Edon Board of Public Affairs Meets Edon Senior Center Celebrates December Birthdays & Anniversaries For Final Session In 2013

Edon Board of Public Affairs addressed a light agenda during its final regular session of 2013 held Tuesday, December 10 at Edon Village Chambers. Mayor Darlene Burkhardt called the early evening meeting to order with members Warren Henry, Chip Hulbert, Andy Ledyard, Fiscal Officer Heidi Bidwell and Water/ Wastewater Superintendent Chris Decker in attendance. In action taken, the Board: Recommended the appointment of Chip Hulbert to fill the board seat set to expire December 31; Mayor Burkhardt will take the recommen-

dation to Village Council for approval. Accepted the Minutes, Financial Report and Bills as presented. Agreed retaining Jim Kiess to read water meters at the monthly salary of three hundred fifty dollars; an hourly rate of $10.25 was set for additional hours worked beyond allotted salaried time. Learned the Villages 2013 water usage totaled 2.547 million gallons ~ a daily average use of 85,000 gallons. Heard besides daily plant operations, Superintendent Decker had repaired a water main leak on Derbyshire Street (with assistance from Street Superintendent Jim Brigle) Thanksgiving Weekend; replaced wa-

He also pumped and cleaned outlets on Tanks 1 and 2 at the WWTP; assisted residents with inside plumbing issues and recommended possible solutions; advised one local business to contact a sewer cleaner for tank issues on the business side of the connection; directed a resident to remove down spouts connected to the Village sanitary sewer system and noted the WWTPs rebuilt pump had been received. Learned a new metallic locater and transponder had been purchased for eight hundred fifty dollars while the Water/Wastewater Departments utility truck still needs to be undercoated. Was informed the sanitary sewer line smoking report was received just that morning; results will be reviewed and presented next month. Learned water tower maintenance would be done in the spring; notice will be given one month before the projects start date. Heard I & I issues continue to be pinned down and rain amounts monitored. Signed the Shut-Off List. Edon Board of Public Affairs will hold its reorganization meeting Tuesday, January 14, 2014 beginning at 4:30 p.m. in Village Chambers.

