Notice is Hereby Given that the Town Board of Mount
Morris will hold a Public Hearing Thursday, November
7, 2013 at 5:30 p.m. at the Town Hall, 103 Main Street,
Mount Morris, NY on the Preliminary Budget for the Year
2014. At such hearing any person may be heard in favor
of or against the Preliminary Budget as compiled or in
favor of or against any item or items therein contained.
Copies of the proposed budget are available at the Town
Clerks offce at the above address during normal busi-

ATTENTION DEER HUNTERS
As of November 1, 2013 leftover DMPs are available for
the following units only: 1C, 3M, 3R, 3S, 7F, 7H, 7J, 8A,
8F, 8G, 8H, 8J, 8N, 8R, 9A, and 9F. During this extended
application period, DEC will issue DMPs for an individu-
al WMU all day. The status of permits will be reviewed
each night. As individual units are flled, they will be re-
moved from the list of those available effective the follow-
ing day, with no further applications accepted for those

WHY IS THE AVERAGE CITIZEN SO COMPLACENT
AND APATHETIC THESE DAYS?
For quite some time now a good share of our citizens
across this GREAT COUNTRY were ignoring what was going
on around them. As a couple old sayings were told to me by
an old Native American some years ago, White people are
becoming SHEEPLE, ready to be herded over the cliff, and
if you place a frog in a pan of hot water, it will jump out. But
place that same frog in a cool pan of water and put burner
on low it will sit there and cook. All around us at all levels of
our governments, they have slowly dwindled our LIBERTIES
AND FREEDOMS just like the frog, and the sheeple helped
them do it!
And when those that have a backbone go against tyranny
by OFFICIALS, they are mocked, defamed and belittled by
those that are ashamed by their own weakness and compla-
cence, and much of it is spread by the corrupt offcials and
their cohorts > FACT.
Robert Lindner wrote a book in the 50s (MUST YOU CON-
FORM) that talked about human nature and the way our gov-
ernment was moving society to be CONFORMISTS or pay
the price of wrath. How many of you out there are those little
conforming robots or the sheeple that follow the pied piper?
Answer is many of you > FACT. Youve allowed our Consti-
tution and our cultures and what many of our VETERANS
fought and died for to be spit upon because many of you lack
substance and morals and you just dont care...is the simple
way of putting it. If this was not true, there wouldnt be so
many illegals in our Country, there wouldnt be controversies
like all the way from the likes of Benghazi, Islamic Jihad, to
local ones like the illegal transfer of the Pioneer Cemetery
and an unneeded and over costing library parking lot that

TO THE VOTERS IN LEICESTER
Over the past four weeks, I have tried to let you know who I am and what my vision
for our town is for the next four years. With that in mind, I have not tried to make this a
race to put up the most yard signs, but to make this an election of who shares your views
and values. My vision is to keep your property taxes as low as possible, while not sacricing
town services.
With that in mind, this fall I was the rst Board member to stand up against any
dramatic tax increases for 2014. The Board made adjustments to the proposed budget,
holding down town taxes to below the annual rise in the cost of living (1.86%). And
believing in the rights of people to be free of governmental interference, this year I also
made the motion for our Town Government to stand united with the County Board of
Supervisors in calling on the State Government to repeal the N.Y.S. Safe Act.

