9-Year-Old Girl Raped, Given R20 & Threatened With Death
She told us what happened, that a
man known to her cornered her in
the passage next to our house, cov-
ered her mouth and carried her to
an abandoned house where he raped
her, she said.
Sibongile broke down in tears when
she took the Loxion News to the scene
where the rape took place.
The incomplete RDP house has no
windows and doors have no handles
and open with a simple push.
The homeowner, who lives in a shack
behind the house, said he was sleep-
ing all day during the day of the at-
tack and did not see or hear anything.
However, Loxion News managed to
nd an eyewitness who conrmed
that she and her mother saw a man
carrying a child and putting her down
to open the door of the RDP house.
The witness said: I was with my mom
who grew suspicious after seeing the
man with the child going towards
the house, he put the child down and
opened the door and disappeared
into the house, she said.
The family has reported the matter to
the police who have launched a man-
hunt for the suspect who is believed
to staying with his girlfriend in the
area. Police spokesman Captain Ma-
loisane Polo conrmed that a rape
case has been opened and investiga-
tions are underway.

movement to raise Fraud Awareness
The Emfuleni Local Municipality is proud to
announce its support and participation in the
International Fraud Awareness Week which will be
taking place from 03 - 09 November 2013 as part of
the Ethics, Anti-fraud and Anti-corruption
Awareness Month. The campaign will be taking
place under the theme Creating a Culture that is
intolerant to fraud and corruption thus preserving
the rights and dignity of our Communities.
As one of the official supporters, the Municipality will
be promoting anti-fraud awareness and education.
According to a study conducted by the Association
of Cer t i f i ed Fr aud Exami ner s ( ACFE) ,
organizations around the world loose an estimated
five percent of their annual revenues to fraud. ACFE
raises awareness of the need to proactively fight
fraud and help safeguard businesses and
investments from the growing fraud and corruption
problem.
During the Fraud Awareness Week, official
supporters will engage in various activities,
including: hosting fraud awareness training for
employees and/or the community, conducting
employee surveys to assess levels of fraud
awareness within their organization, posting
articles on company websites and in newsletters,
and teaming up with local media to highlight the
problem of fraud.

AFTER violating a little girl by putting
his ngers in her private parts and rap-
ing the 9-year old child, the heartless
rapist gave his victim a R20 note!
Threatening his young victim, the at-
tacker then said in her ear after the
brutal attack: I will kill you if you tell
anyone about this and tomorrow, I will
give you R200.
The rape, which happened in Driezik
Proper in Orange Farm in the south
of Joburg, has left the victims fam-
ily, neighbors and residents reeling in
shock.
The incident comes at a time when
government departments, non-gov-
ernmental organisations and childrens
rights activists around the country are
putting nal touches on campaigns
against women and children abuse as
part of the upcoming 16 Days of No Vio-
lence Against Women and Children.
42-year old mother, Sibongile Led-
waba* has pleaded with cops to arrest
the man who kidnapped and raped her
daughter as he is known in the area.
Talking to Loxion News yesterday,
Sibongile said she sent Vangile* to go
and buy airtime at a nearby store but
the child disappeared on Monday after-
noon.
She was gone for a long time so we got
worried and started looking for her at
all the nearby stores but she was no-
where to be found, she said.
Fearing for her childs safety, Sibongile
started walking to the Orange Farm po-
lice station but before she could report
Vangile missing, family members called
to say she had come back home.

