Panchayat heads protest 'hollow Multi-layered security for Modi rally in UP promises' at Rahul's Jammu rally
Sarpanch interrupts Rahul's speech in J&K, complains about Omar govt
JAMMU: Pitching strongly for empowerment of panchayati raj institutions in Jammu and Kashmir, Congress vice president Rahul Gandhi on Wednesday promised sarpanches that his party will fight for their rights and build pressure on the state government for it. Gandhi's meeting with elected members of local self- government (panchayati raj) also witnessed some drama with one of sarpanches complaining to him in the middle of his speech that they received "nothing from the state government". "We have got nothing from the state government. Whatever we got, we got from the central government," shouted one of the sapanches, prompting Gandhi to assure him that they will be empowered eventually. JAMMU, NOV 06: Congress vicepresident Rahul Gandhi's Panchayat rally in Jammu was disrupted on Wednesday when some panchayat leaders criticised the Central government for "repeatedly making promises but not fulfilling in the last three years". Barely five minutes into Mr. Gandhi's address to a gathering of over 5,000 panchayat members at the Maulana Azad Stadium, sarpanch of Ram Nagar Parikshit Singh got up and loudly objected to the
Congress leader's "hollow promises". At that point of time, Mr. Gandhi was asserting in his speech that too little had been done for empowerment of the panchayati raj institutions in Jammu and Kashmir in the last couple of years. As Mr. Gandhi began his speech stating that the Congress would increase it's pressure on the Omar Abdullah government for introducing the provisions of the Constitution of India's 73rd amendment in the State, Mr. Singh 8Contd p2

Many of the participants joined and raised slogans for empowerment of the panchayati raj institutions in Jammu and Kashmir, leading to abrupt termination of Mr. Gandhi's speech. It further added to the chaos and confusion and the gathering moved out, without listening to Ambika Soni's announcement that grants of Rs. 10 lakh would be provided to each panchayat in the State. Chronic stress' effects can New drug combo makes be traced to your genes cancer cells 'eat themselves' body in ways that affect
behavior and health. The mice are repeatedly subjected to stress that might resemble a person's response to persistent life stressors. In this model, male mice living together are given time to establish a hierarchy, and then an aggressive male is added to the group for two hours at a time. This elicits a "fight or flight" response in the resident mice as they are repeatedly defeated by the intruder. Under normal conditions, the bone marrow in animals and humans is making and releasing billions of red blood cells every day, as well as a variety of white blood cells that constitute the immune system. In this work, the researchers compared cells circulating in the blood of mice that had experienced repeated social defeat to cells from control mice that were not stressed. The stressed mice had an average fourfold increase in the frequency of immune cells in their blood and spleen compared to the normal mice. The study has been published in the journal Proceedings of the National Academy of Sciences.
WASHINGTON, NOV 06: A new study has showed that chronic stress alters gene activity in immune cells before they reach the bloodstream. With these changes, the cells are primed to fight an infection or trauma that doesn't actually exist, leading to an overabundance of the inflammation that is linked to many health problems. Ohio State University scientists made and their colleagues from other institutions, testing blood samples from humans living in poor socioeconomic conditions, found that similarly primed immune cells were present in these chronically stressed people as well. Co-lead author John
Sheridan, professor of oral biology in the College of Dentistry and associate director of Ohio State's Institute for Behavioral Medicine Research (IBMR),sa di that the cells share many of the same characteristics in terms of their response to stress. He said that there is a stress-induced alteration in the bone marrow in both our mouse model and in chronically stressed humans that selects for a cell that's going to be pro-inflammatory. Sheridan and colleagues have been studying the same mouse model for a decade to reveal how chronic stress - and specifically stress associated with social defeat - changes the brain and
WASHINGTON, NOV 06: A new drug combination therapy, which is being developed at Virginia Commonwealth University Massey Cancer Center effectively, killed colon, liver, lung, kidney, breast and brain cancer cells while having little effect on noncancerous cells. The results lay the foundation for researchers to plan a future phase 1 clinical trial to test the safety of the therapy in a small group of patients. "It is still too premature to estimate when a clinical trial will open to further test this drug combination therapy, but we are now in the planning phase and encouraged by the results of these laboratory experiments," Andrew Poklepovic, M.D., oncologist and member of the D e v e l o p m e n t a l Therapeutics research program at VCU Massey Cancer Center and assis-
tant professor in the Division of Hematology, Oncology and Palliative Care at VCU School of Medicine, said. "We are also encouraged by the fact that the drugs used in this therapy are either already approved by the FDA to treat certain cancers or are currently being investigated in other clinical trials," he said. The study led by Paul Dent, Ph.D., demonstrated that the drugs sorafenib
and regorafenib synergize with a class of drugs known as PI3K/AKT inhibitors to kill a variety of cancers. Sorafenib and regorafenib work by blocking the production of enzymes called kinases, which are vital to the growth and survival of cancer cells. Sorafenib is currently approved by the FDA to treat kidney and liver cancers, and regorafenib is currently approved for the treatment of colorectal cancer. However, sorafenib and regorafenib do not directly affect PI3K and AKT kinases, which are also very active in promoting cancer cell survival. The addition of a PI3K/AKT inhibitor to the combination of sorafenib and regorafenib dramatically increased cell death and was even effective against cells with certain mutations that make one or the other drug less effective.
