DESCRIPTION
The purpose of this TA will be to assist the Government prepare a road master plan through a prioritized plan to develop the road network for the next 20 years. This will be achieved through the development of (i) a Road Network Master Plan for the country's core network; (ii) an investment Plan for the next 10-20 years; and (iii) financing strategies to increase participation of the private sector in road works. The approach is to use generalized information to determine a ranking based on relative benefits and costs, and to establish a pipeline of possible projects for implementation in the next 10-20 years under various funding scenarios. Physical development should be guided by this road master plan, taking inco consideration the need to develop a modern highway system without abandoning the improvement of the existing road network.

Consulting Services

The TA will require 70 person-months of consulting services months of international consultants and 45 of domestic cons will have expertise in (i) transport policy, (ii) transport econom engineering including structural engineering, (iv) geotechnica engineering; (v) traffic engineering, (vi) surveying, (vii) enviro social and poverty analysis, and (ix) resettlement planning.
