Nations. We have witnessed that the United Nations,
since its inception, has been resolutely implementing its
noble objectives of maintaining international peace and
security and promoting friendly relations among nations.
Additionally, it is also working resolutely to achieve
international cooperation on economic, social, cultural,
or humanitarian character, and also on promoting and
encouraging respect for human rights and for fundamental
freedoms for all without any distinction.
One of the core responsibilities of the United Nations
is to build a safer and more secure world. To us, the
United Nations is satisfactorily fulflling this mission.
Peace building mission being implemented by the United
Nations is based on, among others, prevention, mediation,
negotiation, laying foundation for clean government and
good governance, encouraging increased role of civil

Anniversary of the United Nations.
societies, rule of law and preservation of peace. At the
same time, disarmament and non-proliferation efforts are
being pursued.
Millennium Development Goals were adopted to
eradicate extreme poverty and hunger, as well as for the
advancement of social and economic development of the
people of the world by 2015. The historic implementation
of MDGs help saved millions of the poor from severe
poverty. However, development efforts need to continue
and intensify beyond 2015. It is also important that
it must be done through sustainable development. In
deterring adverse consequences for development, we
must also redouble our efforts on disaster-risk reduction
and preparedness for disasters. Other important areas
which need our closer attention are mitigating the impact
of climate change, education for women and health for
children. Encouragement and assistance to countries in
transition must be continued.
While progresses have been achieved in implementing
these goals, new challenges are also emerging with time
and under changing circumstances.
The future United Nations should be responsive to
these challenges and be better positioned to meet these
expectation. It is pertinent that the member states provide
the organization with necessary support and means.
Myanmar will join all member States and peoples in
supporting the Organization in taking up these challenges.
On behalf of the Republic of the Union of Myanmar
and its people, I would like to put on record our recognition
and appreciation for the United Nations for its unwavering
support to our political and socio-economic reforms.
On this auspicious occasion, I would like to reaffrm
our commitment and support to the United Nations in its
quest for more prosperous and peaceful world.

to prevent traffc accidents
and to equip the town with

The number of cars and
motorcycles are growing day
by day in the town. A total
of 1686 vehicles, 814 tuk-
tuks, 53805 motorcycles,
180 trawlergy and 59 heavy
machinery have registered
at Directorate of Road
Administration in Kalay.
Moreover, vehicles from
Tiddim, Falam, Gangaw,
Tamu and Kalewa townships
fow into the town daily.
The junction of town is the
most busy place. Kalay is
the most bustling in Upper
Chindwin region, said
local people.
The traffc light to be
installed at the junction is
similar to that of Thailand.

implemented in Afghanistan. Japan pledged to provide

Tokyo, 23 Oct The
education ministry of Japan
has decided that the teach-
ing of English should start
from the third grade at el-
ementary level, rather than
the ffth grade under the
current system, a ministry
source said on Wednesday.
The ministry, which
plans to introduce the new
system by 2020, aims to
better prepare students for
an international environ-
ment in the future.
Third and fourth grad-
ers will study English once
or twice a week, while ffth
and sixth graders will do so
three times a week, accord-
ing to the source.
While English is not
currently designated an of-
fcial subject, the Minis-
try of Education, Culture,
Sports, Science and Tech-
nology will upgrade it to an
offcial course for ffth and
six graders.
The senior students of
elementary schools will use
government-approved text-
books and receive grades
for their study, which will
cover basic reading and
writing skills what Jap-
anese students currently
learn at junior high schools.
In preparation for the
new system, the ministry
will review curriculums for
teacher training so all teach-
ers will be able to teach

Izu Oshima Island south of

may arrive later this week.
The evacuees are el-
derly people and their help-
ers, according to the munic-
ipal government of Oshima,
which will also assist hand-
icapped people and preg-
nant women who wish to
leave the island temporarily

phoon, Francisco. Izu Os-
hima is located about 120
kilometers south of Tokyo.
The death toll on the is-
land from the 26th typhoon,
which last Wednesday

ambitious banking union.
Some allies are hoping
a government that includes
the SPD will take a softer
approach towards strug-
gling southern euro zone
members, but any changes
are likely to be more subtle
than substantial.
The parties, which
ruled together in Merkels
frst term from 2005 to
2009, set out a timeline for
the negotiations on Tuesday
which foresees a deal by the
end of November.
That would give the
two biggest groups in par-
liament a fortnight to sell
their grand coalition
agreement to ordinary party
members. Merkel could
then be formally voted in as
chancellor in parliaments
last session of the year, the
week before Christmas.
Merkels conservatives
easily won elections on 22
September but fell short
of achieving a majority.
Exploratory talks with the
Greens collapsed last week,
allowing Merkel to focus
on opening formal negotia-
tions with the SPD.