WASHINGTON, NOV 06: A new study has found that women who stick to Mediterranean diet, which emphasizes the consumption of healthy fats, are 40 percent more likely to live past age 70. According to Medical Daily, researchers from Harvard School of Public Health and Brigham and Women's Hospital in Boston used questionnaires to ask 10,670 women in their late 50s or 60s about their health, dietary habits and physical well-being. This initial phase of the study was conducted between 1984 and 1986. Fifteen years later, the researchers contacted the same group of women and administered followup questionnaires, in addition to checking up on their mental and physical well-being. Overall, the researchers discovered that women
who had adhered to the Mediterranean diet were more likely to have lived past age 70, Fox News reported. Additionally, these women were also less likely to have developed conditions like Parkinson's disease, heart disease and diabetes. According to the American Heart Association, people on the Mediterranean diet typically consume over half of their calories from healthy monounsaturated fats, usually found in olive oil. The study is published in the Annals of Internal Medicine.

BJP-PDP won't succeed in dividing people of J&K: Rana
JAMMU, NOV 06: Cautioning people against disruptive and communal elements, Provincial President National Conference Mr Devender Singh Rana on Wednesday said that Jammu and Kashmir has to flourish as a single entity and shinning abode of various faiths, as per its glorious ethos. Addressing a daylong convention of All Jammu and Kashmir Central Paramilitary Forces Welfare Association this afternoon, Mr Rana exuded confidence that people will maintain unity and foil the communal and misleading elements with their full might. He castigated Bharatya Janata Party and Peoples Democratic Party for their hidden agenda of dividing the people on communal and regional lines with a bigger plan of weakening secular forces. "They have been hand in glove in exploiting the situations, like the one in Kishtwar recently, in a bid to flare up passions and polarise the people on religious and regional lines. In this context, he referred to the bonhomie of these two parties during 2008 Amarnath land row agitation and resultant wedge between the two regions. "National Conference foiled these attempts with the cooperation of the people of Kashmir and Jammu, and will continue to do so whenever the singular entity of the State is threatened", he maintained. Mr Rana took on PDP for its duplicity, saying its leaders were exploiting the sentiments of people in Kashmir by describing the State as a colony of India and speaking quite contrary to it when in Jammu. "PDP stands exposed for the double standards it has been pursuing in lust of power", he said. Taking a dig at BJP for pursuing their own set of nationalism, Mr Rana said their jugglery cannot work in dividing the people on religious lines. "They are suffering from a unique syndrome of treating those who support them as nationalists and others not so nationalist", he said and reminded BJP leaders that India belongs to all, irrespective of their regional or religious affiliations. The Provincial President expressed concern over emergence of communal forces across the nation and described it as bad omen for the unity of the country. He exhorted the people to alienate these forces in order to retain the unique secular character of the State and the nation. Referring to measures being taken by the government led by Omar Abdullah for economic emancipation and employment generation for the youth, the Provincial President said that the Chief Minister has taken up with the Centre the issue regarding special recruitment package for youngsters residing in the border belts from Kathua to Gurez.

