Local schools have been the target for Moorabool Highway Patrol Leading Senior Constable Wayne Frisch to stress the importance of road safety leading up to the holiday period. Myrniong Primary School Grade 6 students saw rst hand how speed and wet weather sadly resulted in a fatality for one young man from an accident in 2010. This show and tell presentation that Leading Senior Constable Frisch has taken around the shire comes as Operation Break Up is launched and targets the fatal ve road user behaviours, which are known causes of road trauma. This year there is a particular statewide focus on driver distraction and seatbelts as we head into the festive season, Leading Sen. Const. Frisch said. Road users can expect to see police at shopping strips, centres and anywhere else where there will be a convergence of cars, pedestrians and cyclists. Operation Break Up will run through until 23 December, a time when Victorians will be attending social engagements, schools will be breaking up and people will be conducting their Christmas shopping. We know this time of the year can be really hectic and people have a lot of things on their minds, he said. The message from Road Policing Command Assistant Commissioner Robert Hill is it is more important to ensure all drivers remain vigilant and take extra care. If you receive a ticket for using your mobile phone while you are driving, get booked for not wearing a seatbelt or youre penalised for not crossing the roads correctly, police are making no apologies. That ticket may just be the reminder or the intervention needed to prevent someone being seriously injured or killed in a collision, he said. I urge all road users to turn off the distractions and switch on when you are out on the roads.

Party at the pool


By Kate Taylor Finishing the school year with a splash will be easy for local students with a pool party being held in Bacchus Marsh. The event a collaboration between Belgravia Leisure, the Out There functions for Teens and Party People Youth Group, and Moorabool Shire Council will be held at the Bacchus Marsh Pool on Friday 20 December from 6pm 11pm. Billed as a drug, smoke and alcohol-free family event, tickets cost $5 per person or $15 per family and the night will feature a live DJ, pool inatables, temporary tattoos, slushies, popcorn, a BBQ and a Dive-in Movie The rst 30 people to arrive will receive a free slushy and temporary tattoo. The event is also supported by the Bacchus Marsh Lions Club and the State Government initiative Freeza. POLICE FIGURES show a dramatic increase in the number of drivers caught using a mobile hand-held phone in Moorabool, Hepburn and Golden Plains. A whopping 204 were detected in 2012-13, compared to 172 the year before. But it looks like L and Pplaters have got the message with statistics showing only three were detected in both years. Figures for all three Council areas are counted in the Moorabool Police Service Area In comparison, Ballarat clocked up 601 phone-using drivers last year (up from 575). Melton recorded just 339 down dramatically from 627.

News 70s Kids are waterwise winners


By Kate Taylor Ballan Autumn Festival Organisers Marion Robins and Carmel Hunter get in the groove to remind us that next year the festival theme will be Back to the 70s. The big day is Sunday 23 March, 2014. Learning about using water to grow food has never been more fun for Moorabools prize-winning primary school students. Students from Bacchus Marsh Grammar, Darley and Myrniong primary schools have been named winners in Western Waters Sammys Waterwise Club colouring competition. The competition was held to promote Sammys Seedlings, part of Western Waters new sustainable gardening e-newsletter, The Watering Can. Sammys Seedlings is aimed at encouraging under-12s to get out in the garden and grow their own fruit, vegetables and herbs. The winners were Prep student Isabella Kulinski from Bacchus Marsh Grammar, Grades 1/2 student Nelson Knaver from Darley Primary School and Grades 5/6 student Amber Spurr from Myrniong Primary School who showed off her artistic talents by colouring in a frog and Sammy the Snake. Each winner received a $50 Bunnings voucher for

Another top honour
By Kate Taylor A mock bushre evacuation of Blackwood held last year has won a second award. The exercise was run by Moorabool Shire Council, Victoria Police, the Country Fire Authority and other emergency service agencies who took out top honours at the 2013 Fire Awareness Awards in the Community Preparedness Section for the evacuation. The groups were joint winners of the award along with a project run in Warrandyte. The Blackwood evacuation exercise also received a Judges Commendation in the Local Government sector at the Victorian Ceremony of the Resilient Australia Awards 2013 last month. On Sunday 9 December 2012, Moorabool Shire Council and the other agencies formed a working group that arranged and undertook a community evacuation exercise for Blackwood, Dales Creek, Simmons Reef, Golden Point, Barrys Reef and Greenhills. The exercise was designed to help emergency services personnel and the community to test their response to a bushre threat. Moorabool Mayor Paul Tatchell said the exercise was exceptionally wellplanned and executed and the award was extremely well deserved. Those involved in council and the other agencies did a tremendous job. Community participation was voluntary but it was pleasing to see community members get involved and test their own bushre survival plans. I congratulate everyone involved in the exercise. They should be very proud of this recognition.