To the Voters in the community of Mount Morris
Being a lifelong native of Mount Morris, I began working at a very young age. After graduating
from the MMCS Class of 1976 with 2 years at the Charles G. May Occupational Center,
eventually I was fortunate enough to secure gainful employment right here in the community that I
grew up in. I was a full time employee for the Town of Mount Morris Highway Department and
enjoyed working with, and for the people in the community. Realizing the advancement potential
opportunities, I secured employment with the Village of Mount Morris and served as laborer/MEO
for 1 year then served as the Villages Superintendent of Streets for 19 years. I successfully
completed the Municipal Rural Police Training Academy at GCC and actively served my
community as a part time police officer for 12 years with the distinct honors of most of them
serving under the direction of Chief of Police, Charles J. DiPasquale Sr. I am grateful and proud
that my employment offered me countless opportunities to work with, help and serve the people in
my community. Working in law enforcement taught me some valuable lessons that can only be
learned thru experience and the safety and security of my community was perpetually at the
forefront. Over the years I successfully implemented many cost saving endeavors and at times,
generated thousands of dollars in unanticipated revenues for the Village. Im well versed in
creating and managing municipal budgets and successfully did so for many years in my tenure as
Superintendent. Ive worked cooperatively with others on many grant proposals and successfully
authored and completed the shared municipal services grant that acquired vehicle repair lift
stations and equipment for the creation and implementation of the joint fueling station now in
place for the Town and Village of Mount Morris. Ive worked cooperatively with youths from
BOCES and Youth Employment and seeing our young people develop and advance was in itself a
very gratifying experience. I am a past member of the Mount Morris Fire Department, Active Hose
Co. and past member and president of the Mount Morris Kiwanis Club. One common thread that
was always shared in all my years of service to my community was and still is cooperation. The
type of cooperation that can only come from people working together. When I decided to take on
the task of refurbishing and relocating the Mills Fountain/Monument, a great deal went into
virtually every aspect of the project. It was a long journey and in all reality, although I
orchestrated the project, it would have not been completed without the help, vision, dedication and
expertise of many good people All Working Together. As president of the Mount Morris ItalianFest,
the same can be said. Ive been actively involved since its conception from Terry Mistretta 18
years ago. Countless hours dedicated to advance planning that ultimately leads to hosting a

Nunda Voters:
I want to provide a few reasons why I deserve
your vote this election day. As many of you al-
ready know I work hard for the town working
alongside our employees. I am very particular
on how I want to see things done to ensure
they are done well. I try to fnd the best and
most efcient way to get the job done so we
can move onto other projects and attempt to
address as many needs as possible.
During my past 6 years as your Highway
Superintendent I have transformed 5 miles
of dirt road to paved, or oil & stoned (chip
sealed). In an effort to save tax dollars a vast amount of work has been put
into the government center. We have remodeled rooms, porch floors, put in
sidewalks, paved the parking lot & driveway, and completed other various
projects on the building. This building has provided a great location for our
Town & Village offices & court room.
Due to my efforts, Nunda was one of the first towns in Livingston County
to start buying government trucks and equipment. By setting this trend we
have spent only $14,000.00 for equipment carrying a value of $350,000.00.
This past year I also restored a government truck for under $50,000.00 which
would have been $150,000.00 tax dollars to buy new.
When re-elected, my plan for the upcoming year includes, but is not limited
to, rebuilding the following roads:
Nunda-Byersville Rd.
Kendall Rd.
Town Line Rd.
Portions of Scipio Rd.
I will continue to work hard for the town and provide maintenance on all of

Dear Mount Morris Voters,
Please allow me to introduce myself. I am Christie Murphy, your Town Clerk. I grew up in
Rochester and moved to Mount Morris 23 years ago because I felt it was a great place to raise
my 3 children, who are now responsible and respectable adults. I earned an Associates of
Applied Science degree in Data Processing (with a minor in Accounting) at SUNY Cobleskill where
I graduated with Honors. I had a 17 year career at Eastman Kodak as a computer programmer and
business research data analyst. My family and my job are my top priorities in life. I have served
the community of Mount Morris in the Town Clerks ofce for almost 17 years, and I love my job! I
love that it allows me to use many of my personal strengths such as my math skills, my computer
competency and my talent for writing. Most of all, I enjoy the opportunity to assist so many
people in my community, for I am a people person. I also appreciate having a job where I feel I
make a contribution to society that really matters. I am an honest and dedicated public servant,
and I want nothing more than to continue to serve my community as Town Clerk. Therefore, I
respectfully ask for your support in my re-election campaign. Below are some important facts
I ask you to consider when casting your vote for Town Clerk.
This is not a policy-making position; the choice is about who is most prepared to handle the
duties involved. It is also not a typical clerical position, as municipal Clerks have to serve and
answer to the Board, the County, the State and the public.
I was elected Town Clerk after serving as Deputy Town Clerk for close to 5 years...such on-the-
job training is crucial to successfully performing the many complicated and vital tasks required of
a Town Clerk. As Clerk, I have also taken advantage of many educational opportunities in order to
improve the service I provide.
This job requires knowledge of many computer software programs including four that are
specialized for Town Clerks, Tax Collection, Water Billing and NYS Sporting Licenses. Since
technology has evolved over the years, even previous Clerks and Tax Collectors are not familiar
with current tools/databases.
The new term of ofce will begin January 1, 2014. The start of a new calendar/scal year has
always been the busiest time of year, but that has been compounded since Town & County Tax
Collection was added to my duties 10 years ago. Prior experience is essential to efciently manag-
ing this workload.
I have made many improvements since taking ofce, including changing the open ofce hours
from 27 to 40 hours. I also meet people by appointment when these hours are not convenient,
and most weeks I work more than the open ofce hours. I dont claim to be perfect, as no one is,
but I believe I have done an excellent job in meeting the many demands of my position I have
been out campaigning door-to-door, and I apologize if I did not manage to connect with you.

