I would like to thank all the Flotilla Staff Officers for their support during 2013. Special thanks goes to Kelly Duncan FSO-PE, Richard Daniel FSO-MT and Duncan Hutchinson FSO-HR for duty above and beyond. The next Flotilla meeting will be held January 08, 2014, 1900 hours (7:00 PM) at the Brass Buckle. A good turnout for this meeting is extremely important, as we will be reviewing the logistics for the Boat Show and finalizing the 2014 budget. With the New Year, Flotilla 12-08 will have a total number of sixty-four members. This number includes eight Cadets from the Citadel Detachment. During this year the Flotilla added six new members, retired one member, transferred two members, and dis-enrolled eight members. In case you didnt receive the latest Flotilla flash, the meeting will be held in the second-deck training room at Station Charleston. The date and time are the same, 8 January at 1900. Make sure to mark your calendars. Other than the Flotilla meeting, we have three events this month:

COMMANDERS CORNER ( CONTD .)


The Flotilla Change of Watch (COW) will take place at the Zeus Grill & Seafood Restaurant in Mount Pleasant on 18 January. In 2014 the Flotilla will have a busy year. Four Boat Crew Coxswains and four Boat Crew Crew members need to re-qualify. Six need to qualify as Boat Crew Crew members for the first time. These qualifications will require a number of training hours on the water with two boat drills. I wish the entire Flotilla a great New Year and look forward to working with you in 2014. I would like to wish everyone a Happy New Year and to welcome new members and Staff Officers to the Flotilla. Were very glad to have you onboard, and look forward to working with you in 2014. Please feel free to contact me if youre interested in becoming a Flotilla Staff Officer. If youre new to the Auxiliary, I would encourage you to become qualified as an Instructor, Vessel Examiner, or Program Visitor. You can obtain the study materials and take the test online, and the process of becoming qualified is fairly simple. Once again, welcome to the US Coast Guard Auxiliary!

Vice Flotilla Commander Dwaine Harris VFC, Flotilla 12-8 There will be times when the 25th falls on a holiday, or on a day when we have a public affairs event or ABS course. This month, the 25th will fall during the Charleston Boat Show. Therefore, the deadline has been postponed to the 28th to give everyone additional time to write their articles to include info and photos from the boat show.

Charleston Boat Show


The 2014 Charleston Boat Show is one of the largest public affairs events of the year for our Flotilla, and it will be here before we know it. As last year, the boat show will be held at the North Charleston Convention Center. The boat show is scheduled for 24-26 January, which is Friday, Saturday and Sunday. If you click on the link above, it will take you to an online sign-up sheet. On the sign-up sheet, you will see the days listed, along with the hours in which we need volunteers to assist with the event. Please make sure to mark this event on your calendars. The Charleston Boat Show, in its own way, can set the pace for a successful year, and wed like to have everyone in the Flotilla be able to volunteer their time and services. booth at the Charleston Boat Show. Flotilla 12-8 participated in the Folly Beach Christmas Parade with the Flotilla Boat and several 12-8 Flotilla members. We will have our Change of Watch ceremony, and are happy to announce that our FC, Paul Berka, and our VFC, Dwaine Harris, will be with us another year! At the Change of Watch, the Flotilla Staff officers will renew their pledge to perform their duties, and to do their best to support the 12-8 Command, and the mission of the USCG Aux. At our December staff officers meeting, we confirmed that 12-8 is going full force with a 3-day

Historical January Events


1980: Coast Guard forces narrowly averted an environmental disaster when the 300-foot bargeMichelle F, with more than 2.8 million gallons of No. Six industrial fuel aboard grounded one-half mile offshore from the Brigantine Wildlife Refuge. Much of her cargo was offloaded before she was successfully refloated. 2012: CGC Healy, under the command of CAPT Beverly Havlik, embarked on the first-ever Arctic domestic icebreaking mission while escorting the Russian tanker vessel Renda through 800 miles of Bering Sea pack ice to deliver 1.3 million gallons of fuel to ice-bound Nome, Alaska. After 10 days of intense, close aboard ice escorting, the two vessels safely arrive on 14 January 2012 and began a 60-hour, over-the-ice fuel transfer while hove to in the ice 468 yards offshore of Nome.

As The Citadel Detachment returns to Charleston to begin to 2014 Spring semester, we look forward to an exciting new year. As you have read in the Secretary minutes on pages nine and ten, the Detachment has acquired a vessel which is in need of a little TLC. Our first goal is to get it fixed up so it will be parade-worthy, in other words, put some fresh paint on it and clean it up. Eventually however, we plan on making her seaworthy. This will be a labor of love, and will be an ongoing project, but were very excited about this. We will make sure to keep everyone updated on how things are going, and will include photos with future articles as they come available. If youd like to help out, please contact our Flotilla Detachment Leader, Alan Miles. Semper Paratus, Cadet James McManus Citadel Detachment Trivia Answer: Icebreaking. The two 399 polar icebreakers, Polar Sea and Polar Star (shown at right), the 420 polar icebreaker Healy, and the 290 Great Lakes icebreaker Mackinaw have red hulls. Law enforcement and maritime defense may be the missions of all cutters, but red hulls are built specifically for icebreaking.

