SPECIAL INSTRUCTIONS TO BIDDER Please read following instructions carefully before submitting your bid. 1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in AutoCAD format and manuals in PDF format, for offered item shall be
submitted. Also the hard copies as per specification shall be submitted. 2. 3. The bidder shall submit Quality Assurance Plan for manufacturing process and Field Quality Plan with the technical bid. The bidder shall have to submit all the required type test reports for the offered item. In absence of this, the evaluation shall be carried out accordingly as nonsubmission of type test reports. The bidder must fill up all the point of GTP for offered item/s. Instead of indicating refer drawing, or as per IS/IEC, the exact value/s must be filled in. All the points other than GTP, which are asked to confirm in technical specifications must be submitted separately with the bid. The bidder is required to impart training in view of manufacture, assembly, erection, operation and maintenance for offered item, at his works, to the person/s identified by GETCO, in the event of an order, free of cost. The cost of logistics will be borned by GETCO. Please note that the evaluation will be carried out on the strength of content of bid only. No further correspondence will be made. The bidder shall bring out all the technical deviation/s only at the specified annexure. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE).

QUALIFYING REQUIREMENT DATA


(For Supply)

Bidder should satisfy all the following requirements. 1) The bidder shall be Original Equipment Manufacturer (OEM). The offered equipment have to be designed, manufactured and tested as per relevant IS/IEC with latest amendments. The minimum requirement of manufacturing capacity of offered type, size and rating of equipment shall be 7 times tender / bid quantity. The bidder should indicate manufacturing capacity by submitting latest updated certificate of a Chartered Engineer (CE). Equipment proposed shall be of similar or higher rating and in service for a minimum period of THREE (3) years and satisfactory performance certificate in respect of this is to be available and submitted. The bidder should clearly indicate the quantity and Single Value Contract executed during last FIVE (5) years, for the offered equipment. Bidder should have executed one single contract during last five years for the quantity equivalent to tender / bid. The details are to be submitted in following format,

SCOPE:
This specification covers the design, manufacture, assembly, inspection, testing, packing and delivery of clamps & connectors (fittings), suitable for MOOSEConductor (54/7/3.53 mm) or Zebra Conductor (54/7/3.18)with Sub-Conductor spacing as 450 mm/350 mm with quadruple & Twin formations. The same are required for out door bus of 400/220 KV Substations. The material offered shall be complete with all components that are necessary for efficient operation. Such parts shall be deemed to be within scope of the supply whether specifically mentioned or not. Fittings shall confirm in all respect to the highest standard of engineering, design, and workmanship and shall be capable of performing trouble free continuous operation.

QUANTITY: The quantities of various clamps/connectors/fittings are to be considered as set. CLIMATIC CONDITIONS: The overall climate is moderate hot, humid, tropical, highly polluted and conductive to rust and fungus growth. The clamps/connector shall be given tropical and fungicidal treatment and shall be capable of satisfactory operation under the hot and humid climatic conditions that would prevail at sites. The climatic conditions are prone to wide range of variation in ambient conditions. The materials offered shall be suitable for installation at any of the switchyards in Gujarat State.

Materials conforming to any other national standards which ensure equal or better services shall be acceptable. The salient point of this Specification and point of difference between these in the above specification shall be clearly brought in the offer. If required, modifications shall have to be incorporated for the items ordered with you without any extra cost to the GETCO. GENERAL TECHNICAL REQUIREMENT OF CLAMP/CONNECTOR: All casting shall be free from shrinking, blow holes, surface blisters,cavities,cracks, other defects and quality of product shall be uniform throughout. All sharp edges and corners shall be blurred and rounded off.

The fittings offered shall be inherently resistive to atmospheric corrosion or be suitable to protect against corrosion both during storage as well as in service. The clamps/connector shall not cause any damage to the conductor in any way. All bolts, clamps, etc. shall have suitable locking arrangements to safe guard against vibration and loosening. No part of a clamp shall be less than 12 mm thick for fittings suitable upto size of ACSR Panther conductor, No part of a clamp shall be less than 15 mm thick for fittings suitable for ACSR Zebra conductor and ACSR Moose conductor All ferrous parts shall be hot dip galvanised confirming to IS:2633. For bimetallic connectors, copper alloy liner of minimum thickness of 2 mm shall be cast integral with aluminium body. Flexible connectors shall be made from tinned/copper/aluminium sheets. Connectors shall be designed to be corona free in accordance with the requirements stipulated in IS: 5561 The terminal connector for equipments shall be suitable for twin ACSR Moose conductor for 245 KV and Quadra Moose ACSR for 400kV switchyard. The terminal connector shall be compression type to jumper side / boltless type. The required bolts and nuts for terminal connector must be stainless steel with suitable check nut. SPECIFIC REQUIREMENTS: Clamps and fittings shall be so designed that the post insulators shall not be subject to any abnormal stress due to thermal changes in conductor. All the clamps and fittings shall enable the connection to be as short as possible. Wherever possible they shall be in two separate halves. No U bolts shall be used. The data in respect of bus bars and equipment for which clamps and connectors are required shall be given to the successful bidder. MATERIAL: The clamps and connectors shall be made of materials listed below: i) ii) For connecting ACSR conductor aluminum alloy casting conforming to designation A6 of IS: 617. Bolts, nuts, plain washers and spring washers for all items: Hot dip galvanized mild steel/stainless steel as per GETCO approved make.

