Planning for growth


Only a week after their first meeting, Moorabools first Rural Advisory Committee have met with Member for Western Victoria Simon Ramsay. Chairperson and Central Ward Councillor Paul Tatchell said it was an informal discussion on a number of topics. The topics discussed were relevant to the last weeks announcement by Minister Matthew Guy on the projected growth within the Bacchus Marsh and Ballan corridor. In particular Mr Ramsay acknowledged the challenges being faced by the peri-urbanisation occurring in the area, especially the impact on food production and increasing rates on farming properties, Cr Tatchell said. Mr Ramsay is a well known advocate for protecting the integrity of food production in regions under pressure from the urban sprawl. These increased costs, which are due to the value of land increasing in the area, are adversely affecting local food production and are an issue which needs to be reviewed, Mr Ramsay said. Members of the RAC welcomed the meeting with discussions and topics high on the agenda included infrastructural requirements, protection of food production, and cost based challenges for agricultural activities in peri-urban sectors. Mr Ramsay identified a number of considerations that would need to be examined citing the traffic issues within Bacchus Marsh requiring a definitive answer on Woolpack Road. Cr. Tatchell said. Major growth forecast for local towns


BACCHUS MARSH AND BALLAN have been singled out as towns available for major population and employment growth in the next 30 years. But locals want roads, pools and schools and other infrastructure built before any scramble for land begins. Its like building a house and putting the foundations in last, Ballan-based Central Ward councillor Paul Tatchell said. We need to be pro-active rather than reactive with planning for facilities and protecting our valuable agriculture our food bowl. The news is part of Plan Melbourne a blueprint putting a line around the state capitals sprawl and creating regional satellite cities within a 90 minute drive. It comes as Victorias population is forecast to reach 8.4 million people by 2050. Regional cities and towns are well-placed to take a greater share of the population growth, Mr Guy said. This will create a State of Cities where there are greater choices for people about where to live, work or start a business. Population growth in and around these towns should not be an imitation of Melbournes growth area suburbs, but should offer a less crowded, lower density housing product that is more suited to regional towns. Larger housing lots will be a key attraction for families wanting a different lifestyle to Melbourne and will help maintain the country lifestyle and feel of regional towns and cities. Mr Guy said towns such as Bacchus Marsh and Ballan already had improving transport and communication links - and the push to decentralise would help regional areas in the long term. Victorias population has increased by 15 per cent in the last decade, but 86 per cent of this growth has been in the suburbs of Melbourne. The economic, social and amenity roles of regional city CBDs will be improved by encouraging increased business and residential densities as well as social and cultural facilities, Mr Guy said. Moorabool Mayor and Woodlands Councillor Pat Toohey said future State budgets would need to allow for more facilities in fast growing areas like Moorabool. They need to allow for future infrastructure such as schools, roads, health care and recreation reserves for sport such as cricket, soccer and football as well as passive recreation such as walking, he said. They need to at least plan the infrastructure so that it can roll out when its needed. Plan Melbourne would also identify any vacant and surplus Government land suitable for infill development. Mr Guy said this would make the most of money spent on infrastructure. Plan Melbourne comes just days before the Electoral Boundaries Commission is due to release its final maps showing the shape of new state seats on October 17. Other centres singled out for growth are Kilmore, Broadford, Warragul, Drouin and Wonthaggi. Cr Tatchell said he had read the entire 193-page blueprint and the words Ballan and Bacchus Marsh were only mentioned twice. They were very vague references. It was more about places like the Seymour area. The report itself looked nothing like the media release, he said. I think it would have been better to announce the funding for the infrastructure we need then talk about long term population. Its a very complex thing; its not just about putting in a few extra sewer lines. Whatever happens in the future, we will need to rely on the Peri-Urban Group of Councils and (chair) East Moorabool Cr David Edwards. Bacchus Marsh has mammoth issues with traffic whereas in Ballan at least we can plan ahead a bit more.

