interest in the innovative new
system which uses British-grown

Driffield Show – A date to remember
This summer, the long traditions
of The 134th Driffield Show, are
set to be continued in the most
appropriate manner by the Driffield
Agricultural Society.
The Driffield Agricultural Show,
which will take place at the usual
venue (Driffield Showground, East
Yorkshire) will fall on Wednesday
22nd of July 2009. It is one of
the biggest one-day agricultural
shows in the country, and visitors
to the event are sure to enjoy all the
traditional features of an English
agricultural show with the many

Driffield Agricultural Society relies

Narrow blade band sawmill leader,
Wood-Mizer, has unveiled a mill
which combines the attributes of
two of its mills –– one small, the
other small-to-medium.
It claims that the new mill will suit
specific requests from some of its
customers who operate the small
mills for something more rugged
and having more functions without
recourse to a larger version.

LT20B is our response to demands
for a stationary, mid-priced yet
productive band sawmill.
The new bed maintains Wood-
Mizer’s patented construction but
now consists of two-metre sections
that allow the selection of cutting
lengths. Unlike the LT15’s removable
log wedge, a new screw-jack on the
LT20B bed improves tapered log
levelling. Bed legs are adjustable
for easy assembly. Log ramps and
a manual winch are optional extras.
The main advantage of the bed for
the LT20B is the combination of
modularity from the LT15 with the
accuracy and equipment of the LT20
and LT40 series. The LT20B3 bed
can be smoothly adjusted and the log
easily levelled.
The basic version of the new mill has
the cutting head of the LT20 series
with 11kW electric up/down feed,
‘Setworks’ and an optional debarker.

Assessing the Risk
Peter Mepsted, Director of PHP Health and Safety Ltd takes a brief look at risk assessment
One of the major reasons for health
and safety violations being prosecuted
is the lack of risk assessment. This
can be by not being in place at all or
not being suitable and sufficient for
the purpose.
Although risk assessment is not
specifically mentioned in The Health
and Safety at Work Act 1974 (HSWA)
it is implied, and it is unlikely that
compliance could be achieved without
it. However, risk assessment is most
certainly in the Management of Health
and Safety at Work Regulations
1999(MHSWR), where in section 3 it
clearly states that, among other things,
every employer must assess the risks
to his employees and others (not in
his employ) whom may be affected by
his undertakings. Additionally, where
there are five or more employees the
significant findings must be recorded.
So let’s look at the process and examine
the terminology to gain a better
understanding of risk assessment and
how to implement it in the workplace.
The starting point is to understand the
meaning of hazard and risk. A hazard
is anything with the potential to cause
harm, for example electricity, moving
vehicles, slippery surfaces. The risk
is the likelihood of the hazard causing
harm with an indication of how serious
the harm may be.
It is important that whoever undertakes
the assessment is competent, and
by this it means someone who
has the necessary levels of skill,
training, knowledge, qualification and
understanding.
The other terms which appear are
practicable and reasonably practicable.
Practicable, meaning, by the best and
most up to date means without regard
to cost and reasonably practicable,

