EMS Tape 1 63

breathing. They're on the 83rd floor.

CRO: Ma'am, how are you doing?

CALLER: Are they going to be able to

get somebody up here?

CRO: Of course, ma'am. We come up for

you.

CALLER: There's no one here yet, and

the floor is completely engulfed. We're on the

floor, and we can't breathe, and it's very, very,

very hot.

CRO: Are the lights still on?

CALLER: The lights are on, but it's

very hot.

CRO: Ma'am, ma'am •—

CALLER: It's very hot. We're all the

way on the other side of Liberty, and it's very,

very hot.

CRO: Are the lights — can you turn

the lights off?

CALLER: No, no, the lights are off.

CRO: Okay. Good. Now, everybody stay

calm. You're doing a good job.

CALLER: Please.

CRO: Ma'am, listen. The ambulance,

EMS Tape 1 64

everybody is coming. Everybody knows. Everybody

knows what happened. Okay?

CALLER: Okay.

CRO: No, no, they had to take time to

come up there. You know that. They've got to be

very careful.

CALLER: It's very hot.

CRO: I understand. They've got to be

very, very careful how they approach you; okay?

All right? So when they come upstairs, it won't

be worse than it is. Now, you stay calm.

I
. . How many people where you're at right

now?

CALLER: There's like five people here

with me.

CRO: Caller is from the 83rd floor?

CALLER: 83rd floor.

CRO: With five people, five patients.

Everybody's having trouble breathing?

CALLER: Everybody's having trouble

breathing. Some people are worse.

CRO: Some people — unconscious?

Everybody's awake?

CALLER: So far, yes.

EMS Tape 1 65

CRO: Listen, listen. Everybody's

awake?

CALLER: Yes, so far.

CRO: And it's very hot there, but no

fire; right.

CALLER: I can't see because it's too

high.

CRO: Very hot, no fire for now, and no

smoke; right? No smoke; right?

CALLER: Of course there's smoke.

CRO: Ma'am, ma'am, you have to stay

calm.

CALLER: There is smoke. I can't

breathe.

CRO: Stay calm with me; okay? I

understand.

CALLER: I think there is fire, because

it's very hot. It's very hot everywhere on the

floor.

CRO: I know you don't see it. I'm

going to document — I'm documenting what you

say; okay? It's very hot. You see no fire, but

you see smoke; right?

CALLER: It's very hot. I see — I

EMS Tape 1 66

don't see any air anymore. All I see is smoke.

CRO: Okay, dear. I'm so sorry. Hold

on one second. Stay calm with me. Stay calm.

CALLER: Please.

CRO: Listen, listen, the call is in.

I'm documenting. Hold on one second, please.

CRO: No, no, no, no.

CALLER:

CRO: Ma'am, ma'am, say your prayers.

CALLER: !

CRO: We're going to think positive

because you have to help each other get off the

floor.

CALLER:

CRO: Stay calm. Stay calm. Stay

calm. Stay calm.

CALLER: Dear God.

CRO: You're doing a good job, ma'am.

You're doing a good job.

CALLER: It's so hot. I'm burning up.

CRO: Okay. The floor is hot and

everything is hot. Are there desks? When you go

EMS Tape 1 67

up high, you get too close away from the smoke.

I know you know. Hold on a second.

CRO (relaying): 83rd floor, three

people trapped, very hot on the 83rd floor. They

are having trouble breathing.

CALLER: Wait, wait, wait. Hello?

CRO (relaying): That's what I'm doing.

I'm just letting you know.

CRO: Hello, ma'am?

CALLER:

CRO: Stay calm. Ma'am? Ma'am?

CALLER:

CRO: Stay calm. Stay calm. Just

don't move.

CALLER:

CRO: . They're coming through to you

now?

CALLER: Find out if there's anybody

here on the 83rd floor.

CRO: Ma'am, don't worry. You stay on

the phone with me, and we'll —

CALLER: Can you find out if there's

anyone on the 83rd floor because I thought I

EMS Tape 1 68

heard somebody.

CRO: I already notified the

lieutenant; okay?

CRO (to Lieutenant): 80, I notified

AC.

OPERATOR: 80?

