INVITATION FOR EXPRESSION OF INTEREST PROJECT EMERALD (EME RELIABILITY AVAILABILITY LOGISTICS DELIVERY) IMPLEMENTATION OF ENTERPRISE RESOURCE PLANNING (ERP) FOR THE CORPS OF EME, INDIAN ARMY General 1. The Directorate General of Electronics and Mechanical Engineers (Dte Gen of EME), Integrated HQs of Ministry of Defence (Army), invites Expression of Interest (EoI) from interested vendors for the implementation of an Enterprise Resource Planning (ERP)/Enterprise solution titled Project EMERALD (EME Reliability Availability Logistics Delivery). 2. The project would involve the procurement of licenses, configuration, customization of an ERP/Enterprise Solution and associated software, their implementation, operations and maintenance services, and procurement, installation, and implementation of Hardware and limited Networking solutions for all the project locations spread across the country. 3. The purpose of the invitation for Expression of Interest (EoI) is to identify prospective Implementation Partners (IP) / System Integrators (SI) / Vendors, hereinafter called SI, for providing a turnkey solution comprising of application software/ERP, customization, configuration, implementation, system software, hardware, networking, data digitization/migration, commissioning and maintenance support, capacity building, change management, communication management. It covers the design, customization, supply, installation, testing, commissioning, and maintenance support of the Equipment, Software and all associated Services. The SI shall be completely responsible for the execution of the project as a single point solution provider on turnkey basis. 4. The Request for Proposal (RFP) shall be provided to all bidders shortlisted through this EoI. The acquisition process will follow the provisions contained in Para 45 (Buy Indian Turnkey Projects), Chapter 1 of Defence Procurement Process 2013 (Capital Procurement) available on www.mod.nic.in . 5. The broad scope of work is briefly described in the following sections.

Overview of the Corps of EME 6. The Corps of EME is the Engineering Solution provider of Indian Army. It provides lifecycle sustainment support (primarily maintenance, repair and overhaul i.e. MRO) to all weapon systems and equipment of the Indian Army. This includes the entire range of weapon systems and equipment comprising of light vehicles to tanks, guns, missiles, radars, helicopters, UAVs, information and communication technology equipment, night vision devices, simulators or any other variety (over 1500 types, over 25 lakh pieces

with vintages reaching over 30 years and over a million spare parts). These systems are a fusion of multiple converging technologies at sub-system level like electronics, mechanical, electrical, hydraulic, pneumatic, optical, armament, control, IT etc. The Corps of EME is responsible for sustainment of these weapon systems right from their inception to discard in the highest state of operational readiness and reliability at all times. Through a combination of in-house and outsourced service delivery models, and a workforce comprising of combatants and civilians, the support is provided throughout the lifecycle of the equipment from conception till discard. The delivery of engineering support is executed on an echelon based service model through a network of workshops located throughout the country. Presently the entire operation is through manual paper based transactional processes and procedures. 7. The functioning of the Corps of EME can primarily be divided into four verticals namely; Technical Group EME, Base Workshops, Field EME and Training Establishments with the Directorate General of EME providing the higher level direction. (a) The Technical Group EME acts as the engineering data and analysis centre to evolve the details and deeper aspects of engineering sustainment functions like planning, sustainability trials, scaling of spares, tools, test & diagnostic equipment, publication of technical literatures etc, supported by its Maintainability Advisory Groups (MAGs). The Technical Group EME, its equipment wings and MAGs play an important role during the pre-acquisition, acquisition / development, induction, warranty, defect investigation & analysis, technology refresh and end of life phases. (b) The Base Workshop consists of the eight Army Base Workshops and, two Advanced Army Base Workshops strategically located across the country. These Base Workshops undertake reset and recapitalization including technology refresh & upgradation of various weapon systems through their lifecycle and also assist in indigenization and manufacture of their assemblies/ spares. (c) The Field EME units and HQs (Unit Repair Organisations (URO), Light Repair Workshops (LRW), EME Battalions, its field workshops, Corps Zone Workshops, specialised workshops and one-to-one workshops, maintenance flights and sections etc) provide sustainment support (primarily maintenance and repair and to a specified extent medium reset) to various equipment held by Indian Army. (d) The Training Establishments of EME (two Category A establishments, Military College of EME, Secunderabad and EME School, Vadodara and two Category B training centres i.e. 1 EME Centre, Secunderabad and 3 EME Centre, Bhopal) prepare, re-skill and enhance the skill levels of manpower to measure up to the current and future challenges of sustainment support.

