ECO-HOUSING IN THE CITY OF PUNE: IS THE CITY OF PUNE RESPONDING TO ECO- HOUSING?

INTRODUCTION: Eco-Housing represents eco-friendly, energy efficient buildings, sustainable construction practices, and a healthy and productive indoor environment with lowered use of natural resource. Eco-housing structures are designed, built, renovated and operated in an ecological and resource efficient manner. The Eco-housing program was designed to scale up adoption of energy efficient technologies by the developer community and help create a market for eco-friendly products and services. Program interventions included the development of Eco-Housing performance assessment tool, integration of Eco-Housing policy and fiscal incentives, demonstration projects, capacity building and the development of a sustainable institutional mechanism to mainstream energy efficient housing practices. WHAT IS A GREEN DESIGN IN TERMS OF ECO- HOUSING ? The US Green Building Council defines green design as Design and construction practices that significantly reduce or eliminate the negative impact of buildings on the environment and occupants in five broad areas: Sustainable site planning Safeguarding water and water efficiency Energy efficiency and renewable energy Conservation of materials and resources Indoor environmental quality ECO HOUSING INITIATIVE BY THE PMC: Pune Municipal Corporation is the first Urban Local Body in the Country to take up implementation of the Eco housing Programme developed by Science and Technology Park. The Pune Municipal Corporation (PMC) recognized the importance of promoting sustainable housing practices in the city. Pune is the first city to implement the Eco-housing program implemented with the support of United States Agency for International Development (USAID) by the Science and Technology Park (Scitech Park) and its technical partner International Institute for Energy Conservation (IIEC). Taking the lead to promote and sensitize people about this concept PMC has set up a dedicated Eco housing Cell.

RELEVANCE: The Pune Municipal Corporation would like to encourage developers to adopt the Eco-housing assessment criteria to certify the environmental performance achieved by their residential projects as it believes that Eco housing is an innovative approach towards conservation which will help free resources for investment in other sectors and facilitate utilization of government funds more efficiently. The Indian Green Building Council's (IGBC) Green Home rating system is an accepted benchmark for the design, construction and operation of highperformance green buildings. Green Home rating system provides building owners, architects, consultants, developers, facility managers and project managers the tools they need to design, construct and operate green buildings. It promotes a wholebuilding approach to sustainability by recognizing performance in the following five key areas:

Sustainable site development Water savings Energy efficiency Materials selection Indoor air quality The IGBC Green Home rating system provides a roadmap for measuring and documenting success for every building type and phase of a building lifecycle. Deeply committed to the health of residents in its buildings Mahindra Lifespaces has obtained Platinum Rating in pre-certification for its project Mahindra Royale (Phase II). The company has already implemented a number of green building initiatives, both as a mandatory part of Green Building development and to ensure healthy living spaces for its residents. These include: Improvement of ventilation effectiveness. Use of low VOC (Volatile Organic Compound) paints, adhesives and insulations inside the apartments for improved moisture management and control of contaminants. High albedo material on the terrace roof, with a SRI (Solar Reflectance Index) value of over 78, to reduce heat absorption and the resultant energy demands for airconditioning. Installation of energy efficient glass in fenestration. Use of fly ash based concrete bricks/blocks of low energy density. Installation of an in-house STP (Sewerage Treatment Plan) to reuse wastewater generated from the building, to further reduce demand for water. All the above initiatives will together create a healthy living space for our residents and result in interactive effects of energy efficiency measures.

Science and Technology Park, to start with for Training and Capacity Building of stakeholders on Eco-housing Measures (88 criteria totaling to 1000 points) has developed training modules for policy makers, developers, architects, and consumers. Science and Technology Park has Designed and Printed Eco-Housing Brochures in two languages Marathi and English and circulated almost one lakh brochures to all the PMC ward offices for distribution to create awareness and promote eco housing and enlighten developers to implement Eco housing Certification. As a part of their programme they have undertaken the following activities for PMC: 1. 2. 3. 4. 5. Periodic review of the Eco-Housing criteria by taking feedback from stake holders. Conducting awareness and Eco-Housing Training Program. Facilitating Eco-Housing program implementation. Handholding PMC as well as developers for effective implementation. Advising PMC as and when required.

This programme interventions include integration of Eco housing policy and fiscal incentives, capacity building and the setting up of a sustainable institutional mechanism to mainstream eco friendly and energy efficient construction practices. The whole exercise has been done in order to sensitize, orient, educate and capacity building among the implementers/policy makers in the corporation who would be setting guidelines and awarding incentives based on the eco performance of a project and to promote this performance assessment tool which will help quantify environmental achievement of a building and provide meaningful differentiation of buildings in the market place.

Solar water heaters The sun is an endless source of clean energy. The question is how do we tap it. In India, we have an abundance of this natural source, 365 days a year. At the Nyati Environ, we have harnessed this source, by installing solar water heaters on rooftops. Rain-Water harvesting With increasing consumption of water, this precious commodity will become scarce in the future. At Nyati Environ, they have created efficient water harvesting systems with effective tapping of rain-water and channeling it back to ground reserves. Waste-Water recycling At Nyati Environ, the waste-water shall not go down the drain. Effluent overflow will be treated and recycled for reuse. This would ensure adequate water to keep our surrounding clean and green.

Vermiculture Pit Disposal of waste and garbage is a matter of serious concern. But vermiculture can counter this problem effectively. At Nyati Environ, the waste material will be decomposed into organic manure, thanks to the presence of effective, functional vermiculture pits. C.) INFERENCE: Nyati environ is a community in which innovative building and site design techniques are incorporated to not only improve the quality and performance of the home, but simultaneously reduce stress on the environment. C.) CONCLUSION: Both during, and after construction, careful attention is paid to safe construction, recycling, natural preservation, and useful, efficient home design elements which is a positive sign in terms of the environmental awareness.

CONCLUSION: At palladio, they work with an awareness that are the inheritors of this earth, and are passing it on to the next generation. CONCLUSION: From the above table, it is clear that the on the whole the whole city of pune is awakening to the eco- housing movement with around 54 more projects in the pipeline are yet awaiting the green signal to get the GREEN BUILDING rating. It is also evident that many builders are responding to this green movement set up by the Pune Municipal Corporation Yet there is not a sizable number of eco housing awareness and application and implementation which amounts to only 0.005%. The reasons for the same is lack of awareness among the middle class and a misconception that going green is very expensive in terms of investment. Although there may be initial high cost but the people are not aware of its benefits in the long run! What else can be done to boost the eco-awareness in the city of Pune? 1. Education regarding sustainable building practices, materials and technologies available for construction industry. 2. Training stakeholders for implementing Eco housing criteria and make them realize need of urbanization and the demand for resources, reducing load of municipal infrastructure including water supply, waste water treatment and solid waste management. 3. Education, Training, demonstration and promotion activities based on market development approach which will encourage entrepreneurship and help create a market for eco friendly products and services. 4. Sensitize Orient, Educate and Capacity Building among the implementers/policy makers in the corporation to scale up and mainstream energy efficiency and environmental friendly housing. 5. Handhold Urban Local Bodies to understand, frame polices, make necessary changes in the development control rules and implement sustainable construction practices. 6. Promotion of sustainable building practices and energy efficient and eco friendly local building materials. 7. Make people aware of this innovative approach towards conservation that will help free resources for investment in other sectors and facilitate utilization of Government funds more efficiently.
