54-yr-old dies in custody; family alleges torture (1) JAIPUR: A man arrested for alleged involvement in several theft

cases died at Mansarovar police station while he was brought at the police station for questioning in a theft case. Though preliminary investigation suggested the cause of his death was heart attack, but the police are awaiting the postmortem report to find the exact cause of his death. The accused Yogesh (54) was brought at the Mansarovar police station on Tuesday evening. During the early hours on Wednesday, he complained of uneasiness and was rushed to the Sawai Man Singh hospital where he died, police said. Since it was a cust odial death, the acting Deputy Commissioner of Police (South) Vijendra Jhala has suspended the circle inspector, Mansarovar, Dharmjeet Singh, officer Jagdish Prasad said. "Prima facie it was a natural death as the doctors suggested. The accused after arrest complained of uneasiness and was admitted to Sawai Man Singh hospital on Wednesday where hospital authorities claimed it to be a cardiac arrest. Despite that a guideline of the Supreme Court says if a person dies at police station, action needs to be taken against the officers concerned," Jhala added. Yogesh had been booked for several theft cases at Mansarovar police station. However, family of the deceased alleged torture at the police station. But, police said he was merely being questioned on Wednesday morning when he felt uneasiness and later succumbed in the hospital. Bhagwat Daharia, father of Santosh Daharia, claimed that his son was arrested Feb 14 on the charge of kidnapping a minor girl, and was excessively tortured at Kharora police station, some 30 km from here. As a result, his son died, the villager said. According to him, the police did not inform Santosh's relatives of his death. Kharora police station personnel, however, denied the young man was tortured. Santosh, a police official said, was sent to the Raipur Central Jail, and then admitted to Raipur's Dr. Bhimrao Ambedkar Government Hospital Saturday as he complained of "some health problem" and was vomiting regularly. "He (accused) was not tortured, the charges against us are baseless. We are open to magisterial inquiry," Kharora police station chief P.K. Pathak said. But Pathak did not explain why he did now allow relatives to meet Santosh when he was in custody at Kharora police station. Bhagwat alleged that he and his relatives were repeatedly disallowed by policemen at Kharora police station and also at the Raipur Central Jail to mee t or see Santosh even after they learnt of his death. Khan, additional superintendent of police (Raipur rural), said, "We are collecting details of what exactly happened to the accused, we are surely looking into complaints of the relatives very seriously." The custodial deaths in Chhattisgarh, mainly in forested areas of Maoist hotbed, are common as are allegations that police pick up youths from villages, brand them as Maoists and torture them routinely. Four

people, including two policemen, had sustained injuries on Monday as villagers in Bikaner's Chhattargarh town clashed with police while protesting the alleged torture of Dalit youth Kishan Meghwal in police station. "Keeping in view the villagers' protest, a head constable and two constables who were on duty at the time when Kishan was brought to the police station have been booked under section 302 (murder)of the Indian Penal Code. Further investigation is on," said a police officer. The official said four youths belonging to a Dalit community had been found creating nuisance at a public place in drunken condition on Friday night. "A police patrolling team tried to catch them, but three of the m escaped. Only one of them, Noralal Meghwal, was arrested but released Saturday morning," said the officer. However, the villagers said that police had also detained Noralal's brother Kishan Meghwal. Kishan was missing since Saturday morning. Villagers alleged that Kishan was kept under illegal custody at the police station on Friday night and tortured. They also claimed that Kishan was dead. CNN-IBN 22/2/12) Delhi Police pay Rs.3 lakh for torturing youth to death (1) NEW DELHI, March 3, 2012: In yet another case of police taking the law into their hands, a young man in custody of the Delhi Police died due to torture at the Dhaula Kuan police post. Following intervention by the National Human Rights Commission (NHRC), they paid Rs.3 lakh as interim relief to the victim's mother. The youth, Vicky, died on March 12, 2008. Vicky was initially detained by