Executive Summary
This report satisfies the Phase 1 requirements of the Greenwood New Brunswick Project Ltd. June 13, 2008 approved project proposal submitted by Hollands Forestry Consulting. Thus report indicates that by 2018 assuming the successful establishment of a quality Christmas tree plantation on the Greenwood properties, the project will account for approximately 2% of the provinces sales. New Brunswick has consistently generated 10% of Canadas sales of Christmas trees between 2003 and 2007. New Brunswick markets are dependent on exports to the United States for success. Approximately 85% or more of trees grown in New Brunswick are used to satisfy export markets. Balsam fir is the bulk of the trees used for this purpose and is a native tree to New Brunswick. Fraser fir is also used however cultivating this tree requires significantly higher diligence and care to allow this tree to achieve its crop potential. Markets for Scotch pine and white pine appear to be declining. This report identifies several agencies that support growers in the art and science of tree growing and marketing. Key government agencies and the start of a list of competing growers are also presented. Remote sensing suggests that 43.7 hectares of the Greenwood properties have potential for development. This will result in a maximum of 110,000 trees. The actual figure established on the project area will be less than this amount due to periodic mortality typically associated with natural plant systems and due to space requirements for within plantation access trails for tending and maintenance equipment. Available imagery did not permit adequate evaluation of the current vegetative condition of the York property, although the front end of the parcel looks to support heavier vegetation than that found at the rear of the property. Heavy site preparation (tree chippers and herbicide use) to clear both parcels is anticipated. A site assessment is required to verify the productive area for each property and site preparation requirements and costing. Soil analysis to assess fertility and initial fertilization schemes will also be conducted as part of the proposed site assessment. Remote sensing confirms that the majority of the Greenwood properties can be considered upland which could feasibly support development of a Christmas tree farm. The properties appear to have an existing heavy brush to woodland vegetative cover, however a viable timber harvest is not anticipated. Chipping or heavy site preparation is anticipated to allow for the establishment of the project. Further on-site evaluation is recommended.

1.0 Overview of the New Brunswick Christmas Tree Industry

Wikipedia reports that North America cuts 40 million Christmas trees annually, with 3 to 6 million trees cut from Canadian Christmas tree farms. This suggests that Canadian share of the North American Christmas tree production can range from 7% to 15%. The web posting goes on to state that in 1995 Ontario, Quebec and Nova Scotia accounted for 80% of the Canadian production. These provinces, together with British Columbia and New Brunswick in 1995 accounted for 95% of Canadas land in production of this crop. During this time Quebec generate a third of Canadas production. Figure 1 below provides a comparative view of provincial annual Christmas tree sales from 2003 to 2007 1 . The trend in sales appears relatively consistent from year to year for Ontario, New Brunswick and Nova Scotia. The largest producer of Christmas trees, Quebec, experienced a recent decline in sales of $17 million (cdn.) The reason for this decline was not provided with the data.

In 2004 Wikipedia notes that Canada had a production of 3.9 million trees valued at $62 million of which $36.2 million was generated by 2.5 million exported trees. Quebec accounted for over 30% of this production. The New Brunswick Christmas tree industry is reported to have 350 active growers putting to market approximately 0.5 million trees annually which generates revenues around $10 million (cdn). These figures presented by INFOR may be a somewhat optimistic when compared to the revenue data presented in figure 1 which suggest sales for the province around $6.2 million (cdn.) 3 Export to the United States, particularly the eastern seabord accounts for more that 85% percent or more of these trees. The wreath and greenery market adds another $20 million in annual sales making New Brunswick the largest Canadian greenery-exporter. This industry generates 4,500 full time annual seasonal jobs. Figure 2 below suggests that on average over the five year term between 2003 and 2007 New Brunswick contributes approximately 10% of Canadas sales based on date use to generate figure 1.

contribute approximately 2% of New Brunswicks annual sales in 2018 assuming sales demand and producers remain consistent.

2.0 Industry Contacts

Growers in the province have the opportunity to become a member of six regional associations. These associations contribute to the New Brunswick Christmas Tree Growers Coop Ltd. which is the provincial agency responsible for lobbying the provincial government. Membership in this association is administered by INFOR. INFOR is the key information source for Christmas tree growers in New Brunswick. Due to the large dependence on export markets, membership in the National Christmas Tree Association is considered essential to doing business in the Untied States. The New Brunswick Coop is a member of this association, however membership and direct contribution to the Market Expansion Program of the association is recommended by area growers. The following section presents additional information about the associations involved with Christmas tree growing and marketing in New Brunswick.

2.1 Christmas Tree Associations

This section of the report presents the contact information for industry associations that may provide value to the grower. These agencies are generally membership driven groups. Groups with potential relevance to Greenwood New Brunswick Project are listed below.