The clamps shall be designed to withstand the flow of continuous current as follows: i) 400KV 2000 Amp. ii) 220KV 2000 Amp. iii) 132KV. 1600 Amp. iv) 66KV(Transformer) 1250 Amp. v) 66KV. 800 Amp. The temperature rise when carrying full load current shall not exceed 45C above site ambient temperature - 40C. The rated current for which the clamp connectors are designed with respect to the specified ambient temperature shall be marked on each component of clamps and connectors. DESIGNS: Responsibility of satisfactory design of the clamps/connectors to safely withstand the specified mechanical stresses and carry the rated current without exceeding the temperature rise specified, shall solely rest with the bidder. For this purpose, a minimum factor of safety 2 (two) shall be taken into account. TEST: Individual fittings, clamps, connectors shall be subjected to following Type, Acceptance and Routine Tests.

The bidder shall have to submit copies of type test certificates.Type test reports shall not be older than FIVE years and shall be valid up to the expiry of the validity of the offer. of any Govt. Recognized Laboratory for consideration along with the technical bid, otherwise, bidder should confirm to arrange for conducting these tests at their cost before commencement of supply. 10.0. SAMPLES: Each bidder shall supply free of cost one sample of each item covered under this specification at Const.Store Asoj,Under E.E.Const.Jambuva, before opening of the technical bid so as to enable the GETCO to ascertain their quality and workmanship. The samples shall however be submitted positively along with the tender. The GETCO shall be at liberty to subject these samples to any tests which may deem fit. The GETCO shall not be responsible for any damage, which may occur to these free samples during such testing. The samples shall not be returned to the Bidder. 11.0 11.1 EXPERIENCE: The Bidders have to clearly state their experience, resources, engineering organization to undertake this work of supply of clamps/connectors. The Bidder shall have minimum experience of 3 years in the manufacture of similar item for 220KV and above. The purchaser reserves the right to waive stipulation in respect of experience in case of new firms. DRAWINGS: Immediately on receipt of the order an authorized representative of the Bidder should come with the necessary drawings for approval of the user Department. 13.0 INTERCHANGEABILITY: All fittings shall be of standard design and made to guage or jig and shall be interchangeable in all respects with similar items.

The fittings should also have marked upon them the name of the manufacture, the country of original and suitable identification marks. INSPECTION & TESTING: The GETCO reserves the right to inspect the material at the time of manufacture at various stages. All acceptance tests shall be performed in the presence of the GETCOs inspecting authority and the manufacturer/supplier shall have to give intimation of place, date and time of each test to the inspecting authority sufficiently in advance to enable the later to be present at the test. All test results must be recorded in the presence of the inspecting authority and no material shall be dispatched without having been passed by the GETCOs Representative. Routine/Acceptance tests shall have to be arranged by the Bidder in accordance with the relevant standards free of cost for each lot of supply. Inspection by the GETCOs Representative shall not relieve the Bidder of this obligation of furnishing material in accordance with the relevant specifications. (a) (b) (c) The Technical Bid should be comprising of all the information as per the format (for GTP) given with this specification. True copies of all the Type Test Certificates of Govt. recognized Laboratory in respect of the offered items only shall be furnished. Descriptive literature, dimensional drawings catalogues, etc. shall be submitted for the offered items. Bids which do not give complete details, or which are vague and Technically not in line with the GETCOs requirements shall be liable for rejection. Telegraphic or short Bids will also be not considered. (d) Offers without samples and type tests reports will be out rightly rejected. QUALITY ASSURANCE PLAN The bidder shall invariably furnish following information along with his offer, failing which his offer shall be rejected. i) Statement giving list of important raw materials, proposed to be used in the manufacture of the accessories against this specification, names of

GETCO/E/TS C&C057/R0 DT. 10/10/2007 sub suppliers for the raw materials, list of standards according to which the raw materials are tested, ii) List of tests normally carried out on raw materials in presence of suppliers representative as routine and/or acceptance during production and on finished goods, copies of test certificates. iii) Information and copies of test certificates as in (i) above in respect of bought out accessories. iv) List of manufacturing facilities available. v) Level of automation achieved and list of areas where manual processing exists. vi) List of areas in manufacturing process, where stage inspections are normally carried out for quality control and details of such tests and inspections. vii) List of testing equipment available with the supplier for final testing of conductor specified. In the case if the supplier does not possess all the routine and acceptance testing facilities the tender will be rejected. viii) Special features provided to make it maintenance free. ix) The GETCO reserves the right for factory inspection to verify the facts quoted in the offer. If any of the facts are found to be misleading or incorrect the offer of that supplier will be out rightly rejected and they may be black listed.