BLACKWOOD PREPARES
At precisely 11am last Sunday morning, the siren sounded at the Blackwood Fire Brigade shed, alerting residents to evacuate their homes. Part of a bushre test evacuation exercise, emergency services including police, SES and CFA personnel door knocked homes to alert residents to put their re plan into place. Conducted in the Blackwood, Barrys and Simmons Reef, Dales Creek and Golden Point area, more than 200 community members took part in the voluntary evacuation. Victoria Police Acting Inspector Nick Finnegan said for the purpose of the exercise only, residents were instructed to proceed to Egans Reserve at Greendale. In the event of a real evacuation, this is not an evacuation point, you must continue to safer location such as Ballan, he said. Mr. Finnegan said the exercise tested the residents response and actions upon hearing a community alert siren, receiving an emergency alert via telephone and trialing the community phone tree network. It was a chance for emergency services and local residents to assess how the area responds to a bushre threat and use the valuable lessons learned to improve the Blackwood and District Evacuation Plan, he said. Moorabool Shire Council Mayor Cr Pat Toohey said the Blackwood community should be commended for how it had supported the evacuation exercise. We believe that through participation, the Blackwood community will be better prepared in the event they ever need to evacuate in an emergency situation, he said. This exercise demonstrated how the community, council and emergency service agencies can work together to nd local solutions.

Mr. Finnegan said the Blackwood area has no Neighbourhood Safer Place or Community Refuge and therefore evacuation may be the only alternative. The risk of bushre for the Blackwood community is very real. The safest option on bad re days is to leave early. Any evacuation will be a last resort.

MOORABOOL COUNCIL HAS rejected two proposals in two months for an extension of hours at a bulk-billing Darley medical clinic. Plans to extend operating hours by two hours a weeknight were knocked on the head at the December 4 Council meeting after a proposal to extend weekend hours was also rejected at the November 6 meeting. Two doctors are now trading at the clinic from 8am6pm on weekdays and 9amnoon on weekends and holidays. Councillors said extending the hours to 8pm would increase trafc and noise for neighbours whose lives had already been affected by the year-old business. Cr Tonia Dudzik said the clinic would have been useful for working families struggling to nd a doctor on weekends or late at night without having to en-

dure long waits at Bacchus Marshs hospital. Families dont know and cant predict when someone is going to get sick, she told the meeting. It is difcult to get medical care on a weekend and sometimes you cant get it at all. The hospital can get backed up with cases and yet here is a doctor willing to run an extended service. We have a supermarket operating across the road in Darley Plaza, so why cant we have a new medical centre? Neighbour Joesphine Holborn told the meeting she was concerned about unsafe two-way trafc near the clinic and possible collisions. I have no objections to a medical centre in Darley, as it desperately needs this service, but the position is

very strange, she said. The other side of the road is commercial land, but our side of Gisborne Rd is still residential. Cr Pat Toohey said the planning permit should be rejected because proper processes had not been followed. I think this would set a precedent where applicants can just change their permits and keep bringing them back to the next meetings, he said. This applicant has every right to appeal to VCAT or put in a fresh planning permit application, but this extension of hours was refused. Cr Tom Sullivan said the application was planning by stealth. This is not about healthcare for Bacchus Marsh, he said. This is a planning matter.

Triple J Thomas!
By Ebonnie Kombani TWENTY-four year old Josh Thomas, originally hailing from Bacchus Marsh, is already doing what he wants with his life. So when he heard he won the national Triple J Music Video of the Year award a couple of weeks ago, he was surprised but not phased. His video, for Melbourne band Clubfeets Everything You Wanted outshone other nominations including Vance Joy Riptide and Thundamentals - Smiles Dont Lie. The music video won the award due to its originality, creativity and technical excellence. Triple J describes Mr Thomass video as A one-shot wonder, the video consists of lead singer Sebastian Cohen as he walks down an unremarkable semi-industrial suburb. As Cohen progresses, frozen images of him appear along the path and come to life as he meets them. The simplicity of the setting and wardrobe allows the videos clever trickery to shine. Mr Thomas said he had been producing videos and animation since a young teenager while at Bacchus Marsh Grammar. He then went on to study a threeyear animation degree at RMIT University. While studying he worked for Oh Yeah Wow, a video and animation production company his friend Darcy Prendergast, also from Bacchus Marsh, set up. Clubfeet put in an open pitch, which is rare, so I had the freedom to be as creative as I liked, Mr Thomas said. The son of a policeman and speech pathologist, he said he was not sure where he got his creativity from and would ultimately like to direct a movie. Im a little bit obsessed with lm, so it is impossible to pick just one. I admire the work of Stanley Kubrick, Jeff Nichols, Krzysztof Kieslowski, Orson Welles, Martin Scorsese and Terrence Malick, just to name a few. Couple are big heroes