themes will be agreeing a

large-scale neolithic site,
including a rare cave dwell-
ing, has been unearthed in
northwest Chinas Ningxia
Hui Autonomous Region,
sources with the regional
institute of archaeology
said on Tuesday. Archae-
ologists have been working
on the site, which is locat-
ed in Shatang Township,
Longde County, since 10
July , said Fan Jun, head of
the archaeological team.
Up till now, over 400
square meters of the site, in-
cluding seven ancient house
remains, six half crypts and
a cave dwelling have been
excavated, Fan said, add-
ing that the excavation is
expected to be complete
by the end of October.The
cave dwelling is an impor-
tant fnding from the site
as it is rare to see such an
intact and well-preserved
building site dating back to
the neolithic times between
4,300 and 5,300 years ago,
Fan said.
The fnding is helpful
for research on the pro-
duction forms of ancient
humans and their way of
life, he said. Along with the
ancient building sites, pot-
tery, stone tools and bone
tools have also been un-
earthed. Judging from these
ancient utensils, archaeolo-
gists believed the neolithic
site could be traced back to
about 4,500 years ago.

way it provides fnancial
support to science and tech-
nology development, Fi-
nance Minister Lou Jiwei
said on Tuesday. When de-
livering a report to the coun-
trys top legislature, Lou said
despite increasing fnancial
input into the sector, reforms
are needed to improve the
systems effectiveness.
Basic research relies
heavily on fnancial support
from central government
rather than local govern-
ments or enterprises, and the
proportion of research and
development expenditure
spent on basic research is too
low, said Lou in the report to
the Standing Committee of
the National Peoples Con-
gress. In addition, the sci-
ence and technology funding
system lacks coordination
between departments, and
relations between the gov-
ernment and the market have
not been clearly defned, af-
fecting the effectiveness of
China to better fnance
science and technology
development
fscal support.
Lou said the most fun-
damental way to address
these problems is to further
deepen reform of the science
and technology system. He
said the government will
continue to transform its
functions and build a sci-
ence-technology innovation
system with enterprises as
major players. The govern-
ment will also promote other
forms of fnancial support,
such as angel investment and
government procurement of
services.
Lou said the science
and technology evaluation
system and management of
fnancial funds in the sector
should be improved, and in

from cyberattacks as part of
a new package of services
designed to support free
expression on the Web,
the internet giant said on

also unveiled a new tech-
nology called uProxy that

ment censorship or surveil-

be available for Googles

migration from Africa

genome, scientists con-
frmed that early humans frst
emerged on the African con-
tinent before spreading out in
disparate groups across the
globe.
The study, published in
PLOS One, examined strains
of herpes simplex virus type
1 collected throughout North
America, Europe, Africa and
Asia in order to gain insight
on early human migration
patterns. We found that all
of the African isolates cluster
together, all the virus from
the Far East, Korea, Japan,
China clustered together, all
the viruses in Europe and
America, with one excep-
tion, clustered together,

netic sequencing, University

Bottle feeding may increase risk of stomach
obstruction in infants
Washington, 23 Oct
Infants who were bottle fed
were more likely to be at risk
of developing hypertrophic
pyloric stenosis (HPS), a
form of stomach obstruction,
than those who were breast-
fed, US researchers said on
Monday.
The risk appears to be
magnifed when mothers
are older and have had more
than one child, researchers
from the Seattle Childrens
Hospital in the US state of
Washington, reported in the
US journal JAMA Pediat-
rics.
HPS typically occurs
during an infants frst two
months of life and surgery
is needed to correct the ob-
struction, which occurs
because of a thickening of
the smooth muscle layer of
the pylorus, the passage be-
tween the stomach and small
intestines. Despite its inci-
dence of about two cases in
every 1,000 births, its cause
remains unknown. The re-
searchers used birth certif-
cates and discharge data in
the US state of Washington
to examine births between
2003 and 2009 and found
714 infants were admitted
with HPS and had a HPS sur-
gery. The fndings indicated
that the incidence of HPS de-
creased from 14 per 10,000
births in 2003 to 9 per 10,000
births in 2009 while breast-
feeding prevalence increased
from 80 percent in 2003 to
94 percent in 2009.The re-
searchers said that about 19.5
percent of infants who devel-
oped HPS were bottle fed,
compared with 9 percent of
babies who were breastfed,
and the odds of an infant de-
veloping HPS also increased
when mothers were 35 years
and older and had given birth
more than once.
These data suggest
that bottle feeding may
play a role in HPS etiology,
and further investigations
may help to elucidate the
mechanisms underlying the
observed effect modifca-
tion by age and parity, the
researchers concluded.In a

