New York City District Council Shop Steward: The District Council has entered into several Collective Bargaining Agreements with various associations which obligates the council to enter jobsite work hours via the shop steward electronically. It is your obligation to enter the time on a daily basis. You have been identified as not fulfilling that obligation. Be aware that if you fail to comply with these procedures, you will be in violation of Sections 4 (19) and 4(2) of the Shop Steward Code of Ethics dated September 2012. Violators who are detected will be brought up for Shop Steward Review and may possibly be removed from the job as a Shop Steward. The penalty for failure to comply with these regulations will be determined by the Shop Steward Review Committee and may include the suspension of your Shop Steward Skill. Repeat violators will be referred to the Office of the inspector General for further investigation. You are REQUIRED to appear at the District Council 1st Floor Rep Center located at 395 Hudson Street New York, New York on Thursday December 12, 2013 @ 7AM to discuss your obligations as a certified shop steward and the possible sanctions which may be brought against you. The District Council has made every effort to assist you in your capacity and if you have any questions concernivg this mandatory meeting or electronic report contact the Manhattan Rep Center at 212-366-7345.

Weeldy Compliance Message from the EST September 13,2013 Brothers and Sisters: This week I want to write to you about Shop Stewards and the key role they perform for the District Council and the membership particularly their role in recording and submitting accurate and timely reports of hours worked by members. Submitting complete, accurate and timely Shop Stewar d Reports is crucial to the wellbeing ofthe District Council and Its members. Our members rely on their Shop Stewards to ensure that the hours they work are reported to the union and benefit funds in an accurate and timely manner. Timely and accurate report s help ensure that members receive the benefits and health coverage to which they are entitled. Equally important, submitting timely and accurate time reports allows the District Council and Benefit Funds to identify employers who fail behind in making payments, and allows us to take action to ensure that the rights of our members are protected. We are moving to a time when all Shop Steward Reports will be filed electro nically. This is an exciting prospect and, once accomplished,will greatly enhance the District Council and Benefit Funds ability to ensure that employers meet their contractual obligations and members receive the benefits to which they are entitled. Currently, Shop Stewards working under the Wail Ceiling, BCA of NY,CAGNY,GCA of NY(Carpenters) and the Floor Coverers agreements are required to file their reports electronically. Shop Stewards reporting electronically are required to report all hours worked on a daily basis. If no work is performed on a Saturday,Sunday or on a holiday; the District Council reques ts that Shop Stewards zero (0)out non- worked hours and submit their reports daily. However, no Shop Stewar d will be penalized if s/he waits until the Monday following the weekend or until the next working day after a holiday to submit their hours for weekends or holidays when no work was performed. Until all Shop Steward Reports are able to be flied electronically,stewar ds using paper reports must remain diligent and meet their obligation to submit their reports each week. Unnecessary delays in submit ting reports can be detrimental to the District Council and our members. Shop Stewards must make every effort to submit timely and accurate records. Iffor some reason they cannot,they must speak with a business representative to ensure that any problems are resolved. Members must also understand that it is their responsibility to assist their Shop Stewar ds as they perform their duties. Make sure that the steward knows you're on the job and If you have to leave early, or are asked to work late, make sure your steward Is Informed. Communication and cooperation between members and Shop Stewards helps everyone.