The club also generously donated to our project, which so far has raised more than $11,000 for the Little Heroes Foundation. The couple visited schools between Adelaide and Melbourne, teaching kids the importance of resilience and to work hard to achieve what you really want in life. Starting January 2014! The Moorabool Shire Council will be making changes to the Rural Library Service in order to enhance the service provided for the following rural areas of the Moorabool Shire from 2 January 2014. Ballan Due to growing borrower use and changing demands, the library at the Ballan Mechanics Institute will now be open Fridays 1.30 5.30pm and Saturday opening hours will change from afternoon to morning (9.30am 1.00pm). Wednesday hours will remain 9.30 1.00pm. A stock of books, DVDs, CDs, magazines and Talking Books are available, and ordering can be done on-line, selecting Ballan as pick up location. Storytime sessions are held every Wednesday at 10.30am, babies to pre-school age. Ballan - New Opening Hours: Wednesday 9:30am 1:00pm Friday 1:30 5:30pm Saturday 9:30am 1:00pm Dunnstown, Bungaree A library officer will continue to visit these towns at the usual weekly time to drop-off/pick up books and help borrowers order books through the library website. FIRE PREVENTION UpDATE


Council officers have been inspecting properties throughout the Shire since late September and its pleasing to see that there has been considerable effort made to prepare the Shire for the coming Fire Season. Moorabool Shire has a high number of extreme and high risk areas within its boundaries and residents need to be aware of the risk posed by wild fire. Emergency authorities have noted that there will be an above average risk of fire in grasslands and forests this season. Council has issued more than 600 Fire Prevention Notices to property owners to clear their blocks for the coming Fire Season. Property owners issued with a Fire Prevention Notice must complete the work by the date specified on the notice and ensure that their property is maintained for the Fire Season. Council commenced re-inspections on 12 December 2013. Property owners who have failed to carry out the work specified in a Fire Prevention Notice risk heavy fines and will be required to repay the costs of any work carried out by council to comply with the directions on the notice. The penalty for failing to comply with a Fire prevention Notice has increased to $1444.00 this season.

Staff will also look at setting aside money in the 2014/15 budget for a feasibility study into a permanent library in Ballan. A report to the meeting said Ballan averaged one visitor every 2 minutes or 29 an hour - compared to 42 an hour in Bacchus Marsh which had more staff and a self-serve checkout. The majority of loans to the Ballan library on a Saturday are in the rst hour of opening (1.30-2.30pm) which suggests that adjusting the opening hours may alleviate the congestion, author Kate DiamondKeith said. The Ballan library is located in a small room at the Mechanics Institute and due to high visitation, the room is often crowded which puts pressure on the Rural Libraries Service Ofcer and hampers the ability to provide high-level customer service. A survey of users indicated the desire for additional hours in Ballan, a larger space and additional programs such as book clubs for children and young people. ** Meanwhile, Councillors also voted for staff to investigate the possibility of a new visiting library service to a venue in Mt Egerton, Lal Lal or Yendon communities which all lost their bookmobile stops last decade. At Gordon, hours will be extended by 30 minutes a week from 2pm to 3.30pm Tuesdays. The fortnightly City of Ballarat mobile library trailer service to Blackwood will also be discontinued. Council voted to replace it with a weekly visit by a Moorabool librarian at a venue to be determined. New small static collections in lockable bookshelves will also be provided at venues in Gordon, Dunnstown, Bungaree and Blackwood. By Kate Taylor Attracting more funding and improved lobbying of government are among the benets of a leadership course that a Moorabool Shire Council employee graduated from recently. Councils Building Assets Co-ordinator Mick Gorne commenced the LBWR Leadership Ballarat and Western Region course in February and graduated at a ceremony held in Ballarat on Friday 22 November. LBWR representatives watched on, along with Moorabools Mayor Paul Tatchell, as Mr Gorne completed the last step in a program which saw him travel to Canberra to meet politicians, hear specialist guest speakers, network with local organisations and learn a lot about leadership. Its all about getting people from organisations, levels of government and private industry together to learn. We attended different sessions to learn about different topics in the region - education, local tourism, sustainability, the justice system, theyre just a few of the topics. We go to these sessions and we meet different speakers who are professionals in their eld and we learn about their business. Mr Gorne explained that the course gave a greater understanding of how to lobby government, and how to attract funding to the area. It might be that you see a particular issue in an area of your community, lacking in infrastructure or support services, and were exposed