Ind vs WI: India 37/0 at stumps on Day 1 after West Indies score 234
KOLKATA: Pacer Mohammed Shami announced his arrival on the Test arena by scalping four wickets in a dream spell against the West Indies as a dominant India started Sachin Tendulkar's farewell series by taking early control of the first Test on Wednesday. Shami returned impressive figures of 4-71 in 18 overs as India bowled out the visitors for a paltry 234 after they opted to bat at the Eden Gardens on the opening day. At stumps, India were comfortably placed at 37 for no loss with the two openers, Shikhar Dhawan (21) and Murali Vijay (16), at the crease. At the end of first day's play, India trailed the West Indies by 197 runs with all their wickets intact. West Indies skipper Darren Sammy's decision to bat may have prevented the crowd from watching Tendulkar bat on the first day itself, but the 40-year-old retiring legend did his bit with the bowl picking up a wicket in his first over itself, taking his Test wicket tally to 46. While Tendulkar was undoubtedly the cynosure of all eyes, Shami grabbed the opportunity with both hands Pradesh, Shami moved to Bengal eight years ago on coach Badruddin SIddique's insistence as there were not many opportunities for the young pacer in his home state. Son of a farmer, Shami, who hails from a remote village called Sahaspur about 22kms from Moradabad, found his calling in Kolkata where club cricket was very much active as he went on to ply his trade for clubs like Dalhousie AC and Town before being called for Bengal under-22. He was also a part of the Kolkata Knight Riders squad in IPL 2011 and the tips from bowling consultant Wasim Akram proved invaluable. It was a good move by Dhoni as he preferred Shami over the out-of-sorts Ishant Sharma, who, incidentally, gave the Test cap to the debutant pacer. The other debutant of the day was Rohit Sharma and he got the cap from Tendulkar. Shami showed fine fitness as he bowled in four spells with the third being the longest and most fruitful (7-0-30-2). He was at his best in the last spell that read 3-1-2-1. Shami was also instrumental in Darren Bravo's run-out as West Windies committed a harakiri in the middle, losing three wickets in as many overs to tilt the match in favour of India. Shami got his maiden Test scalp in the form of Powell (28) after Bhuvneshwar Kumar gave the initial breakthrough, taking the prized wicket of Chris Gayle (18). India exploited the slow Eden pitch to good effect as Bhuvneshwar dismissed Gayle with a low delivery. Both the WI openers looked impatient and got out in the space of four overs. Playing his first Test at his home ground, Shami was impressive from the first over as he troubled both the openers. With his second ball, Shami nipped one back against Powell, but the height saved the left-hander who appeared a little tentative to start with. Gayle, on the other hand, went about in his usual brisk manner and even had an inside edge off Shami but was lucky as the ball missed the stumps. Dhoni made a smart change, bringing in Shami from the High Court end that resulted in the wicket of Powell. Samuels slowly repaired the damage as he completed his 19th half century in his happy hunting ground, where he had scored his maiden Test hundred in 2002, as the Caribbeans went to lunch smiling. Shami castled Samuels with a sharp in-cutter to grab his second wicket, which broke a fine 91-run partnership with Bravo. Dhoni gave the last over before tea to Tendulkar, bringing the crowd on its feet. It turned out be a masterstroke by the 'Captain Cool'. After bowling three deliveries, the maestro unleashed a flipper and Shillingford had no answer. Teams: India: MS Dhoni (Capt.), Shikhar Dhawan, Murali Vijay, Cheteshwar Pujara, Sachin Tendulkar, Virat Kohli, Rohit Sharma, Ravichandran Ashwin, Bhuvneshwar Kumar, Mohammed Shami, Pragyan Ojha. West Indies: Darren Sammy (Capt.), Chris Gayle, Kieran Powell, Darren Bravo, Marlon Samuels, Shivnarine Chanderpaul, Denesh Ramdin, Shane Shillingford, Veerasammy Permaul, Sheldon Cotterrell, Tino Best.

Earlier, West Windies were placed were placed comfortably at 107 for two at lunch, but Shami wreaked havoc in the second session, extracting excellent reverse swings from the Eden pitch to trigger a collapse. The touring side lost eight wickets for 96 runs to be skittled out in 78 overs. Samuels scored 65 off 98
balls with the help of 11 fours and two sixes. About 40,000 turned up on the first day, expecting Tendulkar to bat. While that did not happen, with the ball he turned the clock back as he trapped Shane Shillingford in front of the wicket with a straighter one after bowling three turning deliveries. Left-arm spinner Pragyan Ojha (1-62) too impressed with his tidy bowling but he was unlucky twice with skipper Dhoni dropping Samuels and Shane Shillingford on two occasions. Ravichandran Ashwin claimed 2-52. Born in Moradabad in Uttar
LONDON: Novak Djokovic has made a scathing attack on the anti-doping programme in tennis in a furious response to his fellow Serb Viktor Troicki's ban for missing a drugs test. World number two Djokovic was shocked to hear on Tuesday that Troicki had been told by the Court of Arbitration for Sport (CAS) that he must serve a 12-month ban. Troicki had originally been suspended for 18 months by an International Tennis Federation anti-doping tribunal but had appealed to CAS to have the sanction overturned. He refused to take a blood test at the Monte Carlo Masters in April because he was feeling unwell and has a severe phobia of needles. The player has always maintained the doping control
officer (DCO) had assured him he would not face punishment. The verdict came only 11 days after Croatia's Marin Cilic had his ban for failing a doping test reduced from nine months to four months by CAS. "It's very bad news that we got for him, and for me, for all of us who are close to him," Djokovic said. "Now in Viktor's case, he's going to be sanctioned until July next year, and this lady, the DCO, she's going to come back tomorrow for the job. Nobody is going to answer for that. Only him. Why? "For me, this is total injustice. It's just incredible." The ATP, the governing body for players and tournaments on the men's tour, did not escape Djokovic's wrath either as he accused them of failing to support Troicki.