CRO: Yes, Lieutenant 80.

I already notified the lieutenant that

there are five people on the fourth floor; right?

Very hot and smoky. They won't overlook you.

Okay, dear?
I
CALLER: Can you — can you —

CRO: I already did that.

CALLER: — stay on the line with me,

please?

CRO: Yes, ma'am, I am going to.

CALLER:

CRO: Listen —

CALLER: They're here?

CRO: Are they inside with you yet,

dear?

CALLER: No.

CRO: Okay. Stay calm.

CALLER: Can you find out where they

EMS Tape 1 69

are?.

CRO: Ma'am, stay calm — stay calm

until they get inside,

CALLER:

OPERATOR: EMS, what is the job number

you have?

CRO: I have 727.

OPERATOR: 727?

CRO: Yes.

Do they have water coolers in there by

you, ma'am?

CALLER: No, not by us. The water

cooler were where the explosion was. There was

an explosion on this floor.

CRO: On that floor?

now.

CRO: They said .the explosion was on

the 86th floor.

CALLER: That was over the other

building.

OPERATOR: It's a different building.

CRO: Oh, they are different buildings?

OPERATOR: Both buildings now.

EMS Tape 1 70

CALLER: Can you —

CRO: Ma'am, ma'am, stay calm. What

address is this building?

CALLER: Two World Trade Center.

CRO: AC, route me that call. You got

another —

OPERATOR: EMS is down.

CRO: Okay. I'll put that in.

CALLER:

CRO: Ma'am, stay calm.

OPERATOR: Do you want me to give you

the address?

CALLER: Is there anyone here, please?

Is there anyone here?

CRO: Yes, ma'am. Just stay calm for

CRO: I think so, ma'am.

CALLER: Ma'am,

CRO: Ma'am, ma'am, listen to me.

CALLER:

CRO: Listen to me, ma'am.

CALLER: Yes, I am.

CRO: You're in a bad situation.

CALLER: Yeah, you know what, I think

the ceiling is going to cave in on us.

CRO: You're in a bad situation, ma'am.

Hold on a second.

CALLER: I think the ceiling is going

to cave in on us.

CRO: Hold on a second.

EMS Tape 1 72

breath.

CALLER:

OPERATOR: Ma'am, the police and

ambulance are on their way. Calm down; okay?

OPERATOR: They're on their way.

You're not going anywhere.

CALLER:

CRO: Okay? Listen to me. Hello,

ma'am?

CALLER: It's too hot. There's too

much fire, I'm sure.

CALLER: I feel the fire.

CRO: You feel additional heat, though;

right?

CALLER: I feel —

CRO: Ma'am, ma'am, there's no —

listen to me. Ma'am —

CALLER: The heat is in the ceiling.

EMS Tape 1 73

We can feel it.

CRO: In the ceiling, not — is the

heat on the floor?

CALLER: We feel it. There's no place

to breathe.

CRO: Oh, my God. Oh, my God. Listen,

ma'am. Listen to me. Stay calm for me; all

right?

CALLER: I'm sorry.

CRO: Okay. No, no, don't be sorry.

You're in a bad situation. Let's say our prayers

and think of ways — do you have exits, ways to

tell you to get out of there? Do they have exits

in there, ma'am?

CALLER:

CRO: Ma'am, stay calm, stay calm.

Ma'am, do they have — ma'am —

CALLER:

nobody's answering. Everybody's asleep, I guess,

they're okay. All that smoke. They blew the

OPERATOR: Yeah, hold on.

CRO: I'm going to stay on here. Don't

OPERATOR (to second operator): On the

83rd floor, there were five people trapped;

right? (Inaudible) the girl was talking. It

sounds like everybody is unconscious now.

EMS Tape 1 83

CRO: Everybody is snoring. Tell them

everybody is snoring.

SECOND OPERATOR: It's dead?

OPERATOR: It's dead. Now all we

hear ~

CRO: No, it's not dead. It's not

dead. ACD? ACD? ACD? ACD? ACD? ACD? ACD?

ACD?

SECOND OPERATOR: Because everything

was supposed to go on 78.

CRO: ACD, what's your AC number, dear?

