II. Report from Teams 2. We will hear a presentation from Team 2 on its work
to date. The team will deliver a 20-minute presentation on the status of its

recommendations in its area, as well as its views on those policy choices. We
are allotting 9-11 a.m. for this discussion.

The team has compiled classified background materials for your review at the
K Street office. If you have not already, we urge you to take whatever time you
can for this background reading.

III. Policy Discussion. We will begin to discuss the key areas in which the
Commission may wish to make recommendations in the final report. This
purpose of this discussion will be to shape the Commission's policy agenda,
not decide upon specific recommendations at this early stage. The staff has
prepared a memo outlining some of the policy areas the Commission may
wish to examine (Tab 2).

III. Highest-Level Officials. The White House stands by its conditions for
meetings with the President and Vice President. It is possible that President
Bush might allow more time in order to answer the Commission's questions
should that be necessary. The Commission should decide whether to proceed
with scheduling meetings with President Bush and Vice President Cheney.

IV. March Hearing. The staff will report on the status of the upcoming hearing
on counterterrorism policy. A memo outlining the timetable for preparation is
attached (Tab 3).