LONDON: Roger Federer's smile touched his eyes when cricket star Sachin Tendulkar's name was invoked. "Hey! I'm a cricketer too," he said, shrugging his shoulders, before adding, "at heart." Federer's father Robert is Swiss, but his mother Lynette is South African and that's where the tennis great's love for cricket comes from. The tennis superstar has long kept track of games in the
cricketing world, particularly those involving India's superstar Sachin, who he met at Wimbledon two summers ago. Sachin Tendulkar will bid adieu to cricket in Mumbai in a fortnight, playing his 200th Test match. In an exclusive chat with The Times of India Federer said, "it is always sad when the curtains come down on a great career. I'm really happy for him that
MIRPUR (Bangladesh): Colin Munro smashed 73 and Anton Devcich 59 in leading New Zealand to a 15-run win over Bangladesh in the tourclosing Twenty20 on Wednesday. Chasing a target of 205, Bangladesh faltered on 189-9 in 20 overs, as the top order failed to stand up in the face of good bowling. For New Zealand, Ross Taylor added 28 while Corey Anderson hit 18 to propel
New Zealand to 204-5, its highest T20 total against Bangladesh. Bangladesh debutant AlAmin Hossain finished with 2-31. Abdur Razak claimed 1-19 and Ziaur Rahman took 1-26. Captain Mushfiqur Rahim top-scored for Bangladesh with 50, Mahmudullah added 34 and Nasir Hossain scored 28. Tim Southee returned 338 and Corey Anderson took 2-21.
HOBART: Skipper Alastair Cook and Michael Carberry put England in a commanding position with unbeaten centuries on the opening day of their tour match against Australia A on Wednesday. At the close, England had batted all day and were 318 without loss after winning the toss, with Cook unbeaten on 154 and Carberry, preferred as opener to Joe Root, on 153. A dominant Cook conjured memories of his last triumphant Ashes tour of Australia three years ago with another big innings off 272 balls. Carberry all but played his way into the Test team for the Ashes series opener against Australia in Brisbane on November 21 with his patient 288-ball innings, which included 22 boundaries and two sixes. The 33-year-old Hampshire left-hander was given his chance to open with Cook after Root was bumped down to number five in the batting
order for the Hobart game. Carberry followed up his 78 in last weekend's drawn opening tour game against the WA Chairman's XI in Perth with another impressive audition for a Test spot. Root appears to have paid the price for England's brittleness in the top order during the July-August Ashes series when the home side failed to pass 400 in any of their innings. On six occasions, England were three down for less than 65 runs and, aside from a big 180 at Lord's, Root struggled against Australian quicks Ryan Harris and Peter Siddle, who are likely to again have the new ball in Brisbane. Australian leg-spin great Shane Warne said on Monday that Root would be "crucified" if he was picked to open in the Tests and he is likely to find a place lower in the order as he averages 40 with two centuries from just 11 matches. Cook, also criticised by Warne as a negative and
unimaginative captain, showed glimpses of his best form in the 2010-11 Ashes in Australia, when he scored an unbeaten 235 and two other centuries. England had an easy time against the thin Australia A bowling attack under sunny skies with just two recognised seamers in Trent Copeland and Ben Cutting along with all-rounder and captain Moises Henriques. It was a deliberate tactic by Australia not to pick bowlers in Ashes contention for the Hobart match, however the plan might have backfired with England's openers given an armchair ride into the coming Test series. Cook, batsman Kevin Pietersen, spinner Graeme Swann and paceman Stuart Broad were selected for their first outings on tour after all missed the Perth match. Gary Ballance was included again after his first-ball duck in Perth as he bids to win the number six batting spot in the opening Ashes Test.

