debris cloud. He
continued to assist civilians in need of help for a couple of hours, until he developed crushing chest pains. He was
taken to Roosevelt Hospital where it was determined his lungs were irritated by debris. They gave him an inhalator for
his breathing. FF. Piccarello went back to WTC to give further assistance wherever neded.

I was directed by DC THOMAS J. HARRING to:
BN-42 (BC Martin Coyne & FF. Vincent Fiorentino) initally staged with 3rd alarm assigment at brooklyn side of Battery
Tunnel. BN-42 was later directed by order of Chief Cruthers to respond with complete 3rd Alarm assigment to Brooklyn
Bridge, then to proceed to WTC command post at Broadway and Vesey Street, there BN-42 was directed by DC Harring to
report and operate under direction of Div. 06 DC Fox at WTC building #5, BN-42 supervised searches and the removal of
three trapped civilans from concourse level, then operated under Div. 15 DC Esposito and supervised tower ladders L-119,
L-017, L-124 in the extingushment of building fire at WTC building #5. Later BN-42 operated in Bankers Trust Building
(130 Liberty St.), Then operated under Div. 1 DC Colloe and supervised the following units E-231, L-103, and others in
extingushment of fires in sub-basement level. Also operated wth BN-41, BN-43 and BN-21. Later assisted in searches in
rubble of WTC building #2, operated there until relieved by DC Haring.

BC Bernius, Howe, Glynn, Pose all responded to WTC on recall, reported to staging area on Bway, and
Park Row, reported to DC Hairing and operated as follows.

BC Glynn operated in Verizon Bid. Supervised hand lines on 7 WTC. relieved aprox. 18:00 hrs. Than
operated IFO Visa Hotel under command of DC Jackson & DC Corcoran .

BC Pose operated with DC Hairing at staging area assisting DC Harring in staging duties.

BC Howe operated on Church St. and Vessey St. with DC Fox and DC Esposito entered WTC #5 with 4
search teams and searched bid. Than supervised getting a water supply for TL's 117 and 124 that operated
on Church St. into WTC £4 &5, until fire operations on church St. was suspended due to feared collapse of
WTC #7. After collapse of WTC #7 was ordered to operate on WTC #7 supervising fire extinguishment
and search of Exposures # 2 & 4 to the remains of WTC s7 for fire extension and structural damage.

BC Bernius arrived at 1100 hours and was designated by DC Mosier as sector commander operated on
Liberty and Church streets Ordered hose line stretched from first floor outlets in buildings on Liberty and
Church streets operated hose line for protection and searched surface for victims.
Checked BT building for structural stability-
Ordered line Stretched line from satellite supplied sprinkler in BT building stretched hand line into
subcellar BT building extinguished sub cellar and first floor fire. Supervised search of BT building results
negative. Operated staging post for DC Esposito for removal of two trapped port authority cops.

Relived Engine 295 at box 0300. Streched 15 lengths of 3 1/2 from hydrant located at 10
Barkley St, while bridging same. Supplied TL 84 at Barkley & W. Broadway under
supervision of BC Kozlowsky. Ordered to leave 3 lengths of 3 1/2 at scene by BC Cook in
order to facilitate relief by Engine 228.

OPERATIONS:
see above. All members were operating in a smokey enviorment in the street, and were
exposed to asbestos, etc.

OPERATIONS:

building due to possible instibility.Made way down to vicinity of 10/10 quarters and
augmented and extended supply lines for multiversals operating into debris pile of #2
WTC via stanpipe outlets from building behind and adjacent to 10/10 under the direction
of Bn.21.Ecc found serviceable hydrant at Church near Murray and supplied E-229 at
West Broadway and Murray wich was supplying tower ladder on debris pile of #7
WTC.Operated until approx. 1000 hrs. 9/12/01 when releived by E-155 gr.B
members.Continued to supply and operate until approx. 0200 hrs. 9/13/01 then ordered to
return to qtrs.

Reported to D.C. Haring Div.6 for instructions. Initially left apparatus at Broadway and
Barclay St. Apparatus was moved to Church St. and Park Row where it remained on that
corner hooked up to a hydrant.