Holiday City Council Holds Last Meeting of 2013


By Kay Raypholtz THE VILLAGE REPORTER The Holiday City Council began their meeting on December 19, 2013, by addressing two ordinances and a resolution. Ordinance 2013-4, an ordinance approving temporary 2014 appropriations was passed following its third reading. Ordinance 2013-5, an ordinance amending ordinances 2003-5, 2009-3, 2011-4, 2012-1 and 2012-11 regarding compensation of the officers and employees of Holiday City, was also approved following its third reading. This ordinance grants a three percent raise to the Clerk-Treasurer, and a two percent raise to the Administrator and Deputy Administrator effective January 1, 2014. Other compensation remains unchanged. Council members will earn $3,000 per year; the Mayor shall earn $6,000 per year; and the Clerk-Treasurer will be paid at the annual rate of $19,599.86 per year. The pay rate for the Village Administrator will be $26.49 per hour, and the Deputy Village Administrator will be paid $375.00 per month. Resolution R-2013-9 was passed, approving then and now purchase order 41-2013, issued on 12-11-2013 for the engineering services of the GPD Group for their sub-station planning. Clerk-Treasurer Lauri TenEyck Rupp gave the financial report for the end of November 2013. Deposits for the month totaled $545,386.57; expenses came to $573,436.47; leaving a balance of $2,307,998.59. Interest was $212.11, and total investments were $172,823.41. Council heard from their legal representative regarding whether or not the village could require that all electrical purchases by businesses and factories be purchased from only the Village of Holiday City. Rules set up in the Ohio Constitution allowed the municipality to be formed with these rules in place. This inquiry was in response to a question asked by one of the local factories about purchasing power from other sources. The village had been approached about selling their Blue Creek Wind Renewable Energy Certificates (RECs). Other towns in the county had done so and made a profit. If the village would decide to hold on to the certificates, they cannot make money from them as they are not an energy producing company. The issue was tabled pending further information regarding the number of credits available for sale and at what price In his Mayors report, Shawn Clark said that he had helped out at the Santa visit on Saturday, December 7. He also read the Visitors Bureau report, which stated that the turn-out for the event was slightly less than last years event as some neighboring towns also had Santa visits that day. Approximately 120 children enjoyed meeting with Santa, and they came away with more than enough treats and trinkets. In other business, the Audit Committee met prior to the regular council meeting to approve the records and books for the year. The ditch cleaning has been completed except for the area that runs under State Route 15. Council member Ron Keil, Jr. will address this again in the spring. He reported that the water is flowing and moving through the ditches properly. Council members and the village officials wished all a Merry Christmas and a Happy New Year before adjourning the meeting. There are no requirements, however, to browse the See and Do Club's shop, where a variety of clothing and household items can be found at no cost. Normal operating hours of the See and Do Club are Wednesdays and Fridays from 10:00 am to 3:00 pm and the third Monday of every month from 5:00 pm to 7:00 pm. THE VILLAGE REPORTER ROTARY GUEST ... Lance Thorp (right) was the guest of Steve Lamberson at the Mont- Montpelier Junior High pelier Rotary speaking about the upcoming MHS Baseball season. Student Council were on Lance Thorp was the speaker at the regular meeting of the Montpelier Rotary on Monday. The guest of Steve Lamberson, Mr. Thorp spoke on the optimistic outlook he has for Montpelier Baseball. From Little League to high school, there is a new effort on the part of coaches and concerned citizens to establish more coordination in Montpelier Baseball to encourage the youth to feel as if they are all playing for the same team Montpelier! As MHS Baseball head coach, while he spoke positively about changes to the youth leagues, Mr. Thorp had the most to say about the high school teams. This years roster has good numbers. With only three seniors it makes for a young team but one that, he hopes, will be inspired to play hard. Mr. Thorp noted improvements to the Superior Athletic Complex which have been spear-headed by Montpeliers superintendent, Dr. Grime. The hope is that, with a new Press Box, Montpelier Baseball may get more media time and better recognition. Mr. Thorp also mentioned his encouragement in finding out that two of his players have gone on to play at the college level. Tyler Benner made catcher for the baseball team at Alderson Broaddus University in West Virginia and Spencer Durham made pitcher at Adrian College. Mr. Thorp looks forward to an exciting season of MHS Baseball.

