This section describes the feature WRFD-01061020 Improvement of User Experience in Low Traffic Service.

Overview
A low-traffic service is a delay-sensitive service with a small amount of data. For example, the PING command, belonging to the BE service, is a low-traffic service. When such a service is carried on the HSPA channel, the NodeB cannot identifies the service from the BE services through the service priority and ensure its low delay. The UMTS network is a radio network whose radio resources are shared by all the UEs in a cell. When the traffic volume in a cell is high, the QoS of low traffic services is easily impacted by other services. Generally, UEs, however, are more sensitive to the delay of burst low traffic services. For example, when the traffic volume in a cell is high, a UE must take more time to open a Web page. Therefore, the user experience decreases obviously. This feature identifies a burst service based on the traffic features, and then reallocates much higher bandwidth to it. Thus, a larger bandwidth is available for the data transmission of the low traffic service, and the UE obtains better service delay experience. Figure 2-1 Overview of low-traffic service monitoring

This feature is implemented in the following procedure: Node B identifies the characteristics of services carried on the HSPA channel to find the low traffic services, such as gaming service and chat service (MSN messenger for example), which have a small number of data to transmit each time. Then, improve the capability of services to obtain resources on the basis of the scheduling and flow control principles of HSPA, thus improving the low traffic service delay experience. UEs can obtain good delay experience when they use the services with burst low traffic. The priority of the UE can be considered in the feature to provide differentiated services to low traffic services.

Basic Principle
The NodeB monitors the HSPA traffic. If the traffic within 500 ms is lower than BurstPacketSize (DLCOPPERUEBPS, DLGOLDUEBPS, DLSILVERUEBPS, ULCOPPERUEBPS, ULGOLDUEBPS or ULSILVERUEBPS), the NodeB identifies this service as a low-traffic service. The following figure shows the mechanism of low-traffic service monitoring.

The delay problem of low-traffic service mainly lies in HSUPA scheduling in the uplink from UE to NodeB and HSDPA flow control in the downlink from RNC to NodeB. The solutions are described as follows:

In HSUPA scheduling, the NodeB allocate resources to UEs through absolute grant (AG) and relative grant (RG). If a UE requests a serving grant (SG) with the increment higher than the AG threshold, the NodeB uses the AG to schedule this UE. If the traffic is very low but the AG threshold is very high, the UE may not be scheduled in a long period, which affects the user experience. To ensure that the small packets from UEs can be sent rapidly to the NodeB, the NodeB monitors low-traffic services in the uplink and dynamically sets low AG thresholds for these services. In HSDPA flow control, the NodeB allocates bandwidth to services based on the service rates on the Uu interface and the RLC buffer occupancy (BO). For the small packets, the service rate on the Uu interface and the RLC BO are very low, and therefore the allocated bandwidth is very small, which affects the user experience. To ensure that the RNC can rapidly send data to the NodeB and to reduce transmission delay, the NodeB monitors low-traffic services and allocates large bandwidth to these services.