CHENNAI, NOV 6: The spacecraft would go around Earth five times before going out of the earth-bound orbit into sun-centric orbit on December 1, 2013 A day after its successful launch, Indias Mars Orbiter spacecraft was functioning smoothly in the Earths orbit and ready for orbit raising operations on Thursday. Since its injection into Earths orbit yesterday, it has been functioning smoothly on the orbit. We are planning to perform orbit raising manoeuvres in the early hours of tomorrow, an ISRO spokesman told PTI over phone. Right now, the Mars Orbiter Mission is on its first round around the Earth, ISRO sources said. The spacecraft would go around the Earth five times before going out of the earth bound orbit into sun-centric orbit on December 1, 2013. It will then go around the sun embarking on its nine-month voyage to the red planet. ISROs PSLV C25 had successfully injected the 1,350kg Orbiter into the orbit around Earth some 44 min-
THANJAVUR, NOV 06: The controversial Mullivaikkal memorial (Mullivaikkal Ninaivu Mutram) was declared open in Thanjavur on Wednesday by P. Nedumaran, president, Ulaga Thamizhar
Peramaippu. Earlier on Tuesday, the Madurai Bench of the Madras High Court had granted permission for the memorial, advocate Nalladurai said. "This memorial has been built with help from the
Tamil diaspora. This is one of the unique artworks built with toil for more than three years. Those who do not want it to be here and those who don't want it to be inaugurated are "Tamil betrayers", Mr. Nedumaran said. The
utes after a text book launch at 2.38 p.m. from the Satish Dhawan Space Centre at Sriharikota, marking the successful completion of the first stage of the Rs. 450crore mission. Since the launch, the control of the mission has been taken over by scientists at ISRO Telemetry, Tracking and Command Network (ISTRAC) at Bangalore. According to a satellite tracking system website
www.n2yo.com, the MOM spacecraft had just crossed Nigeria and was flying over Chad, as on 1.09 p.m. Indias MOM was at a perigee of (closest point from Earth) of 264.1 km and an apogee (farthest point from Earth) of 23,903.6 km with a degree of inclination of 19.3 degree. However, according to the website, MOM would not fly over India, as its trajectory would cross the Indian Ocean, after leaving African
continent from Somalia in the afternoon. The International Designator or the NSSDC ID of Indias Mars mission is 2013-060A. The International Designator is the international naming convention for satellites, comprising the launch year, a three digit incrementing launch number of that year and up to a three letter code representing the sequential identifier of a piece in a launch.

the actual gap is about 15 million tonnes, he added. We hope that the success will depend on the investment coming from the private
Jayalalithaa flags off Roll-out of LPG through test run of metro rail bunks in Kerala may take time
KOCHI, NOV 6: Rolling out the project to sell 5-kg non-subsidised LPG cylinders through fuel bunks may take more time in the State going by the feedback from oil companies. The project is likely to be a boon for ballooning floating population fuelled by the growing IT and construction sectors. They often find it difficult to secure LPG connection. Once implemented, it will enable a customer to take home LPG cylinder from a petrol pump by just flashing an ID proof. A senior official of a major oil company told The Hindu that the project would take time. Potential petroleum dealers would have to be identified since all bunks cannot be covered under the project. Safety parameters like storage space that was flame-proof and devoid of electric connection should be ensured besides securing quite a few approvals, including the explosive licence, the officer said. Pricing will be volatile since it will be market-driven. For instance, in Chennai where the project has been implemented, a first-time customer has to pay Rs. 1,649 per cylinder Rs. 1,000 towards the cost of the cylinder, Rs. 145 as VAT and Rs. 504 for LPG (LPG price changes monthly with marker prices). The price goes up to Rs. 2,133 if the cost of regulator and hose, sales tax, and administrative or handling charges of petroleum dealers are also factored in. Unlike in the case of domestic subsidised LPG where the oil company remains the owner of the cylinder, under this project the ownership is transferred to the customer. He will have the option to surrender the cylinder in which case he will be able to get a refill by paying LPG price alone. Senior official of another oil company said it had not received any circular on the implementation of the project in the State. Initially, the project is likely to be restricted to a limited number of cylinders through selected company-owned and company-operated fuel bunks. We are not expecting a huge demand from the very outset. Since five or ten cylinders weighing probably 50 kg will be kept at each fuel pump, separate licence may not be needed, he said. The Gas Cylinder Rules exempt from taking licence for possession of LPG not exceeding 100 kg at any one time.
CHENNAI, NOV 6: Chief Minister Jayalalithaa on Wednesday flagged off the test run of the rolling stock of the Chennai Metro Rail system, marking an important milestone in the execution of the Metro Rail project. Before flagging off at the Koyambedu depot here, she spent about 10 minutes inside the four-coach train car. Chennai Metro Rail Limited
Managing Director K. Rajaraman explained to her features of the train car. The Chief Minister went to the driver's cabin of the train car and spent some time there. She also switched on the flow of traction power to the 800metre-long test track. She waited till the train car completed its test run and returned to the spot, from where the car started.