To Livingston County Voters:
I believe very deeply that the right thing for voters to do is elect Tom Dougherty
Livingston County Sheriff. This is not intended to degrade Undersheriff James
Szczesniak. It is because of the state of affairs our sheriffs department has been in
for so many years -- as in decades. We badly need someone to swiftly and
effectively fix the many problems.
Thirty-nine years ago, while in college, I was sworn in as a part-time deputy by
the late Sheriff Douglas J. Welch. (By coincidence I was the deputy who received the
911 call when he suffered his fatal heart attack on July 4, 1976.) I was there part-
time for about six years until becoming an attorney. I was also an assistant district
attorney for ten years under the late Theodore E. Wiggins, Jr. Thus, I served under
the two Sheriffs who preceded Sheriff York, and was an assistant DA when Mr. York
became Sheriff. I have also followed the department closely throughout the years.
I was an assistant DA when Jim Szczesniak became a deputy sheriff. Without
question he was conscientious and had all the qualities of a good sheriffs deputy.
His 28 years of service are commendable. The rank of Undersheriff is directly below
that of Sheriff York. In no way do I intend to attack Jim as a person. Unfortunately,
though, he has been in the wrong place at the wrong time for too long. Mr.
Dougherty is in a much better position to be our next sheriff.
This letter wont win friends but someone needs to get the truth to the public.
In this situation it would be a travesty and a gross disservice to voters if they werent
told the true story here.
Despite accreditations and other window dressing, the Livingston County
Sheriffs Department has been quite an undesirable place for many years throughout
Sheriff Yorks terms. Deputies and those of higher rank -- who dare get caught
talking -- and members of the public have been subjected to a great deal of negative
treatment. At the same time, the favor vendor notoriously gives courtesies and
favors to those who are in good. Those not so situated have been subjected to
opposite treatment, threats, intimidation, bullying and other improper things. Truth
and forthright honesty has been lacking for many years. (I have the documents and
evidence to prove this and put my money where my mouth is.)
To get the sheriffs department restored to what it should be we need to put
personal feelings and sentiment aside. We shouldnt be talking about whos in line
for Sheriff or who deserves it or who has more experience. The true, key,
question should be, Who will do the best job running (and rehabilitating) the
sheriffs department?
One of the biggest things Sheriff York has always been famous for is
micromanaging. Anyone at any rank, from corporal or sergeant to major, and
undersheriff, makes very few decisions on their own, in the normal way. Reality is
that Mr. Szczesniaks experience may be at the rank of undersheriff, but he has not
had the experience a person would ordinarily get at that rank. This is critical. For no
matter what rank he has been in, he has not had the experience or learning
opportunities. And, worse yet, he has served under and been trained by a Sheriff
whose methods and attitudes and commands are inferior to appropriate and proper
standards.

