Preface
Introduction
Since many aircraft manufacturers supply airplanes for both civil and
military use, standardization of the procedures used to insure freedon fron
flutter and excessive vibration is of direct benefit to the namfacturer and
to the procuring or certificating agencies concemed. This publication has
therefore been prepared in order to recormend acceptable procedures for per-
forming flutter and vibration tests and analyses on aircraft. In carrying
out this purpose the procedures described nerein have been intentionally
nade as sinple as is practicable without sacrificing completeness, It ia
particularly intended to ald those who Mave not Sccumulated sufficient ex-
perience to organize and carry out flutter analyses. It 1s not expected
that all data Listed herein nil be necessary for any one airplane. The
prinary purpose of the data is to denonstrate safe and satisfactory opere-
‘ion of the airplane, and decisions regarding specific tests should be based
on contemplated use Of the data to this ent. Either the procuring or certifi-
cating agency or the manufacturer should propose a specific test program suf-
ficiently early in each project to reach agreesent with the other party so
that undue delays and expense willte avoided, ‘The material contained herein
is acceptable to the U, 8, Air Force, Navy Bureau of Aeronautics and the
Civil Aeronautics Adninistration. Engineers making use of this publication
are invited to submit, coments and suggestions regarding its inprovenent
directly to the comittee in change of this publication.
Arrangement
ANC-12 has been divided by subject to facilitate its application to
the particular phase of the problem concerned.
ANO-12(1), entitled "Procedure for Aircraft Structural Vibration Survey
concerns ‘the experinental determination of the dynanic reactions of the air
‘oraft under forced vibrations. It enbraces both conventional and rotary
wing aircraft and may also be applied to aircraft, of unconventional design.
‘The data obtained fron this survey are useful for perforaing theoretical.
‘flutter calculations and also for substantiating vibration characteristics
determined from theoretical considerations.
ANC-12(2), entitled "Methods of Flutter Prevention" describes design criteria
Which experience has shom to be effective in eliminating flutter. In addi-
‘tion, it points out those cases for which flutter calculations should be
made instead of using simplified eupirical criteria.
Afic-12(3), entitled "Procedure for Fiutter Analysis! will. be added to-the
anc-12 Bulletin by anendaent. It will describe 4n detail the procedures to :
be used in performing flutter computations and present muncrical examples
of various cases comonly excountered. A list of recomended symbols will
be given as an appendix to ANC-12(3). -