THE BALLAN LIBRARY will open on Saturday mornings and extend its operating hours after a whopping 10,580 visits and 16,155 loans in its rst year. The service now operates on Wednesday mornings and Saturday afternoons, hampering use by children at school and people who leave town for the weekend. At the December 4 meeting Moorabool Councillors unanimously voted to open Ballan from 9.30am-1pm Saturdays and on Fridays from 1.30-5.30pm. The start is set for Wednesday 2 January 2014. The 9.30am-1pm Wednesday hours would remain. The extra hours at Ballan would be funded by ceasing the Leigh Creek and Elaine stops which together attracted a total of 14 people and 10 loans across 2012/13.

Photo Helen Tatchell to what those shortcomings might be and that gives us the knowledge about how we can go about, as a leadership group, lobbying government to improve services and it also gives that information to people who are not exposed to that part of the community, because if youre not in a specic eld youre not exposed to things outside of that. It also gave us the opportunity to meet with politicians in Canberra and we were able to get a better understanding of not only how politics works but also how to lobby government to x the shortcomings within your own area we travelled to Canberra in May and met Prime Minister Gillard, and met with a number of Ministers one-on-one. It was an insight; you get a better understanding of how it works. The opportunity of being part of the amount of networking was really good, there were a number of organisations that we werent able to tap into because we werent aware of them, so the opportunity to catch up with them was one of the positives. Moorabool Shire Council is a sponsor of the LBWR and nominates one employee per year to take part in the leadership course. I really think that the course was a real investment - and thats an investment for the council, but ultimately for the community.

Diamond jubilee
By Kate Taylor This Christmas, a community-minded Ballan couple is celebrating their very special 60th wedding anniversary. Barrie and Joan, both 81, met at a dance in Birmingham England while they both worked at Cadburys in Bournville, rst sparking their relationship. The couple married on Boxing Day 1953. Barry, a motor mechanic, and Joan, an Admissions Ofce manager at The Royal Orthopedic Hospital in Birmingham, retired at the age of 65 and emigrated to Australia in 1997, rst settling in Greendale and eventually landing in Ballan. The couple has a daughter, Annie, two grandchildren Sarah and Phillip, and twin great-granddaughters Isabelle and Lily. They keep themselves busy by involving themselves in the local community of Ballan - mum is part of the Ballan Hospital Auxiliary and has just joined the Red Cross in Ballan, and dad is part of the Mens Shed. They both belong to Probus, and help in the organisation of the Ballan Pole Walking Group, Annie explained. Mum and Dad have made many new friends since arriving in Australia, and became citizens in 2000. They involve themselves as much as possible in life which keeps them active and healthy. In the last few years they have enjoyed cruises and seen places they never dreamt possible, they also enjoy travelling around Australia to learn more about their adopted country.