OPERATIONS:
Responded and parked E-156 at Broadway and Barclay St. Received orders from D.C.
Haring and initially assisted with searches of buildings in the vicinity of Liberty St. and
West St. We assisted with a 3 1/2" hose stretch to E-153. Searched floors 1 thru 9 of the
Deucthe Bank on Greenwitch St. and Albany St. Provided assistance to various
companies with stretching lines, replacing a burst length and performing truck work
under the direction of various Battalion Chiefs. Returned to apparatus which was now

E-157 originally was assigned to respond to box 8000 at S.I. Ferry at 1012 Mrs. Then
redirected to Brooklyn Battery Tunnel. Upon responding there we were redirected to
Brooklyn Bridge box 300 where we responded over the bridge to Church St. and then to
Command Post on West St.

OPERATIONS:
Collected roll-ups wherever possible and with E-74 stretched line from building on the
other side of West St. where standpipe was operational. We operated under BC Narbutt.
Before that while standing fast we were ordered to direct disoriented and injured
personnel to temporary medical facility in Stuyvesant H.S.

water to W.T.C.After about 1 hour of stretching 5" Sat hose to M.6 and setting up manifold
the plan was abandoned due to the remote distance from WTC.Members took up hose
and were instructed to report to the area directly in front of E.10& L. 10.Members worked
throughout the night digging and searching for survivors.Ordered to return to qtrs by

collapse until relieved by E 245. During entire operation members worked without benefit
of breathing apparatus and suffered various degrees of exposure to unknown

OPERATIONS:
Arrived at location three blocks North of WTC and ordered to corner of Church &
Vesey where hydrant was taken and members assembled IFO Bldg # 7 and
instructed to participate in search of # 7.Order was then changed to help stretch hose into

reassemble @ West and Vesey to await collapse of # 7. Following collapse of #7

On arrival to Manhatten box 0300 we were notified by radio to respond to Church St. to
relieve another company. When on scene we used existing hoselines to supply two 2 1/2
hoselines to the smoldering fire below. The chauffer was left to operate pumper and the
rest of the company went to the site of the W.T.C. and operated under the orders of B.C.
Micheal O Brien. We remained on the pile until relieved by another engine company and
released by Deputy Chief in command.

Remarks:
This report is being filled out by Lt. Orloff because the entire E-201 crew working that day
except the detailed ECC from E-241 were killed in the collapse of the South Tower. F.F.
Solari was taken to Beekman Hospital and later to Lutheran Hospital for injuries to his leg
and eyes. He since has had an operation on his leg.

OPERATIONS:
E-201 responded through the Battery Tunnel and was told to go to Albany & West Sts. by
the Manhattan Disp. Lt. Martini & firefighters Schardt, Buck, & Pickford went to the
Command Post at the South Tower and were never seen again by F.F. Solari who was told
to stay with the rig by Lt. Martini. After the collapse F.F. Solari helped numerous civilians
by squirting them down with a can while they were burning, helped carry out FF. Kevin
Shea, helped extinguish some of the apparatus that was on fire (L-113). SEE PAGE 2

Lt. Orloff and other members from E-201 on the recall ran into F.F. Solari around 1030 and
engaged in searches for survivors under B.C. Lakiotis. A fire was blowing out 2 windows
on the 11th Fl. of a High Rise Close to the water (address unknown at this time). Lt. Orloff
& F.F. Solari Took the utility rope to the 10th Fl. and members stretched 2 1/2" line up the
side of the building into the 10th Fl. window and up the stairs to an apt. on the 11th Fl.
with the assistance of L-114 and E-220. We hooked up the standpipe in the stairwell on
the floor below and assisted E-<

£228 was acting E205 at the time when special call to WTC. upon exiting Battery Tunnel
First tower collapesed and informed dispatcher to stop companies from using tunnel due
to zero visibility. All members donned masks, searched and survey area forcasualty(Neg.)
and during this process the Second tower collapes and all members took cover in rig and
were accounted for.
OPERATIONS:
After the dust settled E228 moved to West and Albany St. Command Post: All hydrants
were COS, a water source was establish on Albany St. from the harbor to the command
post by £228, £266, E521 and Marine Co. 1 using 3 1/2" hoses. E228 took position at
Albany St. and South End Ave. and acted as relay between Fireboat and manifold at West
and Liberty and manifold at West and Albany St. ECC remained with apparatus. All others
operated handiines extinguishing various vehicle fires and worked on the pile. E288 was
release at 0730 by DC Weinlein.

