IN APPRECIATION OF JAMES R. PURNELL 33 YEARS OF SERVICE James R. Purnell has contributed Thirty-three (33) years of dedicated service to the Town of Ocean City, where he began his career in 1980; and WHEREAS, James Purnell has played an integral role in the Wastewater Division of the Public Works Department of the Town of Ocean City for 33 years; and WHEREAS, James Purnells skill and experience have been instrumental in the overall success of the Public Works Department for the Town of Ocean City, Maryland. NOW, THEREFORE, I, Richard W. Meehan, Mayor of the Town of Ocean City, Maryland, along with the Ocean City Council, do hereby commend James for his Thirty-three (33) years of devoted service and wish him a happy and healthy retirement. I have reviewed the medical supply bids that were acknowledged at the October 29th work session. The low bidder results are listed on the attached bid tab sheets. The low bidder for all medical supplies does meet the bid specifications as there are no substitutions accepted. Due to identical bid amounts a random drawing was held on the items and the low bidders were chosen by purchasing staff. It is the recommendation of Chris Shaffer, Asst. Recor, ICMA-CM, City Manager Chuck Barton, B.S., NREMT-P, Deputy Fire Chief Use of the West Ocean City Park and Ride as a MEDEVAC Helicopter Landing Zone November 18, 2013 Use of the West Ocean City Park and Ride as a MEDEVAC Helicopter Landing Zone during the off-season (Mid-October through the end of April). The Fire Department EMS uses MEDEVAC helicopters approximately 40-50 times each year to transport critical patients to specialty medical facilities throughout Maryland. The large parking lot in the rear of the West Ocean City Park and Ride, when unoccupied, is an ideal location for a MEDEVAC helicopter landing zone. Also, MSP Aviation has inquired about using the site as a MEDEVAC helicopter landing zone. I have consulted with Hal Adkins, Public Works Director, and Transportation Department staff about this matter. Director Adkins is supportive and does not believe the use of the facility as a landing zone for emergency MEDEVAC operations violates any agreements in place relative to the use of the site. Further, I communicated with Mr. Harry Gladwin, President of the Delmarva Trailer Park Association, about our intended use of the facility. Mr. Gladwin is supportive of the intended use. I estimate potential use of this facility at about 5-10 times per year.

No modification of the site is required. Other than the nominal cost of a windsock to assist flight crews with planning their approach into the facility, no other costs are anticipated. We would use other sites as available. We have access to the Seaside Christian School and the area behind the White Marlin Mall. These two sites are not consistently useable. FY 12 was the last fiscal year that we did two newsletters for a total cost of $31,565. The winter/spring newsletter and calendar cost totaled $15,347, with $5,347 for graphic design/printing and approximately $10,000 for postage. Total cost for the second newsletter was $16,218 with $6,218 for graphic design/printing and approximately $10,000 for postage. FY 13 was the first year we did one newsletter. Graphic design/printing costs totaled $8,577 with $8,842 for postage for a total cost of $17,419.

Currently, for FY 14, $8,500 is budgeted for the design/printing and $12,000 is budgeted for postage for one newsletter. After consulting with graphic designers and printers, the estimated cost to produce a second publication is approximately $8,500, with another $10,000 for postage.