hand at the Montpelier See and Do Club on Wednesday, December 11 to help with the preparing and giving out of Christmas meals to area residents that had signed up to receive a package. Those students were followed by MHS Student Council and National Honor Society Seniors who arrived on Thursday, December 12 to offer their time and assistance as well. While the students' assistance might be seen as a service project, the students involved all came of their own free will to exercise the gift of giving over the Christmas season. The See and Do Club, which is ran exclusively by volunteers, offers the meals to area residents in need as part of the organization's ongoing food bank. Clients of the See and Do Club receive a food box from the club's pantry every other month. Food items are received by the club through area donations as well as through an ongoing relationship with a food bank in Toledo, where the See and Do Club can purchase many food items for only 19 cents per pound. This visit provided them an overview of the programs that Four County had to offer. The goal is to get 8th grade students to begin thinking about their possible career paths. On The 18th the Band and Choir Christmas Concert was held. There are also several upcoming events planned. On December 27th & 28th Hilltop will host the Main Stop Holiday Tournament. On January 8th Hilltop will also host a financial aid meeting for college bound students. Last on Mr. Rileys report was enrollment number, this year there are a total of 275 students in the 7th-12th grades. Ms. Laura Springer then provided the board with her report. She began with recognizing the students of the Month of November who deserve praise and accolades: Brennen Dempsey, Myah Higgins, Joseph Williams, Brynn Rodriguez, Gabriel Hill, Carson Crossgrove, Eleana VanArsdalen, Faith McKinney, Maggie Wheeler, Bailey Moreland, Kyla Zuver, Elijah Kuszmaul, Ella Calvin, Kasin Deck, Emmitt Burdine, Makenzie Ledford, and Katelynn Smith. Ms. Springer went on to say that the November conferences were well attended. The teacher sign in sheets reveled that attendance rates were ranging from 80 to 100 percent participation. The third grade reading scores had a 58% passage rate, which is the second highest score in the fall for the last five years. On December 12th a Spelling Bee was held for the 6th & 7th grades. On the 17th the 3rd grade had a trip to the nursing home and the Elementary held a Music Program. One the 18th the band and choir concert was held and one December 20th there was a field trip to the Wauseon Movie Theater for grades 5 & 6. The elementary enrollment numbers were 320 for grades K-6th. The treasurers report was given. There was an approval for the following additions, revenue increases, and appropriation modifications. A revised amended certificate will be filed with the Williams County Auditor to reflect the increases in fund expenditures and revenue. The 200 9610 HS Student Council by 500, 300 9502 by 2,000, and 300 9505 Volleyball by 4,000. The approval was made on the Resolution declaring it necessary to pace a levy on the May ballot for the exclusive purpose of funding school security. There was approval of the Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the county auditor. The Organization plan moved to set the Organizational Meeting for the Millcreek-West Unity Board of Education for Monday, January 6th at 6pm in the High School Band room. The President Pro-Tem appointed Mr. Baker as the President ProTem of the Millcreek West Unity Board of Education until a President is elected at the Organizational Meeting. Next, items from the Board of Education Members could discuss other issues. Both Roger Detwiler and Rob Maneval were acknowledged for their time of service. The board then moved into executive session for the purpose of interviewing candidates to fill the vacant board seats. Millcreek-West Unity Board Of Education Makes Resolution To Place Levy On May Ballot

By: Jennifer Manlove THE VILLAGE REPORTER Millcreek-West Unity Board of Education met on Monday December, 16th at 6 oclock. There was a call to order and roll call. All members were present. They approved the agenda and moved on to the superintendents report. Visitors were also recognized at the meeting. Three of the visitors were going to be interviewed for potential board members. The Legislative Liaison Report was given and House bill 193 was discussed. The Ohio House Bill 193, is a placeholder bill that shows legislative intent to review and revise Ohio high school graduation requirements. This bill signals the start of a process in which the State Board of Education plans to be an active participant. Next, was the approval of the Consent Agenda. The minutes from the November 2013 board meeting, and the financial statements and investment for November 2013 were both approved. Also approved were the follow-

Four County Career Center is pleased to announce Quintin Clark from Stryker High School as Student of the Month. Quintin is the son of Jay Clark and Evvie Grisier and is a senior in the Computer Networking & Repair program at the Career Center. Quintin was nominated by his instructor, Mike Yeager. Drunk driving is a killer on the roads all year round, but data shows that the tradition of celebrating the holidays with alcohol leads to an increase of traffic crashes and resulting deaths and injuries. Nationwide, the holiday season is a particularly deadly time due to drunk drivers on the roads. According to the National Highway Traffic Safety Administration, 32,367 people were killed in motor vehicle traffic crashes in 2011, and 31 percent (9,878) of those fatalities occurred in drunk-drivingrelated crashes. Drinking and driving endangers not only the driver but also passengers and others driving on the road. To help keep the party off the road on New Years Eve, the annual Safe Ride Home program will be provided as a community service by Grace Community Church in combined effort with WBNO-WQCT Radio and Safe Communities, Williams County Health Department. The variety of projects I have had the opportunity to be involved with and the diversity in the day to day operations really made my career a rewarding experience. Williams County resident, Doug Soards has recently retired after 30 years of dedicated service to the people of the State of Ohio according to the Ohio Department of Natural Resources (ODNR), Division of Wildlife. Doug Soards started working for the ODNR in 1982 with the Division of Parks. Then in 1984, Doug began work for the Division of Wildlife at the Lake La Su An Wildlife Area as a Conservation Aid. In 1989, Doug was promoted to Wildlife Area Supervisor at Lake La Su An where he has worked until November 2013. As Wildlife Area Supervisor Doug played an important role in several property acquisitions as well as working to protect and restore the federally threatened Copper-bellied water snake. Throughout his career, Doug has been very dedicated to the wildlife enthusiasts of Ohio and