a risk assessment and these are:
1. Identify the hazards
2. Decide who may be
harmed and how
3. Evaluate the risks and
decide on precautions
4. Record the findings
and implement them
5. Review the risk assessment
and revise if necessary
Space will not allow for a detailed
examination of all the above steps and
I will give a few pointers to indicate the
type of things to look for and consider:
Identifying hazards
• Look around the workplace (sites
as well as your premises) and make a
note of things that could cause harm.
• Talk to staff and observe
their activities, ask them if
they have concerns.
• Examine chemicals and get data
sheets to identify possible dangers.
• Check on guidance
from trade bodies.
• Refer back to accident and ill-health
records to identify previous incidents
• Consider long-term hazards,
such as noise, vibration
exposure to chemical agents
Who may be harmed and how
• Identify groups of workers
such as fence erectors, office
staff. Their exposure to harm
will be different and distinct.
• Consider how each group may
be harmed, for example erectors
are more likely to suffer back
injury from manual handling.
• In addition to employees
consider the public, other site
personnel, visitors and so on.
• New employees and
expectant mothers.
• Those with disabilities.
• Think about what your employees
actually do and evaluate the possible
ways they may be harmed.
Evaluate the risk and
decide on precautions
• Consider how to do everything
‘reasonable practicable’ to
reduce the potential for harm
• Apply the principle of
control by firstly seeing if the
hazard can be eliminated.
• If not, then see if a less risky
option is possible e.g. lifting
equipment instead of by hand.
• Segregate access to the
hazard e.g. barriers to prevent
public access to work area.
• Issue personal protective equipment
• Change systems of work e.g. reduce
exposure to vibration by rotating staff
Record and implement findings
• Write down and inform
employees of the findings by way
of meetings or tool box talks.
• Keep it simple.
• Ensure that the assessment
is suitable and sufficient by
demonstrating that a proper check
was made, you consulted others,
you dealt with significant hazards,
the precautions were reasonable
and the risk was reduced.
• All employees were
involved in the process
• Produce an action plan to identify
the long and short term controls
needed and who will action them.
Review and update risk assessments
• Examine all risk assessments
at least once a year.
• Re-assess when the activity
or equipment changes. New
sites will need new risk
assessments each time.
• Check with employees regularly to
see if any hazard has been missed.
• Put a note in the diary to
ensure that the assessment
is reviewed on time.
In my opinion risk assessment is a
highly useful exercise in identifying
hazards and ensuring that your work
practices are as safe as possible. It
also often reduces costs and increases
efficiency by focusing attention of
dangerous practices and complacency.
The one danger is sometimes being
blind to dangerous practice by not
being able to ‘see the wood for the
trees’ hence the need to involve as
many employees as possible and
listening carefully to their comments!

New name - but it’s still the same
Chris Berry talks with Ian Moulds of Torksey
There’s a new name in the fencing
contractors world in Lincolnshire.
Or rather, there isn’t! Farmer turned
fencing contractor Ian Moulds
started Grange Fencing (Torksey)
eight years ago from his farming
base just north-west of Lincoln, but
the business he has established
and run successfully during that
time has now changed its name to
Moulds Fencing (Torksey) Ltd.
Ian is keen to stress that the reason
the name change has come about
is wholly down to the original
name itself and is not as a result of
anything financially.
‘We’re actually in a very healthy
position with a full order book for
the next 3 months. It’s just that we
needed to change the name to avoid
clashing with others.’
Ian was a farmer before coming into
fencing in 2001. He still farms 600
acres at Grange Farm but moved
out of pigs, which he had been in
for some time, in order to pursue a
fencing career.
‘I was sick of losing money on pigs
and a neighbouring farmer asked me

whether I could fence the whole of
her farm, mainly with post and wire
stock fencing for her cattle.’
It was the catalyst for the way the
business has transformed itself
today, but it didn‘t all just happen
overnight.
‘For the first five years I would
do the odd job or two during the
winter after harvest and cultivation
work. Then three years ago I took
on two full-time staff, with another
full-timer joining me since then. We
have some part-time, casual labour
too. My two lads who I took on three
years ago are now very capable at
running teams of their own within
the business, allowing me the time
in the office to generate more work.
December through to February was
a little quiet for us but in the last
month we have gained a great deal
more work. We’re quoting for an
increased amount just at present
and we‘re winning our fair share of
them.’
The business tends to fall into three
main categories and seems equally
split between each, with one-third
being security fencing, another
being post and rail, and the final
third being development work either
for construction of domestic or
industrial property.
‘We undertake around a 50/50 split
between timber and steel fence
contracting. One of our biggest
jobs recently has been installing
the running rails at Lincolnshire
Showground’s new Point to Point
track. We already do quite a bit of
work for Lincolnshire Agricultural
Society and we are also one of
their sponsors for the annual.