Dog attack case adjourned


The case of a dog attack on a six year old girl at a Balliang East farm has been to court, only to be adjourned to a later date. It was due to be heard in front of a Magistrate at the Bacchus Marsh courthouse on Friday 4 October, but was adjourned until next month, Friday 1 November. The young Bacchus Marsh girl Christine Oliver is alleged to have been mauled whilst under the care of her grandparents on 22 June this year, by prized Kelpie working dog Mack. Moorabool Shire Council has completed their investigation and is now taking civil action against Anthony, Stuart and Denise Wilson over the alleged attack. It is believed the owners of the dog are Tony Wilson and his parents Stuart and Denise Wilson who reside on the Balliang East property. After numerous repeated requests by The Moorabool News to Moorabool Shire Council, they have refused to make public or release the charges brought against the Wilson family.

Silver for martial art discipline


A group of local Tai Chi enthusiasts has just returned from China after taking second place in an international competition. The Lilac Moon Tai Chi group, headed by instructor Patricia Kent, is based in Trentham and includes Ballan resident Patrick Bonello. The contingent of eight spent a week in Bei Dai Hatraining for the competition in the seaside town. Mr Bonello said every two years an international conference is hosted at a local university and is attended by hundreds of people from across China as well as groups from Germany, Korea and Japan. The Australian team performed a traditional Yang 24 form in front of a packed auditorium and we were the second group to compete. We only learned that we had been awarded a silver medal whilst in transit at Beijing airport on our return trip home, he said. Group leader Patricia Kent, who teaches Tai Chi at the Ballan Community House, says it was a great honour to be asked to perform at the international event. Whilst I dont usually see this martial art as being competitive it came as a great surprise to find out that our group received a silver medal. Tai Chi is often referred to as a soft form of martial art but it still requires discipline and regular training. Mrs Kent teaches classes in Trentham, Kyneton, Ballan and Meredith. The beauty of Tai Chi is that it is accessible to everyone at all ages, it is recognised by medical practitioners as a passive exercise that has many health benefits including stimulating the body and mind, Ms Kent said. Patricia Kent has been training in Tai Chi for nearly 30 years and for the past 6 years has taught two groups at the Ballan Community House.

The first 14 of 86 Department of Environment and Primary Industries (DEPI) and Parks Victorias Grampians project fire fighters (PFFs) are on the ground. DEPI Acting Grampians Regional Land and Fire Manager Hamish Webb said they started work last week.

PFFs work alongside permanent staff to undertake fire protection work and respond to bushfires. The initial intake of PFFs is returnees with previous experience so theyll be getting straight to work on planned burn preparation, slashing and track clearing, Mr Webb said.

Mr Webb said all of the 86 seasonal project fire fighters for the Grampians region will be operational by mid-December. Project fire fighters in the Grampians will be based at DEPI and Parks Victoria work centres including Ballarat, Bacchus Marsh and Daylesford.

Festive season closure dates


MOORABOOL COUNCIL HAS decided on office and library arrangements for the Christmas and New Year holidays. Council offices will close from 12.30pm on Christmas Eve (Tuesday 24 December 2013) and reopen at 8.30am on Tuesday 2 January 2014. Skeleton staff to deal with emergencies will be rostered on-call over the break. Contact numbers will be published in The Moorabool News later this year. The closure also applies to Councils Maternal and Child Health Services, Lerderderg Childrens Centre and Aged/Disability Services. Wednesday waste collections due to take place on Christmas Day and New Years Day will now happen a day later. Transfer stations at Ballan, Mt Egerton and Bacchus Marsh will be closed on Christmas and New Years Day only. Occasional care services at the Lerderderg Childrens Centre in Darley will recommence on Monday 3 February.

Embracing new hope


A MYRNIONG BOY has been given a meaningful chance at an education, thanks to a hard-fought battle by friends, family and his prep teacher. Albert Bryant is a bright 6-year-old who was diagnosed this year with Oppositional Defiant Disorder a littleunderstood behavioural condition. As of term four, he will be eligible for a one-onone integration aide at Myrniong Primary under teacher Samantha Lewis. Sadly in 2013 this is a rare feat. When Myrniong Primary told us about the Education Department funding I started dancing around the room, mother Amba Bucsek said. I couldnt stop smiling for days. I felt muscles in my face Id forgotten I had. It has been such a long tough road. Perhaps now I can think about having some adult time and taking a bit of a break by going back to employment. Ms Bucsek said Albert attended Myrniong PS for two hours a day. The rest of the day, Albert was home-schooled. Myrniong Primary has such a compassionate community. People in small towns are so accepting, open-minded and patient,