INFOR INFOR is a key resource to the Christmas tree industry in New Brunswick. All points of inquiry lead back to INFOR at some point in the discussion. The agency was formed through the initiative of the New Brunswick Christmas Tree Growers Association, the NB Maple Syrup Association and the New Brunswick Federation of Woodlot Owners with support from the NB Department of Natural Resources. The New Brunswick Christmas Tree Growers Coop. Ltd. The Coop was established in 1976 to act for and on behalf of the members who are involved in the growing and marketing of Christmas trees and other related natural products. Membership is administered by INFOR. Tree grading fees are paid to this agency. Reduced tree grading fees are observed by membership in the agency.

National Christmas Tree Association The National Christmas Tree Association is national voice of the Christmas tree industry in the United States. Membership is through association with the State of provincial organization or through participating in the Tree Industry Partnership (TIP) and/or through individual contribution to the Market Expansion Program. This is a key association to contribute to due the market intelligence and networking opportunities with U.S. growers. 2.2 Professional Associations

Christmas tree management is designated an agricultural activity in New Brunswick. There is some crossover however with forestry in many of the management activities supporting Christmas tree farming can be considered to fall within the scope of the practice of forestry. The used of the term Registered Professional Forester (R.P.F.) is not currently a right-to-practice term with membership in the association still voluntary. Efforts are underway to amend the provincial legislation to elevate the designation to right-to-practice and subsequent Licensure as has previously occurred in other provinces in Canada. Application for temporary membership with A.R.P.F.N.B. to cover any work undertaken within the province by this author is required out of courtesy and demonstration of professional conduct. 2.3 Growers List

INFOR indicates there are approximately 350 growers in the province of New Brunswick. Appendix I presents a short list of nurseries as presented on the INFOR website and the Canadian Christmas Tree Growers Association website. This provides an initial contact list from which to develop contacts and network within the local industry.

2.4 Regional Woodlot Association

Timber sales in New Brunswick are administered and marketed through regional marketing boards. These boards were developed by landowners to negotiate fair prices with industry and lobby the provincial government on issues affecting private landowners. The formation of these associations is enshrined in provincial legislation. Seven regional boards are established in New Brunswick. The associations provide forest management advice and logistics support to private woodlot owners looking to market timber from their lands. It also administers provincial funds available to assist landowners for silviculture, the bulk of these dollars are allocated to thinning and tree planting. York Sunbury Charlotte Forest Products Marketing Board The marketing board for the region of the project is the York Sunbury Charlotte Forest Products Marketing Board. The potential sale of timber should merchantable wood be found growing on the property will require marketing the timber through this board. 3.0 Regulatory Considerations

This section presents regulations with the potential to impact or direct activities on the project area.

3.1 Environment
Migratory Bird Convention Act, 1994 The purpose of this federal legislation is to protect and conserve migratory birds in Canada and the United States as populations and individual birds, and their nests. With consideration of the protection of nests (avoid disturbing) during the breeding season in there is no significant concern of contravention of this legislation. Endangered Species Act Chapter E-9.101, March 22, 1996 Fifteen plant and animal wildlife species are identified as species at risk by the province of New Brunswick 4 . Review of this list suggests a very low likelihood of impacts to habitat associated development of the Greenwood properties. Key habitat requirements for the species on this list are not likely to be found on the Greenwood property, particularly those parts of the property suitable for growing trees. Fish and Wildlife Act Chapter F-14.1, July 16, 1980 No concerns anticipated assuming use of standard methods to control runoff to mitigate sedimentation for any work around streams or water bodies. Municipal Zoning/Provincial Land Use Planning Review of property information indicates the Sunbury parcel (13.4 hectares) is described as Woodland and the Property Type termed Timberland. No conflict is anticipated with the intended use. Review of property information indicates the York parcels (13.1 and 29.2 hectares) the parcels are described as Land with a property type termed

Residential Lots Unserviced. Further research is required to confirm that development as a Christmas tree farm is an accepted use of this land. Pest Control Products Act. The is federal legislation administered by Pest Management Regulatory Agency (PMRA) of Health Canada. All herbicides, insecticides, and fungicides fall under this Act. This agency through its legislation determines which products may be used and how they are to be used in Canada. Pesticides Control Act This is the provincial legislation that along with its regulations, licences how pesticides are applied within the province. Licences are required to sell these regulated products. Licences are also required to apply these products. There are also times when permits are required to allow the application of pesticides. This program is administered by the Pesticides Management Unit of the Environment Department of the government of New Brunswick. 5

3.2 Export
Two Canadian agencies are involved with the export of goods. The Canada Food Inspection Agency http://www.inspection.gc.ca/english/toce.shtml The Canada Food Inspection Agency has jurisdiction over the export of plant material including Christmas trees. Currently, Phytosanitary Certificates are required to ship Christmas trees to Mexico. Specific procedures are required to be followed by producers to this market. The certificate is renewable every five years. A local grower indicates that the Mexican government also requires their inspectors to physically assess each grower at the growers cost of bringing the inspectors to Canada. This grower also indicated that the agency also plays a role with shipments to the United States, however the agencys website does not provide any specific reference to this requirement. Additional research is suggested to better understand this agencys export requirements to this market. Export Development Canada www.edc.ca Export Development Canada is an arm of Industry Canada that facilitates the development of export opportunities for Canadian business. The agency also administers a program that guarantees payment of exports. Additional research of these programs may be of value to Greenwood New Brunswick.