Ian’s farming days are far less than
they used to be and he tells of his
father, Peter, having come back to
the farm to manage it once again as
Ian is now spending 90% of his time
on the fencing side.
‘The paperwork on the fencing side
has increased by about ten-fold since
I started. But I also keep in close
contact with our suppliers too. We
have some really strong relationships
with them,’ says Ian. ‘Listers Timber

When Louis Wake started to learn
the ancient craft of dry stone walling
and lay down the foundations for
his future career little did he know
he would be working on one of
Britain’s ancient monuments.
Louis, aged 19, learned the art of
building sturdy walls without the use
of mortar during a year-long Lantra
apprenticeship under the expert
guidance of John Wilson, with
support from BTCV (British Trust
for Conservation Volunteers)and the
North Pennines Areas of Outstanding
Natural Beauty partnership. A full-
time employee in John’s business
since its completion last year, he is
among those currently working to
restore a section of Hadrian’s Wall.
John, 46, gave up the rat race and a
10-year career in the police force in
Leeds to move to the wild beauty of
Cumbria. He learned the craft on the
job from another expert waller and
is pleased to be preserving history
and be able to pass on his skills to
others.
He said: “Our aim is to preserve
what’s there as well as rebuild an
old dry stone wall that was built on
top of the original Hadrian’s Wall
around 100-150 years ago. There
is tremendous skill in mastering
the building of these walls which
can withstand a battering from the
elements for hundreds of years. A
lot of the work we do is repairing
or rebuilding farm walls which are

around 200 years old and are no
longer stock-proof.”
Louis, who lives in Newcastle, said:
“I had no idea I would ever become
a dry stone waller and I really enjoy
the job. I completed NVQs Level
1 and 2 in Dry Stone Walling and

a difficult job and has taken several
months, but we hope to complete
the project by the end of March.”
The work involves removing the
old wall, consolidating the original
Hadrian’s Wall with lime stone
mortar, before rebuilding a new
dry stone wall on top. Although we
use all of the original loose stone
available, we have to also bring in
new stone to enable the 800 metre
boundary wall to be continuous.
The project is being funded by
Natural England, with input from
English Heritage, Northumberland
National Park, Hadrian’s Wall Trust,
local architects, archaeologists and
the National Trust.

waller, based in Cumbria and
Northumberland, with more than
15 years’ experience and is a
member of the Dry Stone Walling
Association which lists 160
professional workers nationally.

to meet the stars of Phoenix Fencing Supplies...
It’s not often you go somewhere to
buy a few panels and are greeted by
the likes of Ozzy and Axl, especially
when all they seem to want is a good
rub behind the ears... but that’s the
case at Phoenix Fencing Supplies
in Basingstoke, Hampshire. Before
you wonder what the lead singer of
Guns ‘n’ Roses is doing selling trellis,
the rock stars in question are of the
Labrador variety, and it’s their owner,
Dan Tolhurst, who runs the show.
Dan’s been at the site in Swing Swang
Lane since 2003, when he took
over his former employer, Golden
Larch, after being made redundant.
Supplying fencing timber, concrete
and panels to the local trade, Dan
and his sole employee, Mark, have
a really good thing going. Friendly,
informal, and despite being in the
middle of a recession, the pair are
always busy.
When Dan says he’s here for the small
man, it doesn’t mean he’s sizeist. In
fact, Phoenix is all about those on the
small scale – providing a good service
for local contractors and retail. It’s
refreshing to meet someone who isn’t
peppering his sentences with words
like ‘big business’ and ‘success’, but
is rather more humble and realistic in
his goals to keep his customers happy,
earn a wage and enjoy going to work.
After all, isn’t that what we all want?
Dan tells me, “My aim has been to
run a profitable business, providing
decent quality gear and having a
reputation for good service. We
haven’t got any plans for investment
or expansion.”

But though he may not be ambitious,
he’s certainly set the bar high when
it comes to quality: “I only sell stuff
that I’d be happy to use myself. My
suppliers provide a lot of people in
the area with materials, but I’m the
only one who insists on having extra
batons put in, because if it means we
don’t get any come-backs and it just
costs a pound more, then I’m happy
to pay for it. Perhaps I’m fussy, but
it can be difficult to get good quality
and that’s all I want to sell.”

is to keep things simple and stick

It’s a combination of the confidence
that Dan has in his products and
his easy-going attitude that makes

he takes care of every customer that
Ozzy and Axl sidle up to: “We often
get customers that are passing by
just popping in for a coffee and a
chat, and that’s really nice. It builds
a relationship of trust and makes the