offer scholarships from the academic session of 2013-14. The government has made provision of Rs. 7.68 lakhs for the provision. The scholarship will be encouragement for students to select biotechnology as their career, said Prof U. B. Mohapatra, Director Biotechnology in Science and Technology department. Despite State governments attempt to attract students to biotechnology stream, lack of job opportunities in the sector was triggering gradual disinterest among students. The biotechnology sector in eastern Indian States is yet to take off. Besides, there is hardly any opening in government sector. Although biotechnology is taught in eight universities, Odisha Public Service Commission has hardly come out with advertisement for recruitment of faculties in biotechnology stream. Slender faculty In undergraduate level, the biology faculties in colleges double up as biotechnology faculties. Similarly, major universities also struggle with slender faculty position. In Utkal University, only one faculty member in biotechnology bears burden of entire department. North Odisha Universitys condition was a little better with having three faculty members. The State government has

7 Gandhijis charkha sold for 1,10,000 at London auction Launch prompts debate in China on space race
STUDENT AGE THURSDAY, NOVEMBER, 07, 2013
LONDON, NOVEMBER 6: A portable teak charkha belonging to Mahatma Gandhi that he used while in Yerwada prison, and in 1935 gifted to the American Free Methodist missionary Reverend Dr. Floyd A. Puffer (1888-1965) was auctioned for 1,10,00 at the Mullocks auction house here on Tuesday. Its guide price was 60,000-80,000. The charkha was part of a cache of several lots of Gandhiji-related memorabilia including a draft Will that he signed on September 23, 1926, which was auctioned for 20,000, several postcards, photographs, posters, stamps, books on Gandhi, and even a bust of his. According to the catalogue,
the origins and operation of the Yerwada charkha are described in American monthly Popular Science in December 1031 as a portable spinning wheel that folds into a bundle about the size of a portable typewriter and has a handle for carrying. When unfolded for use, it is operated by turning a small crank, which runs the two wheels and spindle of the device. After he was released from prison in 1933, he presented the charkha to Rev Puffer and his wife who worked as missionaries close to Wardha. He visited them several times from 1934 onwards, and established his own ashram in Wardha in 1936. The Will is one of several that Gandhiji wrote.
Written in Gujarati with translation the highly important document, the catalogue states, supersedes the Will, dated 1921, which was sold in these rooms on May 21 this year, and provides an historic insight into Gandhis thinking and his speculations for the future some five years on from his previous will. There are several corrections that appear on the document in Gandhijis hand attested to by witnesses. The precision in the wording of his final Will in which Gandhi leaves his tangible and intangible possessions to the Navjivan Trust is missing in the Will that was auctioned on Tuesday although it is clear that Gandhis heir is the trust that runs his ashram.
To it he leaves his books and writings, and the earnings from all my writings, books or their copyrights and from anything that is considered as
my personal property to be used for the development of the Satyagraha ashram by the trustees during that time accordingly.
BEIJING /SHANGHAI, NOVEMBER 6: Tuesdays launch of the Mars Orbiter from Sriharikota has generated attention and debate in neighbouring China, which failed in its bid to put into orbit a Mars mission just two years ago. While Chinese officials on Tuesday made clear that they did not subscribe to the narrative of competition in space between India and China, several State media outlets and Chinese bloggers, nevertheless, saw Indias mission as posing a direct challenge to Chinas capabilities. Chinese Foreign Ministry spokesperson Hong Lei told reporters China was of the view that the international community should make joint efforts to ensure peace and sustainable development of outer space. Every country has the right to make peaceful explorations and use of outer space, he said, when asked about India's mission at a regular briefing. He rejected the suggestion put forward by a
reporter that China had apprehensions about Indias space programme. Political mutual trust between our two countries has increased and mutual cooperation has expanded, Mr. Hong said. Others, however, saw Indias ambitions as posing a challenge to China. With India striving so hard to explore space, China should continue to invest more on space exploration, wrote b l o g g e r Yinxiangzhongguo on the popular Twitterequivalent Sina Weibo. The Global Times, a tabloid known for its hard-line views published by the Peoples Daily newspaper, said in an editorial India has an ambitious goal of leading Asia in this area, especially having an advantage over China, as it attempted to join the elite group of the U.S., Russia and the EU in carrying out Mars exploration. As poor as India is, New Delhi managed to carry out its Mars exploration programme with a budget of only $73 million, much less than
the spending of China and Japan, the newspaper said. Nonetheless, it added, it is not immune from critics at home and abroad, who wonder whether it's worthy for a country where more than 350 million people live on less than $1.25 a day and one third of the population are plagued by power shortages to spend millions of dollars travelling hundreds of millions of kilometers for a few Mars pictures. The newspaper drew a parallel between Indias complicated public opinion environment and that which China has to face as it has invested billions into its space programme. China is building its strategic power as well
as developing its livelihood. Becoming a great power is required to manage all-round development. Thats why India wont give up developing space, aircraft carrier and nuclear submarines in spite of its poor conditions, the newspaper said. China must keep alert on populism, avoiding letting it kidnap the national strategic interests. In front of an India that is striving to catch up with China, we have no other choice but to construct our comprehensive strategic power. China has itself made great strides in its space programme, most notably going forward with ambitious plans to put up its own space station in 2020.