Signs to promote tourism


FRAMES FOR TOURISM event signage have been set up in Ballan, Blackwood and Greendale and more are on the way. Moorabool Council wants tourism event organisers to use their temporary signage on structures, which have been placed at the entrances to towns. Council successfully applied for a grant from Tourism Victoria, after requests for temporary signage from tourism event organisers and groups such as the Ballan and District Chamber of Commerce. Chamber Chair and former Ballan Shire Engineer Robert Eskdale said his group also tipped in money towards the project. We identified this as a priority for Ballan and Gordon as there was previously inadequate signage and unauthorised signage, Mr Eskdale said. We were pleased to make the frames a reality. Mayor Pat Toohey encouraged organisers to promote their event in a prominent, safe and legal way. Signs in these frames will be visible from the road and are a great marketing tool that organisers can use to their advantage, he said. They align with gateway signs to provide a coordinated source of information on event and tourists promotions approved by Council. More will be erected in Bacchus Marsh, Gordon and Myrniong before the end of the year. Anyone wanting to use the frames should use durable banner-production fabric and aim for a size no bigger than 2m wide and 1m high. Street changes could ruin businesses


RETAILERS IN MADDINGLEYs Grant St shopping strip are angry about proposed road changes that would discourage through-traffic. Im not totally against what Moorabool Council wants to do to make the intersection safer, but we need to make some concessions or our businesses will die, Lucky 7 owner Scott Bailey said. I have a convenience store - and parking wont be convenient if this plan goes ahead. Under the current plans, six of the 13 car spaces (90 degree angle parking) would be lost and one end of the service road directly outside the store would be blocked, creating a cul de sac. Work is due to start over the summer holidays and would make the area safer for parents picking up students, but would disadvantage nearby businesses. Seven car spaces for seven shops is not enough, Mr Bailey said. I think they should suggest something else. There is a huge nature strip here. Maybe they should cut into that to create extra car spaces. Also the trucks that de-

If our shop dies, that will be six jobs lost - and a lot of my employees are young people getting their first break. Im really concerned about the long-term impacts. Mr Bailey said Council consulted businesses in 2011 about ideas to make

the intersection safer. At that time they didnt know what they were doing. The plans they have now we had no consultation on that at all. To be honest, I didnt think they would do something like this. I have talked to Cr David Edwards and Moorabool staff, but I havent heard if Council will change their minds. Mr Bailey took his concerns to the October 2 meeting. Infrastructure General Manager Phil Jeffrey said

the project had been deferred for two years because it was tied to developer contributions from the Stonehill Estate. It is part of the new suburb of West Maddingley which is expected to add at least 1500 homes to Bacchus Marsh by 2021, generating an extra 15,000 traffic movements a day. The West Maddingley Development Plan was prepared in July 2011 and listed changes to the Labilliere/ Grant streets intersection as a priority.

Bern Donegan has resigned from her position as cleaner, after an impressive 29 years! Ive really enjoyed my time at the kinder, said Bern at an afternoon tea held at the kindergarten. The kids and all the mums and dads have been really great, Bern added. Bern has been a popular member of staff at the kinder and will be missed by all. As well as enjoying a well-earned rest, Berni will continue working from time to time at the family business, Donegans Farm, in nearby Butter Factory Road.

The Moorabool Shire Council Community Development Fund is open to community groups/committees, community networks, progress groups and development associations as seed funding (and leverage for external funding opportunities) to support community infrastructure projects that have a significant impact on community development, liveability and wellbeing in the Shire. Community networks, committees and other groups are eligible to apply for up to $25,000 funding with preference to those who can demonstrate:  A contribution toward the cost of the project by cash or inkind support,  The leveraging of funds to support external funding opportunities,  A strategic base - the project is detailed in a community plan, master plan or strategic plan. Fire Inspections have commenced


