SUMMARY This report and resolution recommends the authorization of a professional services contract with Jeanette Dong to provide technical assistance to the Department of Human Services (DHS). Ms. Dong will revise DHS's current MediCal Administrative Activities plan and application for Alameda County to include the newly designated Measure Y violence prevention programs where appropriate. If approved by the County, this application will leverage additional federal MediCal funding for Measure Y violence prevention programs. FISCAL IMPACTS Funding for this contract is available from the Department of Human Services Measure Y carry forward funding that was designated for technical assistance, as approved by City Council on May 2, 2006. The funding for this contract is available in Public Safety Act / 2004 Measure Fund (2251), HHS Administration Organization (78111), DHS Measure & Project (G261271). The work product of this contract, if approved by Alameda County, will generate revenues in about two years (2008). The amount of the revenues is impossible to predict until negotiations with the County are complete. BACKGROUND The Department of Human Services currently has a MediCal Administrative Activities (MAA) plan approved by Alameda County. The federal MAA program (administered by the County) allows local entities to recover a portion of the costs of programs funded locally which provide outreach to MediCal eligible residents, encourage enrollment in MediCal, enhance the use of MediCal services, or other MediCal related activities. Through a complex formula, DHS currently recovers a portion of the costs associated with some of its programs (such as Oakland Paratransit) that are funded by local revenues and involve outreach to or planning for the MediCal eligible population in Oakland. prevention programs that DHS now administers may also be eligible for inclusion in the DHS MAA plan and thus make DHS eligible for reimbursement of a portion of the program costs directly related to MediCal eligible individuals and MediCal services. KEY ISSUES AND IMPACTS Jeanette Dong worked closely with DHS staff in 2002 to develop the Department's first Medical Administrative Activities (MAA) plan for submission to Alameda County. Ms. Dong successfully negotiated with the County to ensure the plan met all the required specifications and assisted DHS in implementing the MAA program once it was approved. MAA reimbursement requires staff who are included in the plan to time study (track hours spent in qualified activites) annually and involves complex financial calculations to claim reimbursement. Ms. Dong is uniquely qualified for this type of work given her past experience with DHS's current plan and given her prior work experience with Alameda County's Health Care Services Agency. Staff has reviewed the current array of Measure Y funded violence prevention programs and has determined that certain ones such as the outreach programs for high risk youth and mental health services for children exposed to violence may be eligible for MAA reimbursement. Staff recommends contracting with Ms. Dong to update DHS's plan and to add the new Measure Y programs. This work includes interviewing staff and contractors, developing job descriptions, estimating staff time and the percentage of MediCal eligible individuals reached, consulting with Alameda County on the proposal, and assisting DHS with implementation of the plan when and if approved. The product of this proposed professional services contract, an approved MAA plan, should result in revenues in approximately two years (2008). These revenues would provide an ongoing stream of leveraged dollars that would be available to support continued violence prevention services. The costs of this professional services contract would also be recoverable from this revenue stream. SUSTAINABLE OPPORTUNITIES Economic: This contract indirectly supports programs that enhance the ability of low income Oakland residents to access MediCal benefits which in turn should enhance the overall economic well being of these residents. Environmental: There are no environmental impacts at this time. Social Equity: This contract indirectly supports outreach programs for low income individuals who are eligible for MediCal enrollment and services and thus helps to improve social equity through medical services for all residents regardless of income. DISABILITY AND SENIOR CITIZEN ACCESS There are no disability or senior access issues associated with this contract. RECOMMENDATIONS AND RATIONALE Staff recommends that a professional services contract with Jeanette Dong be executed to revise the Department of Human Service's Medical Administrative Activities Plan to include Measure Y violence prevention programs. This revised plan, if approved by Alameda County, will allow DHS to be reimbursed for a small portion of the costs of Measure Y programs that directly address outreach to MediCal eligible residents. ACTION REQUESTED OF THE CITY COUNCIL Staff recommends that City Council approve a resolution authorizing the City Administrator to enter into an agreement between the City of Oakland and Jeanette Dong in the amount of $30,000 to develop a revised Medical Administrative Activities (MAA) plan for the Department of Human Services to include newly funded Measure Y violence prevention programs. RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO AN AGREEMENT BETWEEN THE CITY OF OAKLAND AND JEANETTE DONG IN THE AMOUNT OF $30,000 TO DEVELOP A REVISED MEDICAL ADMINISTRATIVE ACTIVITIES (MAA) PLAN FOR THE DEPARTMENT OF HUMAN SERVICES THAT WILL INCLUDE THE NEWLY FUNDED MEASURE Y VIOLENCE PREVENTION PROGRAMS

WHEREAS, City of Oakland voters passed Measure Y, the Violence Prevention and Public Safety Act of 2004, in November 2004, approving a series of taxes to support violence prevention objectives, programs and services to reduce violence among children, youth and young adults in Oakland; and WHEREAS, Measure Y resources are available, and City Council approved $150,000 in Measure Y resources be set aside to support a database and technical assistance for Measure Y programs on May 2, 2006; and WHEREAS, the funding for this contract is available in Public Safety Act / 2004 Measure Y Fund (2251), HHS Administration organization (78111), DHS Measure Y Project (G261271); and WHEREAS, the Medical Administrative Activities (MAA) program administered by Alameda County allows localities to be reimbursed for a portion of program costs funded by the local entity that support outreach to and services for MediCal eligible residents; and WHEREAS, the Department of Human Services believes that certain Measure Y funded prevention programs provide MAA eligible services and thus should be included in a revision of the DHS MAA plan which, if approved, would allow for cost reimbursement for some Measure Y expenditures; and WHEREAS, Jeanette Dong drafted the first DHS MAA application in 2002 which was successfully approved and is uniquely qualified to revise this plan to include the new Measure Y programs; and WHEREAS, the City Council finds that this agreement shall not result in the loss of employment or salary by any person having permanent status in the competitive services; now therefore, be it

RESOLVED: That the City Administrator is hereby authorized to execute an agreement with Jeanette Dong in the amount of $30,000 for September 1,2006 through December 31,2006 to revise the Department of Human Services Medical Administrative Activities Plan to include Measure Y funded programs; and be it FURTHER RESOLVED: That these funds will be allocated from Public Safety Act / 2004 Measure Y Fund (2251), HHS Administration organization (78111), DHS Measure Y Project (G261271);andbeit FURTHER RESOLVED: That the City Administrator is hereby authorized to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, modifications, payment requests and related actions which may be necessary in accordance with its basic purpose; and be it FURTHER RESOLVED: That said agreement shall be approved as to form and legality by the Office of the City Attorney and placed on file in the Office of the City Clerk.