Tackling any situation

Chris Berry talks with Charlie Wright of Front Row Fencing
When you’re looking for reliability
in a sporting sense there’s nothing
more reassuring than a rampaging
front row in rugby (either union or
league for those who get concerned
about the codes!).
Two years ago Charlie Wright started
Front Row Fencing, named after the
position he plays with such vigour
for Market Rasen & Louth.
‘It was my partner who came up
with the name. We tried it out on
a few people and everyone seemed
to think it was a good idea.’ You
wouldn’t want to argue with Charlie
anyway!
He grew up on the family farm at
Springbank Farm, North Willingham
in Lincolnshire and lives just a mile
away, but as well as enjoying the
farm he always wanted to try his
hand at something different to
agriculture.
‘I enjoy being independent, making
a living on my own and with the
way things are changing in farming
that’s no bad thing.’
After attending Riseholme
University and studying for a BSc in
Agriculture Crop Production Charlie
spent a couple of years travelling
Australia and New Zealand. Whilst
in New Zealand he played both local
and representative rugby, and met
up with a fencing contractor who
also played. Unbeknown to Charlie
at the time it was to be a catalyst
for what he is doing now.
‘My plan, after travelling, was to
come back into farming but I had
a bit of a dust allergy as a kid.
When I came back I got a job with
a local farmer, assistant manager,.
but after I’d been there for about
19 months I ended up getting
bronchitis from cleaning out the
grain sheds. I was off work for about
3 months and was in a bad way.
The doctor told me that if I carried
on like that it would just get worse.
So I then really had to look at doing
something else. That was when I
decided to go into fencing. I’d done
it in New Zealand and Australia and
enjoyed it, so it seemed the right
way to go.’
It’s still early days for Front Row
Fencing but Charlie is already
picking up repeat trade and has
expanded his business substantially.
He also encompasses most types of
landscaping - but it is the fencing
which forms the biggest part of his
business.
‘We’re attracting work from
right across the county with the
majority at the moment coming
from commercial contracts. We’re
doing quite a bit on an NHS site in
Grimsby. We’ve also just picked up
a job installing rabbit fencing for a
business in York.’

Charlie, one part-timer and another
self-employed man who has a great
deal of experience and who is with

him quite a lot of the time now as
business increases.
‘It’s got to the point now where I can
leave the other two to get on with a
job whilst I get on with pricing the
next piece of work. The work is now
nearly constant enough to provide
work for him full-time.’

I hadn’t realised the difference
it would make to the business.
Previously I’d been doing everything
more manually, which was great for

our prices far more competitive.’
Charlie has also recently bought a
new trailer for the Kubota and a
bracket for the Protech to go on to
his JCB. It’s all helping in his quest
to get anywhere quickly and cost
effectively.
‘We’re definitely heading in the
right direction. We have work
coming in, but we could always do
with more.’

celebrates 25th Anniversary
A FENCE business which was
started by a father and son 25
years ago and has grown into a
company employing 50 staff is
celebrating its silver anniversary.
The Fencing Centre now has an
annual turnover of £6.3 million
after also expanding into decking,
gates and garden buildings.
Most of its products, including
fence panels, are manufactured in
workshops at the company’s three
acre site at Parley, Dorset.
It sells upwards of 50,000 6ft x 6ft
panels each year which, if laid end
to end, would stretch for 57 miles!

Raptor reserve calls for support
and Arch responds
When raptor rescue and
rehabilitation centre Turbary Woods
sought help to replace its timber
buildings and launched an appeal
to local companies, Arch Timber
Protection stepped in and offered
to treat all of the timber with its
leading preservative Tanalith E, in
support of the project.
Turbary Woods Rescue and
Rehabilitation Centre offers a unique
refuge for over 70 birds of prey
including eagles, hawks, falcons,
owls and vultures, all of which
are housed in large open fronted
aviaries and sheltered in
a woodland setting. When
the time came to replace
and upgrade the wooden
buildings that house the
birds, the support of
companies – both large and
small – has been essential.
The aviaries are mainly
constructed using timber,
and material for the
replacement buildings
has been donated from a
number of sources including the
local Travis Perkins depot. However,
the search continues for sufficient
material to complete the task. Once
sourced and prepared, the timber
will be pressure treated with Tanalith
E from Arch Timber Protection.
Because of the unique formulation
of the preservative, it is entirely
safe for use in housing the birds
and will provide the buildings with
a significantly extended service life,
even when subjected to the damp
conditions found in a woodland
environment.