Philippines braces for Brazilian govt to use anti-spying email super Typhoon Haiyan
MANILA, NOVEMBER 6: Philippine officials on Wednesday raised the alert for a powerful typhoon threatening the countrys eastern coast and urged residents to leave highrisk areas before the storm hits. Typhoon Haiyan was barrelling towards eastern and central provinces with maximum winds of 240 kilometres per hour (kph) and gusts of up to 295 kph. It was expected to intensify as it neared land, weather forecasters warned. Haiyan, which will be called locally as Yolanda, was expected to make landfall over the eastern provinces of Samar and Leyte on Friday. Interior Secretary Mar Roxas urged residents to be prepared for evacuation, especially those living along coastlines and other high-risk areas. All our preparation will be for nothing if we will still wait for the typhoon to arrive before we act, he told a meeting of disaster relief officials and workers. Every minute is important to ensure that lives are protected. Among the areas expected to be battered by Haiyan are the provinces of Bohol and Cebu, which were struck by a magnitude-7.2 earthquake on October 15 that killed 222 and left nearly 400,000 homeless. RIO DE JANEIRO, NOVEMBER 6: Brazil published a decree on Tuesday, ordering all federal government agencies to use a new encrypted email system to curb spying. The South American country decided to take the measure to protect official communications from US snooping, reported Xinhua. The new encrypted system, announced last month and created by the governments Federal Data Processing System (Serpro), will take effect in March 2014. It does not apply to State-run companies such as oil giant Petrobras that have their own systems. The decree states that government communications should be transmitted through telecommunications networks and information technology services provided by organisations or bodies belonging to the public federal administration. Government contracts with technology service suppliers will be exempt from the usual bidding process, in order to protect national security, it said.

NEW DELHI, NOVEMBER 6: Armed with greater powers to deal with fraudsters and market manipulators, SEBI has initiated nearly 200 attachment proceedings for recovery of investors money and unpaid penalties from various defaulters. The proceedings have been launched in a period of little over a month and have been initiated as part of SEBIs new powers to order freezing of bank accounts, attachment of properties, conduct of search and seizure operations and launch of recovery proceedings. Besides, the capital markets regulator is also holding consultation with CBI, Tax Department, ED and other investigative and enforcement agencies to beef up its own competence in exercising newly granted powers, officials said. The Securities and Exchange Board of India (SEBI) has also set up a separate recovery department under its Enforcement Division to carry

defaults, officials said. Through an ordinance promulgated by the government, SEBI has been given direct powers to freeze bank accounts, attach properties, conduct search and seizure and initiate recovery proceedings. To replace this ordinance, the Securities Laws (Amendment) Bill, 2013 is expected to be presented before Parliament in the next session. The ordinance has already been promulgated twice, the last being in September. SEBI has been seeking these powers for long to better regulate markets and take to task the fraudsters and other defaulters more effectively. Soon after the promulgation of the ordinance, SEBI began exercising these powers and has put in place necessary operational mechanism, including those requiring changes in the manpower deployment. As part of its recovery proceedings, the regulator has served orders to various banks to attach the accounts of those who have not paid penalties imposed on them for violations of various securities market regulations. These include freezing of bank accounts for recovery of funds totalling nearly Rs 1,550 crore, which includes over Rs 1,500 crore for one single case involving an illegal collective investment scheme in West Bengal. In this case, SEBI has ordered attachment of over 50 bank accounts of MPS Greenery Developers for recovery of Rs 1,520 crore, along with applicable returns, collected from investors through its illegal schemes. SEBI has also issued notices for attachment of bank accounts in other matters, including Pyramid Saimira case of 2012 and IPO fraud of 2003-2005. Besides, the recovery proceedings have been initiated against many entities for their failure to make the penalties imposed on them for various securities market violations. MUMBAI, NOVEMBER 6: Extending its losing run to the second day, the benchmark BSE Sensex on Wednesday fell by 80 points to over one-week low as investors booked profits in consumer durable, banking and metal shares. An upsurge in software exporters, like TCS, Infosys and Wipro, however capped the losses to some extent after rupee fell to 62-levels against the dollar. After losing 265 points in the previous sesssion, the Sensex fell further by 79.85 points, or 0.38 per cent, to 20,894.94 - its worst closing since 20,570.28 on October 28. The gauge had rallied to an alltime high on Sunday in a special Muhurat trading session with foreign investors remaining net buyers for over 21 straight days, better-thanexpected corporate earnings and renewed optimism over the economic recovery. In 30-share Sensex pack, 20 stocks declined led by State Bank of India, RIL, ICICI Bank, HDFC Bank, Jindal Steel, Hindalco, Hindustan
Power starved Southern Grid to be linked with the National Grid by early next year
NEW DELHI, NOVEMBER 6: The South India region is likely to get a big power boost as the integration of the Southern power grid with the national grid, which will allow it to draw power from various grids of the country, is likely to be completed by January next year. The work on the major 800 KV circuit between Raichur in Karnataka and Sholapur in Maharashtra is going on at a fast pace and is being executed by the Power Grid Corporation of India Limited (PGCIL). At present, the inter-region transfer capacity between West and South regions is around 1,500 MW. However, with the construction of the new transmission lines between Karnataka and Maharashtra, it would go up to around 5,500 MW and give a big power boost to the Southern region which is starved of power and is the only grid that remains isolated from rest of the country. There have been instances in the last few months when the Northern Grid or the Western region has had surplus power but the same could not be transferred to the power starved Southern region states of Tamil Nadu, Andhra Pradesh, Kerala and Karnataka due to lack of integration of South with the national grid. However, PGCIL official said here that this is all going to change as the integration work was in the advanced stage and is likely to be completed by early next year. We are hoping to make the integration happen by January 2014. We have done majority of the work and are hopeful that things will work according to the plan, a senior PGICL official said.

