Joint Call for Pre-Proposals (Department of Science and Technology, DST and Agence Nationale de la Recherche, ANR)

(Deadline for Submitting Pre-proposals: October 23, 2013) Department of Science and Technology (DST) and Agence Nationale de la Recherche (ANR) launch joint call for pre- proposals for collaborative research for the year 2014. In India, on behalf of the Department of Science & Technology, Indo-French Centre for Promotion of Advanced Research, IFCPAR (Centre Franco-Indien pour la Promotion de la Recherche Avance, CEFIPRA) invites pre-proposals from the Indian scientists / researchers under DSTANR MoU. Targeted topics for the call Thrust areas of research for this call are : a) Neurosciences b) Engineering Sciences (Sub-areas: Material Science, Chemistry, Intelligent Transport System and Energy) Research Funding The investigators of the jointly selected pre-proposals will be requested to submit full proposal. The finally selected full proposals will be funded in India by DST and in France by ANR. The joint projects must meet the criteria of both the funding agencies for consideration. The research projects will be funded for a maximum of three years. Application procedure for submission of Pre-proposals The French researchers apply for funding in accordance with ANR rules and the Indian researchers in accordance with DST rules, both using their own application procedure. The joint proposal shall be written in English. Pre-proposals submitted to only one side will not be eligible. All applicants must fulfil national eligibility rules for their research grant application. A format is given for the submission of pre-proposal. Link The project budget must clearly delineate justified Indian and French costs. The costs of the Indian partner must be eligible as per the guidelines of the DST. Accordingly, the costs of the French partner must be eligible as per the guidelines of the ANR. Applicants are reminded to include sufficient budget for travel between India and France to ensure successful collaboration.

When drawing up their budget, applicants shall take into account that ANR pays the travel expenses of the visiting French researcher in India as well as his/her accommodation, and per diem allowances. Correspondingly, DST pays the travel expenses in France of the Indian researcher as well as his/her accommodation and per diem allowances as per CEFIPRA norms. Review process and evaluation for Pre-proposals ANR and DST will each arrange the evaluation of the applications they receive according to their own rules, regulations and practices. ANR and DST will form a mutual understanding on the pre-proposals to be selected for submission of full proposals. The evaluation criteria of the ANR and DST are: scientific quality and innovativeness of the research plan added value of the Indo-French research collaboration feasibility of the research plan scientific merits and results of the French and Indian researchers/research teams support for careers of young researchers.

Based on the scientific evaluation, national ranking, and consensus reached through discussions, both DST & ANR will select the pre-proposals for the submission of fullproposal.

Applications addressed to the Department of Science and Technology (DST) The Indian research team applies for funding from the DST in accordance with the DSTs guidelines. DST advises applicants to make sure that their cooperation partner is eligible to apply for funding from ANR.
