ROMVEC INDUSTRIE is a private construction erection / engineering company which has been active in the field of industrial systems since 1998. Mainly we activate in the field construction/erection/ repairing of thermo-energetical equipment. We design and construct, erect / install, commission & start up, maintain and repair domestic and industrial steam / water boilers, power steam boilers, steam and gas turbines, Combined Heat and Power units, steam/ hot water pipes, industrial pipe systems and upgrade process lines, heat distribution centres and industrial boiler houses. We carry out electrical works and execute industrial automatic control systems. The scope of our activities also includes servicing of boilers, burners and heating equipment. We are an ISCIR authorized company and we can provide RSVTI services.

2 HSE MANAGEMENT SYSTEM OVERVIEW This section provides an overview of the Health Safety Environment (HSE) Management System manual, including its objectives, scope and major features and its operation at various levels of the company.

2.1 Objectives and Scope ROMVEC INDUSTRIE SRL Management System objectives are to: prevent incidents, eliminate or reduce hazards and improve HSE performance at their Headquarters offices, permanent location workshops in Bucharest and on sites operations; Sites are opened and operations carried on at the client locations where installations are erected ensure, as a minimum compliance with legislative requirements; provide a platform for continuous improvement. To achieve these objectives the management system covers the following: all areas and operational aspects at their w o r k i n g locations / sites / fields and facilities that have the potential to affect the health and safety of people (ROMVEC workers / employees and others..) or the environment; all relevant legislation and other requirements; and all elements of HSE management. 2.2 Major Features The major features of the ROMVEC INDUSTRIE HSE Management System are as follows: it is an integrated management system that covers besides Quality assurance and Social Accountability also occupational health and safety, and environment, and meets the requirements of: o the company operational requirements; and o all relevant legislation it is a comprehensive system incorporating all operational areas and all working conditions and activities (including contractors) that have the potential to affect the health and safety of people or the environment; it is a documented system with a hierarchical arrangement of documents. 3 HSE MANAGEMENT SYSTEM STRUCTURE This section describes the structure of the Management System, including the Systems hierarchy of documents, the function and status of the documents, the impact and status of external documents such as legislation, standards and codes. 3.1 Hierarchy of Documents One of the features of the Management System is that it is a documented system. This means that objectives, requirements, methods, responsibilities and other system aspects are documented. The system essentially consists of various types of documents, each with its own status, contents and its own purpose. Together, all of these documents form the foundation of the HSE Management System. These documents are arranged in a hierarchical structure, which is divided into two basic levels: System requirements - What does the system aim to achieve? Working documents - How do we achieve these aims? Page 6 of 11

Internal Requirements
An important principle of the Management System hierarchy of documentation is that documents must always be consistent with the level above them. For example, the Procedures must reflect the requirements of the Standards; the Standards must reflect the requirements of the Policies, etc. 3.2 Documents This section covers the documents related to the management system. 3.2.1 Policies ROMVEC INDUSTRIE SRL has five policies that are high level documents that define the intent, broad approach and beliefs of ROMVEC INDUSTRIE in relation to health, safety and the environment. The requirements of these policies are mandatory to its headquarters in Bucharest, permanent located workshops in Bucharest and on the sites wherever these sites are located at the Client place operations. The five policies are as follows: Occupational Safety and Health Environment Rehabilitation Fair Treatment Drug and Alcohol 3.2.2 Standards The Standards are a set of relatively brief statements which set out the requirements in relation to a range of issues which have the potential to affect the safety and health of people, or the environment. The Standards are effectively an expansion of the Policies and are high level statements that define what has to be achieved in relation to HSE, without including any prescriptive requirements as to exactly how these requirements are to be met. Incident Investigation and Reporting Waste Management Resource Management

3.2.3 Management Plans These documents identify commitment, intentions and principles in relation to overall management of a particular aspect of the operation (ie emergency response plan) and to provide the framework for action and the setting of its objectives. 3.2.4 Procedures ROMVEC INDUSTRIE Procedures are a series of documents that define what will be done, when, how and by whom and what records will be kept. They are an expansion of the Standards and apply to RO MV E C I ND US TR I E on h ea dq ua r t e r s of f i c e s , p er ma ne nt l oc at ed wo r ks ho ps a nd al l o ver t h e s it e s Operation. The requirements of the Procedures are mandatory.

3.2.5 Manuals and Forms The associated documentation required to support the various elements of the management system. For example Safety Meetings (Procedure and forms) PURPOSE To communicate and educate personnel about identified hazards associated with or conditions of tasks being performed. Also to provide timely information on important HSE issues, results of accident investigation and other topics. SCOPE This procedure shall be applicable to all Company employees, contractors worldwide. RESPONSIBILITY The most senior manager in an operational area is responsible for planning, conducting and ensuring Safety Meetings are held and that all staff are aware of their responsibility to attend. All employees and relevant third parties are responsible for attending and actively participate in Safety Meetings. The local HSE Representative is responsible for ensuring adequate notice is given to all personnel, a subject matter is organized and the minutes are documented and records kept. PROCEDURE Safety meetings and pre-job briefings are a critical part of involving all of the work force in the Health, Safety and Environmental improvement process. Safety meetings should be held regularly (at least monthly) and concentrate on one or two specific topics at a time. Consider pre-job, or tailgate/toolbox safety meetings as part of the job, These are best held prior to starting each job. Safety meetings are an opportunity for supervisors and managers to explain and demonstrate the correct and safe way they want work to be carried out. In a safety meeting system, it is critical that: Safety meeting topic items are followed up on to make sure that they are completed correctly Mistakes are corrected when they occur Training is reinforced if a procedure is not understood

Performance Criteria Conduct and document monthly safety meetings. Discuss relevant health and safety topics Report and review newly identified hazards Communicate action plans for controlling identified hazards Communicate controls to those affected by hazards Review action plans for controlling hazards

Conduct the pre-job safety meeting at the work site, reviewing significant hazards and procedures. Any existing form may be used if the form has all the information elements of the form used in this standard. Signatures of attendees are required. Page 8 of 11

Guidelines Possible Safety Meeting Topics Include: Accidents, near misses and unsafe acts that have occurred since the last meeting and any control measures taken. New Hazards - These may have just been noticed or may be due to a change in work method, location or new equipment. A new hazard is an excellent reason for conducting a meeting. What actions can be taken to reduce the risk associated with the hazard. Progress on action items from previous meetings. Results of assessments. Current health, safety and environmental issues (consider using guest speakers for special topics). New government regulations, corporate HSE procedures or operator requirements. Refresher training for health, safety and environmental courses, regulations, corporate HSE procedures, customer or third party organization rules which impact M-I personnel.

How to use the Safety Meeting Minutes Report Do not type or print attendees names in the space provided. Attendees must indicate by their signatures that they were present for the meeting. Each report should go to the location manager so that important topics can be reviewed and action can be taken. Safety Meeting Minutes reports will be kept at the local facility and copies should be sent to the local HSE Representative and other appropriate people as instructed by local management.

Management Meetings Management at the location should include health, safety and environmental issues during their management meetings. These health, safety and environmental issues should include hazards and control measures. The same form can be used for documentation.