Besides, bulk of new staff being hired by SEBI, including 75 officers in recently initiated recruitment drive, would be used for such roles. Unilever, Tata Motors and Tata Steel. The 50-scrip National Stock Exchange index Nifty fell by 38 points, or 0.61 per cent, to end at 6,215.15. Also, SX40 index, the flagship index of MCX-SX, closed at 12,416.31, down 77.79 points. However, mid-cap and smallcap shares fared better than bluechips as retail investors were seen buying these scrips, traders said. All major events like Q2
results and RBI monetary policy are almost over and so there is lack of concrete trigger to fuel the rally further. Hence, we can expect some consolidation... said Nidhi Saraswat, Senior Research Analyst, Bonanza Portfolio Ltd. Sectorally, the BSE Consumer Durable index suffered the most by losing 2.19 per cent, followed by Bankex index (1.87 per cent), Realty index (1.80 per cent) and Metal index (1.31 per cent).
Gold rises after seven days on low level buying, global cues
NEW DELHI, NOVEMBER 6: Snapping a seven-day long losing streak, gold prices rose by Rs 60 to Rs 31,160 per ten grams in the national capital on Wednesday on emergence of low level buying for the wedding season amid a firm global trend. Silver also recovered by Rs 360 to Rs 48,860 per kg on increased offtake by industrial units. Marketmen said emergence of low level buying by stockists and retailers for the wedding season amid a firm global trend mainly helped gold prices to rebound. Gold in London, which normally sets price trend on the domestic front, rose by $ 7 to $ 1,318.90 an ounce and silver by 1.11 per cent to $ 21.95 dollar an ounce. Some investors seen shifting their funds from weak equity market to rising bullion also influenced the sentiment, they said. On the domestic front, gold of 99.9 and 99.5 per cent purity rebounded by Rs 60 each to Rs 31,160 and Rs 30,960 per ten grams, respectively. It had lost Rs 1,470 in the previous seven sessions. Sovereign remained steady at Rs 25,200 per piece of eight grams. In line with a general firm trend, silver ready recovered by Rs 360 to Rs 48,860 per kg
and weekly-based delivery by Rs 260 to Rs 48,260 per kg. The white metal had lost Rs 500 on Tuesday. However, silver coins maintained a steady trend at Rs 86,000 for buying and Rs 87,000 for selling of 100 pieces.

SRINAGAR, NOV 06: J&K Private Schools United Front (JKPSUF) on Wednesday demanded that government devise rules and regulations based on scientific principles for deciding dates and duration of winter vacations. The Front said that every year the announcement of winter vacations has become a big issue in Kashmir. "There is no logic in those dates except the benefits to some officers, whose wives and other relatives want to cherish the heat of Jammu," said JKPSUF General Secretary G N Var. "As soon as the Durbar Move migrates to Jammu, a vested lobby gets to work to get winter vacations announced quickly." The Front said that during last so many years we have seen that a slight snowfall triggered winter vacations. "But after some days the weather became sunny again and thus we lost many
academic days," said Var. "Sometimes even our syllabus remains incomplete, so it is better government forms proper rules and regulations for announcing such vacations." The Front demanded that the government constitute an expert committee comprising of officials of government education department, private schools, weather department and a student parent body. "This committee should be empowered to decide the winter vacations based on scientific and logistic principles and also keeping in mind education requirements," said Var. "It should not be the decision made purely for the benefit of wives, daughter in laws and other relative of babus." The global warming has changed weather pattern of Kashmir and harsh winter of old days is a distant memory. "The good thing is that the
Meteorological Department has month long weather forecast in hand, so why not utilize that," said Var. "We can see which are the harshest days and accordingly decide holidays." The Association said that the government takes a look at other countries in Europe and America where similar or harsh weather conditions prevail, but they have minimal winter holidays. "Those countries term winter as the most unproductive season, so their principle is, the more we utilize it inside classrooms the better it is," said Var. "Otherwise during these vacations majority of students end up doing nothing in homes or simply continue attending classes at coaching centres." The association said that extended winter classes will also help build winter compliant infrastructure at schools.