We rely on our Shop Stewards to be diligent, thorough and honest. Shop Stewards should always keep in mind the important role that they play they are the District Council's first line of defense to ensure that employers are abiding by the collective bargaining agreements. Submitting accurate and timely reports is crucial to assuring that our members'rights are protected. Currently,Shop Stewards working under the Wall Ceiling, BCA of NY,CAGNY,GCA of NY(Carpenters) ,the Floor Coverers and the Cement League Association agreements are required to file their reports electronically. I believe electronic reporting has and will continue to enhance the ability ofthe District Council and Benefit Funds to ensure that employers meet their contractual obligations and members receive the benefits to which they are entitled. I want to remind Shop Stewards that they can electronically report time In three ways. Stewards can use the tablet device they received from the District Council. Alternatively,they can log on to the Electronic Reporting System through the District Council website from any computer with Internet access, or, if they have an!Phone,they can install an easily downioadable "App" and submit time using their cell phone. It is important that Shop Stewards become familiar and comfortable with using one or more ofthese alterna tives to report time. Some Shop Stewards have been telephoning their time reports to the Job Referral Office instead of reporting electronically. This should only be done in exceptional circumstance s and cannot be used as an alternative to reporting electronically. The Job Referral Office is not intended to function as an alternative to electronic reporting. Using It for that purpose undermines the goals of electronic reporting and goes against legal commitments the District Council has made to gain approval of Its collective bargaining agreements. It Is a privilege and honor to became a United Brotherhood ofCarpente rs("UBC")Certified Shop Steward In the New York City District Council of Carpenters("District Council"). UBC Shop Stewards must at all tim es perform their duties and resp onsibilities with the highest leve honesty, care,skill and prudence that l of our members have a right to expe ct and demand. Shop Stewards must endeavor to fully and faithfully perform all of the duties ofa UBC Shop Ste required by the District Council, ward UBC Shop Stewards mustsupport and enforce the Constitution of the UBC,the Bylaws of the Dist Council and the collective bargaini rict ng agreement applicable to any job to which they are assigned. Stewards must follow ail federal, Shop state and local laws which govern the work they are performing. UBC Shop Stewards will never cheat or deprive the UBC,the District Council, or any fellow carpente the value or benefit of anything to r of which they are entitled as a member ofthe Brotherhood or under any collective bargaining agreement pertaining to a Job with which they are associated. For issues that do not pertain to wrongd oing, if a USc Shop Steward ever has a question or concem about the duties of a WIC Shop Steward, he or she will first seek guidance fro m the assigned Council Representative. am very pleased to announce the launch of Operation Watchdog. We can all take this opportunity to unite in the fight against corruption. We have unleashed the most comprehensive Anti-Corruption fighting system in this Union's history. Each member now has the power to check his/her hours as well as those of other members working on the same jobsite in real time on a daily basis by having the ability to view the hours posted by the jobsite Shop Steward. Members will also have the ability to
check on the crew size that the Shop Steward reports daily. As a part of this program, the Office of the Inspector General has deployed a team of Jobsite Integrity Inspectors. This action team, composed of retired carpenters, was developed with the intention of having a highly visible presence in the field in order to identify and deter any possible wrongdoing or corruption on the jobsites within the jurisdiction of the District Council and will work with the current staff of investigators and administrators from the Office of the Inspector General. These Inspectors have the Time, Energy, and Commitment (T.E.C.) necessary to represent and assist the District Council in our goal of combating corruption. In continuing with the ongoing efforts of this District Council to combat and deter corruption, the leadership and delegates of this District Council have added strong language to the Collective Bargaining Agreements in order to ensure compliance with this program. Any member will have the ability to check their work hours and those of other members on the jobsite as well as the crew size reported daily on the internet in the privacy of his or her own homes. If members suspect any wrongdoing, they will have the ability to send an e-mail directly to the Office of the Inspector General with the click of a button. They also have the option of calling the NYC District Council of Carpenters Inspector General Hotline,(855)UBC-TIPS, or the Review Officer's Anti-Corruption Hotline,877-712-4896. A flyer was been created with instructions for this process. This new initiative will aid in our continuing effort to eradicate corruption from our Union. The District Council may decide to reduce or decline to file charges against members who provde material cooperation to the Inspector General. MEMBERS & CONTRACTORS WILL BE HELD ACCOUNTABLE The IG office will file UBC charges against members, grievances and possible lawsuits against contractors and make criminal referrals to law enforcement when warranted. ALL SUSPICIOUS ACTIVITY WILL BE AGGRESSIVELY PURSUED The IG office will aggressively pursue all indicators of fraud and fraudulent or suspicious activity against the union.