100 years of education


By Kate Taylor Balliang East Primary School has celebrated its 100th anniversary. First opening its doors on 15 May 1913 with just one room and 16 students, the school drew past and present students, parents and staff to celebrate the milestone centenary on Saturday 16 November. More than 400 people attended the open day, including Member for Melton Don Nardella and Julie McMahon from the Department of Early Education and Childhood Development. The 100 years of Education Balliang East Primary School Centenary book was launched, and Mr Nardella buried the schools time capsule. Past parent Jenny West ofcially opened the Centenary Garden which is home to the 50 year sun dial, parts of the previously built Darren West Memorial amphitheatre, the time capsule, and centenary pavers. The day kicked off with registrations followed by the roll call. Whilst there were no students from the very rst decade, family members from the Dahlenburgs (Students No. 1, 3, 11 and 21) were in attendance, explained one of the event organisers Dotty Hazell. Shortly after, the Centenary Garden was opened and the cake was cut by the earliest enrolled and the most recently enrolled students in attendance - Student No. 140 - Gwen Smith (nee Johnson), Student No. 132 - Mary Jensz (nee Schultz) and Student No. 615 - Elise Sommers. The original Balliang East Primary School building was located about 300 yards south of the present site, and was later moved to its current site due to the rocky and sloping nature of the land. In the last 100 years the student numbers have been as low as six with the threat of closure and as many as 41. Currently there are 33 students. Over the years the school has seen many changes including the removal of the Head Teachers residence, which was sold in the 1990s and moved only a few kilometres up the road, as well as the construction and removal of other buildings and extensions and refurbishments to the original building. Open res have been traded in for split system heating/cooling, black boards to interactive whiteboards, slate and quills to laptops and iPads, outback drop dunnies to plumbed toilet systems. The school started with one Head Teacher and now has 10 staff including specialist subjects Chinese, Auslan and the MARC van Mobile Library. The Balliang East Centenary Book can be purchased from the school. A copy will also be donated to the Bacchus Marsh Library and Historical Society. The Staff of Balliang East are endeavouring to get as many pavers for past students as possible to add to the Centenary Garden - anyone interested in donating a paver for a past family at a cost of $20 can contact the school ofce on 5369 5148.

conducted. The day concluded with a traditional smoking ceremony, run by Aboriginal Elder, Uncle Brian, also from the Wathaurung Tribe. Principal Dawn Vassallo said the day was a great way to not only educate children about aboriginal culture, but to remind them of the history of the local aboriginal people, whose land we share.

A push to wheel or walk


A day designed to recognise and celebrate International Day of People with a Disability, was held in Maddingley Park at the end of November. Moorabool Shire Council partnered with Hepburn/ Moorabool Rural Access to hold the Walk, Wheel, Push event for people of all abilities to come together. Children enjoyed games, ploughdough and a celebratory cake to mark the 21st year of International Day of People with Disability. Moorabool Mayor Cr Paul Tatchell said people from all walks of life and of all abilities walked, wheeled or pushed their way around Maddingley Park This was a fantastic event in an effort to raise awareness about the contribution people with a disability make in their community, he said. Rudely Interrupted entertained the crowd with band members facing not only the usual challenges of touring but a combination of having to contend with Aspergers, Down Syndrome, blindness and deafness. Cr Tatchell also thanked those involved in the day, including: Bacchus Marsh Lions Club, Arbee Professional Real Estate, Western Water, Macedon Rangers Council, Youth Services, Family and Children Services, Rural Access and Aged and Disability Services.

HOT DAYS and an unusually high rainfall have failed to dampen spirits at this years Ballan Red Cross Flower Show. The Ballan branch turns 100 next year and at least 50 of those years have included a ower show. Poor weather conditions led to a smaller than usual number of entries. Champion Rose this year was won by Betty Winter from Gordon. All 80 sets of blooms were from the central Moorabool area including Myrniong and Gordon. times and the Christmas windows might not always be there, there will still be Christmas. You cant take it away from us and even if you try we can always celebrate it in the privacy of our homes. What if this were not the case? Could we survive without Christmas? I can see many of us saying to ourselves yes we can. Even if Christmas went we would still be able to celebrate, maybe something different but a celebration still. I ramble on about Christmas and the possibility that someday it might not be celebrated, heaven forbid, because the worlds scientist have recently informed us that Stationarity is Dead. Not God is Dead as Neitche informed us, or Christmas is dead, but Stationarity is Dead. I hear you ask - is that so bad? Then again what is stationarity anyway? According to Laurence Smith in The New North The World in 2050 (Prole Books Great Britain 2011) stationarity is the notion that natural phenomena uctuate within a xed envelope of uncertainty. Laurence Smith goes on to illustrate his point by relating it to river oods. He says, By continuously measuring water levels in the river for, say, twenty years, we can then use the stationarity assumption to calculate the statistical probability of rarer event e.g. the fty year ood, hundred year ood, ve hundred year ood, and so on. Staying with our river oods scenario, these hard statistics are used to design bridges and for zoning among many other policy formations. Stationarity also heavily inuences the insurance industry. Flood prediction, and most other forms of natural-hazard risk assessment, rest on the core assumption that the statistics of past behaviour will also apply in the future. (There will be Christmas next year). That is stationarity. Without it, so Smith claims, all those risk calculations go straight out the window. And that is what is happening. As some of the scientists involved in the issue of stationarity and our planet recently said, In view of the magnitude and ubiquity of the hydroclimatic change (brought about by climate change mainly but also including urbanization,

Christmas is alive, but stationarity is dead?