I recommend doing a smaller publication that could be inserted into the Report to Citizens. This publication would serve as an update on information that was not included in the spring newsletter. The cost would be approximately $4,000 to print, however; we will save nearly $10,000 on the price of postage. SECTION: Personnel PPM 300-16 SUBJECT: Social Media Policy __________________________________________________________________________ Introduction: The use of social media as a form of communication has increased significantly in the last few years. In an effort to keep up with the changing expectations and demands of the public, the Town of Ocean City (Town) has decided to actively engage citizens by using social media sites during both emergency and nonemergency times. Social media provides additional outlets for interaction and information sharing beyond traditional media. By engaging in social media we can improve our information gathering and sharing. Purpose: This policy establishes guidelines for the establishment and use of the Town of Ocean Citys existing and future social media sites as a means of conveying Town of Ocean City information to its citizens. This policy establishes the Towns position on the use and management of social media and provides guidance on its management, administration, and oversight. This policy addresses social media in general and not specific platforms, as they are ever evolving and new tools will likely emerge. The intended purpose behind establishing Town of Ocean City social media sites is to disseminate timely information regarding emergencies, public safety concerns or community information from the Town to its residents, property owners and visitors. The Town of Ocean City has an overriding interest and expectation in deciding what is spoken on behalf of the Town on Town social media sites. Definition: For purposes of this policy, social media is understood to be content created by individuals, using accessible, expandable, and upgradable publishing technologies, through and on the Internet. Social media is defined as a category of internetbased resources that integrate user generated content and user participation. This includes, but is not limited to, social networking sites (Facebook), microblogging sites (Twitter, Nixle), photo and video sharing sites (Flickr, Youtube, Livestream), wikis (Wikipedia), blogs, and news sites (Digg, Reddit). The type of network and its design vary from site to site. Examples of the types of Internet based social media sites include: blogs, networking sites, photo sharing sites, video sharing sites,

microblogging, podcasts, as well as comments posted on the sites. The absence of, or lack of explicit reference to a specific site does not limit the extent of the application of this policy. OntheJob Use & Guidelines: 1. Required Page Elements i. Where possible, each social media page shall include a bio or an introductory statement that clearly specifies that this is the official page of the Town of Ocean City and the purpose of the departments presence on the site. ii. Where possible, the pages should link to the Town or departments official website. iii. Social media pages should be designed to be user friendly, keeping in mind that the content should be accessible to all education levels. 2. Procedures i. All social media sites or pages should be approved by the Communication Manager and/or Department Head and shall be administered by the Town of Ocean City Communications Manager. Additional administrators can be any department employee designated by the requesting Department Head that has a complete understanding of this policy and has appropriate content and technical experience. ii. Where possible, social media pages shall clearly indicate they are maintained by the department and shall have department contact information prominently displayed. iii. Social media should adhere to applicable federal, state and local laws, regulations and policies, including the Maryland Freedom of Information Act. Any content maintained in a social media format that is related to Town business, including a list of subscribers, posted communication, and communication submitted for posting, may be a public record subject to public disclosure. iv. Users shall not post or release proprietary, confidential, sensitive, personally identifiable information (PII), or other government Intellectual Property on Social Media web sites. v. Where possible, social media pages should have a clearly stated comment policy. Visitors who do not adhere to the comment policy will have their comments deleted. Repeat offenders will be blocked from the social media page. 1. Pages shall clearly indicate that posted comments are monitored and the agency reserves the right to remove obscenities, offtopic comments, spam, and personal attacks. 2. Pages shall clearly indicate that any content posted or submitted for posting is subject to public disclosure. 3. Departmental Personnel i. Departmental Personnel representing the agency via social media outlets shall do the following: 1. Conduct themselves at all times as a representative of the Town and in accordance with all ethics and administrative rules. The same standards, principles and guidelines that apply to Town of Ocean City employees in the performance of their assigned duties apply to employee social media use. Practice common sense when replying to citizen comments. Show respect, be empathetic, and give people actionable information.

2. Make sure that posts do not violate Towns confidentiality of legal guidelines for speech. Anything posted online is on record. Use discretion. 3. Observe and abide by al copyright, trademark, and service mark restrictions in posting materials to electronic media. 4. When using social media (including written posts and/or photographs and video) during an active incident/investigation, all postings must be approved by the Communications Manager and/or Incident Commander. This includes and/all calls for service. 5. Be responsible for making sure content is not stale and should be updated on a regular basis. Department will designate a backup administrator in their absence. 6. Respond to social media inquiries and requests, communicating in a timely and accurately manner. 4. Response: i. When responding to inquiries, complaints, or concerns on social media sites, responses should either be individual (from a Town employee), or departmental (from a Town Department): 1. Individual, originating from a Town Employee: The Town employee must disclose the following information within their communication: First and Last Name, Contact Information (at a minimum a Town Email address must be provided but including more information is permitted), and their department). 2. Departmental, originating from a Town Department: The Town Department must disclose the following information as part of their use of a communication channel: Department Name and a single point of contact for inquires about the channel (at the minimum, a general Email addressbut including more information, such as the Departments Telephone Number, is permitted). 5. Archiving Social Data i. The Town of Ocean City encourages twoway communication between us and the public; however, the Town does not condone comments, posts, or messages that are in violation of our social media policies. The Town has an obligation to preserve and archive all social media data that is removed or deleted from our social media sites. Proper management ensures that all social data is captured and retained for our records in the event this data were to be requested. If you are going to delete a post, comment, or message from our social media site take the following steps: 1. Address the person whose comment you are deleting. Screenshot, snip, or copy and paste the comment to the Archived Social Media document on Google Drive. 2. Write the date and time of comment removal on the Google document above the deleted post. 3. Ensure the post has been properly removed from the site. 4. If the post being deleted is from a repeat offender of our social media policies block them from our page.