buildings now need to be replaced.
But, to do this, we need local

assist with donations of timber we
would appreciate a phone call.” he
added.
The centre is now a successful,
volunteer-run, not-for-profit
organisation which rescues and
rehabilitates around 100 owls
and birds of prey every year. They
see many different kinds of birds
come into their care for a variety
of reasons. Sadly, many of the
birds cannot be returned to the
wild, which makes their ongoing
work even more important. They
work very closely with the Police
Wildlife Liaison Officers throughout
Lancashire and beyond, as well
as Raptor Rescue, the IBR, local
vets and the general public. The
team at the sanctuary holds daily
flying displays where visitors can
see the beautiful birds first-hand,
learn more about them and their
natural habitat, and hear about the
important rescue work which the
sanctuary carries out.

view on how you can
ensure you are covered
by guarantee
Guarantees for treated wood
are becoming more available,
but what does the guarantee
actually mean? Depending on
which supplier you are checking
the credentials of, what are the
finer points of the offer backing
the product up with the fencing
contractor not being left “holding
the rotten post”.
At the bottom end of the scale
there is a scheme that refers
to a five year warrantee for
stakes. Another offers fifteen
years and others all points in
between. The important aspect
from the contractors end of the
supply chain is when making the
comparison “what” is covered. All
of the offers I have seen, and there
may be others offering a better
deal, but of those checked the
guarantee covers the replacement
of timber only.
What if, say a section of close
boarding on a housing estate
fails within the guarantee period?
Who would then cover the
cost of potential claims from
householders, the labour cost to
replace with all the associated
other costs to dig up the faulty
material which would include the
rails and feather edge boards etc.

I am aware of a company who

annual safety check, two of the

found to have failed. Will he

(WPA) has just issued a news
release to the Fencing News (24
March) advising of a guidance
note regarding the preservation
of spruce in ground contact
(copy in FN possession) the WPA
have also published a four page
document “Buying Timber Post
and Round Stakes” which not
surprisingly states there is no
problem with this timber treated
properly. Reports of early failures
are attributed to non-conformity
to BS 8417 which has been
referred to in previous articles.
The only basis for all parties
to ensure that the material
purchased is fit for purpose is
for the purchaser to state user
class 4 and then state 15 or
30 years service life on their
enquiry. If, when having given
this simple detail check the prices
and confirm they are like for like.
Next step order that shown on
the quotation ensuring user class
is specified, insist on a treatment
certificate showing the pack
number when delivered matches
that number on the treatment
certificate which must also show
the quantity, sizes and species of
the timber within that pack. This
is the best guarantee – better
than any marketing tool as this
document will go a lot further
than a manufacturer’s limited
guarantee should a dispute arise.
What the level of treatment that
can be expected from imported
timber must be a decision
for the purchaser and if so is
price the sole decision maker –.

Opportunities shine amid the gloom

much good news. However a new
study by industry analysts Plimsoll
Publishing, suggests that the current
economic downturn represents one
of the biggest opportunities in a
generation, if you have the courage
and the capital.
The study has rated each of the UK’s
leading 800 Fencing companies on
their acquisition attractiveness. It
found that 103 companies are ‘ripe

Be on your guard, the recession
provides opportunity for fraudsters

Industry insiders and the police are
warning fencing and construction
companies to be aware of the latest
scam which appears to be taking
advantage of the difficult trading
times.
Bogus companies, posing as
genuine businesses are conning
contractors into installing fencing
and then disappearing; owing fencing
companies tens of thousands of
pounds. One fencing contractor, who
did not want to be named said, ‘We
were asked to tender for some work
by a company that looked genuine.
We needed the work and put in a low
bid and won. Only when we started
chasing our money did we find
the company did not exist and had
cleverly chosen a trading name which
was very similar to that of a genuine
large company that we had already
checked out on the internet, and so
thought we were safe.’
The bogus company was in fact
posing as a management company,
claiming it had a client wanting the
work doing, and although the fence
has been erected on a third party’s
land, that person also claims to
have been duped by the bogus
management company. ‘We can go
and take our fence back, but to enter
the land requires a court order and
more large bills,’ said the company
spokesperson.
The police warn that callous criminals
are cashing in on the recession. In
these difficult trading times some
companies are simply glad of the
work, and can relax their normal
checks, which would help to ensure
they are not ripped off by fraudsters.
Even though the recession is biting,
there is still a need for due diligence
and there are some simple steps
contractors should take to avoid
being conned.

