Purpose of the position


The position prepares feasibility reports for capital projects ensuring that project scope, cost, program, environment and risks are considered, that statutory requirements are met and works are compliant with TransGrids policies and procedures. The position provides project management of transmission feasibility projects to ensure that time and budget constraints are satisfied and a commercial outcome for the organization is achieved. The role also coordinates information from a range of environmental and technical specialists, within TransGrid and external, to ensure projects are completed to appropriate technical, quality and statutory requirements. Moreover, the position contributes by applying technical knowledge to analyse and develop design options, project schedules, costs and risks in a project management framework.

Responsibilities & Duties


Capital Works Governance
Investigate and prepare documentation relating to the feasibility of proposed Capital Projects. Consult with all relevant internal and external stakeholders, identify issues and ensure needs are addressed and documented. Develop comprehensive work scopes, project programs, cost estimates and risk and issue assessments for proposed capital projects. Preparation of feasibility and pre-planning reports that identify the scope, program, cost and risks & issues of proposed capital projects. Risk & issues identified, recorded and addressed in pre-planning reports.

Technical Contribution
Identify and develop project options for proposed capital projects. Develop conceptual designs for project options to allow project scope, program, cost and risks & issues to be assessed. High-level technical understanding in a number of technical areas. Identification of project work scopes and high-level project programs. Preparation of project cost estimates Management of Estimating tool (Success), including data integrity, functionality, development of related processes and procedures

Relationship Management
Develop and maintain effective relationships with internal and external groups and individuals. Consult with and inform relevant stakeholders during the pre-planning phase of capital projects.

Reporting
Prepare feasibility and pre-planning reports to allow project approvals and project implementation to commence. Monitor and report to Management on progress of investigations and preparation of reports. Provide monthly reporting of progress against capital program targets. Provide input and data for monthly reports to the Executive and Board on project feasibility study status and progress.

Ensure project pre-planning considers and documents all relevant Health, Safety and Environmental issues in the development of project solutions. All work is carried out in compliance with relevant legislation, TransGrid policies and procedures and local Safety and Environmental Plans. Contributions relevant to the responsibilities of the position are made as required Safety and environmental assessments are carried out in accordance with established policies and procedures Work and operate in a manner which supports the Health and Safety outcomes of our people and our business. Additional information and duties


The position is required to assist with any additional duties or projects allocated to the group. Reports directly to Project Development Manager but the extent of direct supervision will depend on the complexity of projects. No staff supervised, but has direct interaction with other staff and external people involved in the project. The number varies according to the size and complexity of the project, but typically lies in the range of 2 to 6 persons. Position holder plays a role in determining project options, feasibility and costing at the preplanning stage. This information is used for TransGrids internal project approvals and 5 year capital budget, and is also a key input to the regulatory approval process.

Academic & Trade Qualifications


Tertiary qualification at degree level in an engineering discipline.

Work Experience & Skills


Experience in a number of aspects of transmission line and substation projects such as investigation, design, environmental assessment, system planning and operations and project implementation. Several years experience in identifying key issues and alternatives relating to transmission line and substation projects across the areas of design, environmental assessment, system planning and operations and project implementation. Demonstrable experience in the feasibility assessment and costing of complex projects. High standard of interpersonal, communication and report writing skills, personal integrity and professionalism. Knowledge of relevant legislation, Australian Standards, TransGrid Policies and Procedures and Government policy guidelines, which govern safety, engineering design, environmental assessment for the implementation of transmission line and substation projects. Experience with Corporate IT applications.