Fulton County Senior Center Four County Career Center Hosts Annual Career Exploration Day News & Events For January 2014
The Fulton County Senior Center offers many social and recreational activities and events for the seniors of Fulton County. With the New Year upon us, it is the perfect time to learn something new. Nora Sallows will be offering painting classes at the Wauseon site in January and February. Classes will be held on Mondays from 9:30-11 and require no previous painting experience. Supplies are provided for a nominal fee of $15 per class. Please call Sherry Fry, Activity Supervisor, to register at 419-337-9299 by Tuesday, December 31. An upcoming trip to the Toledo Rockets is planned for Thursday, January 9 as the Lady Rockets take on the Northern Illinois Lady Huskies. Tickets are only $5.00 and are available by calling 419-337-9299. Limited transportation will also be provided, leaving the site at 9:00 a.m., but seniors are encouraged to drive or carpool if possible. A Sock Hop event will be held at the Swanton site on Friday, January 10 at 11:00 a.m. Musical group Just Us Two will perform live music from the 1950s. Please call ahead to reserve a spot for lunch. This event is sure to bring back lively memories of the The Twist, penny loafers, bobby socks, and many other fun times! Regularly scheduled exercise classes, musical, educational, community, and nutritional programs, bingo games, and shopping days are held at the Fulton County Senior Center sites of Wauseon, Delta, Archbold, Fayette, and Swanton. A special exercise session of Senior Zumba will be offered on Tuesday, January 7 at 10 a.m. at the Wauseon site. Looking ahead to February, you are invited to the Wauseon site for a Valentines Tea on Friday, February 14. Bring your sweetheart or simply your sweet tooth and enjoy some music, tea, and treats. On Thursday and Friday, Four County Career Center hosted the annual Career Exploration Day for over 1,800 sophomores from the 22 member schools in Defiance, Fulton, Henry, and Williams counties. Each sophomore visited two career and technical programs and heard presentations about the programs from Career Center junior and senior students and instructors.

The Career Exploration Day is an opportunity for sophomores to learn more about the programs to make decisions about attending the Career Center during their junior and seniors years of high school. DONATION ... The West Unity Cub Scout Pack 669 met on Tuesday night for a special meeting. The troop collected toys that they donated for Toys for Tots. The troop leaders wanted to commend the Scouts and their parents for bringing in new toys for the area children. They went caroling at Hillside Nursing Home, made blankets and donated to Toys for Tots in the month of December. What a great job this troop is doing giving back to the community.