Gordon Callander, President of the
UK Forest Products Association,
said that the Association and its
Members were pleased and relieved
to hear that Roseanna Cunningham,
the Minister for Environment has
decided that plans to lease 25% of
the Forestry Commission estate to a
single entity for 75 years will not be
taken forward.
The controversial proposals, which
formed part of a recent consultation
on forestry provisions in the new
Scottish Climate Change Bill caused
widespread alarm amongst virtually
all wood processing businesses in
Scotland and a wide range of other
stakeholders. The public consultation
resulted in more than 500 responses
and 71% of respondents commented
negatively on the leasing proposals.
Mr Callander said “Whilst we all wish
to see increased focus on commercial
woodland creation in Scotland, wood
processors were very seriously
concerned about the impact that
leasing of some of Scotland’s prime
productive commercial forests to
a single entity for 75 years could

wood supply and as a consequence,
confidence in the sector. After all,
without security of wood supply, there
would be little confidence amongst
businesses to continue investment in
wood processing facilities.”

collective sigh of relief at this news;
good sense has prevailed. We hope
that the Minister for Environment and
her officials in Forestry Commission
Scotland will be willing to work with

woodland in Scotland. We recognise
that there is a need for a wider debate
about land use, but time is of the
essence – we need more commercial
conifer forestry established as a
priority, in order to guarantee supplies
for the wood processing sector in the

TWO FOR THE PRICE OF ONE
FENCING NEWS VISITS LONGERLIFE POSTS AND SWAN TIMBER

Andy Swan already had an
established fencing supply business
when he decided to try and offer a
solution to the looming problem of
getting a decent ‘lifespan’ on treated
posts for use in ground contact
situations. Sixteen months ago he
set up Longerlife Posts with Kenny
Lewis as General Manager to ensure
it ran smoothly.
“We wanted to be able to offer post

guarantee,” Kenny told me on my
recent visit. “So Andy decided on
the ‘Postsaver’ system to offer a
range of products incorporating its
bitumen and polyurethane sleeve.”
‘Postsaver’ is a system where a
polyurethane sleeve covers several
layers of bitumen and is simply
slid down a treated post to a pre-
determined position ensuring at
least 50mm of sleeve protrudes
above the ground contact point.
The post is pre-treated by Swan
Timber to comply to Hazard Class
4 and the completed post has the
sleeve heated for thirty seconds so
the bitumen melts and sticks to the
post tightly. In a very short space
of time the ‘Postsaver’ machine
became a valuable addition to the

Fencing News Shooting Day

The first ever Fencing News
shooting day was held on Friday 6th
March and happily, was a complete
success. The weather was great for
early March and after a long hard
winter, the sun beamed down with
all the promise of an early spring.
I’ts hard to believe, but some of
the participants even picked up an
unexpected touch of sunburn!
It was held at Park Lodge Shooting
School outside Snaith, and an
excellent turnout helped us raise
£550 for the MacMillan Cancer Care
and Support Charity.
We had regular shooters competing
from Atkinson Fencing, Burn Fencing
and Jon Walker Timber, and the
winner of the three-man flush was
our very own Yorkshire Generators
After a strenuous days shooting, we
all retired for a lovely meal held at
the Brewers Arms in Snaith – and
we highly recommend the grub – it
was fabulous!

event and hopefully there will

A FLEEt OF PROTECH
MACHINERY IS A SUCCESS...
Peter Mepsted finds out why
As the proud owner of no less
than three Protech Post Rammers,
Uttoxeter based Richard Weston
could be described as having
something approaching a fleet of
them!
Two Protech 300’s (with 300kg
weights) and a Protech 18S (with
210kg weight) make up this fleet
of equipment and are used on
his tractors and a three ton mini
excavator respectively. With these
set ups, Richard commented that
he was regularly erecting stock and

up to 230mm diameter posts with
a length of 2.8metres. He added
that he mainly uses the tractor
mounted 300’s but that he added
a mini with the 18S to allow him
to work in more difficult areas that
the tractors cannot easily access.