Mysterious Death Of Friends

The death of two boys that shook
the whole of Sebokeng, still re-
mains a mystery as to where they
have bought the sweets which al-
legedly led to their death.
Siyabonga Mbokazi (10) and Bon-
gane Zililo (9) from zone 14 and
zone 17 respectively met their un-
timely deaths after they were seen
licking some sort of powder like
Shebet.
The two friends who were buried
last week were always seen play-
ing together and sharing a desk
at a local school. They apparently
shared the same shebet sweets
and then went their separate ways
after school hours which were
the last time they saw each other
alive.
This incident which shook the en-
tire community of Vaal, took place
a week ago at Lesedi La Thuto Pri-
mary School.
The boys burial service took place
at Lesedi la Thuto Primary School
and it was a very emotional ser-
vice, no parent deserve to witness
the death of their child especially
at such innocent and tender age
. That pain is too much to bear,
said one of the mourners.
Their teachers, families, relatives
and friends spoke fondly at the
funeral. According to the parents
of the deceased, the boys suffered
the same fate, a weeping Leonard
Zililo, Bonganes father said,
Bongane complained about
stomach pains and tiredness and
after we saw that he was not get-
ting better we asked him what did
he eat and he told us that it was
only pap and cabbage at school.
We began to be worried because
he was getting worse. We then
made arrangements to take him
to hospital.
Meanwhile in zone 14 Siyabon-
ga parents were also facing the
same problem, Siyabongas aunt,
Mathabang Lebitsa said, His
friends said he was falling all the
way from the school and they
picked him up, after they brought
him home, he was a little bet-
ter and he went to play soccer.
Even then he did not have a good
game because he kept on falling.
Mathabang continued.
His mom was at work and by the
time he got back Siya was starting
to show some signs of a very ill kid
and he also complained of stom-
ach pains and drowsiness .
Lesedi la Thuto is running a feed
ing school progamme and it could
not have been the food at school
because the problem would have
affected the whole school.
The only logic is the statements
from classmates that they saw
Siyabonga and Bongane licking
some sort of shebet or sweets in
the class.
The Mbokazis seeing that he was
getting worse they tried to call
the ambulance which was delayed
and ultimately they made trans-
port arrangements to Sebokeng
Hospital, Siyabonga was admit-
ted hours before his friend and
by the time Bonganes parents
brought him to hospital ,the nurs-
es noticed that there could be a
relation between the poisoning of
these boys. Unfortunately the two
friends passed away in the same
ward a Sebokeng hospital.
Loxion news has learnt that the
Lesedi la Thuto has removed all
the street hawkers who are sell-
ing sweets and snack around
the school yard because it is not
known from who the shebet could
have been bought. And according
to the forensic medical report the
matter is still under investigation.
Drug Watch Yields More Arrests,
Questions Criminal Justice System
Lead SA, Crime Line and civic organisations have
called for an urgent "audit" of all drug-related arrests
to ascertain the extent of case withdrawals and con-
victions. The latest fgures released by the South Afri-
can Police Service (SAPS) brings the number of Drug
Watch arrests to 35 422, while over R14.2-million
worth of drugs have been seized since the initiative
was launched in Gauteng in June.
While we have no doubt that we have disrupted the
activities of drug dealers and manufacturers, we are
disturbed by fgures that have emerged in the media
regarding the withdrawal of drug related cases, said
Lead SA. In a parliamentary reply, the Democratic Al-
liance (DA) claimed that more than 70 000 drug re-
lated cases were withdrawn by the National Prosecut-
ing Authority (NPA) over the last three years. That
amounts to around 2 000 cases a month.
We have noted that the NPA has disputed these fg-
ures, but our own experience during the course of the
Drug Watch initiative points at the ineffciency of the
courts to deal with these cases.
This particular issue has been raised with us from
scores of interested parties. It appears that despite
being arrested, drug dealers resume their activities
almost immediately upon release and their cases are
rarely followed through to the end, said Lead SA.
Lead SA and Crime Line have indicated that they will
be writing to Justice Minister, Jeff Radebe and the Na-
tional Director of Public Prosecutions (NDPP) to inter-
vene as a matter of urgency.
We want them to urgently report back on how many
of the cases arising from the Drug Watch initiative has
been fnalised or are still pending. We also want trans-
parency in this matter and immediate action to estab-
lish and address the apparent inability of our courts
to handle cases of this nature, Lead SA said. South
African National Institute for Crime Prevention and
the Reintegration of Offenders (NICRO) has support-
ed the call for greater transparency within the courts.
It is discouraging for community members who are
sacrifcing their lives for a safer South Africa to hear of
drug cases being dropped or lack of investigative fol-
low-ups from arrests and tip offs. There needs to be a
clear plan of action regarding how the criminal justice
system will prevent large numbers of drug cases from
being withdrawn, said NICROs Jacques Sibomana.
Meanwhile, Sharing Without Shames, Dereleen
James has also written to Minister Radebe recently,
appealing for immediate action.
James, an Eldorado Park activist and mother, who
wrote the gripping Dear Dad letter to President Ja-
cob Zuma, said despite interventions by the govern-
ment to tackle the scourge of drugs in the Johannes-
burg south suburb, the problem persists.
Based on the arrests versus convictions, it has become
clear that the justice system is failing us. SAPS are ar-
resting and the magistrates are releasing and throwing
cases out. It is discouraging to see these perpetrators
back on the streets two days later, James said.
We understand that by law they have to receive bail,
but we might as well stop making arrests with bail set
as low as R200 when these guys make up to R30 000 a
day. We need a special court to be set up that will deal
with all drug related cases. Without a strategic interim
plan from the Department of Justice, we might as well
give up the fght, James added. James indicated that
there was also a severe lack of rehabilitation options
open to families without the means to pay for expen-
sive treatments and after-care programmes.
The Drug Watch initiative in Gauteng is set to con-
clude when the festive season ends in January.