Honors Given At 4-H Advisor Banquet


Each year the Fulton County 4-H Program recognizes the volunteers/ advisors of the program for their contributions and years of service to 4-H. Special recognition is awarded for those individuals who exemplify the qualities and support of the program or have gone above and beyond. Wed like to share with you those honored this year. 2013 FRIENDS OF 4-H JEANNE JOHNSON AND THE FULTON COUNTY SADDLE CLUB Jeanne Johnson was honored as an Outstanding Friend of 4-H. She was the Fulton County Fair Secretary from 1992-2011. Through her work she managed the tremendous growth of the Sr. Fair and the Jr. Fair. Jeanne is kind and easy to work with. She helped me wade through the processes of setting up for the Jr. Fair Building for the 4-H clubs, to fair premiums, rosettes, building rentals, project judging, fair judges, clinics and other building uses for 4-H clinics and workshops. She was easy to work with to schedule events such as the horse qualifying shows and horse work sessions. Privately she and Curt are also friends of Camp Palmer. I appreciate all she has done as well as the time and resources their families have contributed both at camp and the Jr. Fair Livestock Sale. Some of the Saddle Clubs most notable contributions are the Osthimer Family Memorial Horse Arena with a donation of $365,000 for the construction, the arena fencing panels, a contribution towards the construction of the Klostermier barn, the extension of the chain-link fence at the horse end of the fairgrounds and the outdoor pen announcers stand and fencing. The Saddle Club has donated toward the fair trophies for the Jr. Fair Livestock Programs, sponsored the high point horse awards for the Jr. Fair Horse program for the past several years and continue to hold the Open Speed show during the fair. Other past and present contributions to the community include purchasing a time system for Harry Hughes, several contributions to Honor Flight of NW Ohio and a donation to the Henry County Humane Society. Even though their membership has dwindled to just 12 members, they continue to support the local equine and 4-H programs and the community. The Saddle Club would like to take the opportunity to thank the local community for support of their horse shows. Without the help of these supporters they would anne Strauss. Winning The Battle For A Generation


HAVE YOU SEEN WHOLENESS COME FROM BROKENNESS? Christmas time is often a season of great challenge and difficulty for many. If you find yourself facing some very hard times, it is my prayer that the following story will lift your up. A new program at Walter Reed Medical Center is trying to help wounded warriors recover from the incredible losses theyve experienced in war. Battlefield medicine has gotten better and better, but that also means that the people theyre saving are increasingly injured. So some of these injured soldiers are finding healing through a community based on music. For instance, recently a band of wounded soldiers performed at Madison Square Garden in a concert called Stand Up for Heroes. The vocalist for the band was Marine Cpl. Tim Donley who lost both of his legs and the use of his right arm in a roadside bomb in Afghanistan. Even though he cant walk, salute, or shake someones hand, hes grateful to be part of a group where his singing voice is valued. His signature song has become Leonard Cohens Hallelujah. The lyrics of the song are hauntingly honest: Its not a cry you can hear at night. Its not somebody who has seen the light. Its a cold and its a broken Hallelujah. Donley told a reporter, I thought I understood [that song], but the next thing you know, my whole life is coming down around my ears. Every dream, every hope Ive ever had for the future is broken around me, and I dont know where to turn, and it was at that place that God said, Do you still trust me? Do you still believe that I have whats best for you? And it was at that moment that I understood Hallelujah. I may be more whole now than Ive ever been in my life. In that place of belonging Donley and his friends are discovering wholeness in spite of their brokenness. The scriptures remind us of the words of Jesus that when were burdened, broken over the things of life Matthew 11:28-30 (NIV), 8 Come to me, all you who are weary and burdened, and I will give you rest. 29 Take my yoke upon you and learn from me, for I am gentle and humble in heart, and you will find rest for your souls. 30 For my yoke is easy and my burden is light.