OPERATOR: 2252.

CRO: 2252. It's not dead, dear.

They're snoring.

OPERATOR: Are they asleep?

CRO: They're snoring. They sound

like, you know, when you're unconscious, real

deep sleep, because you snore.

OPERATOR: Okay.

CRO: So they're snoring. I don't know

if she's unconscious or just out of breath, but

EMS Tape 1 84

it sounds like they're unconscious and snoring.

That's why I keep talking to her.

OPERATOR: Okay. FD, do you want me to

follow?

CRO: Yes.

OPERATOR: The line is dead now. They

hung up.

CRO: Oh, my Lord.

OPERATOR: The line is now dead.

CRO: No, no.

OPERATOR: (Inaudible) they cut the

line off now.

CRO: Okay. Thank you, AC. Okay.

RECORDER: The preceding portion of

tape concludes at 0941 hours, 10 seconds.

The following portion of tape begins at

0941 hours, 10 seconds, taken from position 8,

dictaphone prolog originally recorded on cassette

571, DRM 4, deck 2, on September llth, 2001.

CRO: 8695. You have to stand by.

8695.

OPERATOR: Okay. Are you ready now?

1712.

CRO: 1712, one moment.

EMS Tape 1 85

OPERATOR: Okay.

CRO: Are you going to the World Trade

Center?

CALLER: Yeah.

OPERATOR: Yes, we are.

CRO: Okay, okay. I just had a call

disconnect from that one. 7217. What job number

are you on? 727?

OPERATOR: I put in my own separate

job.

CRO: Okay, What address is for this

job?

OPERATOR: One World Tower.

CRO: Why did you put it — I'm sorry,

are you TA or are you ACD?

OPERATOR: I'm ACD.

CRO: Okay, AC, please give me your

number again, I'm sorry.

OPERATOR: 1712.

CRO: 17 — I ' m sorry. I'm so sorry.

1712.

OPERATOR: 12, right.

CRO: Okay. In Manhattan.

OPERATOR: Right.
EMS Tape 1 86

CRO: AC, I want to ask you one

question. Why are you putting in your own job?

Is that what you were instructed to do?

OPERATOR: I'm not — the reason that I

did it is because a caller is stating that a

person on a separate floor was — wanted to know

a question because they're having difficulty

breathing. Instead of putting it on one job

where it might or possibly could be opened, I

used a separate job.

CALLER: Guys, I'm just trying to get

. I
an answer. I have two people who are in a smoke

condition and they are having difficulty

breathing. Should they break the window? That's

the question.

CRO: That's a question for the Fire

Department firefighters.

CALLER: Isn't this the Fire

Department — because they're sitting here —

CRO: Stay calm. I agree with you that

you need air, but I can't tell you to break a

window. Now, I can tell you if you break the

window you might let more smoke or debris in.

CALLER: That's what we're trying to

EMS Tape 1 .87

figure out.

CRO: Okay. Then if you break the

window, will you break your foundation more. You

know what I'm saying? So I can't say --

CALLER: Is there anyone that can

answer the question or no?

CRO: Oh, yes, maybe, maybe not. I

want to get someone to answer that question right

now. Okay?

CALLER: Yep.

CRO: ACD, you send me a separate job

if you want to, and I'll route it over to them.

OPERATOR: Okay, no problem.

CRO: But the only thing about it is

that the routes are coming very, very, very slow.

OPERATOR: Right. I understand.

CRO: So I'm going to put your job —

your information on the job that exists already.

I'm going to put on there 7 — another call for

7 —

No, sir, we're not figuring out what to

do. It's just —

CALLER: I understand. I understand.

CRO: We don't want to give you wrong

EMS Tape 1 88

information.

CALLER: You're doing your thing. I

understand.

CRO: No, I feel so bad that we can't

do more. You don't know. Oh, boy. God forbid.

CALLER: (Inaudible.)

CRO: Another call. AC, (inaudible)

One World Trade?

OPERATOR: Yes.

CRO: One world.

OPERATOR: Do you need the sprint for

this one?

CRO: One second, dear. I'm putting

your job in, because even if you route it it will

probably take five minutes for you to get it.

Trade Center.