According to the City Press,
Brickz threw his hands in the
air and wept when his case
was postponed in the Roodepoort Magistrates Court on Mon-
day. The artist, whose real name is Sipho Charles Ndlovu, was
taken into custody on 1 November, for charges brought against
him some six months ago by a 16-year-old who says he raped
her in Honeydew on 26 March. With his case postponed until
12 November, the singer will be spending eight more days be-
hind bars. Rape is a Schedule 6 offence which is a very serious
case, said National Prosecuting Authority of South Gauteng
spokesperson Phindi Louw. She also explained that the State
will be opposing the musicians application for bail. A multi
award-winning artist, 32-year-old Brickz was discovered by re-
nowned SA producer DJ Cleo and is considered one of the bad
boys in kwaito, with a history of drug use and trouble with the
law. He shot to fame after the release of his 2006 debut album
Face Brick, with includes the popular single Sweety My Baby.

Closing the gap between Church and Government is dangerous
About a month ago Jacob (not the son of Isaac and grandson of Abra-
ham in the Old Testament) Zuma addressed the Presbyterian Synod in
Giyani. (Why a political leader would be invited to address a religious
synod is beyond me.) Increasingly Zuma has been bringing Church and
State closer and closer. This is not even my analysis; Zuma at that same
Synod said that God had made a connection between government and
the Church. The Presidents irresponsible statements continue to fab-
bergast me. A few years ago he arrogantly stated that the ANC would
rule until Jesus comes. (If this is true lets pray that its really soon).
I would wager a bet that Zuma has never read the Constitution not
even once. The Constitution is clear that it does not recognize any con-
nection between the Government and the Church and guarantees the
freedom of religion, belief and opinion. In Zumas world, he doesnt
understand that there are even people that dont believe or even care
if Jesus comes. Someone should provide him the breaking news that
there are even people who dont believe in, or even know, Jesus and that
its acceptable as we all have the freedom to believe, or not believe, in
whatever we like. History has shown us over and over again the danger
of mixing religion, any religion with government. It never turns out
well, but then I doubt that Zumas ever read any book, let alone a his-
tory book.

in full swing! The political parties are at
each others throat bashing one another in
any political manner they can afford. As we
have been seeing on the media there are
more protests around Mzansi, and some
of the protests are aligned to instigators
within the community who just wants to
cause anarchy in the township.
Radio stations are abuzz with sound -bites
that are ear-catching; the MPs whether big
or small parties are having a go at each
other promising South Africans heavens
and earth.
Loxion News went to streets and to fnd out
if the masses are being bugged by the elec-
tion fever and what is the general feeling
towards voting and South African politics?