Barnhart, of the Primary
Childrens Hospital, Salt
Lake City in the US state
of Utah, said the fndings
bring us a step closer to be-
ing able to drop idiopathic
from hypertrophic pyloric

the reason is not clear, he

We think, we decide and we make conclusions
on daily basis. our opinions are products of our
thinking. our ways of thinking bases on the
information accessible to us. the media are the
major sources of information. thats why we
used to say, Media shape opinions. Do they
always lead us to the right way?
Providing the most possibly objective
information is the duty of the media outlets.
But there are still unseen interests behind them.
With many emerging media outlets, we now have
a host of sources for information. the dark side
is that we cannot know which one is providing
reliable information or which information
is factual. Most news stories available to us
today are more or less black-and-white sorts.
objectivity of the news stories is questionable.
Not everything in our world is mere story of the
good and the bad. We have then two options:
making media outlets responsible for false
information and educating the people that not
all the written words are factual.
Still the government departments are as
usual in traditional rivalry with the media. to
inculcate the rational thinking in the public,
both the media and the government mechanisms
have to do their parts well, providing factual
information in objective manner.

The United States on Tues-
day urged Mozambiques
government and the Rena-
mo opposition movement to
move back from the brink
and take steps to quell an
escalation in tensions that
many worry could disrupt
the countrys strong eco-
nomic growth.
The Renamo former
rebel group declared on
Monday it was terminat-
ing a 1992 peace accord
that ended a 1975-1992
civil war, complaining that
government forces overran
base of opposition leader
Afonso Dhlakama in the
Gorongosa forest.
We are deeply con-
cerned by the escalation in
violence between govern-
ment security forces and
members of the opposition
party Renamo, said US
State Department spokes-
woman Marie Harf. We
are encouraging the two
parties to take visible and
decisive steps to de-escalate

Mozambique media re-
ported on Tuesday that sus-
pected Renamo guerrillas

The driver of the train
that crashed here over the
weekend with 99 passen-
gers injured was charged by
a federal judge Tuesday as
video footage showed him
falling asleep at the wheel.
Julio Cesar Ben-
itez, 45, was arrested and
charged for his alleged role
in the Saturday accident, as
the train was pulling into
the citys Once station,
according to state news
agency Telam.
Judicial sources said
Benitez may be charged
with causing severe harm
due to negligence.

Benitez yawing repeatedly
and appearing to doze off
several times during the
journey. But tests showed
he was not under the infu-

Qinghai-Tibet Plateau,
a notable sign of global
warming, are threatening
the safety of the worlds
highest railway, according
to climate and ecological
experts.
One fooded lake is
now only 8 km away from a
section of the Qinghai-Tibet
Railway in the depopulated
area of Hol Xil Nature
Reserve, according to the
latest satellite monitoring
by the Qinghai Provincial
Academy of Meteorological
Sciences.
Liu Baokang, engineer
with the academys
remote-sensing and
ecological evaluation
center, said several lakes
in the nature reserve have
been overfowing since
2011 after receiving an
increasing volume of
melted snow from glaciers
on the plateau, known as
the roof of the world.
Liu said the centers
research shows that the
lakes have become a threat
to the railways roadbed
and roads on the Qinghai-
Tibet Highway as well as
important oil pipelines,
cables and power facilities

45,000 square km Hol Xil

ment (BSA) that will help

soldiers and bases remain in
Afghanistan after most for-

a visit to Kabul this month
that there was just one issue
outstanding Washing-
tons demand that its troops
be immune from Afghan
law and tried in the United
States instead.But the issue
was not even raised in the
two days Kerry was in Ka-
bul, said Aimal Faizi, the
spokesman for Afghan Pres-
ident Hamid Karzai.
He said there were
also a number of other ar-
eas which the two countries
have yet to agree on. A lot
of progress has been made
on the document, but it is
not fnalized, Faizi told Re-
uters in an interview at the
presidential palace.If we do
not reach a fnal agreement
on this draft, it will go to the
Loya Jirga and the Afghan
people will be able to look at

judge CeeLo Green pleaded
not guilty on Monday to a
felony charge of giving the
drug ecstasy to a woman
without her knowledge
while the two were dining,
prosecutors said.
Green, whose real
name is Thomas DeCarlo
Callaway, was charged by
the Los Angeles County
District Attorneys Offce
with one count of furnish-
ing a controlled substance.
Green entered the plea
in a Los Angeles court and
faces up to four years in
state prison if convicted.