In Duluth, Minnesota a woman said she had no idea she was pregnant! She hadnt gained any weight or felt fetal movement in the months prior to giving birth. The day before being having her baby, she ran for about two hours in preparation for a half-marathon. She said, I had a sore back Sunday evening. I woke up the next morning and had more back pain. As the day went on it got worse, I thought I ruptured a disc or pulled a muscle. Her husband finally took her to the emergency room. They were stunned to learn that the medical staff had detected a fetal heartbeat. She was whisked to the delivery room and soon gave birth to a girl; they named Mira short for Miracle. That sounds impossible, right? In the Bible, we have another birth story that seemed impossible to believe! This story is about Mary, a virgin, who stood before an angelic being and was told that she was going to bring forth a child! Is it any wonder that Mary would humbly and emotionally ask, How can this be? She was deeply disturbed; as I think we would all be, after all how often do we have angels standing in front of us? Its recorded that she thought hard, she reasoned in her mind what is this all about? When we cant figure things out, as in this situation, we reason with science, with God, with ourselves, and with others. Heres a very basic principle that we all need to get. Ready for this? Quit trying to figure out how it can be done! Got it? We often believe that peace will come when we figure it all out! Thats not true. Even if we knew the answers, we would still be anxious and upset! Peace comes from God. (Philippians 4:6-7) By the reasoning and exercising of your mind, you are not going to figure out God or help him! The Bible is chuck full of moments that we will never figure out; the splitting of the Red Sea, a staff turns into a snake, living inside the belly of a fish for 3 days, walking on water, turning water to wine, feeding 5,000 people, the dead coming back to lifeand now God entering this world through a teenage girl! Dont even try to figure it out! Every single miracle of God is beyond us! Its all about trusting God in those moments and obeying Him. Im not saying reject intellect and reasoning, but Im saying bring it under the control of the Spirit and the Word of God. Its a matter of saying, Lord I trust you. I dont see it. I dont know how. But Im not going to mess around with this anymore, I bring this to you and I trust you. How can this happen? The Son of God, placed into the womb of a woman without any mankind help. How? The author, Luke, was also a doctor and he surely knew about childbirth. He was also a researcher gathering the facts, interviewing Mary and others. Luke records all this and records, how can this happen. He doesnt even try to explain it away. The only explanation given isGod. If God can create Adam from clay He is very capable of creating life within the womb of a woman. Gabriel says it bestFor nothing is impossible with God. Allow me to simply say, that when God speaks, it will happen! Period. Has God put something into your world that isnt making sense? Fear not! For no word of God is without power! Quit trying to figure it out, simply believe Read Luke 1.

THE HOPE & PEACE OF CHRISTMAS

By the time you read this, Christmas will be past and the new year will be upon us. Its hard to believe how fast time goes. Thats why it is so important to make the most of every day as it says in Colossians 4:5, Be wise in the way you act toward outsiders; make the most of every opportunity. At our church, the lighting of the advent candles is part of our worship experience during the four Sundays leading up to Christmas. We light the candles of hope, peace, joy, love, and of course the Christ candle (thats the one in the middle) on Christmas Eve. But this year, something struck me as I thought about the themes of hope, peace, joy, and love, and as I read the account of the angel Gabriels announcement to Mary in Luke 1:26-38. Our world and often our lives, even as Christians, are filled with chaos and stuff that erodes the peace, hope, and joy that we are supposed to be experiencing. In fact, just because you are a Christian does not exempt you from hopeless situations. Sometimes when we talk about these advent themes, we act as if life just stops happening during the holidays, and things such as peace, hope, and joy automatically take over on their own. We talk about them, but never translate them into everyday reality. When we do this, these wonderful provisions of God do not mean much to those who find themselves in times of hopelessness, unrest, and situations with no easy answer. Mary, the mother of Jesus, finds herself in a

similar situation in Luke 1:28-34 when the angel Gabriel appears to her and tells her that she has been chosen by God to bear His son. The living bible says she was confused and disturbed, and she asked the angel, But how can I have a baby? I am a virgin. Again, this sounds like the place we often find ourselves when we face situations that seemingly overwhelm us. But look down in verse 38 of the same chapter. Mary exercises her faith. She decides that God knows best, even though she doesnt understand. She decides to embrace the hope, peace, and joy of the Lord right in the middle of this chaotic and anything but ordinary situation. She decides to embrace Gods way because His way is always best. This is a great lesson we can learn from Mary. The truth is there is really nothing that we can handle on our own. We need God for everything and in all situations. Jesus did not come to remove us from all of lifes confusion. He came so that we, through Him, could have peace, hope, and joy in the midst of even lifes toughest situation. Are you experiencing the true Christ of Christmas, and all that He brings? If not, I challenge you to stop relying on yourself, and begin trusting God in all things. Allow Him to fill you with His peace, hope, and joy so that you can in turn love others with the love of Christ. May your new year be centered in Christ alone.