CALLER (to second person): Call her

CRO: They're trapped on what floor?

What floor are you trapped?

OPERATOR: He said 86.

CALLER: 86, right, suite!

CRO: We're well aware of the 86th

floor. It's the other floors that we didn't know

EMS Tape 1 89

about before. One World Trade Center, trapped on

86th floor. And the suite number again, please?

CALLER:

OPERATOR:

CRO:

OPERATOR: Yes.

CALLER: Correct.

CRO: Trouble breathing.

CALLER: East side of the building.

CRO: East side.

CALLER: Yes, east side.

CRO: And it's a smoky condition

inside?

CALLER: Smoky condition and just not

sure if they should break a window or not.

CRO: You stay on the line with me

here.

CALLER: I'm here.

CRO: What I'm trying to tell you --•

CALLER (to second person): Would you

wet like towels and stuff? For them to breathe

through towels?

CRO: That's a good idea.

CALLER: Yes it does.

EMS Tape 1 90

CRQ: Get them soaking wet. Everybody

get soaking wet towels.

CALLER (to second person): Soaking wet

towels.

CRO: Yes.

CALLER (to second person): Very, very

wet.

CRO: Okay. You can get soaking wet

towels, and you can put them at the doorways and

things too if it's not too late for that.

CALLER: Okay.
I ' •
CRO: Soaking wet towels for everybody

first. Bless you.

CALLER (to second person): Doors or is

it coming through the floor?

CRO: Where do you feel the heat at?

On the floor or on the ceiling or where?

CALLER (to second person): Do they

feel any heat on the floor?

SECOND PERSON (to caller): I don't

know.

CRO: Heat on the doors?

CALLER: I don't think so.

CRO: If you don't feel heat on the

EMS Tape 1 91

floor or the doors, then that's good for you.

That's good. That means no fire should be near

you. So the smoky condition is the worst thing

you should be concerned about now. Keep the

cloth •— even if you don't have that yourself,

you take a damp one for yourself and filter

yourself.

CALLER: They have it. The question is

if they should break a window or not. That's

what they're kind of grappling with now.

CRO: One moment. I'm trying —...

CALLER: I don't know if that's going

to create a vacuum and make it worse or make it

better.

CRO: Hold on one second, sir.

SECOND PERSON (to caller): Wait a

minute. We're still going to find that out. No

one can do that till —

CALLER: Does anyone hear a

firefighter?

SECOND PERSON (to caller): Yeah.

Although I wouldn't trust his judgment right now.

CRO: Hold on one second; okay?

CALLER: Yeah.
EMS Tape 1 92

CRO: .The answer is going to most

likely be no, but hold on; okay.

ACD, please talk to him for me?

OPERATOR: Yeah.

CRO: Thank you.

CALLER: Lots of water.

SECOND PERSON (to caller): Lots of

water on your clothes or —

CALLER: No, not the clothes, just the

towels — right, keep the cloth and breathe

through it.
I
SECOND PERSON (to caller): Exactly.

OPERATOR: Sir?

CALLER: Yeah.

OPERATOR: What's your name and number?

CALLER (to second person): Talk to

Allison. We should probably cancel the revenue

meeting; okay?

Our number is (212) 326 —

CRO: 326.

CALLER (to second person): No, what's

your number?

8695. And we have an open line to

these two people that are stuck up there.

EMS Tape 1 93

CRO: Oh, okay. And your name, sir?

CALLER: My name is Jeff Hipschman,

H-I-P-S-C-H-M-A-N. .

They should be laying on the floor;

correct?

OPERATOR: Yes. She went to go find

all of that out.

CALLER: Okay. The floor's not hot, by

the way. It's just lots of smoke. The smoke is

increasing.

CRO: Hello, sir?

CALLER: Yeah.

CRO: As per my lieutenant 80, there's

no firefighters here. All the firefighters are

going to the scene.

CALLER: Right.

CRO: Most of them. I can't say all.

That's not true.

CALLER: Right.

CRO: And there's no firefighters

available. And we're all going to tell you not

to break the window because we can't tell you to

break the window because we don't know the

pressure on the 86th floor, you know.

EMS Tape 1 94

CALLER: Right.