6. Comment Policy: i. As a public entity the Town of Ocean City must abide by certain standards to serve all its constituents in a civil and unbiased manner. The intended purpose behind establishing Town of Ocean City social media sites is to disseminate information from the Town, about the Town, to its citizens. Comments containing any of the following inappropriate forms of content shall not be permitted on Town of Ocean City social media sites and are subject to removal and/or restriction by the Communications Manager or his/her designees:

1. Comments not related to the original topic, including random or unintelligible comments; 2. Profane, obscene, violent, or pornographic content and/or language; 3. Content that promotes fosters or perpetuates discrimination on the basis of race, creed, color, age, religion, gender, or national origin; 4. Defamatory or personal attacks; 5. Threats to any person or organization; 6. Comments in support of, or in opposition to, any political campaigns or ballot measures; 7. Solicitation of commerce, including but not limited to advertising of any business or product for sale; 8. Solicitations of any kind by any person or entity which is not a part of the Town of Ocean City; 9. Comments by any Town of Ocean City employee which violate the Town policies governing the conduct of employees: 10. Conduct in violation of any federal, state or local law; 11. Encouragement of illegal activity; 12. Information that may tend to compromise the safety or security of the public or public systems; or 13. Content that violates a legal ownership interest, such as a copyright, of any party. 14. A comment posted by a member of the public on any Town of Ocean City social media site is the opinion of the commentator or poster only, and publication of a comment does not imply endorsement of, or agreement by, the Town of Ocean City, nor do such comments necessarily reflect the opinions or policies of the Town of Ocean City. 15. The Town of Ocean City reserves the right to deny access to Town of Ocean City social media sites for any individual, who violates the Town of Ocean Citys Social Media Policy, at any time and without prior notice. 16. When a Town of Ocean City employee responds to a comment, in his/her capacity as a Town of Ocean City employee, the employees name and title should be made available, and the employee shall not share personal information about himself or herself, or other Town employees. 17. All comments posted to any Town of Ocean City Facebook site are bound by Facebooks Statement of Rights and Responsibilities, located at http://www.facebook.com/terms.php, and the Town of Ocean City reserves the right to report any violation of Facebooks Statement of Rights and Responsibilities to Facebook with the intent of Facebook taking appropriate and reasonable responsive action.

In recognition of their sacrifice and commitment in defense of our Nation, the Town of Ocean City adopts this veterans hiring policy to provide employment opportunities to men and women who have served in the United States armed forces. DEFINITIONS Veteran - Any person who served in the Armed Forces of the United States and was discharged or released from active duty under honorable conditions. The spouse of a disabled veteran is eligible for consideration under this policy. Documentation Veterans, disabled veterans, and spouses of disabled veterans shall furnish Document DD-214, military discharge papers or equivalent certification and spouses shall furnish evidence of veterans disability and marriage to the veteran at the time of employment application. POLICY A. The Town will expand its outreach to veterans by posting employment opportunity notices on career web sites that are specific to veterans. B. Fully qualified applicants with documented veterans status will be offered a preliminary interview. C. Most qualified applicants will be determined based on criteria established for each position prior to the search. The criteria may include successful completion of interviews, satisfactory work history and references or other demonstrations from which candidate responses are solicited and considered.