Council officers are conducting random inspections of properties in the Shire prior to the declared fire period starting. The Officers will be checking that property owners have been clearing fire hazards. A Fire Prevention Notice will be issued to any property owner not performing the works as set out below: What to do Owners of land should perform the following works prior to the declared fire period or within the timeframes detailed on the Fire Prevention Notice. Residential Vacant Land and/or Properties generally up to 2 Hectares (5 Acres) Cut all grass and undergrowth to a height not exceeding 100mm and remove all tree/green garden waste and general rubbish to reduce the risk of the spread of fire. Other Land generally above 2 Hectares (5 Acres) Prepare 10 metre short grass firebreaks on all property boundaries to a height not exceeding 100mm and maintain up to a 30 metre break around dwellings, outbuildings and sheds unless directed by Council to create a larger area break. Please leave substantial trees, as clearing these trees may require a permit. Please note that there may be situations whereby a firebreak is better situated elsewhere on the property. Some properties may have established environmental values, covenants and/ or boundary windbreak plantings, regeneration areas and native grasses. These will require alternative strategies for fire prevention. Landholders should maintain their property in fire safe condition year round, particularly during the fire danger season. Subsequent cuts may be necessary due to regrowth. What happens if I do not comply with the Fire Prevention Notice? If property owners do not comply with the Notice, Council will engage a contractor to carry out the works required on the Notice with all costs plus an administrative fee to be charged to the property owner. An Infringement Notice may be issued. Failure to comply with this Notice may result in Council undertaking further legal proceedings for failure to comply with a Fire Prevention Notice. Please Note: There has been a significant increase in the penalties for failing to comply with a Fire Prevention Notice. An infringement Notice with a penalty of $1444.00 may be issued. The maximum penalty for failing to comply with a Fire Prevention Notice is $16,900 or 12 months imprisonment or both.

Environmental Study
Do you own or look after a farm or rural property within the Moorabool Shire? If so we are keen to hear your views. The Moorabool Shire Council is currently seeking feedback from landowners who own, live on or look after a farm or rural property in the Shire. This feedback seeks to determine:  the current knowledge and understanding of landowners regarding natural assets within Shire and their knowledge of environmental support programs (such as Bushbroker)  the barriers that prohibit landowners from engaging in environmental support programs. Letting dogs off the leash


MOORABOOL COUNCIL is seeking comment on a draft plan, mapping where locals can let their dogs off-leash. Bacchus Marsh has a choice of five off-leash areas, but there is only one option in Ballan (Caledonian Park) and Gordon (Public Park and Water Reserve along Paddock Creek) Only one option exists for Dunnstown, Wallace, Bungaree, Blackwood, Mt Egerton and Myrniong: the local recreation reserve. In Lal Lal, the only place owners can walk a dog offleash is at the fenced public hall, which sits on a tiny 870 sq m plot of land a smaller than a quarter acre block. Under changes to the 1994 Victorian Domestic Animals Act, every Council must come up with an animal management plan and review it annually. Moorabools draft plan also lists some current figures and goals for the future, including: - Dog registration rate (45 per cent of all homes have a registered dog now, aim to lift by 10 per cent), - Cat registration rate (Six per cent of all homes have a registered cat now, aim to lift by 10 per cent), - Pound dogs rehoused (41 per cent now, aim to lift by five per cent) - Pound cats rehoused (47 per cent now, aim to lift by five per cent) - Pound dogs reclaimed (55 per cent now, aim for all) - Pound cats reclaimed (17 per cent now, aim for all) - Pound dogs put down (4 per cent now, aim for none) - Pound cats put down (36 per cent now, aim for none). Authors said the plan aimed to cut the number of dogs and cats taken to the Council-run pound in Maddingley as well as the numbers euthanased. Moorabool also wants to decrease the number of dog attacks and wandering dogs. The plan also lists banned breeds including Pit Bull Terriers and Japanese Tosas. Simon Says: Food Security a priority


