In contrast, %on*ress or a constit tiona! convention can propose -ot$ a&end&ents and revisions to t$e %onstit tion. By any !e*a! test and nder any A risdiction, a s$i"t "ro& a Bica&era!FPresidentia! to a Unica&era!FPar!ia&entary syste&, invo!vin* t$e a-o!ition o" t$e /""ice o" t$e President and t$e a-o!ition o" one c$a&-er o" %on*ress, is -eyond do -t a revision, not a &ere a&end&ent. %o rts $ave !on* reco*niBed t$e distinction -et#een an a&end&ent and a revision o" a constit tion.
