Overview
Mobile backhaul networks are designed as non-blocking. They must not be the bo leneck or conges on point within a mobile network. Satellite communica on links are expensive and when used for mobile backhaul typically become the conges on failure point. Mobile networks are designed to manage conges on within the radio interface and even conges on within the network due to HSPA service. Mobile networks ensure voice, mobility management and other cri cal mobile services are not impacted when conges on over the radio interface occurs. This is not the case when the backhaul network becomes the conges on point. Sevis' mobile backhaul op miza on products include a set of Intelligent Op miza on features that are network aware and designed to improve op miza on, increase network reliability, and enhance the user experience. The patent pending Backhaul Conges on Control (BCC) feature, available within the suite of Intelligent Op miza on features, oers GSM operators and satellite bandwidth providers a new op on for preven ng and allevia ng bandwidth conges on on mobile backhaul links. Backhaul Conges on Control detects conges on within the backhaul network and based on operator congured thresholds implements standard based methods to prevent conges on. It provides control at a base sta on level and forces the use of more ecient codecs during mes of conges on. When combined with the tradi onal op miza on methods, BCC increases op miza on signicantly with savings up to 70%.

The BCC feature is applicable to all mobile networks that support the more bandwidth ecient codecs such as GSM half rate or adap ve mul -rate half rate (AMR HR) codecs. By using these codecs, the amount of data required for a voice call or trac channel (TCH) is reduced by 50%. The BCC feature monitors the backhaul link capacity and u liza on and invokes radio resource conges on procedures to eliminate backhaul conges on. The procedures to eliminate conges on control include informing the network to select the most ecient voice codec supported by the mobile sta on for each call (trac channel) in use over the satellite links. The BCC feature allows the operator to select individual base sta ons and specically which backhaul links to monitor and applies conges on control features only to those specic links. In addi on, it allows the operator to priori ze codecs with no limit to the number of codecs selected. The BCC feature ensures codec compa bility with the mobile sta on. It operates in mul ple modes. The modes are dened as: Passive Monitoring The backhaul link is monitored for cases where the feature may be applied. In this mode, no action is taken but useful statistics are available for network engineering and planning purposes. Congestion Control Mode In Congestion Control Mode, the system monitors WAN data rates and compares the measured rates to provisioned thresholds. Thresholds are set for data rates incoming from the WAN or outgoing to the WAN. When the measured rate exceeds the provisioned threshold rate, the BCC features are invoked to reduce bandwidth to levels below the thresholds. Optimization and Power Savings Mode In Optimization and Power Savings Mode, the system continuously processes traffic channels for voice to ensure 50% reduction in data rate when supported by the mobile station. This mode also results in less power used by the BTS. This mode is not dependent on thresholds.

Addi onally, BCC monitors mul ple key performance indicators (KPIs) to support both GSM operators and satellite bandwidth providers. Example KPIs available include: Candidate calls - Number of calls capable of a 50% reduction in data rate Non-candidate calls - Number of calls that cannot use more efficient codecs Calls modified - Number of calls with reduced data rates Total calls - Total number of calls received, including number of calls per base station