So this is Christmas, and what have you done. sang the late John Lennon. Father Christmas is still around and each year we look forward to Christmas. It is an annual event and is as sure to arrive as well as other major events. Christmas is a certainty. It has been with us now for hundreds of years and looks like being with us for hundreds of years into the future. It has become part of the fabric of our society as thousands line up to see the Myer Christmas windows in Melbourne. It is a signicant part of religious practice for Christians. It is a vital part of our economy. It is needed as a way to celebrate our lives and families, and while we may accept that maybe, just maybe, Myer might fall on hard changing agricultural practices and the like) apparently now underway (isnt it nearly impossible to get a scientist to say certainly which ts in well with their mode of communication but is often used as a way out by those opposed to any action on climate change). They go on, We assert that stationarity is dead (good no way out for the doubters here) and should no longer serve as a central, default assumption in water-resource risk assessment and planning. And this would apply to all aspects of life on our planet stationarity is dead. And if you need any convincing that stationarity is dead just ask any insurance company especially the one who recently announced huge losses because of many things but especially the damage done via our weather and climate events. While the above illustration is rather technical and forensic I think we can well extrapolate to further conclusions. What we have taken for granted and has informed all of what we do, and believe in, from religious ritual, to Christmas, to the seasons of Spring, Summer, Autumn and Winter, to growing our food, to harvesting our water, to the laws that govern us, are now all up for grabs. This is not to say dont therefore enjoy Christmas but perhaps do so with a renewed reverence for our mother Earth. Happy Christmas all. What is your opinion?

Marian Sidwell Bacchus Marsh Dear Editor, I attended a very encouraging session ran by the Department of Environment and Primary Industries (DEPI) on December 11 on a potential new way to approach prescribed burns. Held at Castlemaine, the session presented new bushre behaviour computer modelling which offers a more efcient and sophisticated approach to determining where to burn. Interestingly, the Phoenix RapidFire model offers hope for both people like us in Blackwood who want more burning and people like some others in the room who believe fuel reduction burns in their areas do nothing other than destroy delicate eco-systems. The Governments current policy of burning to a prescribed number of hectares is a blunt instrument which encourages burning in areas where it is not necessarily needed. The modelling obviously has a series of assumptions and limitations, but it can show DEPI ofcers the effect of reducing under-storey fuel loads in advance of the bushre season. By using the model, re planners can specically measure the lessened dangers to life and property before they burn. The model will show a direct corelation between a planned burn and a specic number of properties saved in the event of a catastrophic re. The model is currently accurate to a 5 sqm area and the developers are hoping to soon upgrade to a 1 sqm area. The December 11 session demonstrated a simulated re, which started east of Blackwood and raced down the river valley to Bacchus Marsh in no time at all before turning towards Gisborne on a late wind change. Although only a computer program, it shows how very real this danger is. I encourage your readers to learn about this new approach which is still experimental but, with enough community support, will give the State Government a viable alternative to its current burning regime. What a Christmas present for the members and friends of the Ballan Community Friendship Garden, now we can get on with installing some major infrastructure such as Water Tanks, a Greenhouse, Pergola and rest area for members, especially the elderly and disabled, and a new garden shed. As the garden coordinator and on behalf of the committee and members, I take this opportunity to thank Mayor Tatchell, the councillors and staff at the Moorabool shire for their support and assistance throughout the Grant apDear Editor, I have been following the case of the vicious attack on a 7yr old girl on her grandparents property in Balliang by their champion dog earlier this year. Lucky to be alive, this girl faces years of facial surgery and will carry physical and emotional scars for life. Regardless of any excuses as to why this happened, the child and dog were obviously familiar and this random attack was horric. So why is the legal case being shufed from Court to Court, the latest deferral to Ballarat in March 2014? The dog should have been destroyed immediately. The only winners here are the Lawyers and while the dog is in protective custody it is costing Moorabool Council $48 per day. Surely Moorabool Council has more urgent areas to spend spare money on. I am an animal lover and also a parent/grandparent but what does it say about our society when a childs plication process and look forward to showing them the completed projects. Last month the rate fell to 2.4 per cent, down from 2.9 per cent in October and a marked improvement on the 4 per cent rate at the beginning of the year. While this means its harder for renters to nd a property, with fewer vacant properties to choose from; for those looking to rent out an investment property, signing up tenants to holiday homes over the summer or even letting out their own home, it is good news. However, that is the statewide picture. It varies considerably between major centres with local factors such as the availability of good properties and the availability of work affecting the rental market. While the vacancy rate was just 1.7 per cent in AlburyWodonga and 1.9 per cent in Ballarat and the Central Highlands, both down on the previous month, it was a different story in Geelong and the Barwon region. There, the November rate was up slightly to 3.8 per cent and in Warrnambool and the Western district it was 3.9 per cent, although that was a fall from 4.5 per cent in October. Median house rentals in regional Victoria have been stable all year $300 for the past three months, the same as for the rst three months of the year. After falling to $295 they picked up again by September. For apartment rents too there has been little variation. The November median of $250 was the same as in January, though down $5 on the October median. There has been some variation during the year with a low of $228 in June. Geelong, with a house rental median of $330 and an apartment rental median of $290 led the regional centres followed by Bendigo and Ballarat.

