Special Rules for the Tamil Nadu Municipal Commissioners' Service

1. Cons%i%u%ion.3 The service shall consist of the followin, cate,ories of 'fficers# namely< Cate,ory ) = >oint %irector of Municipal Administrations& Cate,ory ( = Special 2rade Municipal Commissioner& Cate,ory = 5a8 Selection 2rade Municipal Commissioner& 5b8 Additional /ersonal Assistant to the %irector of Municipal Administration& Cate,ory ? = (a) Municipal Commissioner# 2raded 5b8 Additional /ersonal Assistant to the %irector of Municipal Administration /. A oin%$(n%s&= 5a8 Appointment to the cate,ories specified in column 5I8 of the Table shall be made by the methods specified in the correspondin, entries in column 5(8 thereof TA4LE Cate,ories 5)8 )& >oint %irector of Municipal Administration (& Special 2rade Municipal Commissioner 5a8 Selection 2rade Municipal Commissioner Method of Appointment 5(8 6y promotion from the Special 2rade Municipal Commissioner& 6y promotion from Selection 2rade Municipal Commissioner 6y promotion from Municipal Commissioner# 2rade0I or 6y recruitment by transfer from the post of Section 'fficer comin, under one unit of Secretariat in the Tamil Nadu 2eneral Service who had under,one trainin, as Municipal Commissioner# 2rade0I for a period of not less than two years or from the post of Superintendent of the 'ffice of the %irectorate of Municipal Administration in the Tamil Nadu Ministerial Service who had under,one trainin, as Municipal Commissioner# 2rade0I for a period of not less than two years <

/rovided that one out of every five vacancies and every tenth vacancy shall be filled in by recruitment by transfer from the post of Section 'fficer comin, under 'ne @nit of Secretariat Service in the Tamil Nadu 2eneral Service and Superintendent of the 'ffice of the %irectorate of Municipal Administration# respectively& /rovided farther that where any officer of the specified cate,ory is not available# the turn will lapse and the vacancy shall be filled in by the 'fficer of the next cate,ory&

?& 5a8 Municipal Commissioner# 6y recruitment by transfer from the post of 2rade0I Municipal Commissioner# 2rade II in the Tamil Nadu Municipal Commissioners' Subordinate Service& 5b8 Additional /ersonal 6y recruitment by transfer from the post of Assistant to the %irector of Mana,er in the %irectorate of Municipal Municipal Administration Administration in the Tamil Nadu Ministerial Service& 5. 7. 8u!"i2ic!%ion&= No person shall be eli,ible for appointment as Municipal Commissioner# 2rade0I by recruitment by transfer unless he possesses the followin, Aualifications# namely<
5)8 Must have passed the %epartment Test# /arts 0 I and II for Municipal Commissioners in the Municipal Administration %epartment 9 and 5)8 Must have passed the Tamil Nadu 2overnment 'ffice Manual Test&

1. P&o9!%ion&= ;very person appointed by recruitment by transfer to the post of Selection 2rade Municipal Commissioner# Municipal Commissioner# 2rade0I or Additional /ersonal Assistant to %irector of Municipal Administration shall# from the date on which he Boins duty# be on probation for a total period of two years on duty within a continuous period of three years& :. D( u%!%ion.3 5)8 Section 'fficer comin, under one unit of Secretariat Service in the Tamil Nadu 2eneral Service who have put in not less than three years of service in that post may be deputed to wor4 as Municipal Commissioner# 2rade0I for a period of two years < /rovided that such Section 'fficer must have wor4ed as Section 'fficer for a period of not less than two years in the Municipal Administration and $ater Supply %epartment < /rovided further that not more than two Section 'fficers shall be on deputation at any ,iven time and they shall draw the pay applicable to the post of Section 'fficer durin, the period of deputation& 5(8 Superintendent of the 'ffice of the %irectorate of Municipal Administration# who have put in not less than ten years of service in that post shall be deputed to wor4 as Municipal Commissioner# 2rade0I for a period of two years < /rovided that not more than two Superintendents shall be on deputation at any ,iven time and they shall draw the pay applicable to the post of Superintendent durin, the period of deputation& +++++++