Overview of Project EMERALD 8. Project EMERALD envisages a fully automated system for the processes of the Corps of EME so that it can provide the necessary real time information and intelligence to the decision makers at all levels while integrating with all other external entities to which EME gets coupled, tightly or loosely. 9. The objective of this project is to establish an integrated information environment for the entire organization by interconnecting the relevant business and engineering processes, of a MRO system which were traditionally functioning in standalone mode. An online multi user system is desired for real time data capture from authorised sources and accessed and utilized by authorized personnel across the echelons of Corps of EME from URO/ LRW to the Dte Gen of EME spread pan-India across at over 600 locations. 10. Essential Modules. The system developed will have platforms of Knowledge & Data Management along with Management Information System (MIS) / Decision Support system (DSS) for more informed and proactive planning, operations and decision making. The broad requirements from the ERP/Enterprise Solution for Project EMERALD include the following key modules:(a) Maintenance Repair & Overhaul including Equipment (Product) Lifecycle Management. The solution is also envisaged to provide: (a) Geographic Information System (GIS) Platform. The system would give the user the ability to look and analyze the data spatially and the underlying data that can be referenced to a physical location. The system will be designed to capture, store and analyze all types of geographical data which could be considered to be the merging of cartography, statistical analysis, and database technology. (b) Business Intelligence (BI). The BI module would be primarily be used for MRO related dashboards and reporting requirements for executive use.

12. Modes of Operation. EME performs its tasks in both Peace and War and also participates in various operations and training exercises. Besides this, EME has a

number of detachments moving for in-situ/forward repairs, recovery operations and inspections. Keeping this and the outages that could happen onto the network, it is envisaged that Project EMERALD should be capable of supporting the following modes of operation: (a) Normal Mode. With Primary Data Centre (DC) active, Disaster Recovery (DR) passive. (b) DR Mode. When DR is active (in case of a disaster).

(c) Disconnected Mode. When there is no connectivity with the DC / DR and the regional servers are being used for supporting and capturing the transactions. This will be synchronized whenever connectivity is restored. (d) Operations/Exercise Mode. In case of operations/trainings, EME would use Armys tactical communication setup as and when it evolves. In addition, for temporary periods until it is hooked onto the tactical communication system, EMERALD users would be able to perform planned limited operations through a specialized setup for such eventuality, which will enable the units to record their transactions on the system in a disconnected mode and allow to sync with the primary DC / DR site simultaneously or later, whenever connectivity is restored. (e) Attachments/Detachments Mode. This refers to the limited capability of hand held devices to load light version of application, capture transactions in an offline mode, on-site repair of equipment / casualty, and then synchronize later when docked to the network. 13. Broad Implementation Plan. (a) Establishment of Test Bed. (i) Objective & Scope. To implement the MRO solution for all processes and functions of the Corps of EME, across all verticals, and integrate with matured external systems limiting its exposure and the outcome to select representative units drawn from each vertical at select locations. (ii) (b) Estimated Time. 18 months.

Stabilization & Gap Analysis of Test Bed. (i) Objective. The Test Bed will be stabilized and defects / gaps addressed during this/next phase. Besides this, the preparatory activities required for the next phase would also be undertaken during this stage. (ii) Estimated Time. 6 months.

B. Financial Strength of the Bidder

However, only one solution will be permitted at RFP stage. The solution(s) suggested will clearly bring out the following to exhibit that the bidder has a clear understanding of the scope and nature of project: (a) (b) Solution proposed as a stack Technologies proposed

The Bidder must submit a broad implementation plan / strategy for the implementation for such projects. The bidder must submit the detailed capabilities of the ERP/Software solutions being proposed and how do they envisage their utility in the overall MRO framework. Statement of Credentials 18. The response to Para 15 C (Previous Experience) of this EoI must showcase the Bidders capability to carry out the project (similar assignments, expertise, skill sets etc). The bidder has to be a proven System Integrator who brings in relevant experience working on large scale ERP solutions on a turnkey basis (solution implemented as a stack, technologies used, scale of implementation, learning on issues, challenges, and client references). 19. All the information has to be substantiated with documentary proof and the information shall be provided in the formats given as the Annexure. Non Disclosure Agreement 20. The Bidder would have to submit a non-disclosure agreement as per format given at Appendix F. Selection/Short-listing Process 21. A Vendor Selection Committee will examine in detail the competence of respondents to ensure capabilities to handle proposed project. EME also reserves the right to include any outside consultants/experts in the said committee. 22. The Vendor Selection Committee will evaluate the compliance to the EoI of the Respondents on the basis of the Financial Status and Technical Capability of the respondent and also the track record of successful delivery and implementation of the/similar products and services proposed. Therefore, respondents should submit necessary details that would help in the assessment. However, MoD/ EME in its sole and absolute discretion can apply whatever criteria deemed appropriate in determining the responsiveness of the EoI submitted by the respondents. 23. The Bidder may be asked to give a limited demonstration for understanding the capability of the application/solution proposed to facilitate assessment of the EoI responses.

