Firm Background Tramutola Advisors was established over 25 years ago to help support and improve California public

schools. Over the years, while our client base has expanded to include other public agencies, our passion is helping K-12 school districts. We are known throughout the State for our experience, superior communications strategies, and most importantly, thoughtful political advice. Tramutola Advisors has helped over 125 school districts in California pass over 215 tax measures. This year we have already helped Burbank Unified School District pass a facilities bond measure in a unique and challenging special election and Piedmont Unified School District pass the largest parcel tax measure in the State, while revising the tax structure to meet the legal requirements of a recent court decision. A list of our public school election clients for the past five years is included in Appendix A. Project Team We limit the number of clients we accept to ensure individualized attention and success. We pay close attention to client-consultant communicationswhether they occur in personal meetings, via email or over the phone. We provide all of our contact informationincluding personal phone numbersto ensure our team members are 100% accessible. Larry Tramutola will serve as the team leader on this project. He is recognized as one of the countrys top strategists in grassroots organizing, political strategy, and passing difficult tax measures. Larry is an advisor to mayors and elected officials at all levels and his list of clients includes cities, counties, school districts, community colleges, hospitals, healthcare organizations, and transit agencies. Larry graduated with distinction from Stanford University. Teresa Gerringer has been associated with Tramutola Advisors for over fourteen years, first as a client and now serving public sector clients. Teresa has guided clients through many successful parcel tax and bond elections and has more than fifteen years experience in local and statewid e grassroots organizing and advocacy. Teresa earned a Bachelors degree in Public Administration at Indiana University and a MBA from Pepperdine University. Timothy McLarney, Ph.D., President of True North Research, will be responsible for the design, management and analysis of the public opinion poll. Tim has provided California school districts, community college districts, cities, counties, special jurisdictions, healthcare districts, transportation planning agencies, councils of government, corporations and political campaigns with research to address their often complex planning, policy and/or political needs. In the past twenty-one years, Tim has been responsible for over 500 survey research studies. Tim holds an M.A. and Ph.D. in Government from Cornell University with an emphasis in survey methodology and voting behavior. A Step-by-Step Approach MEETING #1: LIVERMORE VALLEY JOINT UNIFIED SCHOOL DISTRICT (LVJUSD) TRAMUTOLA | ADVISORS First, we recommend a meeting between the LVJUSD staff and the Tramutola Advisors team, where we can further discuss your needs, expectations, timeline, and concerns for the upcoming project and deliverables. We will explore the appropriate timing for conducting community outreach and a poll. In most situations, we recommend engaging the public and stakeholders before polling is conducted. This allows us to begin to educate the community of your current and anticipated facility needs, and to gather information regarding voter priorities and awareness.

MEETING #2: LVJUSD TRAMUTOLA | ADVISORS AND TRUE NORTH RESEARCH Next, we recommend scheduling a meeting with True North Research to answer any questions about the timing and the proposed methodology for a poll; ask questions of LVJUSD staff; and identify possible changes to the methodology that may better serve your interests. The purpose of this meeting is to make sure that everyone is in agreement about the details of the polling project, to identify areas that need further clarification, to share materials, and to establish a more detailed work plan for the development, execution, and analysis of the poll. DEVELOP A DETAILED PROJECT WORK PLAN Once we have the opportunity to better understand your goals and timing, we will work with you to develop a more detailed work plan for the project. As noted above, we recommend both community outreach and polling to gauge voter awareness and support for a LVJUSD bond measure. Our early work with you will drive the timing of both community outreach and polling. Please bear in mind that the next two steps are interchangeable in terms of timing. DEVELOP AND CONDUCT COMMUNITY OUTREACH In addition to the polling described below, Tramutola Advisors recommends using a variety of tools such as: town hall meetings, focus groups, opinion leader meetings, and/or two-way reply mailers to facilitate the exchange of ideas and to gather information. We will discuss the options and work with you to develop a plan and a budget that meets your needs. DEVELOP AND CONDUCT THE LVJUSD PUBLIC OPINION POLL The main objectives of the public opinion poll are to identify whether it is feasible to pass a local bond, determine how best to package the measure for success, and gather the information needed to successfully plan for, prepare, and communicate with voters about the measure. The survey will identify the issues that voters feel are most important; how maintaining essential school facilities and protecting the quality of education rank next to other important issues; baseline (uninformed) support for a measure; the tax threshold that voters will support; the facility programs and arguments that shape voter support for a measure; as well as how voter support for a measure may change once voters are exposed to campaign conditions and messaging. Collectively, this will allow us to determine if the District should move forward with a measure and, if so, the steps that should be taken to maximize the chances of success. There are three possible outcomes of the polling: 1. Most Positive Voters support a potential revenue measure that will address LVJUSD needs. 2. Positive The proposal you envision enjoys support, but greater public awareness of the Districts needs is required prior to calling for a vote to better position your measure for success. 3. Negative The public support needed for a successful measure does not exist at this time. Alternatives must be explored and/or your plans must be re-worked in order to gain political support in your community. The outcome of our polling work will determine the recommendations we provide for moving forward. Tramutola Advisors and True North Research will help you interpret the polling results. If a bond measure is feasible, we will help you develop an effective strategy to garner community support for its passage. The District, of course, will maintain complete control over key decisions that will need to be made. IMPLEMENT EARLY VOTER ENGAGEMENT We will develop an early voter engagement list based on historical information of the voters most likely to participate in your upcoming election. We will focus communications to these people and to the people (parents, community leaders, teachers, and other staff) who need to understand the measure.