Member for Western Victoria Simon Ramsay met with members of the Rural Advisory Committee in Ballan last Friday to have an informal discussion on a number of topics relevant to the recent announcement from the State planning department on projected growth within the Bacchus Marsh, Ballan corridor. In particular Mr Ramsay acknowledged the challenges being faced by the peri-urbanisation occurring in the area, especially the impact on food production and increasing rates. These increased costs, which are due to the value of land increasing in the area, are adversely affecting local food production and are an issue which needs to be reviewed. He has suggested that a deputation to minister would be helpful in managing these impacts. Mr Ramsays pro-active stance in addressing the future challenges of growth in the region is positive news for Moorabool Shire. Members of the Rural Advithat would need to be examined citing the traffic issues within Bacchus Marsh requiring a definitive answer on Woolpack Road. Other issues such as Regional Health, Education, and Employment combined, with the preservation of rural lifestyle, are significant issues that will require a co-operative decision making process. Peri-urban Group of Councillors chair Cr Dave Edwards welcomed the Member for Western Victorias prompt action in meeting with the Rural Advisory Committee noting that actions speak louder than words. to closely align with those of the State Government; it needs to be an informed debate. Towns within the Peri-urban group of Councils will need to fast track and define critical infrastructural foundation deficiencies to accommodate a potential growth spike in the strategy. Mr Ramsay identified a number of considerations

These are much harder to grasp in terms of solutions. Not to forget that the media is, after all, a money making business. Is this lack of coverage of these issues world-wide or do we have a problem here in Australia that is unique to us. Lets remember that 70% of the media in Australia is owned by one bloke. Well it seems we do have a unique problem. A recent international study coordinated by the University of Oxford and including the University of Tasmania here in Australia has found that Australian media regularly, overlooks the opportunities to be gained by taking action on climate change. The study found that instead of tempering themes around possible disaster with information about the benefits of taking action, the Australian press has often provided balance by giving space to sceptics, or reported uncertainty without providing sufficient context for that uncertainty. According to this university study Australia had the most articles, and the highest percentage of articles, with sceptics in them. Higher than, can you believe it, the United States, and other countries such as the United Kingdom, France, Norway and India. Along with reports from India, Australian articles were also least likely to, pair uncertainty with references to increasing certainty. In Australia the figure was 26 per cent, compared to 62 per cent in France and 76 per cent in the UK. Climate change in, or not in, the media


I am aware that I do go on about the media and its coverage, or lack thereof, of the climate science and the warming of the planet. It seems that our media either wants to ignore climate change, and the crisis we are in, or mention it is passing. I do not want to downplay a human sad story or a dodgy car salesman but if that is all the media tells us then we are missing out. I am also aware that it is more manageable for us to focus on travel rorts and the like because we can understand that and can demand a solution that is relatively satisfying, when prosecuted. It is another thing when we consider climate change, the extinction of species, the acidification of the oceans, the bleaching of the Great Barrier Reef and the list goes on and on. Oxford University. The Australian data showed a very strong presence of the disaster and uncertainty frames, Professor Lester said. The bad news story is attractive compared to the more positive story of opportunity; it is the dominant narrative for readers. Yet in their more extreme forms, these types of stories do not enhance public understanding or engagement, or encourage us to change our behaviour. Lead author James Painter, said: There is plenty of evidence showing that in many countries, the general public finds scientific uncertainty difficult to understand and confuse it with ignorance. We also know that disaster messages can be a turnoff, so for some people risk may be a more helpful language to use in this debate. The study forms the basis of a book by Painter called Climate change in the media reporting risk or uncertainty, which was launched in London on 18 September. The book says politicians, scientists, and policymakers are increasingly using the concept and language of risk in a context of uncertainty to frame the debate about climate change and this is likely to be reflected more in the media. The Napthine Government has already cut $66 million from the states fire services and in recent weeks has proved its bushfire preparedness is not up to scratch with the slashing staff at the Victorian Bushfire Information Line, followed by news that Elvis, the firefighting air crane, would not be returning to Victoria for this fire season. DARLEY CRICKET CLUB has just recruited its youngest ever senior player. At 15 years and 9 months, Terrence Curwen-King is suiting up for the club against cricketers more than twice his age. Im excited. Its a huge opportunity, Ballan mum Debbie Curwen-Walker said. Hes been playing cricket with Darley since he was eight and has been with the Under 16s until now. The Damascas College Year 10 student debuted with the seniors on October 5, when Darley hosted Ballarat Cricket Association team Brown Hill. The fast-bowler faced a baptism of fire when Darley was chosen to bowl first. Terry has been clocked at 120km/h. The highest electronically measured speed for a ball in a game of cricket was 161km/h by Pakistans Shoaib Akhtar against England in 2003. Terry has previously