Indications are strong that the investigation into possible criminal conduct on
the part of deputy sheriffs assigned to the jail has been put on hold until after the
election. The investigation is in its tenth month. As one knowledgeable officer
said, The state police have solved homicides in less time than that. It is only a
matter of time before the hammer will probably fall for the jail time card matter.
Criminal charges are expected. Even if Mr. Szczesniak did nothing wrong, this was
still something he was in charge of. We dont need clouds over the head of a sheriff
before he even takes office.
Mr. Szczesniak could have retired about three years ago. He has been
compromised by Sheriff York. The best thing for all is for Mr. Dougherty to take
over as a new broom and give the deputies some relief.
Tied to all this are the photographs of retired law enforcement officers who
are openly supporting Mr. Dougherty. It is not a back-slapping group of retired
cops. It is a group who is trying to tell the public there needs to be a change.
(Some took risk of retaliation to be with that group.) They have served under or
during Sheriff Yorks regime. They lived with the conditions. They know. They also
served with Jim Szczesniak. They are saying, as openly as possible, that putting
Jim Szczesniak in as the next sheriff is NOT a change. It is something different, but
not enough to be a change.
The same for endorsements from organizations representing present police
officers. Sheriff Yorks actions through the years have affected most other
departments throughout the county. Many officers do not want the York regime to
continue. (A writer of a recent letter to the editor was misinformed about
subordinates being displeased with Mr. Szczesniak because of discipline-related
things; Sheriff Yorks micromanaging takes that away from the Undersheriff.)
Tom Dougherty is one of the sharpest, most intelligent and knows what hes
doing law enforcement officers I have seen come along since I became a deputy
39 years ago. My several conversations with him are the greatest breath of fresh air
since Sheriff York took office. Mr. Doughertys ethics, integrity and principles are so
far above the York regime theyre in a different league.
A most important angle here is the admiration and respect Tom Doughertys
peers have for him. Very, very rarely have I ever seen a group of deputies and
others band together to support one of their own for the top spot. Please note that
the mutual respect and admiration he and his peers have for each other came
together LONG before there was even a hint of his running. I have heard from a
number of law enforcement people that Mr. Dougherty is really and truly excellent.
And -- his age? Weve had younger sheriffs before. Id rather have someone whos
going to try to undo all the damage the politically-manipulating John M. York has
done.
Let there be a complete and clean end to the York regime, and let Mr.
Szczesniak enjoy a well-deserved retirement. Elect Tom Dougherty Livingston
County Sheriff this Tuesday.

Dear Voter,
If you live in Avon, Caledonia, Dansville, Geneseo, Mt. Morris or Nunda, you are
one of nearly 20,000 village residents served by local law enforcement. If you visit
these villages for public school, college, shopping, dining and entertainment you
are among the thousands more who are served by local law enforcement.
As a member of a village police agency for the past 28 years, Im very aware of
the importance of partnerships among law enforcement agencies for the benefit
of all Livingston County residents and visitors. Partnerships are only effective when
based on mutual respect; respect is gained by truly recognizing each partners
needs and obligations to their own communities.
I have listened to presentations by both sheriff candidates on three occasions.
I have come to the conclusion that the candidate who offers law enforcement
and residents the path to true law enforcement partnerships is Tom Dougherty.
Tom has been clear that he will correct the long disputed flaws associated with
the Stop DWI Program and the closest car policy.
Furthermore, Tom will focus on spending tax dollars efficiently, from the
operation of the jail to addressing full size SUVs being provided for Sheriffs
upper management.
Lastly, I wish to point out that as Sheriff, Tom will continue to support our second
amendment right while working with Albany to improve the Safe Act to insure
that legal gun owners are protected and criminals are held accountable.
On November 5th we have the right to vote. We can vote the status quo; or
I ask that you please join me, vote for improvement, vote for Tom Dougherty
for Sheriff.

SLEEPING PILLS
Are you wondering whether to take an over-the-counter medication to help
with lost sleep or something a little stronger that the doctor will prescribe? First
of all, in the case of a sleeping issue that seems to be ongoing, talk to the doctor.
There may be an underlying issue thats making it hard to fall asleep or stay
asleep. Over-the-counter sleep helpers are fine in the short term, but be sure to
talk with the pharmacist about any other medications you are taking in order to
minimize the risk of a dangerous interaction. Prescription sleep aids belong to
different classes of drugs; some can be addictive, and some can leave a person
sleepy the next day.
Chronic sleep deprivation, for whatever reason, significantly affects your
health, performance, and safety, so its important to have a checkup if you are
sleep deprived. Sleep deprivation is quite often due to unrecognized sleep
disorders. After a typical nights sleep, you may not feel restored and be
sleepy during the day, but be totally unaware that you are sleep deprived or