CRO: An open window on the 86th floor,

if it was open, was made to open. When it's not

made to open, we can't tell you to open.

CALLER: Right.

CRO: We can't tell you what to do

because God forbid — I mean, I'm sorry, we're

not in your situation.

CALLER: I just don't know what the

procedures are to tell them —

CRO: You told them the right thing.

1 ' •
CALLER: -- to increase their chances

of being okay.

CRO: The procedures are to tell them

to stay low.

CALLER: Stay low. .

CRO: Don't open the door.

CALLER: Don't open the door.

CRO: Don't go in the hallways and

don't open — they don't say don't open the

windows sometimes, depends on the circumstances

because you can't see. If there's heavy smoke,

you don't know if smoke is around you.

CALLER: Right.
EMS Tape 1 95

CRO: If you open the door, you might

bring in more smoke.

CALLER: Right.

CRO: Then you can't get out.

CALLER: No, I understand.

CRO: Then that's the bad part. I

don't know what to tell you. I'm sorry I don't

know what to tell you today.

' CALLER: Okay.

CRO: What about the vents, are the

vents covered for the air-conditioning?

CALLER (to second person): Are the

air-conditioning vents covered?

CRO: Would it bring in more smoke?

Because, see then — another thing too we have to

be concerned, do you know if that's the vent that

brings it in or the vent that brings it out.

CALLER: Right.

CRO: We don't know. Both of them

might be bringing it in at this time. But the

doors are supposed to be covered with wet things.

If you've created a spot where all of y'all can

stay, there might be somewhere where you can make

sure it stays kind of clear.

EMS Tape 1 96

CALLER: Right.

CRO: I can't — I can't visualize for

you, but you know what I'm saying? Think of a

way that you can create a spot where it stays

moist, everybody has something together. You

know what I'm saying.

CALLER: Okay.

CRO: Try to find something like that.

Don't hang up the phone.

CALLER: Does the Fire Department know

they're there?
I ' •
CRO: Oh, yeah, the 86th floor was the

first report. You're the first ones that we're

going to. But you know they've got to approach

this situation differently. God forbid — i

mean, it's sad, there are other people too in

other buildings.

CALLER: I understand.

CRO: So stay calm-

CALLER: Okay.

CRO: — where you're at. And you're

doing a fine job. What's your name, sir?

CALLER: Jeff.

CRO: Okay, Jeff. I've documented it.

EMS Tape 1 97

And as soon as I get from the fire — from the

firemen themselves, if they tell you, I will

relay the message to you; okay?

CALLER: Great.

CRO: Jeff, do you have — what's your

last name?

CALLER: H-I-P —

CRO: H-I-P —

' CALLER: — S-C-H —

CRO: — S-C-H —

CALLER: — M-A-N.

CRO: — M-A-N.

Do you have a phone number to your home

that you would like for us to call anybody?

CALLER: I'll give you my cell.

(732).

CRO: One moment, sir. Everything —

even our computers are messing up.

CALLER: I understand.

CRO: (732) —

CALLER: — 259 —

CRO: -- 259 —

CALLER: — 5901.

CRO: — 5901. (732) 59 — (732) 25 —

EMS Tape 1 98

excuse me. (732) 259-5901?

CALLER: Right.

CRO: Okay. Now, and the last name is

hips man?

CALLER: Hips man, right.

CRO: H --

CALLER: H-I-P —

CRO: — I-P-S-C-H-M-A-N?

CALLER: Right.

CRO: All right.

CALLER: Okay?

CRO: And you're on the 86th floor?

CALLER: I'm not. It's not me; it's

my coworkers.

CRO: Well, what floor are you on?

CALLER: I'm at 300 Park Avenue. I'm

just talking them — I have an open line to them,

so I'm kind of helping them figure out what they

should do.

CRO: You sound so clear, like you're

there with them.

CALLER: No, I'm not with them. We

just — w e have two phones going here. I'm just

talking to someone who's talking to them on the

EMS Tape 1 99

phone. That's all.

CRO: That's good.

CALLER: We're just trying to help

them figure out what they should do.

CRO: Okay.

CALLER: Okay?