24. Acquisition Process Post Short-listing. After evaluation of EoI responses, only those respondents who have been short-listed by MoD/ EME shall be duly informed in writing. The Request for Proposal / Tender Document shall be given to the short-listed respondents only. The acquisition process will follow the provisions contained in Para 45, Chapter I of Defence Procurement Process 2013 for Buy Indian Turnkey Projects. EOI Response Requirements 25. Completeness of Response. Vendors are advised to study all the EoI documents carefully. Submission of documents shall be deemed to have been done after careful study and clear understanding of its implications. Non compliance/ incorrect/ incomplete submission would result in rejection of the vendors bid. No representation in this regard shall be permitted. 26. Interested Bidders may furnish their EoI by giving all the necessary information and supporting documents as per the Response formats for each of the above mentioned qualifying criteria, as proof of having the minimum requirements. In addition to that, for each of the ERP/ Enterprise software products(s) (and associated services) implemented and provided as project references by the Bidder, the supporting documents relating to each of the ERP/ Enterprise software solutions must be furnished separately. 27. The response to EoI must contain all documents, information, and details as required by this request for EoI. If the submission to this request for EoI does not include all the information required or is incomplete or not submitted in the relevant formats, the EoI is liable to be rejected. 28. All submissions, including any accompanying documents, will become the property of MoD/ EME. Recipients shall be deemed to grant all rights to MoD/ EME to reproduce whole or any portion of their submission for the purpose of evaluation, to disclose the contents of the submission to other recipients who have registered a submission and to disclose and/or use the contents of the submission as the basis for any resulting EoI process, notwithstanding any copyright or other intellectual property right that may subsist in the submission or accompanying documents. 29. All responses submitted as part of the EoI will form property of the Corps of EME/ MoD and the vendor shall not have any rights to claim any IPR over the solutions offered. 30. EoI Response Validity Period. EoI responses must remain valid and open for a period of at least one year from the time of the closing date of EoI. The validity of EoI will be explicitly stated. 31. Right to Terminate the Process. The Corps of EME / Ministry of Defence (MoD), Govt of India, reserves the right to issue a corrigendum to EoI, withdraw the EoI or/and reject any request for tender document or not to proceed with subsequent stages without assigning any reason at any stage.

32. EoI Response Submission. The response to EoI must be submitted in a sealed cover along with an application duly signed and stamped on all pages by an authorized signatory. The same must reach the following address on or before 1500 hours (3 p.m.) on 05 Nov 2013 in the following manner: (a) Two hard copies and two soft copies are required to be submitted in sealed covers labeled Implementation of ERP for Corps of EME: Expression of Interest along with name of bidding firm on the cover page/CD at the following address: Project EMERALD Head Quarter Technical Group EME Chittral Lines, Kirby Place Delhi Cantt New Delhi - 110010 (b) If required additional copies may have to be submitted on request. (c) The response should be in English language and font size 12 (including text for footnotes, headers etc). 33. Submission after the due date and time will NOT be accepted.

34. Clarifications/Queries. Last date for submission of queries and clarifications is 22 Oct 2013. Communication received after 1600 hours (4 p.m.) on 22 Oct 2013 will not be responded. If MoD/EME, in its absolute discretion, deems that the originator of the question will gain an advantage by a response to a question, then MoD/EME reserves the right to communicate such response to all Respondents. 37. Recipient Obligation to Inform Itself. The recipient must conduct its own investigation and analysis regarding any information contained in the request for EoI document and the meaning and impact of that information. 40. Costs to be borne by Respondents. All costs and expenses incurred by respondents in any way associated with the development, preparation, and submission of responses, including but not limited to the attendance at meetings, discussions, demonstrations, etc. and providing any additional information required by MoD/ EME, will be borne entirely and exclusively by the respondent. 41. No Legal Relationship. No binding legal relationship will exist between any of the respondents and MoD/ EME until execution of a contractual agreement. The selection in the EoI or participation in the EoI process doesnt qualify for any contractual obligation from MoD/ EME. The issuance of RFP for the selected bidders doesnt qualify for any contractual obligations from MoD/ EME. 42. Notification. MoD/EME will notify all short-listed respondents in writing as soon as practicable about the outcome of their EoI and the EoI process. MoD/ EME are not obliged to provide any reasons for any such acceptance or rejection. Intended Usage of the Software 43. The intended usage of the enterprise solution/ ERP product requested as part of this engagement is to manage the Defence MRO requirements across the entire range of present and future equipment and personnel. Any terms & conditions for the usage of the product/ modules proposed by the bidder should be explicitly brought out as part of the response to this EoI. Acceptance to any such terms & conditions would solely be the prerogative of the buyer.
