Electricity Supply to Medical Facilities and Preservation of Nature in Unelectrified Areas


The e7 Fund has established an independent electricity supply system utilizing photo-voltaic system at the W-Park, National Park area laying across the national borders of Niger, Benin and Burkina Faso in West Africa. The project intends to supply electricity to hospital, dispensaries, ranger stations in the National Park area, and local residents as well as to assure drinking water during the dry season for the animals living inside of the Natural Park, including elephants, lions and so on, for the purpose of the preservation of nature. The project is one of the activities to contribute to sustainable development with electricity surved by the e7 Fund, which is a nongovernmental organization formed by major utilities in the world consisting of American Electric Power (USA), Electricite de France (France), Hydro Quebec (Canada), Ontario Power Generation (Canada), RWE (Germany), Ente Nazionale per lEnergia Electrica (Italy), Scottish Power (UK), Tokyo Electric Power Co. (Japan) and Kansai Electric Power (Japan).

Electricity Supply to Medical Facilities and Preservation of Nature in Unelectrified Areas


The major medical facilities in this area are Tapoa Djerma dispensary in Burkina Faso serving for about 1,000 local residents, Karimama hospital for about 20,000 local residents and Kompa dispensary for about 1,000 local residents in Benin. These facilities play an important role in medical activities in the local communities. Electricity supply is utilized for lighting, to drive electric pumps to assure drinking water (e.g., a 5,000-liter water tank and a 400-liter emergency medical tank at Tapoa Djerma dispensary) and for refrigerators to store drugs and vaccines. It is apparent that the project has contributed to the improved medical capabilities of hospital and dispensaries as well as to the improved living standard of local communities. In addition, the project also served as the measure for the preservation of nature. Animals in the Natural Park were exposed to crisis of their lives when drinking water was exhausted in the dry season. The project has supplied solar electricity to electric pumps which supply water to the watering places at Perelegou, Niger to assure drinking water both for the herbivore and carnivore living in as wide as 20,000-hectare area.

The photovoltaic system consists of solar panels, battery, inverter and wiring. With a rather small capacity from about 0.3 kW to 3.0 kW the electricity plays an essential role in the local area. This project was proposed by the e7 internally in 1998 followed by the preliminary investigation initiated in March 2000 and it was started in June 2000. EDF took the lead in performing the project in cooperation with HQ, ENEL, RWE and Kansai. The work in Niger was completed in May 2003, Burkina Faso in June, 2003 and Benin in December, 2003. Subsequently, the inauguration was held to take over the facilities to the local authorities. In addition to funding from the major operating body e7, the project was carried out with high-level support from the concerned three governments as well as assistance from UNESCO and EU. It is one of good practices supported by international cooperation. In spite of the bad condition in the inland of Africa, the project work was proceeded in a smooth manner. It is desirable that the governments of the developing countries will be engaged in similar projects by extending the concerned areas taking into account the lessons learned from this successful project.