F.F. D'Angelo taken to New Jersey Hospital - Smoke Inhalation. Lt. Coleman taken to
Beekman Downtown Hospital - Smoke Inhalation, Dehydration. F.F.'s Lloret, Bruen,
Connelly, McGowan to triage unit with exhaustion and smoke inhalation. All members of
E-247 suffer from eye/throat irritation.
OPERATIONS:
C.P. located at Vescey and Broadway. E-247 ordered to proceed south on Broadway to
help civilians in need. On corner of Liberty and Church, received info, that people were
trapped in 120 Liberty St. E-247 entered bldg which was partially collapsed, with fire in
cellar and 1st. floor. Primary search conducted of floors 1 through 4, ordered from bldg
due to instability. E-247 then supplied two 21/2 inch handlines used to support the rescue
effort and also supplied T.L. 17 and T.L. 24 with a source of water.

Received Ticket to respond to a staging area by the Brooklyn Battery Tunnel. Stood fast
at this location awaiting further orders. Upon Collapse of the WTC, redirected to the
Brooklyn Bridge to enter into Manhattan. Reported to the staging area on West Street.
Capt Henricksen, FF's Vetland & Buonocore went to Maimonides Hospital to have their
eyes flushed out and received eye drops. All members were seen and released.
OPERATIONS:
Ordered to the 4th floor of the Millenium Hotel on Liberty street to stretch a precautionary
line from the standpipe, to protect the building from fire extending to the hotel from the
building across the street. Ordered to vacate the Hotel due to the imminent collapse of 7
WTC. Reported back to DC Haring
Ordered by D.C. Haring to assist OEM, Robert Wilson. Operated with OEM in the debris
removal. Assigned front loaders and backhoes to selected area to remove debris.
Instructed dump trucks to location to remove the debris as the were needed.

Responded to 3rd alarm Brklyn box 1377, staging area Brooklyn Battery Tunnel. Then
were redirected over the Brooklyn Bridge to World Trade Center fire.

OPERATIONS:
Upon arrival were sent down broadway to extinquish debris and car fires. Then parked on
Liberty st. We then worked under Chief Mosier to get L-15 T.L. in operation. We then
searched 130 Liberty and assisted to extinguish sub basement fire, we then continued to
search for trapped victims until relieved.

arrived approx. 10 mfn. after one WTC collapsed. L-83 stood fast at staging area.
Member's were then ordered to search & rescue IFO the Marriot at West & Liberty St.
Member's came upon one civilian (DOA) and severai body part's of which were ail
removed to the make shift morgue on Vesey St.
OPERATIONS:
Member's than responded to the telephone building to make sure hoseline's were in
posistion to prevent any extention into building. After that members continued their
search at the north tower, while assisting in strechtlng of hoselines into buildings on fire.
These remarks were relayed to me by Lt, Whalen who is retired. Operated under the
command of Chief Nigro. L-83 was ordered to take up by Bn. 1 BC White after 12 hours of
exhausting work as every member who responded did.

Remarks:
This report is being filled out by Lt. Gorman because the officer on duty, Lt. O'Berg, has
since retired, without returning to duty since the tragedy. Two members, FF. Gilmore and
FF. Fioreila, were injured and transported to Beakman Hospital where they were treated
and released late that night. Both members remained on medical leave for 1 week. FF.
gilmore suffered injury eyes and FF. Fioreila suffererd injuries to his shoulder and leg,
both getting hrt with fallen debris.

OPERATIONS:
L. 114 first responded to the BBT staging area where they received message on MOT to
respond to Albany and West St. Upon arrival at this location the OOD reported to
command post for instructions. L114 was instructed to the South tower and while
enroute the South tower collapsed. Members sought cover, regrouped, aided injured and
assisted in extinguishing surrounding fires. At this point the North tower collapsed, again
members sought cover, regrouped and aided injured. L.114 was Instructed to assist in
search and extinguishment of fire on the ninth floor of building closer to the
water(address unknown at this time). After this fire was extinguished the two injured
members sought medical attention. The remaining members of L.114 performed various
duties until relieved by a battalion chlef(unknown at this time).