Premier Division took on heavyweights Queenscliff (away) in what was always going to be a struggle. Whilst conceding defeat by 35 shots, Avenue did pick up a valuable two points thanks to Sam Shannahans rink winning by two shots. Unfortunately that was the only Avenue winning rink for the day. Final score Avenue 67 lost to Queenscliff 102 Division 3 hosted Ballarat North in what was virtually a battle for fourth spot. Avenue led by Paul OFarrells rink recorded a ne 11 shot win and Bill Hawkens rink recorded a 12 shot win with Joe Borattos rink recording a narrowest of margins one shot win to overcome Ballarat North by 20 shots. Final score - Avenue 101 def Ballarat North 81 Division 5 travelled to Sebastopol full of condence after some good wins in recent weeks. Good efforts by Kevin Kneebones rink (2 shots up) and Dave McKendricks rink (4 shots up) and Lyn Robinsons rink (1 shot up) nearly won the day for Avenue, however Brian Bullens rink found the going tough, falling short by nine shots, meaning an overall loss by just two shots. It was good bowling all round by the boys. It was a very pleasing year for the very young team and it has been pleasing to see them grow in condence and cricket skills.

Lady Suffragette possied just off the speed from gate two in the Goulburn Murray Credit Union Pace for C1 class over 1690 metres, before being set alight racing for the bell and crossing the pacemaker Terra Beau to lead for the nal circuit. Ben and Mackinnon played a great set, winning 6 3. Ben and Adam played another good set, but were just not able to get the deciding points in the tie-break. The C4 team def Gordon (forfeit) The C5 team travelled to Elaine and in the rst set Lillabelle and Lauren worked very hard, but their opponents were just a bit too strong, 2 6. In the third set Lillabelle and Daniel showed their progress they made during the season and they were able to get the rst set for Ballan, 6 3. Seniors The A3 team played at home, hosting Haddon who were yet to lose a match this season. The closest the team could get to a win were the combination of Helen Tatchell and Kristy Tatchell. The ladies lost 7/9 but produced a great effort, even coming from 40 love down three times to take each game from their opposition. Kristy with nine games and Helen with ten, were the stand out players on the day. The Centre conducted a twilight meet last Friday night, due to the State Relay Championships being held on the Saturday. During the night they had a special visit from Santa in the local Police car. The young athletes were very excited by his surprise visit and each athlete had a chance to chat with Santa and receive an icy pole. The club congratulates all athletes who represented the Centre at the State Relay Championships at Lakeside Stadium last Saturday. The Boys Under 1416 Medley team consisting of Dale Harris (100m), Lucas Shugg (100m), Brant Lopes (200m) and Jack Shaw (400m) won a bronze medallion. This was the nal meet prior to Christmas and Little Aths will return to Masons Lane on Saturday 18 January, 2014 at 8.30am. Eliza Schembri passes the baton to Lara Casey It was a win for the ages for Division 1, annihilating Woodend at Woodend by 18-0 and 33 shots. It wasnt as easy as it sounded though, as Woodend fought hard all day. Bacchus Marsh were 30 shots up at tea but the Woodsmen came back hard, getting to within 15 shots down in the blink of an eye. From there though, the Marsh showed their true potential going away from the competition barometer and not looking back. Dylan Filuk was the highest winner, 33-15, Amy Gloury won 27-20, Alan Maher 23-20 and Justin Webster 27-22 to complete the victory, which places Bacchus Marsh in second spot going into the Christmas break. Division 2 got close to Woodend at home, only losing by 9 shots. New bowler Wayne Martin and Sue Banks were the winning skips in the loss, which leaves the team last on the ladder. Division 3 are unstoppable and unbeatable, roaring into the Christmas break with a 49 shot win all rinks up. They now are 13 points clear in top spot, only needing one win out of the last four rounds to secure the double chance. Dylan Filuk and Ethan Maher made the Semi and Final of the Under 25 Regional Singles respectively, with Justin Webster and Amy Gloury taking out the clubs mens and ladies Singles Championships.