Feeding Communities - Bana Ba Godimo

Hooray! to six-years of warmth,
love and care. Bana ba Godimo
celebrated yet another year
by unveiling their new logo in
front of the community and the
media. It has not been an easy
journey for this community or-
ganisation and they have a long
tale to tell.
This good spirited group from
zone 13 has been moving from
point one to point two trying to
get their own place, but as fate
would have it, there is always a
helping hand.
Sometimes our care
givers go for months
without their monthly
stipend but they still
come to work.
They are currently accom-
modated at Modishu Primary
School in zone 13. They run
a Drop in Centre as well as a
feeding scheme where they feed
over 500 kids on daily basis.
Their story is an inspirational
story of South Africans who
took an almost dreadful situa-
tion and turned it into triumph.
Their budget allows them to
feed 300 but they managed
to feed 500, ensuring that no
stomach goes home hungry.
The day was lled with activi-
ties likes inspirational speech-
es, motivational talks, danc-
ing, singing and the master of
ceremony for the day was the
Thetha Fms radio presenter
Hloni Menyatso. Their mission
is to care and support HIV/
AIDS infected and affected or-
phans. Take care of vulnerable
and child headed families, and
this is done through Drop in
Centre, which aims to alleviate
poverty. John Hoyane who is
the Chairperson of the organi-
sation gave a detailed trip down
memory lane about the groups
success, failures and aspira-
tions. It is not easy to oper-
ate such an organisation, but I
must command all the staff at
Bana Ba Godimo, the kids, care
givers, daily management and
the board for their hard work.
Sometimes funding from the
government does not come on
time and it becomes increas-
ingly difcult to make ends
meet. I would like to express
my gratitude towards all the lo-
cal businessmen who have con-
tributed and donated differ-
ently towards making sure that
those young ones dont go on
an empty stomach, he added.
Bana Ba Godimo embodies
hope for many who dont know
where to go or where to expect
their next meal. Sometimes
our care givers go for months
without their monthly stipend
but they still come to work. This
shows that their determination
and duty-call is way beyond the
salary we give them. They go
around the townships spread-
ing the fragrance of courage to
all those who are sick and bed
ridden, to the little kids whom
their paperwork in not in or-
der and they cant earn social
grants.
Separation
of powers..
A
s of 30 September, the
Parliament's multi-party
Joint Standing committee
on Intelligence was look-
ing into the task team re-
port of Nkandla security upgrade.
At the same time the Democratic Al-
liance was approaching courts about
the same report.
Why is this important to mention or
analyze this rather on our precious
pages?
Here is why . . . Firstly the commit-
tee hadn't concluded its work, when
this work is concluded the committee
will report back to the parliament, so
it is rather premature for the DA to be
running to courts about a matter that
is before the parliament. At least logic
would dictate that, the ofcial oppo-
sition party gives the parliament an
opportunity to conclude its business
before taking any other steps, but un-
fortunately this was not the case.
There is a worrisome trend that the
DA is following; this party has a ten-
dency to invite the judiciary to inter-
fere in matters before the parliament.
This second point is vital in our analy-
sis, in here we see a party which has a
track record of disturbing serious par-
liamentary functions, this being not
the rst, hence a trend.
It is to be made clear that the multi-
party part of the Joint Standing Com-
mittee, involves member from differ-
ent parties as the name suggests, here
the DA has an important role to play to
ensure the validity and quality of the
committee's work and its integrity, but
the party misses this opportunity by
involving the courts. Rather than do-
ing and actually participating in this
parliamentary function as the second
biggest party they completely miss it.
Why is that so, why would this party
seemingly neglect its duties in par-
liament and rather pass them to our
courts?
Thirdly, there are powers that are gov-
erning our country accordingly with
different constitutional mandates. The
doctrine of separation of powers is now
being compromised by involving the
courts in parliament. Let's remember
that, we have legislative powers vested
in our parliament, amongst others, the
executive deals with policy formula-
tion and administration, then the ju-
diciary with courts and administration
of justice as set out in the constitution.
Is DA not blurring the lines and thus
making a fuss here, after all in the last
year or so the DA has already gone to
court three times to challenge matters
before the parliament.
Recently the Constitutional Court dis-
missed with costs DA's application for
the court to instruct parliament on how
it should decide its programs, appro-
priately so. This is mainly because the
concourt knows well more than the DA
that section 57 (1) of the constitution
clearly states The National Assembly
may- (a) determine and control its in-
ternal arrangements, proceedings and
procedures; and (b) make rules and
orders concerning its business, with
due regard to representative and par-
ticipatory democracy, accountability,
transparency and public involvement.
Here DA should have grabbed with
both hands the opportunity to have
representatives in the joint standing
committee and participated in the
process, but 'DA goes to court' makes
better headlines and elections are just
around the corner.
The ' Nkandla-gate' as the mainstream
media biggies calls it has been a ma-
jor issue in our space, there is so much
written and said about this, now that
the task team has nished its job, we
the public had a right to know about
its contents. However, the standing com-
mittee must rst do its work properly and
then we can know what exactly happened.
We hope the job will continue swiftly and
unabated with these court challenges, and
nally we can rest at last, at least on this
matter . . .