3.3 Grading
Christmas trees graded in the province of New Brunswick are administered under the Natural Products Grades Act (O.C. 84-546). The Coop described above also plays a role in the administration of the program. This provincial act regulates the practice of Christmas tree grading, defines eligible persons that may perform the grading and defines the fees and eligible charges for grading services.

4.0 Market Considerations

The New Brunswick Christmas tree market is primarily focused on export to the United States. The Atlantic seaboard is the market that draws the majority of this provinces exports to the United States. The New Brunswick industry is also credited with exports to Mexico, South America and the Caribbean Islands region. Export markets are critical for a successful Christmas tree farm due the relatively limited local market. The population of New Brunswick is relatively small at approximately 700,000 people. This population is largely rural or has generally easy access to obtain their own Christmas tree from forested or woodland areas and are not necessarily dependent on the retail Christmas tree outlets to satisfy their demand. Development of efficient distribution and retail outlets along the Atlantic seaboard is key to the successful marketing of any growers product. Tree form, species and quality tolerances vary throughout this market. Development of an understanding of the consumer variation will assist with improved targeting of sales. It has also been suggested through research for this report that greater revenue opportunities are created for the grower if they have ownership in the retail outlet opportunity. Wholesale volume distribution to large retailers such as Walmart or Home Depot generally provides the opportunity to market a wide range of quality at a lower price per tree. This assures revenue but may forego maximizing income. The industry has a quality classification system that uses a series of measures to determine Christmas tree quality. Pricing is often based on this classification. Local markets however may vary in the degree of tolerance within a quality classification. New Brunswick growers typically grow Balsam Fir (Abies balsamea) for the bulk of their output 6 . A portion of growers also have a component of Frazer Fir however INFOR suggests growing this tree can be more demanding than balsam

fir. A recent conversation with a former Ontario Christmas tree farm manager 7 suggests that Scotch pine is not as popular as it once was and growers are moving away form this product.

5.0 Development Potential

Local growers typically budget eight years from establishment to develop a suitable crop which generates first revenues. One grower uses a 12 year cycle with revenues generated in years 8 through 10. Year 11 is scheduled for site preparation treatments (stump pulling or grinding, tilling the land and establishment of a cover crop to rehabilitate soil conditions) and planting of new stock in Year 12 begins the next cycle. Diligence with weed control and tending is critical to reduce competition for site resources from other vegetation and to reduce potential impacts from rodents (mice, voles, and rabbits) A local grower with 185 acres in production indicated that they consistently produce 5,000 to 6,000 trees based on the current tree development on their farm 8 an typical sales. The grower has however secured sales between 10,000 to 13,000 trees this year and will fulfill the order through the purchase of available stock from other growers since they have not prepared sufficient number in advance to accommodate this spike in sales.

5.1 Remote Sensing Assessment

Greenwood lands for the project have a potential growing capacity of over 100,000 trees assuming the area estimated from remote sensing is truly plantable ground. This potential will be verified during site inspections where plantable ground and current ground cover will be accurately classified and mapped using global positioning system software. The table below presents the result and assumptions used to estimate the planting potential for the Greenwood properties. Images for the York and Sunbury parcels are presented in Appendix III. The Sunbury parcel has the majority of its land area supporting a bog type wetland that is not suitable for growing tree. A road system is reasonable close to productive portion of this property that access to future plantations can be established at reasonable cost. The potential productive are of this property currently supports heavy brush with scattered residual trees. Heavy site preparation in the form of a hydro-axe for chipping head is required to reduce this competition to allow for plantation establishment.

The majority of the York property appears productive land with potential for supporting a Christmas tree farm. However the resolution of the available satellite imagery does not support as detailed an assessment as that provided for Sunbury. A ground assessment is required to verify the type of vegetation cover on this property.

Assumptions
Estimated maximum trees assumes 2 metre * 2 metre planted tree spacing and does not considered loss are due to within plantation corridors for equipment access for tending and maintenance. Ground accessment of plantable area will net these estimates down.

5.2 Soil Sampling

The proposed project area will be stratified by slope and other appropriate factors affecting soil moisture and drainage. Each defined area will have a series of soil samples taken within which to average soil fertility will be assessed and a recommended fertilization program proposed. Soil samples will be submitted to INFOR for analysis. The sampling program will follow that prescribed by INFOR.

5.3 Foliage Analysis

INFOR also provides foliage analysis to assist growers with refinement of fertilizing regimes to ensure optimum growth and colour of crop trees. This service is not required until seedlings have been established.

6.0 Summary
The Greenwood New Brunswick Project has a maximum potential of establishing 110,000 seedlings on 43.7 of productive land on two parcels. The larger parcel in York has a potential of 40.0 hectares that may be put into production. The Sunbury property has only 3.7 hectares. This assessment is base on remote sensing using Google Earth Pro 9 . Heavy brush clearing is anticipated for the small portion of productive land available on the Sunbury parcel. The image resolution was not sufficient to qualify site preparation requirements on the York parcel and a site visit is recommended.