OPPORTUNITY KNOCKS
It seems there are automotive industry pains being experienced across the world. Recent and impending closures locally in Australia are well documented but worldwide changes often arent, this is true even when the ramifications of such impact directly on our local markets. Some of these have resulted in bargain priced offers some of which just seem almost too good to be true.
The worlds automotive production has shifted considerably in a decade. In 2003 Australian production was 413,261 out of worldwide production of 60.6 million. Roll forward a decade to 2013 and it has slumped with production expected to be under 200,000 despite worldwide production tipped to approach 90 million. Over the same decade period China has grown from annual production of 4.4 million to a prediction of close to 22 million this year. Thailands automotive sector has also experienced dramatic growth over the past decade with production of 742,062 in 2003 to production of 2,515,000 expected this year. This growth has been fuelled not only by favourable free trade agreements but also stimulus packages designed to increase domestic ownership. This growth has seen the construction of new factories and massive increases in production capacity. This capacity is not easily turned off and sudden and recent contractions in domestic demand against forecast growth has seen the need to flood the export market. Last year Thailands vehicle production surged 98.3% to 2.453 million vehicles. Domestic sales made up a staggering 1.436 million vehicles (up 80.6% on 2011). This growth was driven mainly by the governments first time car buyer scheme. Unfortunately 12 months on this scheme has been somewhat derailed by spiralling bad debts and delinquencies as many first time buyers have defaulted on payments leading to a flood of near new vehicles on the market. As a result production projections for 2013 have been wound back from initial expectations and the meteoric growth has flattened out. In a bid to keep the current level and offset flatter domestic sales Thailand has turned to the export market to keep capacity going until the market has adjusted. Australians purchase an ever growing number of vehicles produced in Thailand as it is the home of our most popular light commercial vehicles. These dual cabs have evolved to be more than merely tools of trade they are also versatile vehicles that offer the owners so many more lifestyle options. The levels of creature comforts both for the driver and passengers, safety and overall driveability have made them true all-rounders. Thailands growing pains is effectively our gain with these popular Dual Cabs flooding the Australian market at prices lower than ever despite a weakening Australian dollar. The all new MY14 Mitsubishi Triton GLX+ Dual Cab Turbo Diesel 4x4 for example not only has more standard features than ever before such as 6 airbags and Electronic Stability Control, ABS with EBD, Bluetooth, side steps and cruise control to name but a few, but the price is now only $29,990 drive away for all retail buyers (no ABN required), with an automatic also available for a mere $2000 extra. This value has also extended to the latest model (MY14) Challenger 4x4 SUV which incidentally is built on the same platform in Thailand. This wagon has all the safety features of the Triton but adds reversing camera and a host of passenger car comforts to the mix and this is from a value packed $35990 after the current $4000 cash back offer. Both vehicles are powered by common rail turbo diesel engines which are not only super-efficient but also powerful and despite sipping Diesel only require servicing every 12 months or 15000kms. They also are backed by a 5 year 130,000km warranty complete with roadside assistance, and have a towing capacity of 3 tonne and are ready for work and play. These value offers also come at an ideal time as it was back in 2009 when Australia itself had its own car incentive in the form of the Capital Investment Allowance. This scheme was introduced to stave off the effects of the GFC and was very popular with many companies taking advantage of the tax incentives on offer. These vehicles now for many are ready to be traded in. However the difference is today their potential replacement vehicles have more standard features and are cheaper and whats more interest rates have fallen significantly since 4 years ago which would mean for many that they can changeover now and get a new vehicle with more features and their repayments will also be less, which is a classic win, win, win. These offers will not last long as increased sales in Australia and other markets have taken up the slack and Thailand is now predicting sustained growth in 2014 in both export and domestic sales as it overcomes its growing pains, add to this the weakening dollar, means now is really the time to seize the opportunity.