Message Development Message Discipline Based on the voter opinion research results, we will work with you to develop a specific set of key messages that will guide how we talk about your facility needs to the people who matter most: voters. Tramutola Advisors believes in strict message discipline. Our goal will be to use all appropriate communication channels to deliver these messages. LVJUSD Early Communications Tools We will help you develop talking points, a Frequently Asked Questions (FAQ) sheet, fact sheet, PowerPoint presentation for speaking engagements, and other tools to ensure a unified message. In particular, the Districts website will be an important and cost-efficient tool to articulate your facility needs and challenges. We will help you develop appropriate user-friendly content dedicated to this communications platform. Customized Education Strategy e.g. District workshops, opinion leader briefings, and targeted e-communications We will work with you to identify who the key opinion leaders, influencers, and community groups are who need early attention. We will develop an overall strategy and messaging for these meetings. These meetings will be used to facilitate the exchange of ideas and gather information early in the projectparticularly to understand perceptions of the project and to identify any red flags that we should be aware of. Mail to LJVUSD Voter Households Direct mail is still the most efficient way to reach voters. Tramutola Advisors has managed projects with as few as one mailer and as many as five during the pre-electoral process. We will work with the District to determine what is appropriate to meet your needs for this project. Important note about the look and cost of your public information mail: Public agencies are under tremendous budget pressures. Your public information materials must deliver your message while being sensitive to public perception and cost. We will work with you to be deliberate about the mail you send. Too much mail or too glossy and you could be accused of being wasteful; too little, or too passive and you run the risk of not connecting with voters about your real needs and risk losing your measure. Whether yours is a very lean budget or one that allows for more and varied mail pieces, we will design mail that delivers your message in a compelling and direct way. Media Strategy We will provide and collaborate with you on an effective media strategy including the use of on-line media. For some of our projects this is as simple as making effective use of the Districts website and driving traffic to the website by advertising the URL on mailings and other print materials. We will help you assess the right mix of strategies needed for LVJUSD. Volunteer Training & Development As you know, building the volunteer army is an essential component of an effective and successful tax election. While the District cannot advocate for the measure, it can identify people including teachers, administrators, and staff (who can volunteer on their own time), who may want to work on the campaign. Tramutola Advisors will ensure that all stakeholders are trained, inspired, and organized to be effective advocates of the measure. In addition, Tramutola Advisors will work with you, your board, and community leaders to develop an independent citizens campaign committee.

BALLOT MEASURE PREPARATION Informed by results of your public opinion research, we will help you craft the best possible ballot measure. We will collaborate with your bond counsel and financial advisors to finalize appropriate legal ballot language (including the 75-word Ballot Question, Argument in Favor, and Rebuttal, if necessary). These statements are of critical importance to the potential success of the bond measure. Our goal is to ensure that your ballot language is aligned to your unique set of voters. ELECTION PHASE As you know, the election phase is driven by an independent citizens campaign committee, established to persuade voters to support your measure. (Note: while public agencies typically fund pre-electoral feasibility, planning, and public education, the campaign to persuade voters must be funded through private sources. By law, campaign activities cannot be funded using District resources). While the District cannot advocate for the ballot measure, the District can and should provide to voters factual information, presented in a fair and unbiased way. This information can be delivered in different ways and through a variety of communication channels. We will develop simple informational materials for District officials and staff.
