Syria Transition Roadmap Advocacy Update


Syria Transition Roadmap presented at International Commission for Missing Persons Meeting SCPSS Executive Director Dr. Radwan Ziadeh traveled to The Hague, Netherlands to participate in a conference held by the International Commission on Missing Persons. The conference, entitled The Missing: An Agenda for the Future was held from October 29 to November 1, 2013. At the conference, Dr. Ziadeh had the opportunity discuss plans for closing missing persons cases in post-conict Syria and to specically present the recommendations of Syria Transition Roadmap in that regard to conference participants.

Syria Transition Roadmap being presented to ICMP Chairman Thomas Miller

Dr. Radwan Ziadeh invited to present Syria Transition Roadmap at the Middle East Institute On Tuesday, September 24, 2013, SCPSS Executive Director Dr. Radwan Ziadeh and SCPSS Program Director Hart Uhl, were invited to the Middle East Institute to conduct a private roundtable on Syria Transition Roadmap, SCPSSs recently published report on the post-Assad democratic transition in Syria. Dr. Ziadeh summarized the methodology and recommendations of the report in the meeting, placing special emphasis on the importance of consensus in Syrias future transition. Consensus will enable Syria to avoid the pitfalls faced by other Arab countries that have undergone political transitions since the Arab Spring of 2011, like Egypt, Libya, and Tunisia. An engaging discussion on the means of implementing the roadmaps recommendations followed.

Dr. Ziadeh attends Syria: A Human Rights and Humanitarian Tragedy On September 25, 2013, Dr. Radwan Ziadeh traveled to Geneva, Switzerland to attend a side event on the humanitarian crisis in Syria. Entitled Syria: A Human Rights and Humanitarian Tragedy, the event consisted of a panel discussion including Dr. Ziadeh; Ms. Suhair Atassi, president of the Assistance Coordination Unit of the National Coalition; Mr. Fadel Abdulghani, director and founder of the Syrian Network for Human Rights; Mr Rami Abdurrahman, Head and Founder of the Syrian Observatory for Human Rights; and Ms. Catherine Al-Talli, an independent human rights lawyer from Syria. Ms Hanin Ghaddar, managing editor of NOW Lebanon, moderated the panel. Although the events primary focus was on Syrias ongoing humanitarian tragedy, panelists also discussed methods for ensuring greater accountability. The recommendations of the Syrian Expert House, presented in Syria Transition Roadmap, proved useful to the discussion. Dr. Radwan Ziadeh explained the options for holding perpetrators of human rights violations accountable and suggested that a transitional justice program instituting a hybrid court

system would be most useful in Syrias future.

Dr. Radwan Ziadeh serves as a panelist at a human rights conference in Geneva

Dr. Ziadeh attends Syrian Democratic Union Conference From September 28-30, Dr. Ziadeh participated in a conference held by the Syrian Democratic Union, a new group created by veteran Syrian human rights activist Michel Kilo. At the conference, Dr. Ziadeh had the opportunity to present Syria Transition Roadmap to attendees in full, covering the topics of constitutional reform, political and administrative reform, electoral reform, security sector reform, transitional justice, and economic reform. Dr. Ziadeh also paid special attention to considering how the recommendations in the report could be turned into a plan of action leading to their implementation.

SCPSS partners with the Syrian American Council to present Syria Transition Roadmap This past month, SCPSS partnered with the Syrian American Council to present Syria Transition Roadmap to communities in the region. On November 2nd, SAC Pennsylvania held a well-attended town hall meeting in Philadelphia where Dr. Radwan Ziadeh presented and discussed the roadmap. Other guest speakers included SAC-PAs Mohmoud Hallak, Dr. Abdulrahman Sa, as well as Mohammed Ghanem, Kenan Rahmani, and Dr. Talal Sunbulli from SAC National.

Then on November 3rd, Dr. Radwan Ziadeh presented Syria Transition Roadmap to SACs New Jersey chapter. Dr. Ziadeh was joined by Dr. Marwan Kabalan, senior researcher at the Syrian Expert House, and SACs Mohammed Ghanem who were also panelists discussing the obstacles to the transition.

The nal town hall meeting took place on November 5th outside of Washington, DC in Falls Church, VA. Dr. Radwan Ziadeh similarly presented Syrian Transition Roadmap to local scholars and SACs DC/VA chapter. Both Dr. Kabalan and SACs Mohammed Ghanem accompanied Dr. Ziadeh in discussing the roadmap and took part in an engaging panel and discussion that followed.

Syrian Expert House members speak at Lehigh Universitys Workshop on Syria On Monday November 4th, Dr. Radwan Ziadeh took part in Lehigh Universitys Workshop on Syria: Global and Regional Implications of the Syria Crisis. Dr. Ziadeh served as a panelist for a discussion titled Views of the Region from inside Syria: How the opposition perceives the neighbors and the interested parties? What is Assads government strategy? The panel consisted of Dr. Ziadeh, along with Dr. Marwan Kabalan, a senior researcher at the Syrian Expert House, and Mohammed Ghanem from the Syrian American Council.

The Lehigh conference was a daylong workshop that included many regional and international scholars on the Syria Crisis. Among those in attendance was Anne C. Richard, US State Department Assistant Secretary for Population, Refugees, and Migration!who was invited as the keynote speaker. The workshop covered a variety of topics concerning the current situation in Syria, the position and inuence of regional state actors, as well as the role played by the Western world and the international community. Other notable scholars who served as panelists included Marc Lynch, a professor at George Washington University, Frederic Hof, from the Atlantic Councils Rak Hariri Center, and Steven Heydemann and Robin Wright, from the United States Institute of Peace.

SCPSS hosts November Syria Forum On November 6th, SCPSS hosted Syria Forum, a gathering of top members of the Syrian opposition and Washington-based MENA experts. Dr. Radwan Ziadeh was joined by Dr. Marwan Kabalan in a closed roundtable discussion that focused on the upcoming Gevena 2 negotiations and Syria Transition Roadmap. Dr. Ziadeh and Dr. Kabalan presented recent updates on these two topics and engaged in a dynamic discussion with the attendees.