Former teachers at Myrniong Primary still follow his progress and from 2014 Terry will do Year 11 at a Ballarat branch of SEDA (Sport Education Development Australia), where he will study topics such as sports management, human movement and more. SEDA students can complete Year 11 and 12 to then gain a tertiary qualification. Hes just so sports-minded. Hes a mad football and cricket fan, Ms CurwenWalker said. Juniors The start of the season for the junior players at Ballan Tennis Club has commenced. Four of the clubs six teams played at home, which saw all six courts packed with players and supporters. The B2 team started their match against Napoleons with a loss in the first doubles, but Juulke and Connor were able to win their doubles, so with the score 1/1, the singles matches started. These were evenly divided between the teams, but thanks to a 6/0 win in the last set Ballan won the match 3/30 to 3/25. The C2 Blue team had their first match away at Buninyong. This all girls team played very well and came away with the win 3/20 to 1/14. The C2 Black team played at home against Meredith and this team worked very hard for their points. It was a very close match, only decided in the last couple of games, with Lachlan and Oscar getting over the line 6/4. The total score being 2/20 to 2/19. The C3s started their season with a home game against Buninyong. After losing the first set Ben, Ethan, McKinnon and Adam had warmed up and won the last 3 sets, 3/22 to 1/15. Unfortunately the C4 team could not win a set, but some great tennis was played along the way. Navigators won the match 4/24 to Ballan 0/11. The C5 team made the trip to Meredith with new players Lillabelle and Angus holding their own and, with their more experienced team mates Daniel and William, they were able to register a win. A great start for the team winning 3/22 to 1/15. After months of talking the talk it was time for the club boasting five brand new pennant bowlers, to take the first step on a long 14 step journey, according to club President David Arnold. Division 1 hosted Trentham and at lunch were only 14 shots up overall. After a regroup the Marsh came out firing, scoring 19 shots to 1 in the first 8 ends after the break and an astounding 30 shots to 3 after 16. John Fordhams rink, 7-11 down at tea, fought back to 13 all only allowing Trentham to score again in the last 2 ends, winning 34-17. Dylan Filuk completed a strong victory over the experienced Barry Maher 37-21 while the other two skips, Jeff Holloway and Alan Maher, also won comfortably 31-12 and 32-16 respectively for an overall 134-66. Division 2 took a trip to Mount Cottrell to face their side and they certainly were in for a fight. All square at lunch, the class of Cottrell came to the fore in the second half, seeing them take a 25 shot lead, but Bacchus Marsh had other ideas, clawing back into the match to remarkably be even once more with a solitary end to play. Helen Steinholt claimed a shot after a beautiful drive to initiate wild celebrations around the green and a momentous 1 shot victory. Helen won by 3 shots, husband Barry by 16, while Nipper Hansen lost by 3 and John Banks by 16. Division 3 navigated a tricky first up grass assignment at Trentham to claim all rinks and consequently all Divisions for the club.

Pentland Calisthenics After just two years in the sport for the majority of the Pentland Masters team, they have outclassed many veteran calisthenics ladies at their weekend competition. These results, 1st March, free exercise, and aesthetics. 2nd for revue, HM for clubs, secured their very first aggregate win. This season the team has received two runner up aggregates and now an aggregate. Coach Jodie Lightowler contributes this success to a great team spirit and work ethic. The Masters focus is on fun and teamwork which fosters a low stress very relaxed competing atmosphere. The ladies are supported by the entire Pentland club and has represented themselves and our club with absolute passion and excellence. The Division 5 tinies had their final competition performance receiving a 3rd for rods silver team, HM free exercises silver team, dance silver team & action song. The Sub-juniors and Juniors finished their competition season with beautiful performances at Royal South Street in Ballarat. The Sub-juniors were awarded the following places: 1st for Aesthetics, 2nd for clubs, 3rd for Free and HM for March, Rods and Song. The sub junior Section has had a very exciting and rewarding year. The Juniors received a 1st place medal in the final item and coach Jessica Mitchell said it was a perfect way to end the year. The Juniors were also awarded HM for Clubs & Folkdance, and HC for March, Free Exercises & Aesthetics.