For a long time, Pathak,
42, has been a star attraction
at Navratri events during
the festive season and she
makes thousands of peo-
ple dance to her tracks like
Endra meruwa gayi, Cham
cham payaliya and Ayee re
milan ki raat umbre ubhi. I
agree (that folk songs have
larger appeal than other pop
songs) and we always try to
stick to folk. They are very
natural and not made up. I
myself enjoy folk music, so
I always make an effort to
be more close to it, Pathak
told IANS.
She does not hesitate
in accepting that when I
think of music, only folk
music appeals to me the
most.
The Navratri festival,
which goes on for nine
days, concluded recently. It
was a busy time for Pathak
as she was booked to regale
dandiya enthusiasts by per-
forming at the Police Pa-

ecstasy to the 33-year-old
woman while the two were
dining at a Los Angeles
restaurant in July 2012, ac-
cording to prosecutors.
The woman said she
did not know that Green
had given her the drug, said
Jane Robison, a spokes-
woman for the district at-
torneys offce.
Ecstasy is a lab-pro-
duced drug that acts as a
stimulant and can cause
hallucinations.
Green, 39, and the un-
named woman went back to
her hotel room after dinner,
prosecutors said.
Celebrity website
TMZ.com reported last
year that the woman had
fled a police report accus-
ing Green of sexual assault.
Robison said the alleged
victim had contacted the
police.
Prosecutors, however,
said there was insuffcient
evidence to charge Green
with rape of an intoxicated
person.
Greens attorney, Blair
Berk, said she was happy
the evidence did not sup-
port the false and unfound-
ed claims made over a year
ago.
Mr Green encouraged
a full and complete investi-
gation of those claims and
he was confdent once con-
ducted he would be cleared
of having any wrongful
intent and it would be es-
tablished that any relations
were consensual, Berk
said in a statement.
As it relates to the
one charge of furnishing or
sharing ecstasy, Mr. Green
will responsibly address
that matter in a court of law
but not comment on it fur-
ther out of respect for the
process, she added.
The singer was ordered
to post $30,000 to remain
free on bail, and is due back
in court on 20 November,
Robison said.

Los Angeles airport worker pleads
innocent to planting dry bombs

An airport employee
charged in connection with
three dry ice bombs planted
at Los Angeles International
Airport pleaded not guilty
on Tuesday, and his lawyer
called him a good guy
facing harsh treatment in the
case.
Miguel Angel Iniguez,
41, entered his not guilty
plea on charges of possess-
ing a destructive device
near an airplane during a
brief hearing in Los Ange-
les Superior Court, and was
ordered held on $500,000
bond. Handcuffed and
dressed in street clothes, he
spoke only in response to
questions from the judge.
Iniguez was due back
in court on Wednesday,
along with his co-defendant,
28-year-old Dicarlo Ben-
nett, for a hearing at which
defence lawyers for both
men were expected to ask
that their bail be reduced.
Hes a good guy and well
get him out of this, his at-
torney, Gustavo Barcena,
told reporters outside of
court.
Barcena said the case
was a hardship on his client,
who was married with four
children between the ages
of 3 and 16 and who un-
derwent a kidney transplant
operation several years ago.
He said Iniguez, a supervi-
sor for airport contractor
Servisair, had no criminal
record or disciplinary issues
at work. Unfortunately,
with this type of a charge
the minimum penalty is very
harsh, Barcena said. The
minimum penalty for this
type of charge is two years.
No exception, no proba-
tion. Authorities have iden-
tifed Iniguez as a supervisor
of 28-year-old Bennett, a

New Zealand teen Lydia
Ko disclosed the most open
secret in golf on Wednesday
with her decision to join the
paid ranks, closing the book
on a glittering amateur ca-
reer that saw her win four
professional titles and rise to
number four in the world.
The 16-year-old Ko,
who is studying for end-of-
year school exams, chose to
make the announcement via
social media, issuing a tweet
that directed her followers to
a YouTube clip in which she
appears with New Zealand
rugby player Israel Dagg.

After missing more

lem, Wenger admit-
ted he would moni-
tor the England

could see he was not com-
pletely himself and thats
why I decided to take him
off, Wenger told reporters.
I think at the moment its
his desire to play, absolute-
ly, but you could see tonight
he was handicapped after
the frst tackle of the game.
He landed awkwardly and
he looked to me that he was
limping a little bit. Ill see
how he responds in the next
two or three days but I will
have to wait for the med-