Dhaula Kuan Police personnel and was being taken by foot to Delhi Cantonment police station by them. On the way, he suddenly swooned after complaining of stomach-ache. He was taken to Safdarjung Hospital, where he died. The subsequent medical report did not rule out the possibility of death due to acute pancreatitis. In the absence of any other disease, pancreatitis could be caused only by a blunt abdominal, it said. The New Delhi Metropolitan Magistrate in his opinion concluded that a commission of offence was made out in the case and the Delhi Cantonment police station House Officer was directed to register an FIR. The NHRC, which went through various reports and material on record, found that Vicky was ill-treated physically by the police resulting in his death. A case was also registered by the Delhi Police under Section 304 of the IPC (culpable homicide not amounting to murder). The Delhi Police also informed the Commission that a competent court was regularly monitoring the case registered under FIR 200/2008. station in Khadda area in Kushinagar in Uttar Pradesh, police said on Monday. The woman was taken to the police station on July 17 by a man Vijay Verma of her village Gainahi promising her help in getting a job but she was forcibly given liquor and a number of policemen allegedly raped her in a room, the woman said in her complaint on Sunday. "On the complaint of the woman, an FIR has been registered against Verma and subinspector Virendra Kumar. The woman will be sent for medical examination today," circle officer Vinod Kumar said. (Hindustan Times 24/7/12) Cop surrenders in gang rape case (1) INDORE: A police personnel, co-accused in the gang rape of a woman in a roadside Anmol dhaba at SR Compound on February 22, surrendered before the court on Tuesday. The court directed police to remand him in custody. According to the Lasudia police, the accused policeman Raghuveer Sikarwar was wanted in the infamous case. On the day of the incident, the victim who was with her husband, was raped by a group of six to seven persons at the dhaba. The husband of the victim was held hostage while the accused took turns to rape woman. Among the accused was Sikarwar who was absconding since February 22. (Times of India 3/10/12) Tired of police torture, 55-year-old commits suicide (1) KANPUR: A 55-year-old man allegedly committed suicide by consuming poison in Kanpur Dehat district, late on Saturday night. The victim was identified as Ajab Singh, a resident of Balai Buzurg village under the limits of Derapur police station. Victim's family members claimed that Singh was summoned on Saturday evening and even third-degree methods were used on him. Deputy Superintendent of Police, Virendra Singh said a case has been registered and a high-level probe would be conducted into the incident. "Ajab Singh was summoned by the cops of Vihar Ghat police out-post on Saturday evening over a land dispute case. After returning back, he straightway went into his room and consumed poison," alleged his son Amit Kumar. Meanwhile, villagers of Balai Buzurg staged a massive protest when the sons of the victim informed them that their father had left a suicide note accusing his neighbour and police of torturing him. Later, the villagers refused to cremate Ajab Singh's body, saying that they want immediate arrest of the accused. Eight persons including three cops were booked in this regard before the family and villagers decided to cremate the body. Meanwhile, an inmate of district jail of Kanpur Dehat who had gone to Kannauj in connection with a hearing of case allegedly consumed poison on Saturday. Ajay alias Azad of Inayatpur Thatiya has been admitted to the LLR Hospital. (Times of India 24/12/12) Police station chief arrested in Bihar for custodial death (1) Patna, June 16 : A police station chief has been arrested in Bihar's capital following the custodial death of a man, police said here Saturday. Salman, 50, who was charged with stealing vehicles, died from injuries he sustained when was allegedly beaten up during interrogation at the Maner police station here, a police official said. Police station chief Ras Bihari Paswan has been arrested, and all others posted at the police station have been suspended, Patna Senior Superintendent of Police Amrit Raj said. Salman's condition deteriorated after a local court sent him to judicial custody. The authorities at Beur jail here, where Salman was to be lodged in judicial custody, refused to take him in owing to his serious condition, a relative claimed. (IANS) (New Kerala 16/6/12)