Matric Students Work Hard Studying For Exams

It has been a long road to fnish
line and now it is the time for
harvest.
School days are almost over
and the test of courage and
strength is here. Matric exams
are the beginning of the real
world and the end of school
days. If you have studied hard
throughout your matric year
and have been consistent with
good marks from grade10 and
grade 11 then matric should be
easy, remember Grade 12 is the
culmination of everything that
you have done. Others are un-
der pressure because they have
underestimated the power of
time and fell for procrastina-
tion, you have postponed all
your study time and have de-
layed all your assignments and
projects, hence you area under
pressure. Others have always
been on top of their game and
their marks from previous
years can show that they have
been taking education very se-
rious. Loxion News spoke to
Leah Sibeko, Principal Librar-
ian from Residensia library in
zone 7 and she said, During
the fnal exams we experience
high volume of students who
come to the library to utilize
our resources; some are reg-
istered members while others
are just daily users who need a
quiet space to study. But never-
theless we welcome everybody
to come to the library, the ad-
vantages of being a member is
huge because you can borrow
books, study materials and use
the intern t for researches.
Lindiwe Masoka (18) Grade 12
from Esokwazi High School,
said I am not under pressure
because I have been studying
throughout the year. I take reg-
ular breaks during my studying
and sometimes I just do a little
exercising .The trial exams gave
me the taste of what to expect
from the fnal exams. I want to
pass well because I want to go
to VUT next year and study BI-
OTECH. Mpho Padi (19) from
Prestigious High School said, I
am one of those guys that have
been studying throughout my
matric year. At frst I was a lit-
tle shaken but after I wrote my
June exams and Trial exams I a
more confdent because I know
what to expect and I know the
questioning style. I would like
to study MEDICNE at UCT.

Residensia Community Library and Born to Nurture ECD Practitioners (more than 40 crches around
the zone 7 area) will host their Children's Month Closing Programme.
The programmes started with Library Week Celebration in March, World Book (April), Child protec-
tion Week (June), and Heritage Celebration in September. Our aim is to educate and develop children
through play" explained Victor. We are going to have educational games that will help to develop their

Mpofu, wishes to inform the Sed-
ibeng communities of an outbreak
of Newcastle Disease in the district.
Newcastle Disease affects poultry, especial-
ly chickens that have not been vaccinated
against the disease.
An owner may notice an unusual quietness
in his birds a day before full blown illness
becomes apparent. They stand huddled with
ruffed feathers. The wings droop, followed
by incoordination. Following this, they go off
their legs and may be seen making desperate
attempts to move or lying on one side with
slight twitching of the neck and head with sa-
liva fowing from the beak. Greenish watery
diarrhoea may also be seen. Some birds may
show diffculty in breathing.
The above mentioned signs may vary in se-
verity depending on the prior immunity of
the birds or the virulence of the virus.
Egg layers may indicate the onset of the dis-
ease by a drop in eggs laid per day. In birds
that lay brown eggs, there may be a tempo-
rary lack of colour in the egg shells. At times
misshapen or shellless eggs may be laid.
In chicks that have not been vaccinated,
there is loss of control of the head and neck
twisting of the neck until the head rests on
the ground with the beak facing forward and
the chick moves backwards.
Prevention of Newcastle Disease
1. Biosecurity
Employ the all in all out management system.
Keep birds (in commercial systems) of differ-
ent ages separate.
Keep unnecessary people away from the
chicken houses.
Following a visit to another chicken farm,
keep away from your chicken for at least 3
days.
Place a footbath with disinfectant at the en-
trance to the chicken house and dip shoes be-
fore entering the house.
2. Vaccination
Vaccinate your chickens immediately in the
face of this outbreak.
Consult your veterinarian for a vaccination
schedule that is tailor-made for your fock.

Emfuleni Local Municipality joins
movement to raise Fraud Awareness
The Emfuleni Local Municipality is proud to
announce its support and participation in the
International Fraud Awareness Week which will be
taking place from 03 - 09 November 2013 as part of
the Ethics, Anti-fraud and Anti-corruption
Awareness Month. The campaign will be taking
place under the theme Creating a Culture that is
intolerant to fraud and corruption thus preserving
the rights and dignity of our Communities.
As one of the official supporters, the Municipality will
be promoting anti-fraud awareness and education.
According to a study conducted by the Association
of Cer t i f i ed Fr aud Exami ner s ( ACFE) ,
organizations around the world loose an estimated
five percent of their annual revenues to fraud. ACFE
raises awareness of the need to proactively fight
fraud and help safeguard businesses and
investments from the growing fraud and corruption
problem.
During the Fraud Awareness Week, official
supporters will engage in various activities,
including: hosting fraud awareness training for
employees and/or the community, conducting
employee surveys to assess levels of fraud
awareness within their organization, posting
articles on company websites and in newsletters,
and teaming up with local media to highlight the
problem of fraud.

cited to receive free copies of the new newsletter.
The editor of the newsletter, Martin Mpholo requested members to submit
their articles for the third edition.
While the branch executive was happy to receive 22 supporters cards applica-
tions.