RBS Visitation

As I sit on the verandah overlooking the Atlantic Ocean on the Disney Dream, Im reminded on how important visits are to distribute the regulations to the marinas, boat dealerships, and other stores that deal with the recreational boating public. It is the members like us that help educate boaters on boating safety year round. I would encourage new members to consider becoming qualified as a Program Visitor. Along with Vessel Safety Exams and Boating Safety Courses, the RBS Visitation program is one of the cornerstones of the Coast Guard Auxiliary. Lets keep up the good work. There are many people who are not properly informed of boating regulations, how to maintain their boat, and may have only a limited knowledge of the USCG or the Auxiliary. One of the things we do as Program Visitors is to give people this knowledge. I leave you all with this final note every visit you make counts as a point towards for earning your RBS device. course. We continue our knowledge building with: Practical GPS for Boat Crews, which will be a 4hour workshop. This will be followed up by hands on training on a Facility while on patrol. In 2013 the Flotilla completed 303 Vessel Safety Checks (VSCs). We have exceeded our 2013 target of 250 by 53 VSCs. I would like to give a special thanks all the Vessel Examiners (VEs) for all the hard work they did during the year. I have received 260 safety decals for 2014, which will be distributed during the January Flotilla meeting. Finance

The Flotilla's financial position has not changed since the last meeting, or much at all during 2013. The Flotilla Staff Officers have been asked to propose what they will need for their programs in 2014 as the first step to constructing a 2014 budget. When they have sent in their needs we will look at the budget, the likely revenue, and get the budget in balance. With attention, we may get it voted on in January.

2014 is a good year to expand your knowledge. Our theme for 2014 is "Never Stop Learning". We will offer a First Aid course in March. We will combine our required TCT Refresher with an addition of a "Coxswain and Crew Refresher"

Call to order at 1900 by FC Paul Berka. Pledge of Allegiance was recited by all in attendance. Special note by FC Paul Berka - FSO-HR Duncan Hutchinson is in the hospital. VFC Harris will follow up in the morning. Introduction of Guests Ed Shumpert, Nathaniel Hoyt, and Matthew Ebersons were introduced as guests. When queried about why they wanted to join the USCG AUX? One response was prior service in the USCG. USCG Station Charlestons OOD manned the gate at 1830 hours and our guests names were at the gate. Announcements & Adoption of Minutes FC Berka announced that the Galeton is being retired and the Hamilton will replace it. It is a new 400-foot vessel. Adoption of previous meeting minutes in November by FC & SR. Minutes were read by Joe Woodbury. A motion was made by Charles George and seconded by Richard Daniel for approval. VFC Report The future of the USCG AUX in SC looks good. With all the oil wells going up off the coast of SC, the USCGs responsibilities will increase. The Change of Watch at Division is coming up. I encourage all of you to attend that ceremony. We need as many from 12-8 to participate at the Division Level. In Division now, from 12-8 we have the FC, VFC, Richard Daniel, Joe Fleming and William Carter. The ribbons and devices that can be earned by USCG AUX members were reviewed. All members need to have a job in the 12-8 organization. We are trying to adjust the Flotilla to the memberships interests. As your VFC, I need to know what your interests are in the USCG AUX. Flotilla Staff Officer Reports Finance: The Flotillas finances are stable. Our Change of Watch will be in January and therefore will come out of the 2014 budget. An email was sent to all the FSOs to project how much money they will need for their area of responsibility in 2014. No one responded, it will be sent out again by William Carter to all the FSOs. Tom Beauchemin inquired about if we had to pay for any non participating members. FC responded saying that he dis-enrolled eight and retired one in order not to have to pay their dues out of our budget. Information Systems: Make sure to submit all 7029, 7030 and 7038 forms as soon as possible. Member Training: Tom Jerussi has passed his AUX Weather proctored exam. A 30-minute Power Point Presentation showing AUX Coxswain and Crew experiences on the water and what we look for in the water will be shown at the Division meeting. Navigational Services: After the first of the year we expect to schedule some nighttime ATON training. Operations: We are back on the water. New calendar with rotating Saturdays & Sundays with our esteemed colleagues of the 12-6 Flotilla. Our schedule is not public information. Jay & Kelly are priority for on water opportunities. Crew members in training need to review the CD and work on line knots and self study. Training will resume after the first of the year. Public Affairs: There is a parade Saturday at Folly Beach; Flotilla Change of Watch January 18th. The Charleston Boat Show is January 24-26. Public Education: We have an About Boating Safety (ABS) course scheduled for Feb 8th with Kelley, Peter & Frank. We will report results next month. Vessel Exams: We need to get everyone to enter their VE. Is there anyone interested in taking over the FSO-VE responsibility? New Business Upcoming Boat Shows: The Charleston Boat Show will be held 24-26 January. Also, weve received a request for the In-Water Boat Show at Brittlebank Park, which is scheduled for 25-27 April. The memberships desire is to be represented at each of these, as well as the Daniel Island In-Water Boat Show. Sign-up dates and times are posted on the webpage. A thank-you to William Carter for posting them. Joe Fleming may be bringing the Flotilla boat. Member Training: Richard Daniel mentioned that Boat Crew will need Survival Vest with mirror, whistle, blinking light, reflective material (knife is recommended). VFC recommended that you purchase the automatic inflatable. Change of Watch: A show of hands for the people going to the Flotilla 12-8 COW indicated approximately thirty people, including guests. Citadel Detachment: FSO-DA, Alan Miles USCG AUX designated a position of FSO-DA Detachment Advisor. Citadel Detachment update: Shut now for the holidays. They have their new guidon flag. The Detachment has a 28-foot flat bed trailer, which is housed at Joe Flemings residence. They have acquired a vessel in need of attention and paint. Short term mission will be a parade vessel; long term mission will be to be sea worthy. See Alan Miles if youre interested in helping with the restoration of the boat. March Awards Day for the Citadel. Will there be any USCG AUX cadets receiving awards? Awards Alan Miles receives Goodmate Award. Peter Axiotis received his certification as an Instructor.