CRO: That's good. Now, I'll put down

caller not with the patient. What's the — your

cell phone is (732) 259-5901.

CALLER: Right.

CRO: Tell them to stay calm, stay

close to the floor. And as soon as we get a

firefighter available or the chief to talk to —

they're going to tell them the same things. They

have a speaker going over through the buildings

telling them to stay low, not to open the door,

not to go to the windows.

CALLER: Okay.

CRO: Okay?

CALLER: Yep.

CRO: Thank you, Jeff.

CALLER: All right, ma'am thanks.

CRO: Thank you, ACD. Yes, ma'am?

OPERATOR: I have the call back to his

office he's at.

CRO: .What's that number?

OPERATOR: The World Trade one is

CRO:

OPERATOR: —

CRO: —j

OPERATOR: —

CRO: —j

OPERATOR: And the number to 300 Park

is (212) —
I •.
CRO: Okay, wait. This is Two World

Trade Center.

OPERATOR: Right, that one I just gave

you is to where they're supposed to be. And his

is (212) 326-8695.

CRO: Okay. One second. 326-8695?

OPERATOR: 'Yes.

CRO: 8695. That's my number, boy.

Okay, (212) —

OPERATOR: — 326.

CRO: Let me get that number off to the

screen (inaudible). And 8695 is the rest?

OPERATOR: That's the one to 300 —

EMS Tape 1 101

CRO: — Park.

OPERATOR: — Park, right. The first

one I gave you was to where they're supposed to

be, the patient.

CRO: Park Avenue. I thought he was

there.

OPERATOR: No, no. I guess they

have —

CRO: People —

OPERATOR: — people that work over

there.

CRO: That is so bad, you know. That's

so sad, AC. You know —•

OPERATOR: It is.

CRO: On the 83rd ~

OPERATOR: I can't imagine.

CRO: Oh, God. You be trapped like

that — we've got the 83rd — on the second World

Trade Center on the 83rd floor five people were

trapped, went unconscious. I don't know what

they're doing. And it's an awful thing, awful,

awful, awful thing to call somebody and tell them

you're going to die. That's an awful thing.

I hope they're all alive because they

EMS Tape 1 102

sound like they passed .out because they were

breathing hard, snoring, like they were

unconscious.

OPERATOR: Right.

CRO: . That's an awful, awful thing.

And nobody probably really knows about them,

because it's the second World Trade Center and

all the calls — I mean, they know now, but, you

know, at first.

OPERATOR: Right.

CRO: It's a sad thing.

300 Park Avenue, can you give me that

number again?

OPERATOR: Sure.

CRO: (212) --

OPERATOR: -- 326 ~

CRO: — 326.

OPERATOR: -- 8695, 326-8695. Okay. I

had already put it in, but I didn't put the

address next to the number. So I don't know what

to do. He hung up already; right? I wanted to

tell them to keep the line open with the girls,

keep them calm. I don't know.

I wonder what's taking them so long to

EMS Tape 1 103

get to the 86th floor? The World Trade Center

was called to rectify the situation the last

time, remember that? The last time they had no

fire situation.

OPERATOR: I guess you never think it's

going to happen again. Lord knows.

CRO: Yeah, because they're buildings,

big buildings, and they don't think. How could

you have a big building and no way to get out of

it? That's ridiculous. Anyway, if you had like

a chute like you just slide down, that way the

people don't have to walk down and more people

can get out; just slide down the chute and you're

out the door. That's what they should have. But

you can't tell the rich people around here.

Have a good day.

OPERATOR: You too.

CRO: Okay. World Trade Center, ma'am,

are you in the World Trade Center? Ma'am, are

you in the World Trade Center?

CALLER:. Yeah.

CRO: What's the matter? Are you

having difficulty breathing? Are you on the

100th floor? What room number?

AC, do you have a room number to this?

OPERATOR: No, it's a cell caller. I

have no room, nothing.

AC?

CRO: So we know we have a patient on

the 100th floor who's unable to speak and is

obviously having difficulty breathing, maybe due

to smoke inhalation or something?

OPERATOR: I don't know.

CRO: Okay. What floor is that the

plane crashed on? I don't remember. 100th
